Abstract The relationship between natural hazard-induced disasters and macroeconomic growth has been examined widely on global and national scales, but little research has been focused on the subnational level, especially in China. We examined the impacts of natural hazard-induced disasters on the regional growth in China based on subnational panel data for the period from 1990 to 2016. First, we used the number of people affected and the direct economic losses as the measures of the scale of disasters. Then, we used the direct damages of meteorological disasters and earthquakes as disaster measures separately to examine the impacts of different disaster types. Finally, we performed intraregional effects regressions to observe the spatial heterogeneity within the regions. The results show that the adverse short-term effects of disasters is most pronounced in the central region, while the direct damage of disasters is a positive stimulus of growth in the whole of China. However, this stimulus is observed in a lagged way and is reflected differently—meteorological disasters in central and eastern China and earthquakes in western China are related to regional growth. The results demonstrate that the short-term macroeconomic impacts of these disasters in the three geographical regions of China largely depend on regional economic development levels and the disaster types.

Regional green development can commendably abide by the theory of dissipative structure. The relative dissipative characteristics taken on by regional development are analyzed, in which the energy factors and resources factors are incorporated into the green economic development and green environment support subsystems (2GE system) in line with the definite input characteristics. A more representative indicator system is established, with positive and negative entropy indexes involved. As Brusselator model and information entropy method are employed to calculate the data of 30 China’s provinces from 2008 to 2015, the findings bespeak that green development in China lays particular stress on green economic development assuming higher environment pressure and cost. The development among various regions is getting progressively and evidently different, which is manifested as potent economic base and abundant natural resources in the Eastern China; the backward green economic development and the progress of green environment in Central China; the pursuit of green economic development at the expense of the green environment in Western China and Northeastern China.

Regional inequality in western China has been rarely examined and has risen as an important issue in the Chinese academic circle. This study, taking Xinjiang as a case, investigated regional inequality in Xinjiang since the 1990s. The results show that the interregional inequality became more prominent, while the overall regional disparities among counties and cities have experienced an inverted U-shape path and have been mainly caused by the inequality of the intra-north part of the province. Counties with high economic development levels were mainly located in northern Xinjiang and had a high probability of further moving economic levels. We further found that the regional development pattern in Xinjiang was significantly associated with spatial accessibility, followed by population density and urbanization factors. This paper deepens our understanding of the complex pattern and mechanism of regional inequality in western China, and local specific policies, therefore, are needed to solve the problem.

This study focused on medical care in a single country (China) and in regions with different economic backgrounds and different economic development levels to determine the effect of healthcare expenditure on short- and long-term economic growth. The study supported some interesting conclusions: (1) For most areas of China, increasing healthcare expenditure has a negative impact on economic growth in the short term but promotes growth in the long run; (2) Under different levels of economic development within China, there is significant heterogeneity in the interaction between healthcare expenditure and economic growth; (3) The negative effects of healthcare expenditure on short-term economic growth are greater during periods of economic turbulence than during times of stability; and (4) Healthcare expenditure has a negative effect on underdeveloped areas through the accumulation of material capital, while in economically developed areas, this channel has the opposite effect. To improve the quality of medical and health protection and the quality of life and welfare, China needs to consider the development characteristics of different economic zones and establish a multilevel, systematic and diversified medical and health protection system.

This paper presents a national- and regional-scale urban growth model (NRUGM) of China based on panel data analysis. Through the panel analysis, population growth, road construction, salary increment per capita, and secondary industry product increment were proven to be the major driving factors for national-scale urban expansion. According to Seventh Five-Year Plan, China had been divided into three regions, Eastern China, Middle China, and Western China, by their geographic position and economic development. We studied the relationship between urban expansion and the driving factors for the three regions between 1990 and 2010 in China. The driving factors of urban expansion were different for the different regions and periods. Population growth and road construction were identified as the two major factors driving urban expansion for Eastern China. Secondary industry and economic development had become the major driving factors for urban expansion over the last twenty years in Middle China. Over the same period, for Western China, economic growth had become the major driving factor for urban expansion. Our results have significant policy implications for China. The macrocontrol of the central government should utilize different policies to adjust urban expansion in the different regions.

Improving life expectancy, as well as people’s health and wellbeing, is an important goal both for the Chinese government and the United Nations. Therefore, to analyze the main factors influencing life expectancy in prefecture-level cities in China, this study uses classical ordinary least-squares regression and geographical weighted regression on the data of the latest census. Moreover, regional differences induced by each influencing factor are also depicted in this study. The results demonstrate that there is significant heterogeneity and spatial positive correlation among the distribution of life expectancy in prefecture-level cities, with a generally higher life expectancy in the provincial capitals and eastern China, and lower in western China. The geographically weighted regression analysis shows that the economic development level, medical conditions, demographic structure, natural environment, and city attributes all affect the distribution of life expectancy, but that their effects have significant spatial heterogeneity. Life expectancy of the less developed areas in Western China is affected dominantly by economic development level, whereas medical services and education are of great importance in determining the life expectancy in Northern and Southern China, respectively. Thus, it is crucial to solve health problems based on local conditions, especially focusing on the improvement of health and health care in underdeveloped areas. Meanwhile, for the eastern developed areas, special attention should be paid to environmental protection in the economic process, while striving to achieve high-quality development.

