The author has accomplished the analysis of the essence of organizational and legal principles of community police officers’ activity (hereinafter – CPO), their interaction with other divisions of the National Police of Ukraine, state authorities, local self-government agencies and communities. The author has analyzed a set of tasks, functions and powers of CPO and the current state of regulatory legal provision of community police officers activity: has outlined the algorithm of actions of community police officers within the combination of functions of district police officers and patrol police officers. The author has outlined the perspectives for more effective involvement of local residents into formation of local and state security policy through new mechanisms of cooperation with local communities and civil society institutions developed by the practice of police officers of territorial communities; the author has provided a number of propositions for the development of regulatory legal documents that would regulate the activities of community police officers. The author has studied the essence of interaction of police officers and members of the community, its legal principles and forms of realization, problems of regulation of the activity of the newly created law enforcement institution. A new format of work of a district police officer, based on the principles of combining the efforts of local self-government agencies and law enforcement agencies, has been characterized. The author has defined a number of gaps in the legislative and regulatory provision of community police officers’ activities, including the establishment of effective coordination between community police officers and local communities and the elimination of existing or possible competitive interest that may arise in the process of their joint activities. The determinant of lag of performing professional activity by community police officers from the standards of similar services of the European Union countries has been defined.

Intelligence Policy has often been heard in the realm of law, especially with government agencies held in Indonesia. One of them is the immigration agency, which is under the auspices of the Ministry of Law and Human Rights. The implementation of the policy is still minimal, although in fact it is contained in article 1 of Law No. 6 of 2011 number 30, as well as article 74. There are still many that need to be addressed, both in the applicable legal rules and with implementation in the field. The fact that sometimes the Immigration Officer is sometimes mixed in its own definition of intelligence and oversight. Are they the same or different and how to distinguish the two. Recognizing the fact that immigration is increasingly compacted by traffic activities in and out of foreigners and citizens and their supervision, a qualified intelligence is needed in maintaining the upholding of the country's sovereignty. It is an obligation, especially for immigration to safeguard the country as stated in the immigration function, is part of the affairs of the state government in providing Immigration services, law enforcement, state security, and community welfare development facilitators. Therefore, immigration should take part in enforcing supervision and security of the state in the field of law. Immigration intelligence which is under the auspices of the Directorate of Intelligence and immigration enforcement should need to be developed more thoroughly as a whole. So, it is hoped that in the future the Indonesian state will have total sovereignty over the country and its own people.

It is emphasized that the current legislation uses the terms "law enforcement agency", "law enforcement officer", which is directly correlated with law enforcement activities, which in turn indicates the unconditional relevance of the current study. This article analyzes the current legislation in order to separate law enforcement agencies from other government agencies, in order to assign certain positions of government agencies to law enforcement officers. As a result, the imperfections of the definitions of Ukrainian legislation for unambiguous identification of both law enforcement activities and the list of law enforcement agencies have been established. Theoretical and legal bases for establishing the affiliation of a state body to the list of law enforcement agencies in terms of practical implementation of current regulations are obtained by assessing the status of the Civil Service of Ukraine for Emergencies, namely: the assignment of a body to law enforcement should be carried out separately , taking into account the legal position (status) of such body defined in normative legal acts; if the endowment of a certain entity with the status of a law enforcement body has not occurred normatively, it is necessary to proceed from the analysis of the purpose (tasks) and basic functions assigned to a particular body and, accordingly, the powers vested in such a body It has been proved that SES bodies do not belong to law enforcement bodies, as they belong to the unified state system of civil protection (SES bodies are not assigned law enforcement tasks and / or functions; they are not endowed with law enforcement powers), and their officials cannot be recognized as law enforcement officers. body. It is emphasized that the legal approach proposed by the author to establish the affiliation of a state body to the list of "law enforcement agencies" may be fully applicable to other subjects of power, which in the future will provide an opportunity to outline the comprehensive range of law enforcement agencies in Ukraine.

