This article will review the achievements of implementing the East Kalimantan Provincial Regulation Number 5 of 2015 concerning Inhalant Abuse prevention. With a qualitative descriptive analysis research model with data collection techniques by observation, interviews, documentation, and interactive data analysis, the results showed that East Kalimantan Provincial Regulation Number 5 of 2015 concerning Inhalant Abuse Prevention Samarinda City has not been going well. There are various kinds of obstacles in the implementation process, such as the lack of human resources, lack of facilities and infrastructure, and people who comply with local regulations.Keywords: implementation, prevention, abuse, inhalation, local regulations

Based on their initial observations of problems in implementing Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.in terms of human resources mampun Technology. This study focuses on the Implementation of E-Government through Employment Service Application System (SAPK Online): (1). To Knowing how the implementation of E-Government by using the Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.. (2). For Knowing the factors inhibiting the implementation of E-Government by using the Employment Service Application System (SAPK Online) at the Badan Kepegawaian Daerah of Pekanbaru.. This study is a qualitative study with the primary objective to describe and depict in detail and depth about how the implementation of E-Government in personnel administration through the Employment Service Application System (SAPK Online). Then the data analysis techniques used in this research was qualitative descriptive analysis, which is a technique that tries to describe things that are special to the data obtained through observation, interviews and documentation so that a qualitative data, to be analyzed further to become a conclusions according to the indicators that have been determined by the authors.

Media audio Gelaria (Gerak Lagu Anak Ceria) telah diterapkan di dalam pembelajaran pada TK Laboratori Pedagogia Yogyakarta. Namun, masalahnya adalah bahwa sampai sejauh ini, belum pernah dilakukan evaluasi keterlaksanaan pemanfaatannya sehingga tidak dapat diketahui tingkat keberhasilannya. Studi ini merupakan studi kasus di TK Laboratori Pedagogia Yogyakarta. Tujuan evaluasi yang dibahas di dalam tulisan ini adalah untuk mengetahui bagaimana tingkat keberhasilan penerapan media audio Gelaria dalam meningkatkan fisik motorik anak-anak TK Laboratori Pedagogi Yogyakarta. Metode yang digunakan adalah evaluasi program model Kirkpatrick dengan analisis deskriptif kualitatif. Hasil evaluasi mengungkapkan bahwa: 1) reaksi peserta didik  menunjukkan keterlaksanaan pembelajaran melalui pemanfaatan media audio Gelaria berada pada kriteria sangat berhasil (83%); 2) proses belajar peserta didik melalui pemanfaatan media audio Gelaria menunjukkan keterlaksanaan pembelajaran pada kriteria sangat berhasil (76%); 3) perilaku peserta didik menunjukkan keterlaksanaan pembelajaran dengan media audio Gelaria pada kriteria berhasil (50%); 4) dampak pemanfaatan media audio Gelaria pada peserta didik menunjukkan keterlaksanaan belajar mereka pada kriteria berhasil (70%), yang dapat diketahui melalui berbagai kejuaraan lomba yang diikuti berkaitan dengan kegiatan fisik motorik; dan 5) penerapan pemanfaatan media audio Gelaria, baik dari sisi SDM pendidik, sarana prasarana, maupun dana yang tersedia secara umum tidak mengalami kendala. Sebagai simpulan, dapat dikemukakan bahwa media audio Gelaria dapat dimanfaatkan di Taman Kanak-Kanak lainnya yang kondisinya tidak jauh berbeda (sekolah imbas). Namun, disarankan agar lembaga pengembang media audio Gelaria memberikan bimbingan teknis penerapan pemanfaatan media audio Gelaria kepada para pendidik dan sekaligus juga mengkaji ulang sintak penerapan pemanfaatan media audio Gelaria. The audio media of Gelaria (Gerak Lagu Anak Ceria or Cheerful Children's Song and Movement) has been implemented in the learning process at the Pedagogia Laboratory Kindergarten, Yogyakarta. However, until now, there has never been any evaluation on its implementation, so that the success degree cannot be identified. This is a case study in Pedagogia Laboratory Kindergarten, Yogyakarta. The objective study is to determine the success degree of the Gelaria audio media implementation in improving the students’ motoric physic at Laboratori Pedagogia Kindergarten, Yogyakarta. The method applied is the Kirkpatrick program evaluation model with qualitative descriptive analysis. The result shows that: 1) The students’ reaction indicates that learning feasibility by using Gelaria audio media is the category of highly successful (83%); 2) The students’ learning process by using Gelaria audio media indicates that the learning feasibility is also in the category of highly successful (76%); 3) Students’ behavior indicates that the learning feasibility by using Gelaria audio media is in the category of successful (50%); 4) The impact of Gelaria audio media implementation on the students indicates that the learning feasibility is in the category of successful (70%), which can be identified from various motoric-physical championships they have attended; and 5) In terms of Human Resources, infrastructures, as well as finance, the implementation of Gelaria audio media has no constraints. It can be summarized that Gelaria audio media can be implemented other Kindergardens that have relatively-common condition (induced schools). However, it is recommended that the institution developing Gelaria audio media should provide technical assistances to teachers on how to implement it, and also continuously review its implmentation syntax.