Sharing the economic agglomeration effects of large cities is considered an effective way to enhance economic growth in small and medium-sized cities, yet there remains a lack of relevant quantitative empirical research. In this study, the three dimensions of borrowing size of 285 prefecture-level cities and nighttime lighting data from 2004 to 2013 in China are used to assess its effect on economic development by a fixed-effects model with panel data. The results show that first, the effect of borrowing size on small and medium-sized cities’ economic development is significantly positive. In contrast, the effect of borrowing size on large cities is not significant. Second, the magnitude of the impact of borrowing size on small and medium-sized cities varies considerably across regions. In middle and western China, the most significant positive effect is from borrowing economic activity density and borrowing advanced functions. However, in eastern China, the most significant positive effect is from borrowing population, while borrowing advanced functions has a significant negative effect. In the northeast, borrowing economic activity density has a significant positive effect. This article provides policy recommendations in three areas: improving intercity accessibility, rationalizing the layout of urban industries, and supporting the development of education.

Pelabuhan Bebas Sabang diarahkan sebagai pusat pertumbuhan ekonomi regional dan diharapkan dapat meningkatkan perekonomian Kawasan Sabang. Permasalahan yang dihadapi Pelabuhan Bebas Sabang adalah belum optimalnya peran dan fungsi Pelabuhan Bebas Sabang dalam menunjang perekonomian wilayah. Penelitian ini bertujuan untuk mengetahui peran Pelabuhan Bebas Sabang dalam mendorong perkembangan perekonomian Kawasan Sabang. Lingkup materi yang dibahas mencakup peran-peran Pelabuhan Bebas Sabang, menentukan potensi dan masalah serta upaya-upaya peningkatan peran Pelabuhan Bebas Sabang. Metode analisis yang dilakukan adalah analisis deskriptif dengan pendekatan analisis data kualitatif dan kuantitatif. Alat analisis yang digunakan adalah analisis SWOT IFAS-EFAS. Hasil analisis menunjukkan dalam kurun waktu 4 (empat) tahun terakhir dari tahun 2010-2013, Pelabuhan Bebas Sabang belum optimal dalam menjalankan perannya, sehingga membutuhkan strategi pengembangan dengan pendekatan Agressive Maintenance Strategy (strategi perbaikan agresif), yaitu strategi konsolidasi internal dengan memperbaiki faktor-faktor kelemahan untuk memaksimalkan pemanfaatan peluang.Kata kunci: Pengelolaan, SWOT IFAS-EFAS, WilayahABSTRACTPort was supporting facility of regional growth center in the process of regional economic development. Sabang free port was directed as the center of regional economic growth and expected to raise the economy of sabang. Problems faced by sabang free port was yet optimal role and function in supporting the economy of the region. This study aimed to determine the role of sabang free port in supporting the economic development of sabang. The covered material scope included roles of sabang free port, determining the potentials and problems and efforts of increasing the role of sabang free port. The method of analysis was descriptive analysis with qualitative and quantitative approach. The analytical tool used was the swot ifas-efas analysis. The analysis results showed in the period of 4 (four) years from 2010 until 2013, sabang free port was not optimal in carrying out its role yet, so it requires development strategies with agressive maintenance strategy approach, which is internal consolidation strategy by improving vulnerability factors to maximize the utilization of opportunities.Keywords:, Management, Regional, SWOT IFAS-EFAS

Border disease virus (BDV) belongs to the genus Pestivirus of the family Flaviviridae. Interspecies transmission of BDV between sheep, cattle, and pigs occurs regularly, sometimes making diagnosis a challenge. BDV can yield substantial economic losses, including prenatal and postnatal infections in lambs, which are the primary source of infection and maintenance of the virus in the population. Since BDV is antigenically and genetically related to bovine viral diarrhea virus (BVDV), it might pose a significant risk to cattle, influencing BVDV eradication campaigns. Similarly, the presence of BDV in swine herds due to pestivirus spillover between small ruminants and pigs might cause uncertainty in classical swine fever virus (CSFV) diagnostics. Therefore, knowledge of BDV epidemiology in different geographical regions will help prevent its spread and optimize control measures. Previous epidemiological studies have shown that various BDV genotypes are predominant in different countries. This review provides an overview of the spread of BDV world-wide in different host species.

Qinghai-Tibet Plateau is a typical resource-rich but economically backward region in western China, and it is of great urgency to improve human well-being. Combined with previous scholars’ research and the characteristics of Qinghai-Tibet Plateau, this paper constructs an index system of human well-being including four dimensions: income and consumption, means of production, means of subsistence, and resource acquisition ability. Then, it uses generalized matrix method estimations to measure the influence of energy utilization and economic development on human well-being and makes a regression analysis on the influence of energy utilization and economic development on human well-being in various provinces in this region. It is found that per capita GDP and coke utilization promote the well-being of all dimensions, while the urban registered unemployment rate only promotes the well-being of means of subsistence. The utilization of gasoline and natural gas promotes income and consumption and inhibits the means of subsistence and resource acquisition ability, but they have opposite effects on means of production. The impacts of energy utilization and economic development in different provinces on human well-being are different. This study is of great significance to the related research aiming at improving people’s livelihood and promoting regional development.