The author has studied the peculiarities of academic motivation of final-year cadets (n=323) of higher education institutions with specific educational conditions. It has been determined that the dominant motivation for their professional training is internal motivation. They make independent decisions about their professional activities and seek to continue their service within the National Police. Adequate and situational types of professional motivation are typical for cadets. Respondents are aiming for theoretical knowledge. The motives for the professional activities of final-year cadets do not affect their motivation to acquire theoretical knowledge, but they affect the acquisition of professional skills and abilities. The “romantic halo” of the profession remains in the perception of the profession by final-year cadets, but the material component also becomes important. The status of the profession in society and its material remuneration, as well as the curiosity of the chosen profession have significant influence on the motivation of future professional activities of fourth-year cadets. The motivating factor for internally motivated cadets is a sense of effectiveness, as well as status and state’s high salary for labor of law enforcement professionals. Externally positively motivated cadets in case of the decrease in the status of the profession, unrealized career ambitions or the reduction of the material rewards of law enforcement officers may begin to perform their duties formally or may leave the service. Externally negatively motivated cadets are not interested in performing professional duties. On the basis of the obtained data, the author has concluded on the importance of mentoring in the process of professional development of young specialists and the continuation of professional training in the system of postgraduate education and service training of police officers. The author has emphasized the importance of further motivation of final-year cadets within professional activity, in particular the introduction of a “motivational” package for police officers by the state.

The authors have studied the problems of theoretical principles and methodical tools of carrying out professional research at the National Police of Ukraine, in particular, the issue of developing a job description of community police officers. It has been demonstrated that job descriptions represent a complete description of the specifics of a particular profession, they reveal the content of professional work, as well as the requirements that a profession brings to a person; this is a document that provides a comprehensive, systematic and comprehensive description of the objective characteristics of the profession and the totality of its requirements to individual and psychological features of a man. An important part of the job description is a psychic profile containing a complete description of the actual psychological characteristics and professionally important personal qualities of specialists. Theoretical bases and structure of the experimental process of professional research have been provided; the possibilities of using some of its methods and means for the development of a modern professional profile of community police officers have been revealed. It has been emphasized that scientifically substantiated professional research of professional police activity will create favorable conditions for increasing the efficiency of professional selection of personnel and appointment of police officers, will promote more efficient use of personnel potential of police units, enable improvement of training, retraining and professional development of police officers, rationalization of working conditions, reduction of morbidity, etc. Based on a broad pilot study involving police officers from 25 regions of the state, the authors have established a list of the main professional qualities of community police officer, have defined qualitative and quantitative psychological and psycho-physiological indicators recommended for professional activity, the authors have also established psychological and psycho-physiological contraindications to the professional activity of community police officers.

This introductory chapter provides an overview of competition law in developing countries. Following the proliferation of competition law across the globe in the last few decades, developing countries now comprise a majority of the jurisdictions that have in place a competition law. At least in terms of the language of the main substantive provisions on restrictive agreements and abuse of dominance, many of these new jurisdictions have chosen to follow the U.S. and the EU models. However, the proliferation of competition law regimes has given rise to a fear of balkanization of competition law enforcement and an excessive compliance burden for businesses, especially multi-national corporations. Out of this fear grew the rallying cry for convergence. The implicit assumption behind the drive for convergence is that there exists one or a handful of models of competition law enforcement that are suitable for most countries across the globe, to which new jurisdictions are expected to converge. Some commentators and officials have challenged this, questioning whether the legal principles regulating markets in the industrialized economies of the United States and the European Union can be transplanted directly to developing countries. Apart from the need to tailor to the local economic environment, competition law must contribute to the economic growth and development agenda of developing countries.

