The development of the agricultural industry in Russia requires a specific approach. The conservative approach and the lack of financing of the agricultural industry are obvious, but the more dysfunctional are the organizational approaches to the development of agriculture, which require an interdisciplinary analysis. The research object is the microdistrict “Nizhny Novgorod Vetluga region” as a potential experiment area for the formation of a full-cycle agricultural flax-growing complex based on a locomotive flax-growing manufacture working with crop-rotation and agronomic crops and agricultural industries.  The authors give special attention to such mechanisms as an agricultural technological cluster and a research farm, which should become effective instruments of high-quality development of both the flax-growing industry in Russia and the new level of agriculture in a non-chernozem belt. The scientific novelty of the research is the analysis of the problem of management approaches to the development of agriculture at the time when it's necessary to learn to use new technologies and to become an actor of the new highly competitive market. The authors offer a solution to the problem by means of a comprehensive projecting of the agricultural sector as a single interconnected system and the introduction of a locomotive instrument in the form of agricultural technological clusters and research farms, an analogue of the Soviet science and research  unions combining and coordinating science, education and manufacturing.  Thus, the formation of the system of partnerships and interactions of the actors of the spheres of education, science and manufacturing in the field of organization of growing and processing of flax according to the agricultural technological cluster model, will give rise to the development of Nizhny Novgorod Vetluga region and its agricultural sector transforming it from a detrimental dotational condition to the all-sufficient level of development.

The article is devoted to the study of the key factors of the internal environment of the formation of investment attractiveness of agricultural enterprises of the Sumy region. The current state of investments in agricultural enterprises of the Sumy region, their financial support, as well as the actual and predicted financial results of enterprises’ activities, reflecting the efficiency of using the resource potential of enterprises, have been investigated. Positive trends in the development of agricultural enterprises of the Sumy region are revealed, indicating an increase in the level of their investment attractiveness, both for domestic and foreign potential investors, respectively, on the activation of investment processes in the region based on the mobilization of internal and external sources of investment. In general, capital expenditures play a very important role for ensuring the reproduction process for each enterprise. Expansion of operations and economic development are impossible without investments. They are necessary for the development or acquisition of new technologies, equipment etc. The peculiarities of investing activities of agricultural enterprises are considered. They affect the investment attractiveness of agricultural enterprises and the choice of methods for assessing the investment attractiveness of an enterprise. The implementation of a long-term strategy for the economic development of the region’s agro-industrial complex requires an increase in the volume of investment resources, an improvement in the structure of investment sources and an increase in the efficiency of their use in accordance with the priorities of economic growth. In solving this problem, a regional policy for the formation and effective use of investment resources should play an important role. Despite the large amount of research devoted to investments, some of the related issues are the subject of further discussion. Increasing the investment attractiveness of the agricultural sector means creating a competitive environment, as well as an acceptable method for assessing the profitability of proposed investments.

The aim of the study is to identify the influence of institutionalism on the accounting profession in Ukraine, in particular, to establish and assess the factors of such influence, its tools, characteristics and forecasting, on this basis, the prospects for the development of the institution of the accounting profession with an emphasis on the agricultural industry. Institutional impact on the accounting profession and its consequences are revealed through the use of a historical approach in research. To assess the initial conditions that have developed in Ukraine in matters of accounting, its development, the impact on it of existing institutions, including international ones, empirical analysis and assessment of the process of institutionalization of the accounting profession and its description in scientific professional literature were applied. To collect sociological information on the nature and characteristics of the accounting profession, a survey was conducted of 180 accountants of private agricultural enterprises and 70 accountants of state enterprises of the system of the National Academy of Agrarian Sciences of Ukraine in the context of 4 elements of the profession: functions and professional ethics of an accountant, legal regulation of accounting activities (organization and methodology accounting and reporting), educational training of accountants, professional accounting associations. To summarize the results of the survey, their illustration and analytical assessment, a graphical method was used. The use of modeling allowed confirmation of the assumption of the conservative nature of the accounting profession in Ukraine and the problematic nature of its self-regulated development. The authors concluded that it is necessary to improve the institution of the accounting profession in Ukraine, provide arguments and directions for solving problematic issues, in particular, the development of the professional movement and self-organization, improving the quality of training of accounting specialists in educational institutions, developing accounting methodology for the agricultural sector, improving the composition and accounting display of accounting objects.

Price is a major factor, therefore, that the policy of raising agricultural output through price incentives to succeed, the government must know exactly how the response of supply / supply in the agricultural sector to price changes. The response will vary according to the type of commodity even among the farmers in the category of the same plant, depending on the purpose of the farmers do farming and economic conditions. The amount of supply response is also very informative for policy makers in evaluating policy -pembuat made in the field pertanian.Penelitian descriptively based on data from the Provincial Agriculture Office, 2015 West Java, Central Market Analysis of Agricultural Products Production Centers Cikajang Garutdan District Information Center Market Commodity Price Kramat Jati Jakarta. Policy directives coming horticultural commodities focused on chili, red onion and orange. Although the production of chili western Java had a surplus in terms of supply nationally, but the price of red chilli curls in particular always fluctuates, so if there is a price increase indicated a shortage of supply or shortage of production, so that the planting area three commodities were directed not at the park area, but the area outside the area and planting and planted not in the rainy season, but farmers are directed to plant in the dry season. The policy comprises: the pattern of production, regional development, institutional strengthening farmers, build supply chain and minimize supply chain, new technologies to increase production, the development of the field school, land registration and certification of products.

