Local government administration in Nigeria is as old as history and its dated back pre-colonial era. It had been part of system of government among ethnic groups in Nigeria particularly the Yoruba in the West, Hausa/Fulani in the North and the Igbo in the East. Each ethnic group operating it as it suits their cultural value. Under colonial administration, it was known as indirect rule system. It was an attempt to govern the people through their chief. At independence and thereafter, the system has since been restructured and reorganized depending on the regime and the nature of government in power. These changes have made it to pass through series of uncertainties and with peculiar characteristics. The paper, therefore, examines the historical development of local government in Nigerian state. The research methodology is carried out through the use of secondary data. However, the paper founds out that, the current state of Local Government in Nigeria is characterised by unbridled interference of the State Government and therefore recommends that, there is need to review the Constitution to make Local Government autonomous especially on the issues of fiscal power, functions and responsibilities.

Local government administration in Nigeria, as the third tier of government, has been bedevilled with so many challenges despite series of reforms. These challenges were adduced to emanate for lack of proper administrative management and control as leadership is believed to be the cornerstone of the system’s effective and responsible grass-root development. Thus, this paper was informed to examine the various types of leadership styles operating in organizations as well as the local governments in the country. This was done using sources of data such as journal articles, newspapers and textbooks related to local government administration in Nigeria. It is, therefore a descriptive study that relied on secondary data sources. The paper revealed the forms of leadership styles and their challenges inhibiting efficient service delivery to the people at the grassroot level of governance in Nigeria. It concluded that the challenges are institutional and attitudinal in nature which could be addressed if there is the political will by the leaders of the local governments. It recommended a democratized local government leadership system to allow both the leaders and the subordinate to ventilate their administrative opinions in making decisions which affect the rural populace at the grassroot levels.

As a representative of the people, North Lampung Regency DPRD is a manifestation of community representatives of North Lampung Regency in the implementation of local government. In the case of the implementation of local government, the DPRD of North Lampung Regency must realize the aspiration of the people into the regional policy, one of which is the formulation of local regulations in accordance   with   the   implementation   of   the   North   Lampung   Regency   DPRD Regulations. How the Implementation of North Lampung Regency DPRD Regulation No. 16 of 2014 on the Procedure of North Lampung Regency DPRD In Making Local Regulation, Factors that become obstacles for the DPRD in carrying out its role in the process of making local regulations, Efforts made by DPRD Kabupaten Lampung Utara To overcome the obstacles that exist in carrying out its duties and roles in the process of making local regulations. The method of research is the method of Juridical Normative and Juridical Empirical approaches, with data sources taken are secondary data and primary data, then analyzed qualitatively. Implemetation of North Lampung Regency  DPRD  Regulation  No.  16  of  2014  on  the  Procedure  of  North  Lampung Regency DPRD in making the regional regulation that is, the role of Local Legislation Body in making the local regulation either comes from local government and also the initiative of DPRD. It is expected that the DPRD members of North Lampung Regency can  better  understand  the implementation  of  the DPRD Code of  Conduct  in  local regulation making, following technical guidance related to the improvement of human resources capacity of DPRD members, the provision of experts, the role of political parties to be more selective in the recruitment process of candidates.

This study is entitled "A Review of Maqashid Al-Shari’ah Against the Protection of Orphans' Mental Life in the North Sumatra Governor Regulation No. 6 of 2017 Regarding Orphan Protection". The purpose of this study is First To find out how the protection of life in the Governor of South Sumatra No. 6 of 2017 concerning Protection of Orphans. Second To find out how Maqashid al-Syari’ah review of life protection in the Governor of South Sumatra No. 6 of 2017 concerning Protection of Orphans. In this study the authors used a descriptive analysis technique, which seeks to describe in general the efforts to protect the lives of orphans in South Sumatra local government regulation no 6 of 2017 concerning orphans, as viewed from Maqashid as-Syari’ah from secondary data in the form of books, scientific work of scholars, research results, articles, journals and documents that support this research. In this way the reader will get the results of research on the protection of the lives of orphans in the summit regulation regarding the protection of orphans. After analyzing the Governor's Regulation No. 6 of 2017 the author finally came to the conclusion that in the Governor's Regulation there is the principal of Maqashid Shari'ah, the Hifz Nafs. (preserving the soul). Abstrak Penelitian ini berjudul “Tinjauan Maqashid Al-Syari'ah Terhadap Perlindungan Jiwa Anak Yatimdalam Pergub Sumsel Nomor 6 Tahun 2017 Tentang Perlindungan Anak Yatim”. Adapun tujuan dari penelitian ini adalah Pertama Untuk mengetahui bagaimana perlindungan jiwa dalam Pergub Sumsel Nomor 6 Tahun 2017 tentang Perlindungan Anak Yatim. Kedua Untuk mengetahui bagaimana tinjauan Maqashid asy-Syri’ah terhadap perlindungan jiwa dalam Pergub Sumsel Nomor 6 Tahun 2017 tentang Perlindungan Anak Yatim. Dalam penelitian ini penulis mengunakan teknik analisis deskriptif, yaitu berusaha mengambarkan secara umum tentang upaya perlindungan jiwa terhadap anak yatim dalam Peraturan pemerintah daerah sumatera selatan no 6 tahun 2017 tentang anak yatim, yang ditinjau dari Maqashid as-Syari’ahdari data sekunder yang berupa buku- buku, hasil karya ilmia para sarjana, hasil-hasil penelitian, artikel, jurnal dan dokumen-dokumen yang mendukung penelitian ini. Dengan cara demikian pembaca akan mendapatkan hasil penelitian tentang perlindungan jiwa anak yatim dalam pergub sumsel tentang perlindungan anak yatim. Setelah menganalisa pergub sumsel nomor 6 tahun 2017 akhirnya penulis mendapat kesimpulan bahwa dalam pergub tersebut terdapat pokok maqashid syari’ah yaitu hifz nafs. (memelihara jiwa).

