The article considers the model of development of agricultural enterprises in Russia, proposed by the outstanding agricultural economist A.V. Chayanov. The authors demonstrate the relevance of A.V. Chayanov's ideas for solving modern problems of import substitution and ensuring food security facing domestic agriculture. It is argued that today the socio-economic model of agricultural enterprises in Russia, developed by A.V. Chayanov in the 1920s-1930s, is still extremely relevant and in demand. According to Chayanov, the core of such the model is a family labor-based peasant farm. The authors claim that A.V. Chayanov used a large factual material to prove that the way to increase the efficiency and innovative development of agriculture in Russia lies through the increase and strengthening of farms, their support at the government level, as well as their association into production and consumer cooperatives. A.V. Chayanov strongly opposed the nationalization of agricultural cooperatives, he warned that the state could not directly manage agricultural production. The state can and should create favorable conditions for the development of family labor-based peasant farms and agricultural cooperatives: improve the regulatory framework for agricultural activities, create social infrastructure in rural areas, regulate the taxation of peasant farms and agricultural cooperatives, regulate social and labor relations in agricultural production, implement targeted subsidies in lean years or in the event of emergency circumstances.

The purpose of the article is to determine the directions of integration processes in the development of entrepreneurial activity in the agricultural sector of the economy. Research methods. Using statistical and graphical methods, the state and trends of integration transformations of agricultural enterprises in Ukraine were assessed. Research results. The dynamics of changes in the number of agricultural enterprises in Ukraine during 2013-2019, their structure on the basis of legal status, scope and results of activities are analyzed and the relevant conclusions on the ways of development of integration processes in the agricultural sector are formed. The functioning of agrarian business entities of different sizes has been studied. The integration potential of small business entities in the agricultural sector has been identified. The dynamics of the main production indicators of small and micro enterprises is given, their share in the total volume of agricultural production is determined. Also, small forms of management due to integration and cooperative processes provide an opportunity to develop in rural areas, making financial contributions to local budgets, while large enterprises (agricultural holdings) usually have minimal impact on the development of rural economy and rural areas. The main segments of agricultural production (such as potatoes, vegetables, fruits and berries) in which households play a key role are identified. Priority areas for the development of personal farms have been identified, in particular, through the creation of family farms and their association in cooperatives, etc. The information base of the study is the scientific achievements of leading domestic and foreign scientists, analytical data of the State Statistics Service of Ukraine. On the basis of the obtained results the social and economic expediency of development of cooperative forms of management in the countryside and integration of small-scale agricultural producers is substantiated. Scientific novelty. It is proposed to turn personal peasant farms into family farms as components of integration formations in agrarian business. Practical significance. The state of business structures of the agricultural sector of the Ukrainian economy is assessed and the prospects and advantages of the development of integration formations and cooperation in the sustainable development of rural areas are outlined. Abstract. Agricultural regions of the Russian Federation, whose strategic economic sector is agriculture, have significant opportunities for economic growth and development. They are highly important for ensuring the country's food security and depend significantly on the state of human capital of their rural territories. In this regard, the research objective of this study is to analyze the socio-economic conditions for the formation and development of human capital in rural areas of the Kurgan region (as a traditional agricultural region of the Ural Federal District and one of the ten depressed regions of the Russian Federation identified as such by the Government of the Russian Federation). Results. The article presents the results of assessing the level of development of the agricultural sector of the economy and the state of the social infrastructure of the region as the most important conditions for the formation of human capital accumulated within its territory. On the basis of theoretical generalizations, a rigorous analysis of statistical data, results of the surveys it was offered summarized information, indicating that (1) the economic conditions for the development of rural areas favor the formation and development of human capital of the required quality due to the current positive trends in the field of specialization of production, its technical equipment, technological innovation, stimulating state policy, (2) in the village there is a low level of development of social infrastructure, leading in turn low attractiveness of rural areas for highly professional, educated, creative professionals who are the basis of human capital in any field of activity. Scientific novelty. The results obtained in this research have theoretical novelty and practical value, including: 1) justification of the importance of creating a decent socio-economic environment for the development of remote territories; 2) conclusions confirming the need to provide special conditions for attracting unique specialists to rural areas; 3) arguments for stimulating convergence processes necessity in the levels of socio-economic development of all rural territories.