<strong>English</strong><br />Qualified human resources with a good commitment to develop agricultural sector is one of the determining factors toward sustainable agricultural development. However, agricultural development deals with significant issue especially reduction in the number of young farmers. This paper aims to review structural changes from perspective of aging farmer and declined number of young farmers in Indonesia and other countries. Specifically, this paper identifies various factors causing the changes and describes the policies needed to support young workers to enter agricultural sector. The method used in this paper is both descriptive analysis and cross tabulation. The results show that aging farmers and young farmers decline in Indonesia keep increasing. The phenomena are also found in other countries in Asia, Europe, America and Australia. Various factors causing lack interest of young workers in agricultural sector, namely less prestigious, high risk, less assurance, unstable earning. Other factors are small size land holding, limited non-agricultural diversification and agricultural processing activities in rural areas, slow farm management succession, and lack of incentive for young farmers. To attract youth to enter agricultural sector, it is necessary to transform youth’s perception that agricultural sector currently is interesting and promising. The government needs to development agricultural industry in rural areas, introduces technology innovation, offers special incentives for young farmers, modernizes agriculture, and conducts training and empowerment of young farmers.<br /><br /><br /><strong>Indonesian</strong><br />Sumber daya manusia yang berkualitas dan memiliki komitmen membangun sektor pertanian merupakan salah satu faktor keberhasilan pembangunan pertanian berkelanjutan. Namun, pembangunan pertanian menghadapi permasalahan cukup serius, yaitu jumlah petani muda terus mengalami penurunan, baik secara absolut maupun relatif, sementara petani usia tua semakin meningkat. Tujuan makalah ini adalah melakukan review tentang perubahan struktural tenaga kerja pertanian dilihat dari fenomena aging farmer dan menurunnya jumlah tenaga kerja usia muda sektor pertanian di Indonesia dan di berbagai negara lainnya, mengidentifikasi berbagai faktor penyebab perubahan tersebut, serta kebijakan yang diperlukan untuk mendukung tenaga kerja muda masuk ke  sektor pertanian. Metode penelitian yang digunakan adalah analisis deskriptif dan tabulasi. Hasil analisis menunjukkan bahwa secara umum fenomena penuaan petani dan berkurangnya petani muda di Indonesia semakin meningkat. Kondisi seperti ini bukan hanya terjadi di Indonesia, namun juga di negara-negara lain di Asia, Eropa, dan Amerika.  Berbagai faktor penyebab menurunnya minat tenaga kerja muda di sektor pertanian, di antaranya citra sektor pertanian yang kurang bergengsi, berisiko tinggi, kurang memberikan jaminan tingkat, stabilitas, dan kontinyuitas pendapatan; rata-rata penguasaan lahan sempit; diversifikasi usaha nonpertanian dan industri pertanian di desa kurang/tidak berkembang; suksesi pengelolaan usaha tani rendah; belum ada kebijakan insentif khusus untuk petani muda/pemula; dan berubahnya cara pandang pemuda di era postmodern seperti sekarang. Strategi yang perlu dilakukan untuk menarik minat pemuda bekerja di pertanian antara lain mengubah persepsi generasi muda bahwa sektor pertanian merupakan sektor yang menarik dan menjanjikan apabila dikelola dengan tekun dan sungguh-sungguh, pengembangan agroindustri, inovasi teknologi,  pemberian insentif khusus kepada petani muda, pengembangan pertanian modern, pelatihan dan pemberdayaan petani muda, serta memperkenalkan pertanian kepada generasi muda sejak dini.

Introduction. In the process of agricultural production the natural resources, human resources and capital are used. Responsible management of resources will contribute to the sustainable development of agriculture with the possibility of agricultural products, to satisfy the needs of the population quantitatively and qualitatively. The transition of agricultural production on industrial basis, the emergence of new techniques, technologies, organizational innovations are defined by quantitative and qualitative composition of the economic resources that would meet the modern conditions of activity of the agricultural sector. Purpose. The research aims to identify trends in the structure of the economic resources and their availability in the agricultural sector of Ukraine. Method (methodology). In the process of research the following methods have been used: monographic method; method of critical analysis; method of structural and trend analysis. Results. The structure of assets of agriculture of Ukraine is estimated. We have established the trends in the proportion of assets of agriculture in the structure of the assets of all sectors of the economy and their cost. The dynamics of changes in the ratio of fixed and current assets of agricultural enterprises of Ukraine is analysed. The analysis of non-current assets of agricultural enterprises is considered. It has been determined the dynamics of change in value of fixed assets. The features of reproductive processes in the agricultural sector are formed. The obtained results should be applied at the rationalization of administrative decisions in the field of financial management by managers and specialists of agricultural industry.