<p><em>Kalisoro urban village is one of the tourist areas facing the issue of rising pile of garbage and the lack of knowledge of the waste. Especially in waste management this problem really needs more attention. Society involvement support is required in this waste management. Kalisoro Village waste management is an independent waste management village which involves the community. In this management, using the Reuse, Minimize, and Recycle 3R process. This study aims to explain the participation of independent waste village management by identifying the phases of participation society, the level of participation society and the factors affecting participation in the group. This study is presented in qualitative descriptive form, using in-depth interview technique in data collection and also using interactive data analysis technique for data triangulation. In this study, the culture represented by the Non-Governmental Organisations manages the consequence of involvement society in the management of the autonomous waste villages. Society ways of engagement are to contribute ideas, resources, funds, and engage in waste collection. But not all Kalisoro Village groups participated directly. The Low Performance of Penitentiary Organizations in Greater Bandung. The cause of the problem is allegedly Guidance for Employees and Empowerment of Human Resources has not been done on the Performance of Penitentiary Organizations in Greater Bandung. Human resources as part of the scope of Public Administration by using qualitative descriptive analysis research methods and quantitative analysis (path analysis), while the population is Bandung Correctional Institutions (Sukamiskin Class I Correctional Institution Bandung, Class IIA Banceuy Bandung and Class I Kebon Waru Bandung). Staff development and empowerment of human resources have been carried out in accordance with the capabilities of the apparatus at the Bandung Institute of Corrections. Simultaneously the effect of employee coaching and empowerment of human resources on the performance of the Bandung Correctional Institution in Greater Bandung was 69.9%, while the epsilon was 30.1%. Partial influence of employee coaching consisting of factors giving decent wages, providing opportunities and encouragement to develop careers, disciplining the rules to achieve high organizational effectiveness, The results of research indicate a new thing that Organizational Performance in Penitentiary in Greater Bandung needs make new breakthroughs so that employees can work more innovating into the future to produce employees who have high morale and fighting spirit in carrying out their duties. Meaning that it is necessary to optimize the development and empowerment of human resources towards the performance of organizations in Bandung Correctional Institutions in Greater Bandung.

This study aims to determine the success of the program through the correct mechanism for the preparation of supervision programs, supervision and supervisory reports conducted by elementary school supervisors in Paser Regency East Kalimantan. This is an evaluation research using Formative-Summative Model By Scriven, the subjects in this study are school supervisors, supervisor coordinators, teachers, and principals. Selection of informants in this study was conducted by purposive sampling of teachers and principals while supervisors became the main object in the study. Data analysis was done by qualitative descriptive analysis. The conclusion of the elementary school supervisory program in Paser Regency East Kalimantan is specifically through formative evaluation there has been deviation on the preparation, implementation, and reporting of the program results so that the result of summative evaluation shows the failure of the supervisor in conducting the supervision. In general, it can be concluded: 1) Elementary School Supervisor in Paser Regency has performed its duty in accordance with the regulation of the functional position of supervisor that is at least 10 schools. 2) Obstacles in the implementation of supervision of the supervisor have not been able to develop the program well. 3) Overall results of the implementation of the supervisory program cannot be used to formulate the success of education in Paser Regency East Kalimantan.

