The article discusses and analyzes the approaches available in science to the formation of threshold values of indicators of economic security. The author conducts a comparative study of the existing methods for determining threshold values, examines the advantages and disadvantages of each of the approaches. On the basis of the study, the threshold values for seven indicators of the security of the economic develop-ment of the region are substantiated. Further, the indicative system presented in the work is tested on the example of the Komi Republic using the indicators highlighted by the author and their threshold values using a specially developed technique based on the synthesis of the minimax approach and the indicative method, diagnostics of the state of security of economic development is carried out, the main threats arising in this area are highlighted. The application of the approach proposed in the work to the formation of threshold values of indicators, as well as the methodology used to assess threats, made it possible to diagnose threats that pose a significant danger to the development of the regional economy. The results obtained can be used by public authorities when they carry out activities to monitor the state of the region's economy.

The outcomes of the conducted research presented in the article will be valuable for managers of all levels involved in strategic planning and management of the modern economy of the state. The article addresses the urgent issue of identifying certain strategic alternatives in the development of the state's economic security system. The analysis of existing threats to the economic security of the state is conducted; the approaches to the definition of economic security are analyzed. The study emphasizes the complex political, social and economic situation in Ukraine due to the difficult situation in eastern Ukraine and the temporary occupation of the Republic of Crimea. It draws attention to the place of Ukraine in the ranking of international organizations and provides information on the main forecast macroeconomic indicators of economic and social development of Ukraine for 2020-2022. It is determined that the economic security of the state is based on self-sufficiency, stability and development of all constituent elements of the economy, and their list is given. The article emphasizes the priority development of the economic security system in the conditions of continuous improvement of the scientific and technical market, constant modernization of production, development of educational institutions, creation of a favorable climate for investment, significant state support of innovative activity. The possibility of using SWOT analysis as a tool for determining strategic alternatives has been investigated and confirmed. The article analyzes information and gives a detailed description of the elements (components) of SWOT analysis. The algorithm of estimation with use of SWOT analysis is graphically presented. The method of carrying out SWOT analysis with corresponding detail of each stage is presented. The study identified and analyzed the advantages and disadvantages of using SWOT analysis in comparison with other methods.

The article defines the essence of the concept of “the region’s economic security”. A number of scientific approaches to defining the category of “economic security” in modern economic security are considered. A protective approach to the interpretation of economic security, which considers security as protection from danger, focuses on the perception of security as a form of confrontation with danger. The views of scientists on the factors influencing the state of the region’s economic security are analyzed. The risks of regional economic development, which are divided into exogenous and endogenous, are considered. A variety of threats have been identified that pose a danger to the full life of economic entities at the regional level. Today, one of the main threats to the regions’ economic security is the gap in the levels of socio-economic development of regions: differences in geographical location, natural resources, human resources, structure and specialization of regional economic complexes, features of economic and historical development. The analysis and systematization of scientific approaches to the definition of “economic security of the region”, the main ones are identified, such as: a set of conditions and factors that ensure the sustainability and stability of the region's economy; the ability of the regional economy to function in a mode of self-reproduction; certain economic independence and integration with the state economy; protection from the effects of destabilizing factors. The system of the region’s economic security is highlighted as a set of interrelated organizational and legal measures to reconcile various interests, which ensures the stability, adaptability, self-organization and development of the regional economy in interaction with the external environment of its operation. The main objects and subjects of the region’s economic security system are substantiated. Two strategic goals of achieving a high level of the region’s economic security, which corresponds to the level of European regions, are described.

In conditions of economic instability and the difficult military-political situation in Ukraine, debt security is becoming especially important. Insufficiently balanced debt policy can lead to a narrowing of investment support for innovative economic development, loss of financial stability of the state, macroeconomic instability, will pose a threat to state sovereignty. The choice of approaches and methods for its assessment is crucial for the effective management of the state's debt security. The purpose of the study is to analyse and systematize existing approaches and methods to build a system of indicators for assessing the debt security of the state, as an important component of its economic security. The research is based on the use of general scientific and special methods, in particular: analysis and synthesis, comparison and generalization, analogies, systematization, methods of induction and deduction. The article analyses and summarizes the existing approaches to the formation of a system of indicators for assessing the level of debt security of the state. To assess the overall solvency in world practice, indicators are used that compare the amount of external debt with the main indicators of the reproduction process. Instead, the assessment of government debt security (liquidity) involves comparing the size of current (projected) payments on external debt with the available (projected) amounts of liquid resources. It is established that in domestic and world practice there is no single approach to the formation of a system of indicators and the definition of their limit values. At the same time, the differences in the threshold values ​​of indicators for different countries are justified, as potential risks and threats to different economies have their own characteristics. The necessity of taking into account the state of its economic development, and, first of all, the development of the institutional environment when determining the threshold values ​​of the indicators of debt security assessment of the state is substantiated. It is determined that the system of indicators for assessing the level of debt security of Ukraine needs to be supplemented and constantly adjusted to the limit values in accordance with changing conditions of the economic environment.

