The system of foresight methods is most often used to solve research problems that are distinguished from the continuity of historical chronology. The aim of our study is to search for new approaches to measuring, assessing and forecasting the economic and financial potential of the agricultural sector, in order to develop an adequate public administration strategy. We have set the task to answer what effect this trend will have for the agricultural sector and the economy of Ukraine in the coming years. We used normative-system analysis - an approach that allows to identify measures that stimulate or limit the implementation of a particular scenario for a particular research subject. This method is aimed at formulating policies and foresight strategies, which are implemented by calculating the financial potential of the agricultural industry. The basis of the research was the hypothesis that the financial potential of the macro level should be analyzed according to the current foresight strategy method, which involves (i) identifying the object of forecasting (agrarian sector), (ii) determining the essential conditions (targets that the financial potential for sustainable development should correspond to), (iii) scanning the environment (what resources and types of potential are related to financial), and (v) identifying alternatives and possible future scenarios (building a balance sheet of financial resources). The results of the statistical analysis suggested that the main determinants of the financial potential are:  the volumes, structure, and proportions of reproduction. Furthermore, the efficiency and strength of financial potential are compared with the main macroeconomic indicators of rural development. The results revealed that the necessity of state regulation of financial flows connected with the agrarian sector is substantiated by monitoring the process of forming financial flows in a number of key parameters with the aim of observing the equivalence of all management forms to financial resources. This research contributes to the previous literature on Ukraine context, where we proposed ways to improve the quality of financial potential, the conditions for its formation and distribution and redistribution in accordance with the National Concept for the Development of the Agrarian Sector (2015). Additionally, this research will pave the way for the adaptation of foreign experience, including international comparisons of financial flows and state support.

The grain market of Ukraine plays the leading role in the processes of ensuring the food security, integration the Ukraine into the World and European economic systems. And institutional legislative environment of the grain market provides a framework for its development. To do this, it is necessary to adapt the institutional and legal environment to modern realities by forming appropriate economic and legal conditions for state regulation of the production and sale of grain on the domestic and world markets. At the same time, the balance of interests of agricultural producers and the state should be observed. The subject of research is represented by legislative framework and its impact on development of the entrepreneurship in agrarian sector of Ukraine. The goal is to substantiate the directions for further improvements of the legislative environment. The objective is to research the development of situation in the institutional legislative environment and reveal the points, which hinder the development of efficient entrepreneurship in agrarian sector. General scientific methods are used: system analysis – for determining important markers of legislative environment development, monographic – for researching the legislative environment dynamics, induction and deduction – for developing and substantiating the conclusions. The following results were obtained: main problems which have to be solved is the absence of complex approach, lagging with implementing needed legislative improvements, lack of financing the goals envisioned by adopted legislation. Conclusions: activities aimed to solving the aforementioned problem improve the legislative institutional environment in the direction of forming efficient entrepreneurship in agrarian sector, balancing its needs with the goals of local communities, regions and country as a whole.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

One of the most important directions in this context is the problems of organizational and legal forms of development of entrepreneurial activity in agriculture. Effective development of entrepreneurial activity in agriculture is hindered by poor adaptation to market conditions and low investment attractiveness of agrarian production and economic formations, unsystematic and dispersed revenues for modernization of production activities, insufficient state support, imperfection of the organizational and economic mechanism for managing the development of various organizational and legal forms of entrepreneurial activity activities in the agrarian sector. In the historical aspect of the development of entrepreneurial activity there are the following forms: private farms, individual holdings, households, peasant farms, private and state agricultural enterprises, collective farms, in particular peasant unions, agricultural companies, inter-farm enterprises and associations, of various kinds and types societies that are divided in form of association and level of responsibility. The most important of these, which have become accustomed and function in agriculture, are agricultural enterprises, in particular private ones, and households. However, today the state of development of entrepreneurial activity in the agroindustrial complex remains rather complicated and requires complex comprehensive reforms, the main role of which should be owned by the state. That is why among the objects of state regulation a special place should occupy the agrarian sector of the economy and the forms of entrepreneurial activity, in particular the agrarian market and the formation of its infrastructure, which is conditioned by the state regulation. The main problems of the agrarian sector development include the low efficiency of agricultural production and the problem of deformation of price proportions, the solution of which is directly related to the perfection of the infrastructure and mechanisms for regulating the agricultural market. The process of establishing enterprises on the basis of co-operation and their integration with processing enterprises will reflect the interests of agricultural producers and promote their stable and efficient development. The most effective form of co-operation is production, sales and service cooperatives, created on the basis of cooperation of shares and natural forage lands, fixed assets, livestock of animals that unite agricultural producers, households, purchasers, enterprises of the processing industry, various catering enterprises, institutions and organizations. Co-operation, by its very nature, is an economic and voluntary phenomenon. Integration is the next stage of effective economic forms of cooperation among the participants in the agrarian market.

