This study aims to analyze changes in the government bureaucracy in providing administrative services in the COVID-19 era. To analyze the problem, we used a qualitative descriptive method. Observation, documentation, and interviews are the main methods of data collection. The results showed that at the beginning of service during the COVID-19 period, employees were still very slow in responding to community services, but over time the Camat of the Teluk Ambon District Office always provided work motivation and improved services. Aspects of Responsibility were found at the time of the study that the Teluk Ambon District office employees had a high responsibility in completing and providing services to the community. Disciplinary aspects, from the study results, public awareness in maintaining the discipline of health protocols are still very minimal; This is indicated by employees always giving warnings to keep their distance when providing services. In this case, leadership is a determining factor in running the wheels of government organization well and quickly. The Camat as the leader of Ambon Bay always provides advice and work motivation to State Civil Apparatus Employees or non-permanent employees to provide services to the community even in the COVID-19 condition.

This study aims to determine the work culture of the sub-district government in providing administrative services to the community in the Covid-19 era. The research method is a direct qualitative descriptive method. Data collection techniques used are observation, documentation, and interviews. The study results show a fundamental service change in 2020, namely the pattern of routine and usual ways of working that are very different felt by the people who will provide services at the Teluk Ambon District Office. Changes in bureaucratic work procedures are caused by the public's complying with the health protocol and maintaining a sitting position, which is one meter while providing services at the Teluk Ambon sub-district office.

Working from home (WFH) is a new thing for Directorate General of Taxes (DGT) which has the most extensive office distribution among vertical agencies of Indonesian government, surely has its own challenges in implementing WFH during Covid-19 pandemic. Such as the Singkawang Tax Office which has 86% non-homebase employees that appear to have different meaning about WFH which can affect their public service. This phenomenology study wants to examine the meaning of WFH based on the experience of DGT non- homebase employees along with their various conditions and backgrounds. Six employees were deeply interviewed by purposive sampling technique. The research findings showed that WFH was defined as new step in carrying out the government bureaucracy and public service. The different meanings of WFH were not only influenced by the location of office but also by the differences of cultural background, age, educational background, and position; that affected their performance in carrying out government bureaucracy and undergoing tasks related to public service. The reward and punishment rules for employees discipline during WFH was defined as organization’s response to maintain all organization performances. These findings raise implications for public service organizations running WFH during covid-19.

This paper describes the process of marriage itsbat in Aceh and its approval factors despite its non-compliance with the applicable provisions. From the study results, it is known that the judge determining marriage itsbat prioritized benefit (maslahah) for the litigants. Its approval is considered to have more positive impacts, both for the litigants and their children. When it is granted, their marriage has had legal force and is recognized by the state, with the result that the litigants and their children have the same rights as those who register their marriage. This study used empirical legal research method obtained by conducting interviews. For further suggestion, it is expected that the government give legal socialization to increase public awareness of the importance of marriage registration

The government itself is responsible for providing services is the Immigration, where innovations created will be able to support changes in people's lives. One of them relates to immigration services that are useful for facilitating community international traffic .Innovation is certainly needed to bring better and professional administrative services and of course it does not violate the provisions that apply legally such as the establishment of the Eazy Passport which It is hoped that it will make it easier for the community to meet their immigration administration needs in supporting international travel that will be carried out by every Indonesian community.

Service to the community is the main goal of the government which is impossible to cause because the government must provide the best for the community, because it has made an agreement with the government, it is fitting for the government to find the best solution for problems related to needs. to prioritize the quality of community services for offices in Wonotirto sub-district. The research method used in this study is a quantitative method. The norm assessment is also conducted to see the high, medium or low of each dimension of service quality and after the data has been processed with the help of SPSS 16.00 computer for windows. The results of this study answer 75 respondents to the quality of community service in Wonotirto Sub-District Blitar Regency is good (seen in the average respondent responding well to each notification); The average score of the largest average percentage is 61.9% -80%.