Purpose. The aim of the article is to identify the key features of the innovative system formation in the Republic of Korea, to evaluate its advantages and disadvantages in the way of transformation of innovative processes taking into account the trends of global economic development. Moreover, it is crucial to identify the main trends in development of the Korean innovative system for the innovative development of Ukraine that is experiencing the modernization of its public administration. Research methodology included the application of the theory and the practice of innovation as well as the concept of national innovative systems (NIS), the principles of economic and technological paradigm as a methodological basis for the analytical assessment; methods of systematic approach, analogy and goals structuring, generalization – for identification of the key determinants of NIS development and development of proposals for innovative policy improvement as a component of state strategy of social and economic development of Ukraine. Findings. The research has identified the success factors of South Korea's National Innovative System (NIS), namely: close cooperation between the state, business and the scientific community in shaping and realizing national innovative potential; leading role in the innovative process of large financial-industrial groups; models of technology transfer, creation of innovative and creative clusters; the strategic role of the state in regulating the innovative system. In addition, the research has singled out NIS deficiencies which determine the further course for the transformation of innovative processes, namely: the need for further institutional restructuring of large corporate structures, the lack of development of venture capital institutions, the need to develop their own innovative potential in the sectors of creative and digital economies as well as science and technologies. The basic lessons that can be learned from the experience of the Republic of Korea are formulated and substantiated for the formation of the newest model of the national innovation system in Ukraine on conditions of modernization of its public administration. Originality. Scientific novelty of the research comprises identification and substantiation of the specific features of national innovative systems based on the example of the NIS in the Republic of Korea and deepening the scientific, theoretical and practical provisions of a new innovative policy taking into account the possibilities of its implementation in the context of modernization of public administration in Ukraine. Practical value. The practical significance of the research results is conditioned by the possibility of using the findings and recommendations developed within the framework of the innovative strategy for the development of the Ukrainian economy. The problems and limitations of the current Korean NIS, identified during the research, warn against such mistakes in the implementation of the innovative strategy in Ukraine which will allow the authorities that are responsible for managing innovation processes on different levels to put them in place more accurately when forming the appropriate innovation mechanism as a component of strategic innovation development - technological cooperation, to develop and implement innovative programs within the framework of integration of the Ukrainian economy into the global world. The paper deals with the methodology and practice of the state regulation of the regional economy based on the legislative framework and works of Russian scientists in the historical context with account for the specifics of the current period of market transformation. The subject of research is organizational and economic relations, aimed at improving the management efficiency of regional socio-economic development. The purpose of research was to identify the key problems of the regional economy regulation preventing the balanced functioning of administrative-territorial entities and substantiate the need to boost measures of state support. Based on the dialectical cognition method and the system approach, the positions of leading scientists and scientific schools on topical issues of the regional economy as a scientific discipline were analyzed, which made it possible to identify the main reasons hampering socio-economic transformations and justify measures for running a more active regional policy. It is concluded that consistent improvement of methodological and organizational approaches creates prerequisites for improving the results of the socio-economic development at the regional level; however, in the current situation of the macroeconomic instability serious problems may arise to be resolved primarily by the state regulation.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

The article deals with the peculiarities of the formation and implementation of tax policy in the country. The analysis of change of tax receipts to the state and local budgets is carried out. The role of tax payments in the economic development of the country is determined. The efficiency of the state tax policy in Ukraine is analyzed, its advantages and disadvantages are determined. The important role of tax payments in stimulating economic and social development is substantiated. The analysis of the elasticity of change of indicators of economic development of the country from the change of volume of tax receipts to the budget is carried out. The necessity of improving the existing policy of establishing, accrual, payment, and distribution of tax revenues as one of the most promising areas to stimulate economic growth is concluded. The role of the state in economic development is one of the oldest topics in economics, yet controversies rage with similar passion and camps are divided on lines today broadly similar to the early writings. Though the authors of the papers in this symposium present different views, they all refuse to pose the question as a simple choice between the market mechanism and state intervention. Larry Westphal and Albert Fishlow evaluate the South Korean and the Latin American experience, respectively, in their essential complexity. Mrinal Datta-Chaudhuri draws upon a comparative study of the Indian and East Asian cases to bring out the contradictions and complementaries in the relationship between the state and the economy. Anne Krueger's paper reflects on how the comparative advantages and disadvantages of state action flow from its organizational and incentive characteristics.

The problems raised in the doctrine of constitutional law related to the implementation of a decision taken in a referendum in matters of particular importance to the state, as well as the generally marginal use of the institution of popular vote in the constitutional prac-tice, give rise to reflection on the introduction of the institution of a referendum law into the Polish constitutional system. In this article the author considers the advantages and disadvantages of such a solution, analyzing at the same time contemporary normative regulations concerning such acts in other countries. The research leads to the conclusion that despite the risks involved, the refer-endum law should appear in the Polish constitutional system in the future, as it would not only give a chance for a more complete reflection of the will of the collective subject of sovereignty without the necessity of its decoding by the parliament, but it could also be an impulse for the development of the referendum practice in the Republic of Poland. However, it is important to introduce proce-dural barriers that will prevent depreciation of this institution.

The article examines one of the most important topics of our state, which affects its development - social and economic security. With the help of the methodological basis, the analysis of assessments of economic security and their threshold values, the entire process of ensuring the socio-economic security of the Rus-sian Federation is being studied. Threats and ways of their solution are identified on the basis of the stud-ied criteria and indicators, as well as the role of the interests of members of society in the socio-economic system of the country. One of the main tools and factors in the development of Russia is the methodological substantiation and analysis, based on indicators, of ensuring socio-economic security, since they help to predict the direction of the state's development rates in the economic sphere, as well as the effectiveness of government bodies’ work.
