Written by a social development practitioner, this paper applies a Goethean approach to the social sphere. The contention being that the Goethean method and understanding can be extended to working with social development processes; equally, that facilitation of social process is enhanced and deepened through a Goethean sensibility. The bulk of the paper, book ended by two obliquely apposite short stories, follows the process of a collaborative enquiry (facilitated by the author) during which participants reflected on a particular social phenomenon. The paper is an illustration of the value of the Goethean approach not only to the (social) phenomenon itself but to the sensibility of participants and groups which undertake it. It also serves to extend the realm of Goethean application into a sphere which is in desperate need of such sensibility.

Subject. This article analyzes the effectiveness of public administration in the social sphere. Objectives. The article aims to standardize the decision-making process for managing the region's social development through statistical analysis techniques. Methods. For the study, we used correlation and cluster analyses. Results. The article highlights weaknesses in the development of the social sphere and assesses the relationship between the individual areas of its development, and the effectiveness of its financing. It offers algorithms that take into account the patterns of social development and the specifics of certain types of economic activity. Conclusions. The results obtained were used to develop algorithms to optimize the development of the social sphere at the regional level. The socio-economic differentiation of the Russian Federation subjects in a number of regions requires an analysis of the specifics of the development of the social sphere of the region under consideration and adjustments to the proposed algorithms.

The expansion of the borders of the Far Eastern Federal District due to the inclusion of the Trans-Baikal Territory and the Republic of Buryatia in its composition actualizes the problem of inequality of regions (primarily in the social sphere), which in the new boundaries of the macroregion has significantly increased and has acquired a «supernormal» character. It has been established that the lag of the «new» Far Eastern subjects in the level of social development is accompanied by an increase in negative phenomena in the social sphere. The necessity of implementing a set of measures to form a «corridor of opportunities» that regions can use, including within the framework of interregional interaction within the Far Eastern Federal District, has been substantiated

Imitation is a deeply social process. Here, I review evidence that children use imitation as a means by which to affiliate with others. For example, children imitate the actions of others more closely when they seek a positive social relationship with them and respond positively to being imitated. Furthermore, children infer something of the relationships between third parties by observing their imitative exchanges. Understanding the social nature of imitation requires exploring the nature of the social relationships between children and the individuals they imitate. Thus, in addition to discussing children's own goals in imitative situations, I review the social pressures children experience to imitate in particular ways, learning to conform to the conventions and rituals of their group. In the latter part of this article, I discuss the extent to which this perspective on imitation can help us to understand broader topics within social development, including the origins of human cultural differences.

Over the past 20 years significant changes in all aspects of the social sphere are carried out in Russia. At the same time, the population does not always understand, what caused them and does not always support them. The changes in approaches to the concept of social development in Russia have been examined in the article. The necessary conditions for the development of the social sphere, based on its own resources and capabilities, have been considered. The main factors, influencing efficiency of functioning of all social sphere, in particular balance and security of resources of separate decisions, have been analyzed.

Introduction. Social development is an important process of society functioning and it involves human potential strengthening, ensuring the appropriate level of welfare. An important condition for progressive social development is the budget policy on state and local budget expenditures. Expenditures as an instrument of budget policy is a source of public needs, therefore significantly affect the social sphere development. In the context of the crisis caused by unprecedented restrictions on business activity, the fall of GDP exacerbates social problems; it actualizes the study of theoretical principles, practical mechanisms/processes and priority areas for improving the effectiveness of social spending field fiscal policy. The purpose of the article is to reveal the theoretical aspects and substantiate the practical aspects of budget expenditures as a tool of budget policy of social development. Results. Theoretical principles of the essence of budget expenditures in the context of necessity of the state social function implementation are revealed. It is established that the formation of budget expenditures is influenced by economic, political, social and institutional factors. The priority directions of budget policy in the field of social budget expenditures in the conditions of financial and economic crisis, as well as for the medium and long term are highlighted. Emphasis is placed on the problematic aspects of budget policy in the field of budget expenditures to ensure the health care system in Ukraine. Conclusions. The directions of increasing the efficiency of budgetary policy in the sphere of budget expenditures for social development are offered. In particular - improving the system of expenditure planning, introducing annual mandatory reviews of budget expenditures and their timely publication, improving the institutional framework of partnership in the social programs/projects implementation, strengthening the institution of public control over local budgets, increasing transparency, accessibility, clarity for population and the timeliness of reporting on the status of social programs implementation. Emphasis is placed on the need to implement practical measures to eliminate/neutralize negative factors that affect the implementation of effective budget policy of budget expenditures.

The аtricle presents the analysis of modern trends in shaping, implementation, and development of regional social policy in Ukraine. It breaks into stages shaping the regional social policy in the period of independent Ukranian state: the stage of post-Soviet reconstruction and the Eurointegration stage. Social priorities are ranged on the basis of empirical research in regional strategies of Ukrainian regions. Among top priorities in social development of the regions, in particular, social protection of population is recognized as the regional priority in half of the regions of Ukraine. On these grounds, the article justifies the special role of the department of social protection of population in the regional state administration as a key management subject in the field of regional social policy implementation. It is proved that the functional content load in the activities of executive authorities in the regions is based on the functions of social and service contents and functions of social development (goal-setting, forecasting, monitoring, and outsourcing). The article provides suggestions on the improvement of methodological tools for active implementation of social development function in the conditions of decentralization in the social sphere. It is proved that regional social policy in its development is perspective-oriented, which ensures gradual European integration progression of the Ukrainian state.

