The purpose of the study is to analyze the current state of the youth labor market in Kazakhstan and its main indicators, consider and assess the mechanism of functioning of the system of state support for youth employment; also in reviewing the possibilities of government programs aimed at combating unemployment, including youth unemployment resulting from the COVID-19 pandemic.The research methodology includes statistical and economic, dialectical and comparative methods that were used in writing this scientific article. Since statistical and economic methods are a set of methods used in a comprehensive analysis of the dynamics of the development of certain economic processes, in this article, using the method under consideration, indicators of youth employment in Kazakhstan were grouped, statistical information was developed and analyzed, and also with the help of graphs and diagrams, the analysis results are displayed and assessed the state of the youth labor market. And with the help of the dialectical method, the state of development of economic processes in the labor market, in particular the relationship and interaction between the elements of the mechanism of state support was revealed. Using the comparative method, a comparative analysis of the indicators of the youth labor market and the experience of the functioning of the mechanism of state regulation, as well as the dynamics of changes in the indicators of youth unemployment over a five-year period was carried out.The originality / value of the study lies in a comprehensive analysis of youth employment indicators in Kazakhstan for 2015-2019 and an assessment of the mechanism for the functioning of state programs and other elements of the state regulation system aimed at supporting the youth labor market in the context of the COVID-19 coronavirus pandemic.Findings - main focus andfindings of the article. The research results are related to the analysis of the main indicators of the youth labor market in Kazakhstan and the identification of the main priorities of social policy aimed at improving the system of state support for youth employment.

The article investigates a modern state of youth employment in the labor market. The purpose of the article is to consider of youth segment in the labor market, to study the dynamics of youth employment in recent years and to develop proposals for improving the state of youth employment in Ukraine. Current trends in youth employment and unemployment in the labor market are analyzed. In the process of analysis, such methods of scientific research as analysis and synthesis, comparison and generalization were used, which made it possible to ensure the validity of the study. Based on the results of youth employment issues analysis, the main problems faced by young people in finding a job (specific problems in the youth segment of the labor market) are determined, namely: imperfection of the legal framework that regulates labor relations; young people after graduation cannot put their skills and abilities into practice; imbalance in the professional and qualification structure of the labor supply, which does not correspond to the demand in the labor market; lack of professional experience among young people; gender inequality by sex and age; labor migration due to the non-competitiveness of wages in Ukraine compared to wages in Europe. For a systematic solution to the problems of youth labor market, it is necessary to improve the existing mechanism for increasing the level of youth employment, thereby a new impetus will appear for the development of the Ukrainian economy. The main directions of improving the state regulation of the youth segment of the labor market in Ukraine are proposed, namely: the creation of effective interaction between public employment agencies, business and education. An improvement and systemic implementation of the mechanism for increasing youth employment will reduce the outflow of labor force abroad and ensure the competitiveness of the national economy in the long term.

Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

The purpose of the article is to develop practical recommendations for improving the tools of state regulation of the agricultural insurance market. Research methods. The research was based on general scientific research methods, scientific works of domestic and foreign economists on insurance in the agricultural sector of the economy, regulations and Internet resources. The application of the method of comparison, the monographic method in combination with the method of induction made it possible to systematize and generalize the foreign experience of state support for agricultural producers. Research results. The reasons for the need to improve the system of state regulation of the agricultural insurance market are systematized. The international practical experience of formation of systems of the state support of agricultural insurance is generalized. The normative-legal acts regulating relations in the field of insurance of agricultural products are considered. Emphasis is placed on existing programs to protect agricultural producers from the risks posed by the state. An assessment of the current state of the agricultural insurance market in Ukraine and identified prospects for its development using the tools of state regulation. Scientific novelty. It is proved that agricultural insurance is a new effective tool for state support of farmers in case of risks, which will help improve the economic performance of the agricultural sector of Ukraine. Practical significance. Measures to improve the instruments of state regulation of the agricultural insurance market are proposed. The introduction of state support for agricultural insurance will contribute to the growth of the domestic market of agricultural insurance, which will provide additional revenues to the state budget. Let Us Begin Where Everything Starts, with the economy and the labor market. This is perhaps where contrasts are thought to be sharpest. America—so the proponents of radical differences across the Atlantic argue—worships at the altar of what West German chancellor Helmut Schmidt once called Raubtierkapitalismus, predatory capitalism, where the market sweeps everything before it and the state exerts no restraint. The result is what another German chancellor, Gerhard Schröder, called amerikanische Verhältnisse, “American conditions,” plucked straight out of a play by Bertolt Brecht: America’s labor market is untrammeled and cruel, jobs are insecure and badly paid. Americans live to work, while Europeans work to live. That is the story. But is it true? America’s core ideological belief is oft en thought to be the predominance of the market and the absence of state regulation. “Everything should and must be pro-market, pro-business, and pro-shareholder,” as Will Hutton, a British columnist, puts it, “a policy platform lubricated by colossal infusions of corporate cash into America’s money-dominated political system. . . . ” Hutton stands in a long line of European critics who have seen nothing but the dominance of the market in America. There is some truth to the American penchant for free markets. But the notion that the Atlantic divides capitalism scarlet in tooth and claw from a more domesticated version in Europe has been overstated. When asked for their preferences, Americans tend to assign the state less of a role than many—though not all—Europeans. Proportionately fewer Americans think that the government should redistribute income to ameliorate inequalities, or that the government should seek to provide jobs for all, or reduce working hours. On the other hand, proportionately more Americans (by a whisker) than Germans and almost exactly as many as the Swedes think that government should control wages, and more want the government to control prices than Germans. Proportionately more Americans believe that the government should act to create new jobs than the Swedes, and about as many as the Germans, Finns, and Swiss. The percentage of Americans that thinks the state should intervene to provide decent housing is low.

Problem setting. This article deals with the problems of forming the legislative mechanism of creation and state support of the legal investment order, which should ensure the functioning of the investment market in the mode of observance of the principle of freedom of investment activity and at the same time real providing the national economy with investments in the necessary quantitative and qualitative parameters for the expanded reproduction of competitive socially-based production, without the use of excessive enforcement mechanisms labor, intellectual, financial and natural resources of the country and ensure the state of investment security. Analysis of scientific research. It is significant that public procurement has been the subject of scientific research by experts in commercial law: D.V. Zadikhaylo, V.K. Mamutov, O.P. Podserkovniy, V.A. Ustimenko, V.S. Shcherbinа, etc. The purpose of this scientific article is to identify the key problems of the formation of the legislative mechanism for the creation and state support of the legal investment order, which should ensure the functioning of the investment market and ensure the state of investment security. Article’s main body. The concept of national investment security, which is part of the national economic security of the country as a whole, is to systematically prevent the threat of a critical shortage of investment resources through the creation and state support of an appropriate legal investment order. The lack of a clear and systematic definition in the legislation of Ukraine of the legal mechanism of state regulation of economic relations, including investment, is a disadvantage, which frankly reduces the state’s ability to effectively influence economic processes and, consequently, its ability to fulfill its functional responsibilities in the sphere of economy. The investment component is a special subsystem of economic security that creates prerequisites for the best use of socio-economic relations in the development and scientific and technical restoration of productive forces of society through active investment activity. In studying the structure of the investment component we propose to take into account: inclusion of the investment component in the system of economic security of Ukraine; differentiation of the investment component by different levels of economy (country, region, industry, enterprise); the property of synergism, that is, the investment component of the economic security of the country is not a mere set of investment components of the economic security of regions and enterprises; formation of an investment component under the influence of many objective factors; the occurrence of various risks as a result of appropriate conditions. Conclusions and prospects for development. That’s why there is a need to develop and substantiate a system of initial concepts related to the economic and legal support of the implementation of the investment policy of the state: the investment market, the investment policy of the state, the legal investment policy of the state, the legislative investment policy of the state, the mechanism of formation of the legal investment policy, investment order and national investment security, etc.