Recently, there is increasing growth in passenger numbers every year that are passengers, aircraft, routes, airports will have implications for increasing the number of competent human resources based on competency standards in each of the functions and duties in airport services. This implementation was carried out at the Tjilik Riwut Palangkarya Airport. Primary data were collected by interview with airport managers and direct observation, whereas secondary data obtained from reports, articles and standards of airportscompetence. Problems for some personnel do not have a certificate/ license and most of the airtime is depleted and workload that owned for each airport personnel is high. Data were analyzed using qualitative descriptive analysis towards aviation human resources competency. Overview of the results obtained for the basis technician license are 56% of licensed skilled personnel and 44% do not yet have, personnel who have SKP 46% have a basic license Avsec, 7% Avsec junior license and basic absec 20%, 13% aviation security personnel who have Avsec junior license, 40% senior Avsec licensing and 47% basic Avsec license, 29% flight engineer education had educatilln D III PLLU, 35% DIV Allu, 12% D III PPA and the other below 10%, personnel licensing PKP-PK 43 % do not have a license, 34% have a basic license, 3% junior license and 20% of senior license.Keywords: Human Resources, Competency Standards.Pada tahun terakhir ini terns terjadi peningkatan pertumbuhan jumlah penumpang setiap tahun baik jumlah penumpang, pesawat, rute penerbangan, bandar udara akan berimplikasi pada penambahan jumlah sumber daya manusia yang berkompetensi sesuai standar kompetensi pada bidang masing-masing fungsi dan tugasnya dalam pelayanan jasa kebandarudaraan. Pelaksanaan ini dilaksanakan di bandar udara Tjilik Riwut Palangkarya. Data primer dikumpulkan, dengan teknik wawancara pengelola bandar udara serta observasi langsung, sedangkan data sekunder diperoleh dari laporan, artikel dan standar kompetensi bandar udara. Permasalahan sebagian personel belum memiliki sertifikat/lisensi dan sebagian besar masa berlakunya sudah habis serta beban kerja yang dimiliki setiap personel bandar udara cukup tinggi. Data dianalisis dengan menggunakan analisis deskriptif kualitatif terhadap kompetensi sumber daya manusia kebandarudaraan. Diperoleh gambaran hasil untuk lisensi teknisi landasan 56 % personel yang memiliki lisensi terampil dan 44 % belum memiliki, personel yang memiliki SKP 46% memiliki lisensi basic avsec, 7% lisensi junior avsec dan basic avsec 20%, personel keamanan penerbangan 13% yang memiliki lisensi junior avsec, 40% lisensi senior avsec dan 47% lisensi basic avsec, pendidikan teknisi penerbangan 29% memiliki pendidikan D III PLLU, 35% DIV ALLU, 12% D III PPA dan yang lainnya dibawah 10%, lisensi personel PKP-PK 43% belum memiliki lisensi, 34% memiliki lisensi basic, 3% lisensi junior dan 20% lisensi senior. Kata kunci : SDM bandara, Standar Kompetensi

This study analyzes the Economic Benefits and Human Resources Development (HRD) in Trade Between Indonesia and Taiwan. Based on the calculation of Inter-Regional Input-Output (IRIO), Indonesia’s exports to Taiwan are mostly dominated by products that enter into intermediate inputs rather than final product goods, so that added value is needed, then Indonesian exports can be further improved. The qualitative descriptive analysis suggest that: (1) Indonesian Workers (TKI) working overseas including in Taiwan are dominated by workers with low or middle school (elementary, junior high and high school) level of 99%, (2) difficult to classify job detail data from migrant workers who work abroad especially in Taiwan to be associated with trade in services especially mode 4 that is movement of natural person, (3) need to increase the quality of human resources for TKI who will leave or TKI have been in destination country especially in Taiwan on an ongoing basis.

The development of the tourism sector ought to be supported by the competent Human Resources (SDM). Human resources of tourism that include human resources apparatus, industrial human resources, and the tourism community until now still facing difficulties of competency gaps and capability certification. Concerning this issue, there will be conducted a research of human resource competency development policy in tourism sector of bureaucratic reformation era. The goal of this research is to explain the development of human resource competencies in the tourism sector of bureaucratic reformation era. This research utilizes literature study method, and secondary data acquisition techniques and qualitative descriptive analysis techniques, conducted in 2017. The results showed that the development of human resource competence apparatus realized by assembling information positions and competence standards positions are still largely in the stage of the process. In the meantime, the development of industrial and community competence of human resources is carried out with capability certification in quest of obtaining optimal target achievement. Human resource personnel in both the ministry of tourism, and the provincial as well as regency/municipal tourism agencies have the right to develop managerial, technical, and social cultural competencies through education and training, seminars, courses and upgrading of at least 20 hours of lessons per year to develop competencies in order to improve performance of human resources of tourism.

As the development of tourism industry in Manado City, make a potential impact for the hotel industry in Manado City. Thus we must pay more attention to the tax treatment in the hospitality business, both in its application and calculation. The purpose of this study was to find out the application of hotel tax accounting at Whiz Prime Hotel Manado. This type of research is descriptive. Data obtained through field observations, interviews and library research. Data were then analyzed using qualitative descriptive analysis methods. The results showed that the calculation and deduction of local taxes on Whiz Prime Hotel Manado already refers to existing tax regulations. Hotel tax calculation in every transaction is done at the end of every month by Whiz Prime Hotel. Although the application and calculation have been implemented according to the existing regulations, but there are still those who do not understand what supporting services are in hotel taxes. For this reason, Whiz Prime Hotel is expected to maintain existing performance and improve understanding and application, so that services and human resources can be better.