The study is devoted to the analysis of the transformation of the social development of Ukraine and the determination of a system of target priorities designed to ensure the effectiveness and efficiency of state social policy. The research methodology is based on World Bank tools and official statistical observations of the Ukrainian State Statistics Service, as well as the Methodology for Comprehensive Poverty Assessment and Living Wage Methodology officially adopted in Ukraine. The research results indicate a critically high growth rate of poverty, the growing dependence of citizens of Ukraine on social support from the state. An analysis of social development also indicates a high level of deprivation poverty and its destabilizing dynamics. It was revealed that the dominant drawbacks of state regulation of the social sphere are the unformed normative and methodological support for monitoring and adjusting the levels of social standards, the absence of reforms in the systems of pension provision, education and science, medicine, housing, and communal services, and regulation of employment. So, institutional regulation of the parameters of the development of the social sphere in Ukraine is insufficient and does not provide a solution to the critical problems of the demographic crisis, labour emigration, poverty alleviation, and, therefore, is not able to ensure sustainable social and economic development of the state. The strategic priorities of the system and structural transformation of the social sphere of Ukraine are the formation and establishment of the composition and structure of the elements of the social sphere system, the creation of a full-fledged social infrastructure and the institutional environment for its functioning, which will create conditions for the realization of citizens' constitutional rights to social protection.

The aim of the article is to study the current state of financial provision of the social sphere of the Black Sea region and to develop practical recommendations for its optimization in conditions of decentralization processes. Methodology. We have made a generalization of the theoretical provisions of the financial mechanism of the social sphere of the region. We propose to investigate the financial mechanism of the social sphere of the Black Sea region by means of analysis of indicators of income and expenditure parts of the budget of regions of the Black Sea region. At the present stage of the gradual transformation of the socio-economic development of the regions and in the context of the implementation of the budget decentralization reform, a number of acute problems from the financial support of social development, the guarantee of social standards for the population, and the improvement of the quality of social services arose. The solution of these problems needs a substantial research in the direction of developing the best models for financing social development of the regions, which will promote the achievement of decent social standards and stimulate economic growth. The financial mechanism for providing social development of the Black Sea region is analysed, the current state of the regional budget in terms and trends in financing social expenditures of the region is identified. It is determined that despite the increase in tax revenues, local authorities still do not have sufficient financial resources to perform their functions and tasks. It adversely affects the development of social infrastructure, provision of social services, and does not contribute to the effective human development, which serves not only as the main goal but also as a key determinant of the economic development of the region. It is substantiated that in order to improve the situation in the social sphere of the region, it is necessary to improve the financial mechanism of social security. On the basis of the investigated scientific approaches, the concept of “mechanism of the financial provision of socially-oriented regional development” is clarified, directions of budget and extrabudgetary financing of social expenditures are substantiated, and proposals on the improvement of financial management of social sphere in the conditions of decentralization are developed. Results. To improve the system of financial provision of social development of the region, it was proposed to establish clear and transparent financial relations in the areas of income generation and distribution of regional budget expenditures at all levels, to create conditions for additional attraction of financial resources from extrabudgetary sources aimed at the implementation of regional social programs, and to form an effective system control over the functioning of the financial mechanism, primarily on the part of the territorial communities. Value/originality. The concept of the mechanism of the financial provision of socially-oriented regional development is generalized. An estimation of the social sphere of the Black Sea region is carried out on the basis of the analysis of indicators of income and expenditure parts of budgets of regions of the Black Sea region, the use of which allows determining the perspective directions of the social sphere of the Black Sea region.

The subject of this research is the social and conceptual prerequisites for the formation of inclusive approaches towards design in Russia in the late XX century. The goal consists in determination and analysis of inclusive discourse in the USSR as an additional factor for the formation of modern inclusive practice in Russia. The article refers to the analysis of the Soviet theoretical heritage, which has developed similar issues since the 1920s. Brief overview is given to the genesis of available design in Europe, United States and Russia, specificity of popular inclusive concepts. The author explores the inclusive discourse in the USSR, which includes human-oriented ideas, concepts and approaches in the social sphere and design. The novelty consists in consideration of the works of Soviet theoreticians in the area of design in the context of modern inclusive approaches, which allowed characterizing the unique inclusive discourse in the USSR as an additional factor in adaptation of foreign inclusive methodology to the Russian realities; the new ideas for its development are introduced. The following conclusions are made: 1) the Soviet theory of design has developed sufficient grounds for the formation of the original inclusive concept with social process-oriented nature and operation on the level of functional ties; 2) In development of inclusive methodology, it is more effective to refer to any existing inclusive concepts adaptively, rather than mechanically, since the leading factor of adaptation lies in correspondence with the local sociocultural context; 3) for the Russian sociocultural context, most organic is the concept of universal design due to its international character and focus of delicate integration of various social groups.

Purpose What does it mean to be social? In addition, how is that different from behaving socially appropriately? The purpose of this clinical focus article is to tackle these two questions along with taking a deeper look into how communication challenges in childhood apraxia of speech impact social competencies for young children. Through the lens of early social development and social competency, this clinical focus article will explore how speech motor challenges can impact social development and what happens when young learners miss early opportunities to grow socially. While not the primary focus, the clinical focus article will touch upon lingering issues for individuals diagnosed with childhood apraxia of speech as they enter the school-aged years. Conclusion Finally, it will address some foundational aspects of intervention and offer ideas and suggestions for structuring therapy to address both speech and social goals.
