Mainstreaming Organic Agriculture through Innovation Policy– The Case of Organic Agriculture in Negros Occidental, Philippines

This paper highlights the innovation policies that facilitated the growth of the organic movement in Negros Occidental. The research is an intrinsic case study that employed in-depth data collection involving multiple sources of information. Organic agriculture started with the civil society because of the desire to produce healthy food and ensure environmental integrity. Health conscious businessmen saw the opportunity of a business built on the pillars of environmental integrity, health, partnership with the grassroots and the growing movement of organic agriculture supporters. In response, the provincial governments of Negros Occidental and Negros Oriental crafted a policy that envisioned the whole Negros Island as the “Organic Bowl in Asia”. Innovative responses of the provincial government included the development of ordinances, organizational adjustments and budget allocations. The innovations of the government legitimized the movement and facilitated the mainstreaming of organic agriculture. The collaboration model results from the active participation of the key stakeholders that was reinforced by forces such as increasing health and environmental consciousness of the populace. While the movement is now mainstreamed, the actors have to forward the movement to another level by increasing the market share of organic products. Keywords - Innovation policy, organizational innovation, organic agriculture, case study, Philippines

Nowadays, organizational innovation constitutes the government challenges for providing better and more efficient services to citizens, enterprises or other public offices. E–government seems to be an excellent opportunity to work on this way. The applications that support front-end services delivered to users have to access information systems of multiple government areas. This is a significant problem for e-government back-office since multiple platforms and technologies coexist. Moreover, in the back-office there is a great volume of data that is implicit in the software applications that support administration activities. In this context, the main requirement is to make available the data managed in the back-office for the e-government users in a fast and precise way, without misunderstanding. To this aim, it is necessary to provide an infrastructure that make explicit the knowledge stored in different government areas and deliver this knowledge to the users. This paper presents an approach on how ontological engineering techniques can be applied to solving the problems of content discovery, aggregation, and sharing in the e-government back-office. This approach is constituted by a specific process to develop an ontology in the public sector and an ontology-based architecture. In order to present the process characteristics, a case study applied to a local government domain is analyzed. This domain is the budget and financial information of Santa Fe Province (Argentine).

This study aims to observe how local government financial management is in the face of the Covid-19 Pandemic—in particular, observing how budgeting, administration, and accountability of the Riau Provincial Government regarding the Covid-19 Pandemic. The research method used is a qualitative method with a type of case study. The data collection techniques used in-depth interviews, observation, and documentation. To ensure the validity of the data, triangulation was carried out by carrying out source triangulation and technical triangulation. The informants in this study consisted of key informants, primary informants, and supporting informants. Key informants are the head of the budget, the head of the treasury, and the head of the accounting and reporting sub-section. While the primary informants and supporting informants were selected using the snowball sampling technique. Data analysis was carried out by collecting data, reducing data display data, and making conclusions. The results of the analysis show that the impact of the Covid-19 Pandemic caused the Riau Provincial Government to refocus and reallocate the budget four times. At the administrative and accountability stages, there are problems with recording Unexpected Expenditures, namely the absence of technical guidelines regarding the administration of Unexpected Expenditures, determining spending limits for emergencies and urgency. Another problem is the absence of valid data for the distribution of aid funds for MSMEs affected by Covid-19 as well as valid documents in the recording of grant assistance from third parties. This research contributes to the government in making policies in financial management in a disaster emergency.Keyword: The Covid-19 Pandemic, Financial Management, Refocusing, Reallocation, Administration, Accountability AbstrakPenelitian ini bertujuan untuk mengobservasi bagaimana pengelolaan keuangan Pemerintah Daerah dalam menghadapi Pandemi Covid-19 ini. Secara khusus mengobservasi bagaimana penganggaran, penatausahaan dan pertanggungjawan Pemerintah Provinsi Riau terkait Pandemi Covid-19. Metode penelitian yang digunakan adalah metode kualitatif dengan jenis studi kasus. Teknik pengumpulan data menggunakan teknik wawancara medalam, observasi dan dokumentasi. Untuk meyakinkan keabsahan data, triangilasi dilakukan dengan melaksanakan triangulasi sumber dan triangulasi teknik. Informan dalam penelitian ini terdiri dari informan kunci, informan utama dan informan pendukung. Informan kunci adalah Kabid anggaran, kabid perbendaharaan dan kasubid akuntansi dan pelaporan. Sedangkan informan utama dan informan pendukung dipilih dengan teknik snowball sampling. Analisis data dilakukan  dengan tahap pengumpulan data, reduksi data display data dan melakukan membuat kesimpulan. Hasil analisis menunjukkan bahwa Dampak Pandemi Covid-19 menyebabkan Pemerintah Provinsi Riau melakukan refocusing dan realokasi anggaran sebanyak empat kali pergeseran anggaran. Pada tahap penatausahaan dan pertanggungjawaban terdapat permasalahan pencatatan pada Belanja Tidak Terduga yaitu tidak adanya juknis tentang penatausahaan Belanja Tidak Terduga, penentuan batasan belanja untuk keadaan darurat dan mendesak.  Permasalahan lainnya yaitu tidak  adanya data yang valid untuk penyaluran dana  bantuan bagi UMKM yang terdampak Covid-19 serta dokumen yang valid dalam pencatatan bantuan hibah dari pihak ke tiga. Penelitian ini memberikan kontribusi kepada pemerintah dalam membuat kebijakan dalam pengelolaan keuangan pada keadaan darurat bencana. Kata Kunci :  Pandemi Covid-19, Pengelolaan Keungan, Refocusing, Realokasi, Penatausahaan, Pertanggungjawaban

