The act on the integrated system of qualifications has delivered a possibility to recognize qualifications acquired irrespective of the learning method. Competences gained outside the formal education system i.e. outside of school or university, more often than not have turned out to be valuable at the labour market, however they are not always precise and acknowledged. Turning them into professional qualifications (market and fragmentary) inceases market value of their holders, be them indiviuals or employees. Thus, the idea of learning throughout the whole life gains in importance. The aim of the article is to show an analysis of market experiences of Regional OSH Centers in the context of possibility and legitimacy of the implementation of market qualifications related to OSH. In the article interviewees have been given voice aplenty as their numerous quotations serve to illustrate the daily state of OSH and also tell a lot on the interviewees’ feelings and many years’ experience regarding the market. Quotations shown in the article deal with new possibilities of obtaining professional qualifications while simultaneously underline the existing, old issues in the field of OSH. The most important among them are: the need to improve the learning process of professionals, better practical vocational training and the increase in the employers awareness regarding OSH.

The article considers the current state of engineering education in Europe in general and in Russia in particular in the light of the need to meet employers’ requirement to graduates, and the role of practice-oriented learning technologies in this process. The demand for graduates on the labour market and their competitiveness is seen as the main indicator of the education system ability to react and adapt to the market demands. Thus the employers’ requirements should be one of the most important drivers for the learning process. And the practice-oriented learning technologies are given as the most effective answer to these needs as they imply involvement of the employer and solution of real-world tasks and problems.

One of the oldest dayahs in the Masjid Raya area of Samalanga District is Dayah Manyang Gampong Meulum and in recent years the wheels of education have been renewed by adding formal education in the form of lectures from IAI Al-Aziziyah Samalanga, but the salafiyah education system is still running. Seeing the current phenomenon in the dayah, the author tries to further examine the yellow book learning method in a scientific paper entitled Learning Management of the Kitab Kuning in Dayah Aceh ”(Case Study of Dayah Manyang Gampong Meulum Samalanga). There are three problem formulations in this scientific paper, the first is how the management method of the yellow book learning planning at Dayah Manyang Gampong Meulum Samalanga, the two management methods of learning the yellow book and finally what are the obstacles in learning the yellow book in the Dayah. The approach used in this research is qualitative using descriptive analysis method. The results showed that Dayah Manyang in the yellow book learning method adopted the bandongan (syarah) method where the teacher explained the book and its contents to their students and the students only listened carefully, wrote the translation and understood it. Another method is sorogan, which is the opposite of bandongan, this method is that the students are more active in learning and come to the teacher to read the book in front of the teacher. The last method is the rote method which focuses on memorizing verses and other types of memorization by students. Furthermore, the obstacles faced in yellow kitav learning revolve around the lack of discipline of the students so that time is not paid attention and causes drowsiness while studying. The lack of private tutors or guree peulang is also an obstacle in addition to very low management science, only armed with natural expertise. Lack of interest in learning is also an obstacle. Hopefully there will be a change towards the better for the advancement of the Dayah Manyang Gampong Meulum Samalanga education.

AbstractThe unemployment among young people in Germany is one of the lowest in Europe. Notably, the relation between the unemployment rate among young people and the standard unemployment rate is rather low compared to other EU member states. How can this phenomenon be explained? We show, that the German vocational education system ensures labour market entry for many graduates, but also, that vocational preparation courses are extensively used by low skilled young people. If we reassess youth unemployment by the number of participants in such courses we obtain a “shadow unemployment rate for young people” which is in line with official international data. Therefore, minimum labour market qualification standards are often not met by young people. To ensure labour market entry for these persons, we suggest that apprenticeship pay should allowed to be differentiated by qualification. Furthermore, vocational preparation courses should be constructed in a way which leads the young people directly into vocational training with certified degrees.

This paper explores the relationship between education and labour market positioning in The Hague, a Dutch city with a unique labour market. One of the main minority groups, Turkish-Dutch, is the focus in this qualitative study on higher educated minorities and their labour market success. Interviews reveal that the obstacles the respondents face are linked to discrimination and network limitation. The respondents perceive “personal characteristics” as the most important tool to overcoming the obstacles. Education does not only increase their professional skills, but also widens their networks. The Dutch education system facilitates the chances of minorities in higher education through the “layering” of degrees.