The article is devoted to the discussion of selected results of the nationwide community police officers research conducted by the authors in January 2017. This research is a part of the ongoing project of the Ministry of Internal Affairs and Administration „Community police officer closer to us”. The analysis was based on the answers provided by 5,400 respondents from all over the country to the following questions: Should the role of community police officers be to carry out social prevention tasks? Are community police officers satisfied with their job as community police officers? How do they assess their interpersonal communication skills? Do they think they have prestige in the local community? Do they participate in meetings with the local community and how do they characterize the police mission? The results will be processed in 17 reports from the national community police officers research. The application of conclusions from the results of qualitative and quantitative research conducted all over Poland in 17 garrisons will have a significant impact on the dialogue between the authorities and community police officers, determining the expectations of first contact officers, their problems, strengths and weaknesses. The research carried out will increase the effectiveness of the “Community police officer closer to us” programme, one of the basic programmes of the Ministry of Internal Affairs and Administration implemented in order to build trust between the authorities and a citizen. The research also resulted in two monographs on the functioning of the district division in Poland. The authors’research focuses on the partnership of community police officers services with the local community for internal security, taking into account the role of community police officers social and educational activities, and on drawing a professional portrait of the community police officer who is closer to people, solves problems of local communities and carries out activities in the social and educational area.

The key concepts that assist to reflect the essence of the process of professional self-realization of police officers have been determined. The professional self-realization of the personality, which is determined by the value and sensory, intellectual and motivational features of the personality, has been studied. Modeling the experience of professional self-realization is the support of the personality for self-development of intellectual and volitional actions. This process is most productive in adolescence – at the time of completion of the development of readiness to choose a particular profession, defining oneself in a possible professional role. The main point of the studied process is the search for a professional image of “oneself”. It has been noted that the key stages of professional self-realization’s formation are: choice of educational institution, place of work (professional self-determination), subsequent choice of the type and direction of activity, formation within the chosen profession, professional growth, which reflects the effectiveness of professional self-realization. Thus, successful self-realization within the profession is based on a reasonable choice of place of study and future profession, continuous professional self-growth and self-development within labor activity, as well as satisfaction with the way of professional life and career. It has been studied that the development of the value sphere of the personality of law enforcement officers contributes to the optimization of their behavior and self-realization in such spheres of life as profession, family life, relationships, hobbies. The motivational component is one of the basic in the system of moral regulation of activities and behavior of professionals and includes a positive attitude to the chosen type of professional activity, the desire for self-realization and achievement, moral and professional attitudes and interests. Motivation acts as a link between the true goals, ideals, beliefs of the cadet and the actions, deeds, decisions he makes. The author has proved the expediency of forming value regulators of behavior and motivational sphere of future law enforcement officers in higher educational institutions with specific learning conditions, which may increase the efficiency of professional activity and self-realization of police officers in modern conditions.

В настоящее время авторитет сотрудников органов внутренних дел в обществе невысок. В связи с этим существует реальная потребность в исследовании путей создания положительного образа правоохранителей. В статье уделено внимание исследованию психологических особенностей, влияющих на формирование социально одобряемого образа сотрудников полиции. В ходе исследования были использованы такие методы, как контент-анализ сообщений со средств массовой информации, сравнительный анализ наработок по изучаемой проблеме, групповые беседы, анкетирование, психодиагностическое исследование курсантов и слушателей. Важным аспектом формирования положительного имиджа сотрудников органов внутренних дел является изучение их мотивационно-ценностной сферы. Именно положительная профессиональная направленность и мотивация профессиональной деятельности будут способствовать развитию всех необходимых качеств, отображенных в профессиограмме правоохранителей. Внутренняя мотивация определяет желание самосовершенствоваться, стремление к личностному и профессиональному развитию, предполагает высокую нравственность и законопослушность, а это, в свою очередь, непосредственно отражается на внешне воспринимаемом облике стражей закона. Также на основе результатов исследования разработаны предложения по формированию положительного имиджа сотрудников полиции, касающиеся работы с кадровым потенциалом. Currently, the public does not appreciate the image of employees of internal affairs agencies. In this regard, there is a real need to study ways of creating a positive image of law enforcement officials. The article focuses on the study of psychological features affecting the formation of a socially approved image of police officers. In the course of the study such methods as content analysis of messages from the media, a comparative analysis of developments on the problem under consideration, group conversations, questionnaires, and psychodiagnostic research of cadets and students were used. An important aspect of the formation of a positive image of employees of internal affairs agencies is the study of their motivational and semantic sphere. It is a positive professional orientation and motivation of professional activity that will contribute to the development of all the necessary qualities displayed in the law enforcement professiogram. Intrinsic motivation determines the desire for self-improvement, the desire for personal and professional development, involves high morality and law-abidingness, and this, in turn, is directly reflected in the outwardly perceived guards of the law. In addition, based on the results of the study, proposals to create a positive image of police officers regarding work with human resources were developed.