This study aims to examine the factors of work discipline and work environment to improve performance in 2021 at the Setu District Office. This study uses an associative approach to determine the relationship between each variable. The data is presented in quantitative data, namely testing and analyzing data by calculating numbers and then drawing conclusions through hypothesis testing. The subjects studied were all permanent employees at the Setu District office as many as 60 employees. The study results concluded that the variables of Work Discipline and Work Environment, which tested partially and simultaneously, had a significant effect on employee performance at the Setu District office. However, the probability of significance was less than 0.05. Key Words:  Discipline, Work Environment, and Employee Performance   Penelitian ini bertujuan untuk mengkaji faktor-faktor disiplin kerja dan lingkungan kerja untuk meningkatkan kinerja pada tahun 2021 di Kantor Kecamatan Setu. Penelitian ini menggunakan pendekatan asosiatif untuk mengetahui hubungan antara masing-masing variabel. Data disajikan dalam bentuk data kuantitatif, yaitu menguji dan menganalisis data dengan menghitung angka-angka kemudian menarik kesimpulan melalui pengujian hipotesis. Subyek yang diteliti adalah seluruh pegawai tetap di kantor Kecamatan Setu sebanyak 60 pegawai. Hasil penelitian menyimpulkan bahwa variabel Disiplin Kerja dan Lingkungan Kerja yang diuji secara parsial dan simultan berpengaruh signifikan terhadap kinerja pegawai pada kantor Kecamatan Setu. Namun, probabilitas signifikansinya kurang dari 0,05. Kata kunci:  Disiplin, Lingkungan Kerja, dan Kinerja Pegawai

Educational disparity is a public issue that continues to be an endless subject matter of discourse due to the highly centralistic process of education policy in the government bureaucracy. This research aims to understand the pattern of educational disparity occurring in the islands of Southeast Sulawesi Province, Indonesia. The role of political actors in the success of education policy is a vital element in the policy process, and this is apparent in the significance of the political aspect in the education policy process, which emphasizes more on political approaches rather than actual social, economic, and geographical conditions. This study was conducted using the descriptive qualitative approach with data collection techniques that included observations, in-depth interviews, and document analysis in Buton and South Buton Regencies. Study results indicate that the education policy pattern developing in island regions is inclined to using the spatial approach with a central area priority scale, and the structural elite approach, which is political lobbying employed by structural elites (school principals) targeting education bureaucracy in the region. The education policy pattern developing in the region actually has an impact on educational disparity in the public, both at the district and regency levels. In general, the education decentralization policy has yet to run optimally on account of educational resources in the region being distributed by using the spatial and structural elite approaches which have, consequently, created a pathological behavior in the education bureaucracy that is chockfull of vested interests.

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

AbstractThe creative industry as one of the pillars of the future economy has a very strategic role in overcoming the problems faced by the community along with the government, especially in the field of employment, business fields, and as a source of state revenue (GDP). Therefore, creative industry entrepreneurs must be protected by their intellectual rights so that all copyrighted works are legally protected by their existence and not arbitrarily anyone can steal, trade, multiply without the permission of the owner. However apparently only 17% of the 16.7 million creative industry players registered the results of their creativity. This shows that the protection of Intellectual Property Rights towards the creative industry is still very weak due to several factors, namely; Lack of public awareness / creative industry players to register their creativity businesses; Lack / lack of understanding of the community / industry players regarding the protection of Intellectual Property Rights (IPR); The presumption of some people / creative industry players for the management of registration of Intellectual Property Rights requires quite a large fee; The registration process takes a long time and is complicated. AbstrakIndustri kreatif sebagai salah satu pilar ekonomi masa depan memiliki peran yang sangat strategis dalam mengatasi masalah-masalah yang dihadapi oleh masyarakat bersama pemerintah, terutama di bidang ketenagakerjaan, bidang usaha, dan sebagai sumber penerimaan negara (PDB) . Oleh karena itu, pengusaha industri kreatif harus dilindungi oleh hak intelektual mereka sehingga semua karya cipta dilindungi secara hukum oleh keberadaan mereka dan tidak sewenang-wenang siapa pun dapat mencuri, berdagang, berkembang biak tanpa izin dari pemiliknya. Namun ternyata hanya 17% dari 16,7 juta pelaku industri kreatif yang mendaftarkan hasil kreativitas mereka. Ini menunjukkan bahwa perlindungan Hak Kekayaan Intelektual terhadap industri kreatif masih sangat lemah karena beberapa faktor, yaitu; Kurangnya kesadaran publik / pelaku industri kreatif untuk mendaftarkan bisnis kreativitas mereka; Kurangnya / kurangnya pemahaman tentang komunitas / pemain industri mengenai perlindungan Hak Kekayaan Intelektual (HKI); Anggapan sebagian orang / pelaku industri kreatif untuk pengelolaan pendaftaran Hak Kekayaan Intelektual membutuhkan biaya yang cukup besar; Proses pendaftaran memakan waktu lama dan rumit.