Abstract The complex analysis of the main stages of Ukraine’s agricultural sector development for the independence period has been done in the paper. It was established, that institutional changes in the agricultural sector of economy occurred concerning following institutions: private property, state regulation, pricing, social capital, competition. The peculiarities of land and property private ownership forming as agri-reforms basis have been determined. Post-Soviet institutions destruction caused rapid decrease of economic development and rural population welfare at the first stage of transformations. The main tendencies of agrarian sector functioning under market conditions, providing growth of the agricultural production and export potential of Ukraine have been identified. It was proved, that progressive economic changes did not provide similar results in rural areas development. As a result, the necessity of focusing on humancentric model of rural development was grounded.

Insufficient efficiency of agriculture, its place and role in the system of the national economy predetermine the need to develop scientific provisions for the fair prices formation within the framework of relations between participants in the agri-food market. Purpose of article. Determine the fair price concept specifics for agricultural products, substantiate the functions and factors of its formation, identify the shortcomings of the current pricing policy in the agricultural sector of Belarus, formulate directions for improving the mechanism of state regulation of the industry development. The object of research is the mechanism of pricing for agricultural products in the Republic of Belarus. Methods used in research. The theoretical and methodological basis for the study was the domestic and foreign scientists works on pricing and the formation of the food cost. During the research, the following methods were used: monographic, abstract-logical, normative, synthesis and system analysis, etc.  The hypothesis of the study. Achieving fair prices for rural products requires improving the practice of determining them. Presentation of the main material. The article presents the author's position in relation to the development of scientific and methodological approaches to fair pricing of agricultural products, which are based on the analysis of the agri-food products multi-link value chain. Originality and practical value. The scientific novelty of the research lies in the substantiation of theoretical approaches, principles and directions for the formation of fair prices for agricultural products, taking into account the specifics of the industry and the emerging intersectoral relations. Conclusions. Achieving a fair price is possible only through the implementation of the principles, laws and regularities of "justice" within the framework of the formation of effective relationships between business entities and the observance of national interests.

The effectiveness of the use of financial and credit resources is largely determined by the methods of their distribution in directions and methods of bringing them to the final recipient. The current level of development of financial and credit relations in agriculture indicates the relevance of the formation and development of an adequate system of state regulation and financial support for the agricultural sector of the economy.The system of state regulation and support of the agricultural sector of the economy is represented by a number of relevant mechanisms. This system is implemented in practice by mechanisms of price, tax, credit and financial regulation, mechanisms for regulating social development, direct budgetary support within the framework of special targeted programs.In the course of the research, the task was set to identify the relationship between the amount of financial resources received by agricultural producers in the form of government support and the amount of agricultural products they produce. To resolve this issue, we analyzed the volumes of gross agricultural production and the volume of financing of agricultural producers in the country as a whole and in the context of regions for the period from 2016 to 2020.The analysis showed that there are certain shortcomings in determining the amount of financing. So, for example, in a number of regions with the same volumes of gross agricultural output, the volumes of financing differ sharply with the same structure of resources used. And vise versa, in other regions, which are provided with an approximately equal amount of funding, the level of gross agricultural output differs sharply. From the point of view of ensuring a more rational and efficient distribution of state financial resources, first of all, they should be provided to those agricultural producers who achieve a stable annual growth of production indicators in crop and livestock raising.