The article is focused on the research of self-regulation of mental states that arise in the employees of law enforcement agencies of Ukraine during the performance of professional activity in the conditions of extreme situations. The relevance of the research is currently increasing due to the need to increase resilience and overcome difficult life situations that often occur in the modern world. It has been determined that the professional activity of the employees of law enforcement agencies of Ukraine has its features, which require not only the professional competence of a specialist, but also certain personal qualities, with adaptation to extreme situations. The concepts of mental self-regulation, self-regulation and general ability to self-regulation have been analyzed. The basic levels of self-regulation related to professional activity (psycho-physiological, socio-psychological, psychological, spiritual) and corresponding self-regulatory abilities (emotional and psycho-physiological states, activity regulation, personal self-regulation, higher self-regulation ability) have been highlighted. They often occur while law enforcement officers perform their professional duties and lead to the emergence of negative mental states. The concept and main characteristics of an extreme situation have been characterized; self-regulation regulatory systems have been listed, which at the same time act as levels of self-regulation that ensures the effectiveness of professional activities of police officers in extreme situations. The author has studied methods of psychological influence (autogenic training and its variants, naive methods of self-regulation, the simplest methods of self-regulation, ideomotor training and neuro-linguistic programming), which are necessary for solving the set task. The author of the article describes how to possess various techniques of mental self-regulation, which allow to optimize the mental states and behavior of police officers in extreme situations. The conducted analysis of the aspect of studying self-regulation of mental states of police officers in professional activities to extreme situations demonstrates the possession of techniques of mental self-regulation and different levels and abilities of self-regulation, which allow to optimize the mental state and behavior of police officers.

The professional activity of law enforcement officers involves active work with people, and the ability to communicate with colleagues, managers, representatives of various segments of the population ensures the success of their duties. It leads to the necessity of the language and speech skills development and improvement which are directly related to the formation of communicative competence of police officers. In modern pedagogical science various methods are described. They are aimed to develop the communicative competence of workers in a particular field. Among them, an important place is occupied by methods of creative learning. The methods of creative training in educational process have been considered in works of many scientists, however the problem of formation of policeman’s professional communicative competence by these methods have not been discovered by scientists. It is necessary to develop the outlined problem and determine the relevance of the proposed study. The author aims to consider the possibility of applying creative teaching methods in Ukrainian language classes for professional purposes which will improve the skills of professional communication of future law enforcement officers and contribute to the formation of their communicative competence. The paper uses general scientific theoretical methods including content analysis, systematization and generalization of scientific literature on the selected problem which allowed choosing the most effective methods of creative learning which should be implemented in Ukrainian language classes for future police officers. The researcher examines the defining characteristics of such methods of creative learning as cross-sense, reframing, storytelling and debate, as well as offers application options for their implementation in Ukrainian language classes for future law enforcement officers. The author concludes that application of the analyzed methods of creative training will have a positive effect on improving the language and speech skills of professional communication of future police officers, and therefore will best contribute to the formation of their communicative competence. The author of the article emphasizes the continuation of the started research in the detailed applied development of each described creative learning methods.