The problems of unused lands began to be dealt with almost immediately after the introduction of economic reforms. As a result of economic reforms, privatization in agriculture, the main agricultural enterprises - state farms, collective farms changed the form of ownership, and enterprises were also subdivided. As a result, a significant number of private enterprises, joint-stock companies of various types, agricultural cooperatives, peasant farms and private subsidiary farms appeared. Often, as a result of division and fragmentation, newly created enterprises found themselves without the appropriate material and technical base, and more often without financial resources. The next result of economic reforms was a spontaneous increase in the disparity of prices for agricultural and industrial products. As a result, it became impossible to carry out work on cultivation of agricultural crops on all available areas or to carry out work with violation of the technology of agricultural crops cultivation. As a result, the volume of acreage decreased, technologies and crop rotations were disrupted, and all this affected the financial condition of newly formed agricultural organizations. Another important reason that affects the withdrawal of agricultural land from turnover is the outflow of population from small settlements, they simply disappear. Land around these localities becomes “problematic” and is taken out of turnover. It should be noted that the next reason for the withdrawal of land from turnover is its low fertility and the presence of natural anomalies that require large material costs for the cultivation of agricultural crops. Therefore, the introduction of unused agricultural land into turnover provides for an increase in agricultural production, reducing unemployment in rural areas, and most importantly – ensuring state food security.

Today in Russia the main components of digital economy are as follows: electronic trading, public services, export-import activity and constantly developing system of purchasing activity at state enterprises. The system of purchases has to conform to the requirements of modern digital technologies For this purpose at the end of 2018 the President of the Russian Federation proposed to transfer the government and corporate procurement to an electronic form. However, the analysis showed that procurement activities carried out in the form of electronic bidding in agricultural enterprises had a number of problems. These problems are related to the nature of agriculture. For example, seasonality is a key to agricultural performance. In this regard, the system of commercial transactions, including electronic trades, should be as adapted as possible to the peculiarities of agricultural production.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

Expanding the use of such mechanisms in the sphere of cooperation on the state level will facilitate development and support of small entrepreneurial forms, common use of material and technical basis, emerging new working places, building social infrastructure and engineering communications, providing qualitative services to citizens and preserving rural settlements. The objective of the article is to identify constituents of the comprehensive mechanism of public administration for development of service cooperation of rural areas in Ukraine and to integrate them into a coherent system which would facilitate realization of the state strategies and programmes to achieve the Sustainable Development Goals. The object of the research is a comprehensive mechanism of public administration for development of service cooperation. Research methodology is grounded upon the use of general scientific knowledge methods, in particular, logical and semantic, induction and deduction for formulating definitions, systemic and situational analysis for characterizing constituents of a comprehensive mechanism and identifying their interrelations. Based on the systemic approach it has been defined that comprehensive mechanism is an integrated system which combines interrelated and dependable functioning of legislative, institutional, organisational and economic, financial and credit, information and communication as well as staffing mechanisms in the sphere of developing cooperative movement in the rural localities. It is proved that every mechanism influences its particular direction and is formed at the international, national, regional and local levels based on cooperative values and generalized system of principles. Special attention is paid to the research of international and national legislation to generalize the system of principles of cooperation, intermunicipal cooperation, public authorities and public associations’ functioning, upon which the comprehensive mechanism for public administration of service cooperation development in rural areas of Ukraine is based.