The article is devoted to the development of technologies for the production of quality sowing material, which is the main problem of cotton growing, which has a greater share in the agricultural sector, which is the basis of the economy of the republic. For this purpose, a new technology for the production of sowing material was developed as a result of the selection of biologically mature yarns during the combined sorting of fibrous cotton yarns, as well as processing of these yarns by the proposed method, and two positive decisions were made by the Intellectual Property Agency. In addition to the mentioned advantages of the proposed technology, the use of low-percentage starch solution, as well as absorbents with high absorption capacity (zeolite or bentonite) in the country to improve the quality of sowing material in the production of sowing material as a result of processing raw materials. indicates that it has indicators. The purpose of this chapter is to extend the research on determinants of entrepreneurial intentions in the agricultural industry by using the theoretical framework of determinants of entrepreneurial intentions and entrepreneurial event model. By employing the DEI and EEM, the researchers evaluate how perceived desirability, perceived feasibility, individual background, and triggering events can influence the attitude of an individual and in turn how entrepreneurial attitude can control entrepreneurial intentions. To achieve the objective, a questionnaire survey was held using the sample of 335 PhD, master, and bachelor students in commerce, business, and economics from an Indian central university. The data was analysed using a linear regression model. The findings advocate that perceived desirability, perceived feasibility, individual background, and triggering events are positively related to entrepreneurial attitude, and the entrepreneurial attitude positively and significantly influences entrepreneurial intentions in the agricultural sector.

Organizations are facing unprecedented levels of change as forces like hypercompetition, knowledge commoditization, and technology are having a significant impact on performance and threating organizational survival. These pressures, combined with the shortcomings of existing performance management (PM) approaches, are forcing organizations to develop more effective PM practices. Competing effectively in this environment demands novel, cutting-edge, and more impactful approaches. There has been a movement toward processes that are data driven, flexible, continuous, engaging, future focused, and development oriented and that allow for more informed decision-making by organizations, managers, and employees. To support and drive this transformation, organizations are increasingly relying on technology, people analytics, and data science solutions. This chapter reviews the evolution of PM technology, examines its potential to add value and lead to behavioral change, reviews possible limitations and barriers to implementation to ensure the hype is not outpacing reality, and provides practical guidance for organizations looking to implement these new technologies. It is argued that advances in technology can support the activities needed to truly drive performance, but that it does not create change in and of itself. Emergent technology must be combined with organizational change strategies and evaluated for its individual, team, and organizational impact. In addition, it is imperative to examine how technology can be most effectively leveraged to improve specific performance-driving behaviors that the research has shown lead to more impactful performance management approaches rather than simply automating processes that have not worked well in the past.

In The Netherlands, agricultural activities are one of the major diffuse sources of nutrients and crop protection chemicals. A national legal and regulatory framework has been developed to combat the environmental burden from the agricultural industry. This resulted in the implementation of a government decree (AMvB) in the year 2000. Under pressure from NGOs, the Hollandse Eilanden en Waarden Water Board worked on a regional regulation in advance of this national legislation. ZHEW followed an approach of research, communication and partnering prior to implementing the national decree. The most important result of the chosen approach is that compliance with one of the most important measures, the crop-free zone, is close to 100%. There has been little improvement in the amount of pesticides in the open waters. Both water board and farmers are positive about the approach followed. Monitoring and evaluation proved to be essential when communicating with the agricultural sector. The results of attempts to influence behaviour must be recorded in order maintain the motivation to change behaviour. Information on the effects of the approach adopted to combating diffuse agricultural sources is gathered from a number of sources.

Allergic disorders in the agriculture sector are very common among farm workers, causing many injuries and occupational diseases every year. Agricultural employees are exposed to multiple conditions and various allergenic substances, which could be related to onset of anaphylactic reactions. This systematic review highlights the main clinical manifestation, the allergens that are mostly involved and the main activities that are usually involved. This research includes articles published on the major databases (PubMed, Cochrane Library, Scopus), using a combination of keywords. The online search yielded 489 references; after selection, by the authors, 36 articles (nine reviews and 27 original articles) were analyzed. From this analysis, the main clinical problems that were diagnosed in this category were respiratory (ranging from rhinitis to asthma) and dermatological (eczema, dermatitis, hives) in nature, with a wide symptomatology (from a simple local reaction to anaphylaxis). The main activities associated with these allergic conditions are harvesting or cultivation of fruit and cereals, beekeepers and people working in greenhouses. Finally, in addition to the allergens already known, new ones have emerged, including triticale, wine, spider and biological dust. For these reasons, in the agricultural sector, research needs to be amplified, considering new sectors, new technologies and new products, and ensuring a system of prevention to reduce this risk.