Agility of science and technology in communication has brought a new dimension of information dissemination, which may have influenced human perceptions, especially on the dissemination of news pertaining to this pandemic. This research aims to determine the students’ sources of information regarding the COVID-19 disease and investigate their intention to share the information pertaining to COVID-19. A survey study was designed using an online questionnaire involving 147 higher education students. The online questionnaire; measures three elements of the students’ intention, namely initiative, desire and resourcefulness. The findings; the sources of information regarding the COVID-19 pandemic are mainly the government authorities and local healthcare workers. The most preferred medium of information regarding the COVID-19 pandemic is social media, and the most trusted medium is the television broadcast. Also, finding suggests that the students take initiative to verify information and demonstrate a desire to share credible and right information with their family and friends through social media. As such, in an effort or attempt to disseminate credible information about any important matters to the general public, the government can count on students as agents for transmitting the information to third parties including their family and friends.

Innovation is crucial for development. A set of institutional capacities and coordinated actions between the public and private sectors are required to drive large mission-oriented innovation policies (MOIPs) to address priority issues and set a direction for the path of development. This work identifies what restrictions exist in institutional and policy capacities that hinder the design and implementation of MOPs in Chile. This work is based on a case study design. The study analyzes the design and implementation of two strategic programs for innovation and development in the solar energy and mining sectors. The study showed that the capacities of the programs analyzed were evident in the construction of a shared vision and the identification of innovation-led solutions for the development of the two sectors, but the lack of leadership from the government hinders the implementation of the programs, particularly because of the lack of coordination between government agencies and ministries for budget allocation and strategy definition.

A case study of innovation in organic agriculture in Ontario, Canada, illustrates the merits of multiscaled analysis as a tool to identify relevant policy options for the European Union and North America. Policy recommendations that emerged from interviews included the need to: develop and reinforce local networks and associational capacity; address inequities that result from global subsidies; and develop national research funding and standards to support organics. These policy changes would provide production and marketing alternatives, making the sector more resilient. Theoretically, the research highlights the dynamic and interconnected facets of innovation and the need for multiscaled analysis to capture interscale linkages.

Peat restoration as a government strategic program is a hot issue. This was initially thought to be the result of forest and peat fires which were the source of the worst smoke disasters in 2015. The World Bank estimated the impact of economic losses at Rp. 221 Trilliuns. In accordance with Perpres No. 1 In 2016, the government established the Peat Restoration Agency which became the leader in the implementation of peat restoration in Indonesia. It is important to note that peat restoration was designed with the framework of collaboration with many actors. Governments, communities, NGOs and the private sector are key actors in implementing peat restoration (collaborative governance). The actor's approach is the focus of this research by using collaborative governance theory as the main framework of research. This research uses a qualitative method with a case study approach. Researchers found that there was a failure of collaboration between actors in the peat restoration program in Riau. The unclear status of the Regional Peat Restoration Team (TRGD) and the inactivity of the Riau Provincial Government in supporting the peat restoration agenda are the findings of this study. Researchers see there are several factors that cause it to happen. Economic factors are the main because peat restoration is related to investment in forestry and oil palm plantations. Then the cause of the failure of collaboration between these actors was also caused by the lack of commitment from political leaders in Riau.

