Community-based organizations along with territorial, provincial, and federal agencies are responsible for search and rescue (SAR) in the Canadian Arctic. In delivering response capabilities at all hours of the day and for 365 days a year, the community-based organizations face a wide array of challenges. Using the data collected through the Kitikmeot Search and Rescue Project and the Kitikmeot Roundtable on SAR, coupled with academic and non-government organization literature, this article explores the major challenges facing community SAR organizations in Nunavut and builds a case for how targeted investment can best bolster community-based capabilities. We suggest novel, practical, and holistic solutions that have been proposed by or co-devised with community partners, are rooted in the unique context of Nunavut’s communities, and are reflective of a community resilience-building approach. One set of recommendations involves strengthening current programming, including the expansion of Nunavut Emergency Management’s inReach program, continued support for the enlargement of the CCGA, streamlining the process to activate Canadian Ranger patrols, and encouraging greater cooperation in the provision of training by federal and territorial agencies. We also propose new approaches, including a whole-of-society preventative SAR program centred on educational and youth programming, the adoption of a SAR equipment usage rate model, and the launch of a Community Public Safety Officer program in Nunavut. Finally, to justify greater investment at the community level, we argue that policymakers must change how they conceptualize community-based SAR capabilities in Nunavut. An effective SAR system is about more than the ability to respond to emergency events. It is a critical enabler to broader objectives and goals prioritized in the Arctic and Northern Policy Framework and other federal, territorial, and Inuit strategies.

Bitcoin got increasing popularity and was considered by the public as a great investment due to huge overvaluation in 2017. In parallel, economists and high-level technicians started to advocate the use of bitcoin and other cryptographic currencies as an alternative to national currencies. However, bitcoin is far from being considered as money, so it is hard for a monetary and payment system to emerge based on these technologies. This paper, apart from briefly presenting the Bitcoin System, shows why bitcoin is not money in the light of the Keynesian theory. We use Keynesian essential properties of Money and Modern Money Theory to define money, and to show that cryptographic currencies are not money. We then go back to Keynes' theory of portfolio choice, established in Chapter 17 of the General Theory, to show what bitcoin really is: at most, bitcoin is a perfect virtual commodity, a virtual liquid speculative asset.

In this study, we sought to empirically validate the model of development of urban families in Southern Angola. The study was carried out with a sample of 256 participants ( n = 130, 50.78% women; n = 126, 49.22% men) from urban centers of Southern Angola, aged between 18–79 years. We aimed, particularly, to identify women’s and men’s perceptions of their family functioning (SCORE-15), family vulnerability to stress (FILE), family strengths (FSQ), and family investment in rituals and routines (FRQ-R). The results from the structured additive regression models (STAR) demonstrated the adequacy of this model to explain and organize the data from the sample studied. Moreover, the results identified the perception of an adjusted family functioning, despite the high levels of family vulnerability to stress and low levels of family strength, compared with international studies. This study also showed a great investment in family rituals and routines. Results from STAR highlight the consistency of women throughout family evolution, and greater fluctuations in the results presented by men, particularly those who are in the stages of families with an adolescent or a young adult child and families in the “sandwich” generation. These results contribute to the enrichment of Simões and Alberto’s model and a better understanding of the family reality in urban Southern Angola.

The profound transformations in linguistics during the early 20th century contributed to great investment in linguistic theories and their applications in translation, whose theorizing problems were linked to the development that raised cognitive, linguistic and cultural issues. This relationship was reflected in Peter Newmark’s research, who founded the semantic and communicative approache. He built his translation theory on the idea of not isolating the transmissive act from communication. Newmark provided a definition of communicative translation as it seeks to influence its readers as much as possible with the effect on the readers of the ST. While the semantic translation attempts to convey the exact contextual meaning of the ST as the semantic and grammatical structures of the TL permitted. Translation is also adept in the era of globalization with its influence on the boundaries between many Nations and civilizations. It is a tool for unifying them, and one of the most important means of facilitating the deepening and expansion of people's views toward other cultures. We aim in our research to introduce Newmark's approach to translation, and the disclosure of the potentials it offers to establish a bridge of scientific, human and civilizational communication between academic research and societies. We will focus on defining the criteria and priorities proposed in analyzing texts to highlight how communicative translation makes on the target recipient an effect equivalent to the ST has on the source recipient. And how to achieve accurate communication and its extent by revealing what makes it possible to benefit from the mechanisms of discourse analysis.

