The article analyzes the impact of the ecological state of the environment on the spread of COVID-19 in Ukraine and the world. As of June 1, 2020, 24,012 diseases with COVID-19 were registered in Ukraine, 718 people died. According to the Ministry of Health of Ukraine, there is a gradual increase in the incidence of COVID-19. According to the Ministry of Health of Ukraine, this is due to non-compliance by people with such quarantine measures as the rules of personal protection and social distance. However, finding out the exact causal relationships requires detailed research. Although COVID-19 is thought to be mainly spread by airborne droplets and through infected surfaces or direct personal contact from person to person, high levels of urban air pollution, weather, and specific climatic conditions appear to have a significant impact on increasing levels confirmed COVID-19. Since solid particles with a diameter of less than 2.5 are a very significant concomitant indicator and a prerequisite for the number of confirmed cases of COVID-19 and hospitalizations. It is estimated that the incidence of COVID-19 will increase by almost 100 percent when the concentration of air pollution increases by 20 percent. The results of the research are relevant for the formation of recommendations to public authorities to improve the state environmental policy in terms of modernization of monitoring systems for drinking water quality, water bodies, soils, air. Generalizations will be useful in the implementation of European standards in the field of environmental protection, analytical report for parliamentary hearings, recommendations for the regions of Ukraine to reduce emissions of pollutants into the air and watercourses, compliance with environmental safety requirements to combat the spread of viral infections. As a result of optimization of the environmental monitoring network (air, water, soils, sediments) it will be possible for all competent authorities to make more informed management decisions based on data on the state of the environment. And specific vector recommendations for improving the geo-ecological state of the environment (air quality, reservoirs, soils) in the regions of Ukraine, taking into account the specifics of the ecological state of each region will help combat the spread of viruses and infections, will have a positive impact on public health.

Introduction and purpose of the study. Analysis of statistical data, dynamics of absolute and integrated indicators of anthropogenic and technogenic loading on the environment indicates that the ecological situation in Ukraine can be characterized as a crisis. In Ukraine, the ecological crisis is unfolding in the context of limiting natural resources, economic instability, exacerbating social and political problems, the lack of moral foundations in many members of society, and the intensive pollution of the human environment by negative factors, including mutagens and teratogens. Taking into account the above, the urgency of the problem of the interconnection of the environmental state of the environment and the state of health of the population is increasing.The hypothesis of scientific research. It is anticipated that the poorly investigated are the social consequences of environmental threats and challenges, and the state of social consciousness in the field of the environmental paradigm of health is not sufficiently taken into account.The purpose of this study is to analyze the impact of negative environmental (anthropogenic) factors on the basic indicators of public health and the means of their elimination and minimization through bioprophylaxis and the formation of ecological consciousness. Methods of research: theoretical analysis, synthesis, comparison and comparison in order to determine the state of disclosure of the research problem in the scientific literature, quantitative indicator of the state of health of the population – health index, study of expert surveys.Results: the risks of negative environmental impact on human health are disclosed. The dependence of health and the environment on certain indicators is shown. The relationship between ecological factors and the development of modern diseases is revealed. The group of diseases related to the environmental impact have been analyzed. The leading role in etiology and pathogenesis of diseases of heredity and the state of the environment has been determined.Conclusions: The current ecological crisis in Ukraine is related to the influence of the complex of environmental and professional-production factors in combination with stress, neuro-psychological overloads. Today, there are many environmental challenges and threats that cause deterioration of physical and mental health, threatening the nation's gene pool. The deterioration of the environment leads to an increase in ecologically dependent chemical pathology and the emergence of new ecologically conditioned diseases.

A historical analysis of research conducted during 1988—1991 by employees of the USSR Academy of Sciences to identify the socio-economic and ethnocultural situation of the indigenous small-numbered peoples of the North living in Yakutia is presented in the article. At the same time, the main attention is paid to those materials that most representatively reflect the changes that have occurred in the assessment by scientists of the consequences of the state policy carried out in the Soviet period in the national history of the state policy for indigenous ethnic groups. The sources for the preparation of the article were archival materials identified by the author, as well as published documents and scientific literature data. The work carried out made it possible to determine the main directions of the research, which focused mainly on understanding the impact of management decisions taken by the authorities, as well as changes in the state of the environment under the influence of intensive industrial development on the traditional culture and economy of indigenous peoples. The presented material testifies to the fact that at the turn of the 1980s and 1990s, Yakutia actually found itself at the forefront of criticism of the state policy pursued towards the indigenous peoples of the North through-out most of the Soviet period.

Background. The Russian and international community is concerned about the growing incidence of measles. This is typical for highly developed and developing countries and has an impact on the epidemic situation in Russia. Purpose of research: to study the main results of the activities carried out by the Rospotrebnadzor administration in the Tver region to improve the state of the environment and protect the population of the Tver region from measles infection. Material and methods. The results of implementation of measures to reduce the impact of risk factors of measles on the health of the population of the Tver region in 2017-2019 were analyzed. Analyzed indicators are: the incidence of measles per 100 thousand population; coverage of preventive vaccinations to prevent the spread of measles among controlled individuals (%); results of serological monitoring of the state of collective immunity against measles in indicator population groups by a passive hemagglutination reaction method with a protective titer of 1:10 or more (absolute number, %); comparative assessment of changes in indicators of the number of measles seronegative persons in indicator groups of the population (%). Results and discussion. A set of measures aimed at preventing the incidence of measles is being implemented in the Tver region. To do this, the population is immunized against measles every year. In 2017 38,881 people were vaccinated, in 2018 – 35,476 and in 2019 – 42,347 people. This led to the fact that in 2017 in the Tver region there were no cases of measles. In 2018 the incidence of measles was 0.23 per 100 thousand population (3 cases) and in 2019 – 0.86 per 100 thousand population (11 cases). All cases of measles were imported from foreign countries and various regions of Russia. The situation in the incidence of measles in the Tver region is much better than in the Russian Federation and the Central Federal District of Russia. This is facilitated by a consistently high vaccination coverage of adults and children. Vaccination coverage of children aged two years in 2019 amounted to 98.2%, at the age of 6 years – 94.4% and adults 18-35 years old – 99.7%. If during seromonitoring an increase in the specific gravity of seronegative persons was detected, then their vaccination was carried out as planned. Conclusion. The implementation on a regular basis by the Office of Rospotrebnadzor in the Tver region of a set of effective measures aimed at combating measles helps prevent the incidence of measles infection in the population of the Tver region.