The purpose of the article is to summarize the methods of state support for agricultural enterprises in order to increase their competitiveness in determining the directions of support for entrepreneurship in the agricultural sector of Ukraine. Research methods. The methodological basis of the article is the dialectical method of cognition and the systematic approach to the study of the fundamental provisions of science regarding the state support development for subjects of agricultural entrepreneurship. The use of the monographic method has allowed to substantiate aspects of state support for agrarian entrepreneurship. Research results. The state and methods of state support of entrepreneurship in the agrarian sector of Ukraine and the development of entrepreneurial activity in rural areas are investigated. The financial state of agrarian enterprises and the state of state support in the agrarian sector of Ukraine are analyzed. Forms and methods of state support of agricultural enterprises of Ukraine are substantiated. Recommendations for increasing the competitiveness of agricultural enterprises, the competitiveness of their products, increasing export potential and the international image of agricultural production have been developed. Scientific novelty. The directions of state support for the further development of entrepreneurship in the agrarian sector are proposed. The legislative, regulatory and economic aspects of state regulation, the possibilities of its improvement and targeting are considered. Practical significance. The practical recommendations for improvement of state support of agrarians in modern conditions are offered. The conceptual approach to formation of the state regulation of agrarian production which can be the basis for development of measures for state support of agrarian enterprises is substantiated. The integration of Lithuania into the European Union requires serious preparation, determining possible changes in agrarian sector and rural development and their consequences, ensuring the necessary information supply to finding and substantiation of rational strategic solutions. The paper analyzes trends of systematic analysis of the agrarian sector of the region, tools for the search of solutions, reveals the possibilities of modelling methods and information technologies application in determining the sustainable development strategy. The suggested methodic of integrated modelling of agricultural production processes in regional and farm level is introduced. The scheme of agrarian production system and some functional dependencies are presented. The problems that are expected to be solved in future are formulated.

Given the current state of European integration processes in Ukraine, a comprehensive study of the historical conditions of the reform processes in agriculture that took place in Bulgaria is urgent, which will help analyze the problems and determine the prospects for its development on the path to integration into the European economic space. In this paper, a systematic approach is applied, which consists in a comprehensive study of the mechanism of state regulation of the development of the agrarian sector of the economy as a whole with the harmonized functioning of all its components. In addition, the methods used at the empirical and theoretical levels were applied, namely: comparative analysis – to study the methodological approaches, concepts, developments and proposals of leading domestic and foreign scientists on the features of state regulation of the development of the agrarian sector of the Bulgarian economy. After more than ten years of participation in the European agricultural community, Bulgarian agriculture continued to seek its place in this country in the conditions of increasing competitive environment and dynamic conditions. According to the available statistics, it can be concluded that it has developed unbalanced, not taking into account the benefits that agriculture has in terms of natural and climatic conditions, namely soil and climate, and relying primarily on financial support from European funds. Thus, Bulgarian agriculture did not live up to the expectations of European investors who were emerging in the production of quality agricultural products, limiting the process of depopulation in the regions and ensuring employment (major or additional) of the Bulgarian rural population.

The purpose of the article. Formation of effective state policy and mechanisms for managing innovative development of the agrarian sector in Ukraine is one of the priority tasks facing the state. In turn, the identification and analysis of factors hindering the implementation of the domestic state policy of innovation development of the agrarian sector is also a very important task. Methodology. In the course of the research general scientific and special methods of research were used, in particular: theoretical generalization, comparison and morphological analysis – in the process of formation of the conceptual-categorical apparatus of the research; Structural-structural-functional analysis - to justify the factors of the formation of the state policy of innovative development of the agrarian sector in Ukraine. Results. It has been established that in order to formulate the state policy of innovation development of the agrarian sector in Ukraine, it is necessary to have a clear idea of the structure of the innovative potential of the agrarian sector, the interrelations between its components, the system and factors that allow the most fully and effectively to implement in practice the opportunities laid down in it. In order to form an effective state policy for innovative development of the agrarian sector, a classification of the factors influencing it is proposed. Practical implications. The need to study the factors influencing the state policy of innovative development of the agrarian sector in Ukraine is primarily due to the substantiation of their content and possible forms of manifestation in the context of developing an effective system of state regulation aimed at activating innovation in the agricultural sector. In turn, the factors influencing the innovative development of the agrarian sector depend on the existing structural features of agrarian production, the level of scientific and educational and technical activities, etc. Value/originality. The proposed classification of factors that influence the formation of the state policy of innovative development of the agrarian sector in Ukraine: on the effectiveness of actions; by the nature of influence; on the structure of the infrastructure; by scale of influence. Based on the knowledge of the factors that significantly determine the dynamics of innovative development of the agrarian sector, it is possible to characterize its parameters and, on this basis, to develop recommendations related to the development of a sustainable economic growth strategy for the innovative development of the agrarian sector and the state as a whole.