The study "Role of Local Press in Conflict: A Case Study of Editorial' Contents of  Daily Chand and Daily Shamal during Militancy in district Swat, Pakistan" is basically a comparison of editorials, being published on the issue of militancy in both the local dailies of Swat to analyze that how these dailies treated government and militants’ agendas in their editorials. This study was conducted by content analysis of editorials of Daily Chand and Daily Shamal, publishing from district Swat while the media hegemony theory was applied as theoretical frame work for conducting the study. The findings made it clear that both the dailies had been given more coverage to militants' agenda, the ruling class during the unrest, than government agenda. Daily Chand had written total 84 editorials on the issue of militancy, it wrote 12 (14 percent) editorials against government but not a single editorial had been written against militants. Besides the daily had given only 06 percent supportive coverage to government agenda by publishing 05 editorials while the paper had, however, given more supportive coverage to militants by publishing 17 editorials in favor of their agenda with 20 percent of its total editorials, being published on the issue of militancy. Similarly daily Shamal had written 61 editorials on issue of militancy and of them only three editorials had been written with percentage of 05 percent in support of government agenda while it published two editorials in favor of militants' agenda, which reflect 03 percent of the total editorials, being written on the issue of militancy. Daily Shamal wrote o8 editorials (13 percent) against the provincial government, but it did not write even a single editorial to oppose militants' agenda or their any kind of act, meant to challenge writ of the government in district Swat, Pakistan.

Flood disasters have become one of the most threatening natural disasters in the world, in which waterlogging is the most common form in the context of highly urbanized megacities. The formation of flood disaster is related to many factors and involves information from multiple sources, making it difficult be predicted. This paper integrates multi-source information data, classifies the study area into different categories according to hydrological analysis results, and combines hydrodynamic theory and ArcGIS to get the quantitative prediction of the range and depth of waterlogging under different rainfall inputs. The evaluation results provide the government with accurate and timely information of waterlogging risks and locations in order to improve promptness of emergency management such as evacuation and managing traffics.

This study aims to analyze and describe the implementation of the East Nusa Tenggara Governor's Regulation Number 85 of 2019 concerning Guidelines for Accelerating the Implementation of Estate Tourism Development in the Province of East Nusa Tenggara in 2019-2023, especially in Lasiana Beach, Kupang City. By using qualitative research methods with a case study approach. The results of this study indicate that the implementation of the Regulation of the Governor of East Nusa Tenggara has been going well. According to Van Meter Van Horn, there are 6 aspects in the implementation of this Governor's regulation, namely First, the size and objectives of the policy, have been well understood by the implementing staff but there are no clear measures or indicators to assess the implementation process of the Guidelines for Accelerating the Implementation of Estate Tourism Development in the Province of Nusa Southeastern East. Second, resources, from a human and financial perspective, are quite good. Third, the characteristics of the implementing agency/agency, for this factor is also quite good because in carrying out this program, the division of tasks for each employee already exists even though it is not included in the organizational structure. Fourth, the attitude/tendency of the implementers, from this point of view, is good because none of the implementers have rejected this program and has shown their support for this program by the participation of all employees at the Tourism and Creative Economy Office of East Nusa Tenggara Province. Fifth, communication between organizations and implementing activities, this factor is the most crucial in this implementation. It is necessary to improve communication between governments, both the East Nusa Tenggara Provincial Government, the Kupang City Government, the Central Kupang District Government and the Lasiana Village Government. Sixth, the economic, social and political environment, based on the results of research, the social and political environment has a positive effect on the implementation process of this program. Factors supporting the implementation of East Nusa Tenggara Governor Regulation Number 85 of 2019 concerning Guidelines for Accelerating the implementation of estate tourism development in East Nusa Tenggara Province in 2019-2023, especially at Lasiana Beach, Kupang City are the active role of the Government at all levels and the active role of the community in supporting the acceleration program tourism development in Lasiana Beach. Meanwhile, the inhibiting factor for the implementation of the East Nusa Tenggara Governor's Regulation Number 85 of 2019 concerning Guidelines for Accelerating the Implementation of Estate Tourism Development in the Province of East Nusa Tenggara. This paper describes local government innovations that are part of the Civil Service and Civil Registry (Dukcapil) reform. Arrangement of birth certificate and death certificate integrated village fund is an innovation policy in West Aceh Regency which is abbreviated as Aklamasi Dansa. The issue of legal identity is still a problem in Indonesia, many people do not have a legal identity so it impacts all services provided by the government to the community. The policy of integrating birth certificates and death certificates is an innovation that brings government and society closer together. The Aklamasi Dansa has been running since 2017 and operates in the assisted village. This study uses a qualitative method with a case study approach. The informant of this research is the community as the recipient of services, the government of West Aceh as an innovator. The results showed that the Aklamasi Dansa policy have shown that they are capable of significantly increasing the percentage of ownership, as can be seen from the percentage of birth certificates in 2016, only 86% after the Aklamasi Dansa was implemented to be 94% in 2019. The same thing happened with the death certificate issued by Disdukcapil in West Aceh in 2016 only 86 death certificates after the aklamasi dansa went on to 1629 in 2019. The Aklamasi Dansa as one of the innovations in service to the community went very well in improving village data administration and making it easier for citizens to receive services in taking care of birth certificates and death certificates.