The article examines the impact of scientific and technological progress, processes of globalization and internationalization on the state of the environment, the state and exploitation of natural resources to ensure the life of modern society. Improving the quality of life of the population, increasing consumption of food and industrial goods, expanding the “range” of services offered, “digitizing” many processes, resource intensity of production cycles, are one of the causes of climate change, increased waste, environmental disasters and imbalances in existing ecosystems. The changes taking place both in the world and in the national economy affected all its directions, including the science accompanying these processes, and gave an impetus to revise the foundations of the theoretical aspects corresponding to it. New types, methods, techniques and models of the economy have appeared, one of which is the green economy. The analysis of the definitions of the scientific term «green economy» carried out by the authors of the article, presented in various information sources, showed a wide variability of the proposed interpretations, depending on the point of view of the researcher and his affiliation with the corresponding scientific school. The authors note that the concept of green economy development has recently received special attention, considered as a new trajectory of harmonious (clean) development of society, which is perceived as an alternative model of the existing economy, interlinking further economic growth depending on the state of the environment. The growing interest and popularity of the green economy is explained by the need of society to revise the existing forms, models and types of both production and consumption, concern about environmental pollution, deforestation, expansion of agricultural land, reduction of water reserves and natural resources, drainage of water bodies, greenhouse effect, changes in biodiversity etc.

To assess the impact of not just the battery as such but its multi-element composition on the state of the environment, a new approach is proposed through the determination of the reliability of ecosystems, which makes it possible to obtain quantitative indexes of the stability and losses of natural ecosystems. These data can be used as indicators of the state of the environment, and hence as the assessment of an environmental component that is important for determining the actual impact of the multi-element composition of batteries. On the basis of such indicators, which can be obtained using the SimaPro software, it is possible to calculate thresholds beyond which negative phenomena occur, as well as to predict and simulate situations, to carry out the mapping of sources of risks, to monitor changes, and this will allow identifying the causes of these changes or determining the factors that slow down or retard the approach of ecosystems to a critical state, i.e. to develop preventive measures to avoid disasters. The eco-indicator 99 is one of the methods that allows us to accept one estimate for the whole product - the so-called ecological index. It is the sum of all individual eco-points or partial indexes for all life-cycle processes. The computational procedure is carried out by summing up the results of weighing the phases of the life cycle.

In the conditions of scientific and technological progress, the relationship of society with nature has become much more complicated. Man got the opportunity to influence the course of natural processes, started to use almost all available renewable and non-renewable natural resources, and as a result, began to pollute and destroy the environment. Specialists of the State Ecological Academy of Postgraduate Education and Management, within the framework of the scientific work “Development of the methodological basis of orthotransformed satellite imagery application in environmental assessment”, solved an actual scientific and applied task, which is to form a methodological basis for the use of orthotransformed satellite imagery to create information services for environmental monitoring of objects of critical infrastructure and expanding the capacity of the National Center of the provision of central executive authorities of information about the results of environmental monitoring based on space systems data through the development of methods of using orthotransformated satellite imagery for the assessment of the environmental state. The possibilities of using multispectral space images to assess the state of the environment are determined and the necessary software for this is given. Based on the classification algorithm of enterprises and objects of critical infrastructure of Ukraine, a GIS-compatible database of objects of critical infrastructure of Ukraine classified by their environmental impact was developed and a methodology for using orthotransformed satellite imagery was developed to assess the impact of the corresponding categories of critical infrastructure facilities of Ukraine on the state of the environment. During creating the ideology of geographic information systems, the requirements for technical means on which the service should be deployed, the procedure for maintaining, filling and updating the database of objects of critical infrastructure of Ukraine, the mechanism and procedure for visualizing impact assessments of all objects of the developed base based on GIS-systems.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Sources of revenue and expenditure of APBD (regional budget) can be allocated to finance the compulsory affairs and optional affairs in the form of programs and activities related to the improvement of public services, job creation, poverty alleviation, improvement of environmental quality, and regional economic growth. The implications of these policies is the need for funds to finance the implementation of the functions, that have become regional authority, is also increasing. In practice, regional financial management still poses a complicated issue because the regional head are reluctant to release pro-people regional budget policy, even implication of regional autonomy is likely to give birth to little kings in region causing losses to state finance and most end up in legal proceedings. This paper discusses the loss of state finance and forms of liability for losses to the state finance. The result of the study can be concluded firstly,  there are still many differences in giving meaning and definition of the loss of state finace and no standard definition of state losses, can cause difficulties. The difficulty there is in an effort to determine the amount of the state finance losses. The calculation of state/regions losses that occur today is simply assessing the suitability of the size of the budget and expenditure without considering profits earned by the community and the impact of the use of budget to the community. Secondly, the liability for losses to the state finance is the fulfillment of the consequences for a person to give or to do something in the regional financial management by giving birth to three forms of liability, namely the Criminal liability, Civil liability, and Administrative liability.Keywords: state finance losses, liability, regional finance.