This paper examined the structural challenges and local government development in Nigeria. Local governments system in Nigeria, has taken different forms from one period to the other. There were series of reforms in the Nigerian local government system aimed at addressing the structural deficiency inherent in the third tier of government in Nigerian federation. Suffice it to say that, the development of local government in Nigeria is almost becoming an illusion as local governments faced with multifarious structural challenges which serve as impediments to its development. The study that relied on secondary data sources through a comprehensive review of relevant literature on the subject of discussion. The paper identified constitutional crises, undue political interference amongst others as major constraints to local government development in Nigeria. The paper submits that there is need to restructure the present local government system in Nigeria by going back to multi-tier local government in the 1950’s. Areas of contribution to its development were also identified and conclude that the Constitution of the Federal Republic of Nigeria should be amended to enable State Governments and the various State Houses of Assembly loosen their firm grip on the local governments in order to allow the local government authorities take initiative that will enhance its growth and development.

This paper assesses the impact of local government on social service delivery in south-western Nigeria in tandem with their full constitutional responsibility particularly on primary education and road constructions. The related concepts were review. The study utilized both primary and secondary data. Primary data were collected through questionnaire administration and in-depth interviews. The study revealed that local government has a significant impact on social service delivery in Southwestern Nigeria (r = 0.438, p < 0.05). The paper highlighted some recommendations and concluded that local government had performed considerably well in delivery of social service to the populace in their concurrent responsibility with the state government, but relatively low in their mandatory functions.

<p><em>This study aims to explain the arrangements for a single candidate regional head election and how people's sovereignty is channeled into the democratic process of regional head elections. This type of research is a descriptive normative juridical study. The data used are secondary data in the form of primary legal materials and secondary legal materials obtained through literature study. The results showed that the regulation of regional head elections with only 1 (one) pair of candidates began with the issuance of the Constitutional Court decision Number 100 / PUU-XIII / 2015 which was subsequently followed by the issuance of General Election Commission Regulation Number 14 of 2015 and Law Number 10 of 2016. Whereas the people are the determinants of government administration power through the regional head election process so that the people as the main activator of the wheel of democracy should not be hindered in choosing candidates for regional head leaders even though there is only one pair of candidates involved in the election. Election of heads must be carried out honestly and fairly so that political awareness by all citizens can be realized.</em></p><p><strong><em>Keywords: </em></strong><em>Local Elections; Sovereignty; Democracy.</em></p>

This article is aimed at evaluating the contributions of community radios to the development of regions. Qualitative and quantitative research designs were adopted added to secondary data (published, unpublished sources and the internet). The data derived was coded and analysed to come out with the following findings that Donga-Mantung community radio has significantly contributed to the local development of the division in the following ways. First, the community radio contributes to improvement in the agricultural activities of the local population. Second, the Donga Mantung community radio helps in promoting the culture of the people as well as the general sensitisation of the people. Third, the station has provided a forum for Small and Medium Size Enterprises (SMEs) to reach out to the larger population by undertaking advertisements at very affordable fees. Fourth, the station contributes in sensitising the public on health issues focusing on AIDS prevention, vaccination and family planning.

The Indrapura Provincial Training Center (PTC) in Sipare-pare, Air Putih District, Batubara Regency was previously an educational facility for prospective doctors, nurses and midwives from various regions in North Sumatra. Since 2017 PTC Indrapura has been the UPT of Indrapura Hospital. The North Sumatra Provincial Government plans the UPT Indrapura Hospital to fully operate into a class C hospital based on the Decree of the Head of the Provincial Health Office Number: 441/10465/2017 dated 3 May 2017. The planning of the UPT Indrapura Hospital has a positive impact on the people in Batubara Regency. For this, a feasibility study is needed to avoid a wasted investment because the investment carried out can be different from the wants and needs of the community. Data analysis using secondary data, library research and field observations. The results of the feasibility diagram are Quadrant I: SO = 3.8 x 1.8 = 6.84; Quadrant II: WO = 2.4x 1.8 = 4.32; Quadrant III: ST = 3.8 x 2.5 = 9.50; Quadrant IV: WT = 2,4 x 2,5 = 6. The above facts show that the UPT Indrapura Hospital is in Quadrant III this means: The UPT Indrapura Hospital is feasible to be developed, with recommendations to strengthen strength and get opportunities.

This paper examined the effects of revenue mobilization and investment on basic amenities of local government in Nigeria. Secondary data were collected from the Central Bank of Nigeria Annual Statistical Bulletin from 19932017. Investment in basic amenities was proxy by monetary value of basic amenities while revenue mobilization was proxy by federal government allocation, state government allocation, value added tax, internally generated revenue and grants to local governments in Nigeria. Ordinary Least Square (OLS), Augmented Dickey Fuller Test, Johansen Co-integration test, normalized co-integrating equations, parsimonious vector error correction model and pair-wise causality tests were used to conduct the investigations and analysis. The empirical findings based on the models found that value added tax, internally generated revenue and grant have negative and significant effect on investment on basic amenities while federal allocation and state allocation have positive effect on the value of basic amenities. The unit root result (ADF) showed that the variables were stationary at the first difference of Order 1 (1). The co-integration tests revealed a long run dynamic relationship between the dependent and independent variables in the models. The parsimonious model summary shows that accounting bases explains a strong and positive significant relationship between the dependent and independent variables. However, the direction of causality between the accounting bases treasury management is mixed indicating uni and bi-directional causality. The study concludes that local government revenue has significant effect on investment of basic amenities of Nigeria local governments.