The Regional Rural Banks are government-owned, regionally based and rurally oriented financial institutions specialized in catering to the credit needs of the neglected and weaker sections of the society. In the recent past, RRBs have become a potent mediator for financial inclusion in rural areas. This paper summarizes the innovative methods used by the employees of these banks in deposit mobilizations, credit expansion and recovery of the loan. The primary purpose of the research is to find the problems faced by officials of these banks in marketing their services to the rural customer. The opinions of these bank officials regarding the above factors and the functioning of these banks and their impact on society have also been studied. For this purpose, a sample of 96 bank officials of Aryavart bank and Purvanchal Bank have been taken from the rural areas of Uttar Pradesh. Methodological tools of the research methods were Frequency and Chi-square test of independence which have been used to test the hypotheses developed in the study. The research empirically confirms and theoretically proves that the employees and staff of these two regional rural banks in the state are making their earnest effort to channelize the savings of rural people by mobilization of deposits by motivating them to deposit their surplus money in the regional rural banks. The bank officials are making efforts to extend credit facilities in rural areas to uplift the people economically. The bank officials are facing problems in deposit mobilization, and credit expansion in the rural areas of the state and they are managing these problems very efficiently. Some political interference was found in the functioning of these banks. In the opinion of these bank officials, the overall working of these regional rural banks is proper. The results of the research can be useful for policymakers in the government to understand the hurdles faced by regional rural banks in reaching to the poor and needy sections of the society. The insights from this paper can help the policymakers to craft innovative schemes which enable these banks to reach the most inaccessible customers in rural areas. The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

Abstract. Introduction. The current stage of functioning of the world economic system is characterized by the desire to ensure sustainable development, the essence of which lies in the unity of economic, social and environmental components. The most important tool for its implementation at the level of enterprises, companies, firms is the concept of corporate social responsibility. Purpose. The purpose of the article is to substantiate the essence and analyze the main directions of introducing social responsibility of the domestic agricultural business, as well as the system of objective and subjective factors that influence it. Results. The features of the implementation of the social responsibility system in the domestic agricultural business as an important component of the further development of agricultural production have been investigated. The necessity of activating the social orientation of the agricultural business in connection with the insufficient development of the social sphere of the village and the presence of significant social problems in rural areas has been determined. The essence of social responsibility of business as a voluntary contribution of entrepreneurial structures in solving problems of social, economic and environmental spheres, which is carried out outside the regulatory requirements, has been substantiated. The need to implement an effective management system using modern innovative tools has been pointed out. It has been proven that most agricultural enterprises focus their activities on ensuring decent working conditions for personnel, cooperation with local communities, and solving environmental problems. The directions of implementation of social responsibility of agricultural companies in Ukraine have been shown. The structure and volumes of social investment of the leading agricultural holdings have been characterized. New ways of doing agribusiness and promising areas of social responsibility in the internal and external environment have been formulated. Conclusions. Expanding the scale and improving the mechanisms of social responsibility, increasing the level of motivation and interest of agribusiness to improve the quality of life of rural residents and the development of rural areas will contribute to the intensification of production and social infrastructure. Ultimately, all this will reveal a significant positive impact on the socio-economic development of the regions and the country as a whole.

The purpose of this article is to study theoretical approaches to definition of economic essence and directions of economic security formation of agricultural enterprises at the region. Analysis of the theoretical aspects of the research object showed that currently there are different approaches to the economic security interpretation. It is considered as a process of meeting public needs, protection of the state national interests, the economic stability, the state of the national economy, in which the country provides its own sovereignty, a state of protection against a certain type of threats. Certain realities of a market economy require fundamentally new approaches to the formation and increase of efficiency of agrarian enterprises functioning, and thus ensure their economic security. In the context of the latest scientific dimensions, it has been found out that the economic security of agricultural enterprises is a complex of sophisticated branched processes, methods, tools, levers of influence on activity for the purpose of increasing the economic activity efficiency of entities. In this regard, there are many different opinions regarding the components of enterprises economic security. It is proved that the economic security of enterprises is characterized by certain features in the regional context of their formation and application to agricultural production. The proposed model Forsythe technology modernization of a regional mechanism of economic security at agricultural enterprises will allow to determine more efficiently the volume of investments, tax burden on the industry and crediting enterprises, depreciation deductions etc., which will effectively affect the activity of the enterprise, and hence ensure its basic – economic security.