The vision of education service delivery in Kenya is to have an internationally competitive quality education, training and research for sustainable development. More developed countries are associated with their great investment in human capital. They are also associated with development of ICT which has led to improved standards of living and good governance. This study was carried out on 395 pre-school teachers who were undertaking their in-service training in Kiambu County. The study sort to establish ICT whether the teachers engaged in ECD centers had any skills in ICT. This study further sort to establish whether there was integration of ICT in teaching and learning in selected preschools in Kenya.  A researcher designed questionnaire was used  in the study. A total of 60.83 % of the total population had no knowledge of ICT and therefore did not integrate ICT in their teaching and learning in the selected preschools. All the teachers expressed that the government had not sponsored them for ICT training and the little they had they had sponsored themselves.  Grounded on these findings the study recommended that the government should be on the forefront to not only invest in ICT infrastructure but also in education of teachers in ICT. With the paradigm shift in the Kenya’s education curriculum this concern should be immediate.  The government should take up the responsibility of ensuring that all teachers are exposed to ICT skills since these will change their interaction with the students who are quite ahead of their teachers in technology.

The tail-end of the criminal justice system is the prison. In the era of mass incarceration a question arises how can a prisoner be restored to live a successful life after incarceration? The architecture of restoration of prisoners to begin the movement the prisoner placed under the authority of prison officials. Restoration is not a soft option, as many prisoners find it extremely difficult to face up to the impact of their crimes. The entire prison environment and the stakeholders of the prison department shall be involved in the restorative process. Restoration is the shift from retribution and vengeance to a more human approach. Hence restorative processes shall focus on physical, behavioral, emotional and restoration of dignity. The transition from prison to re-integration into the society after being incarcerated for number of years is the most difficult task for the prisoner. Therefore perseverance of restoration in prisons shall be a continuous process which would be a great investment to everyone. Research and studies across the world reveals that the scale of victimization among the prisons is very high and at time most devasting and India is not an exception. Adoption of restorative restoration approaches and practices in prison setting will not only successfully navigate reentry both into the family and society but also a realistic future and an effectiveness and positive impact outside the prison world. If prison officials want to reduce recidivism it is vital that they ensure effective and humane restoration of prisoners. This paper takes the stock of the current context and aims to bring greater clarity pertinent to the thematic area of concerns regarding effective and humane restoration of prisoners with special reference to India.

Studies the experience of cooperation between the Global Environment Facility (GEF) and Russia with the focus on the planned and already implemented environmental projects of the Global Environment Facility in Russia. Analyzes the main activities of the Fund and the features of GEF’s environmental projects in Russia, evaluates the prospects for further cooperation. Presents the classification of environmental projects supported by the GEF depending on the scale of funding. Examines the mechanism and the degree of participation of stakeholders (Russia and GEF) in financing environmental projects in our country. It is pointed out that Russia is of great investment interest for the Global Environmental Facility, especially in the implementation of projects on biodiversity conservation, combating global climate change and protecting international waters. Considers the prospects for a possible development of Russia’s cooperation with the GEF in addressing ecological problems.

A great investment is made in maintenance of machinery in any industry. A big percentage of this is spent both in workers and in materials in order to prevent potential issues with said devices. In order to avoid unnecessary expenses, this article presents an intelligent method to detect incipient faults. Particularly, this study focuses on bearings due to the fact that they are the mechanical elements that are most likely to break down. In this article, the proposed method is tested with data collected from a quasi-real industrial machine, which allows for the measurement of the behaviour of faulty bearings with incipient defects. In a second phase, the vibrations obtained from healthy and defective pieces are processed with a multiresolution analysis with the purpose of extracting the most interesting characteristics. Particularly, a Wavelet Packets Transform processing is carried out. Finally, these parameters are used as Genetic Neuro-Fuzzy inputs; this way, once it has been trained, it will indicate whether the analyzed mechanical element is faulty or not.
