The present article analyzes the trends determining the development of agribusiness in rural areas at the present stage of economic development, and highlights the new and most relevant features of its organization and management. At present, one of the important trends in the development of agribusiness in rural areas is the deepening process of production specialization with a simultaneous increase in the concentration of production and financial, industrial and commercial capital. The production specialization has an active influence on the structure of the sectors interacting in agribusiness in rural areas, which is manifested in the following situation. The size and number of agricultural enterprises is increasing and their number is gradually decreasing, while the total area of agricultural land owned by peasant (private) farms is gradually decreasing. According to the Ministry of Agriculture and Food of the Republic of Tatarstan, the total number of agricultural enterprises in 2007 was 751, including 607 profitable and 81 unprofitable ones. The overall profitability was 8.9 %. By 2018, the number of farms decreased to 486, out of which 443 were profitable, 43 unprofitable ones. The level of profitability for these farms was 9.6 %. Simultaneously with the decline in the number of agricultural enterprises, the population employed in agriculture was also declining. At the same time, in 2007, 104.9 thousand people were employed in agriculture, which equaled to 11 % of the rural population; by 2018, employment in agricultural activities decreased to 59.4 thousand people, which was 6.6 % of the rural population. With the deepening of specialization, the complexity in the organization and cooperation of activities in the agribusiness system has increased. Individual producers have lost their independence. They largely depend on related participants. In these conditions, the problem of centralized coordination and regulation arises and the role of administrative management is strengthened to ensure the coordination of specialized activities. In the food policy pursued by the state, an increasing number of agrarian business entities are forced to apply directly to the government for resolving certain issues related to land use regulation, environmental protection, etc.

The aim of the article is to show that in rural areas, with particular emphasis on former state-owned farms, which were created as a result of changes in the forms of land ownership, mainly in Central and Eastern European countries, the economic situation of households is still worse than in the areas where there were no State Agricultural Enterprises (PGR). Research in Poland served as a case study. Selected methods of descriptive statistics and multivariate comparative analysis were used in the analyses. The results presented in the study at different levels of aggregation (voivodeships, poviats, and communes) allowed the identification of the regularities in the situation of rural areas. Among the beneficiaries of social assistance, most of the people live in rural areas and have a high unemployment rate; the problem of unemployment especially concerns those areas where the rural population with lower education levels predominates. Moreover, in former state-owned farms, the total disposable income per person is lower than in other areas, and the funds from the government program “Rodzina 500+” constitute a significant contribution to household budgets.

As the Republic of Moldova has limited opportunities to provide generous financial support to farmers, it is extremely important to efficiently use subsidy means, so as to contribute to the development and modernization of agriculture and rural areas. The development of agriculture in a dynamic way can be achieved on the basis of an efficient subsidy system, administered, monitored and evaluated. The aim of the research is to analyse and evaluate the efficiency and impact of subsidization on the development of the agricultural sector and to ensure a stable increase in agricultural production, emphasizing main support measures in this direction. To carry out this study, various research methods were used, such as: observation method, table method, analysis and synthesis method, comparison method, monographic method, statistical data collection. This article presents an analysis of the evolution of the subsidy fund for agricultural producers, which has increased 2.25 times in the last 7 years. There has also been analysed the structure of beneficiaries of subsidies according to the legal organizational form, who received subsidies during the reference period. It has been found that households are in the top of beneficiaries of subsidies who had a share of 62.03% in 2018. The distribution of subsidies by development regions and per one hectare of agricultural land in the profile of development regions has been studied and it has been found that the predominant share is held by agricultural enterprises in the Centre region, about 38.9% of the means of the subsidy fund. The results of the research show an increase in the subsidy level, through support measures. In this context, we can mention that the support measures must ensure an efficient use of the subsidies

National Agriculture Policy (DPN 3) 1998-2010, and the National Agro Food Policy (NAP) 2011-2020 is the transformation of the government to improve the country's food quality. However, there are shortcomings in the realization of achieving food self-sufficiency level of at least 80%. This study aims to examine the needs of basic food supplies of rice from the perspective of Islam. The research methodology used in this study is content analysis, the data were analyzed through descriptive approach with a combination of qualitative approach of analyzing the text, including the analysis of documents such as official reports, circulars, annual reports, statements of position, financial plan, reports agencies, and transcripts. The study found that the concept of jurisprudence awlawiyyah in improving the quality of food and income country emphasizes on clean and halal food products. Implication of the study suggests that the development of agricultural land on which the agency involved is Ministry of Agriculture & Agro-based Industry must be given attention. The DPN and the DAN are  expected to play a role in promoting the growth of the agricultural sector and farmers in line with the development of holistic development. Kajian ini bertujuan meneliti keperluan bekalan makanan asasi padi dan beras mengikut perspektif Islam. Metodologi kajian ini menggunakan reka bentuk kajian analisis kandungan, data-data yang  dikumpulkan dianalisis melalui pendekatan deskriptif dengan gabungan pendekatan kualitatif iaitu menganalisis teks termasuk menganalisis dokumen-dokumen seperti laporan- laporan rasmi, surat pekeliling, laporan tahunan, laporan jabatan, rancangan kewangan, laporan agensi, dan transkrip. Hasil kajian mendapati bahawa konsep fiqh awlawiyyah dalam meningkatkan kualiti makanan dan pendapatan negara, menekankan produk pemakanan yang halal dan bersih. Implikasi kajian mencadangkan pembangunan tanah pertanian Islam ke atas agensi yang terlibat khusus seperti Kementarian Pertanian & Industri Asas Tani harus diberi perhatian. Dasar Pertanian Negara DPN dan DAN diharapkan agar memainkan peranannya dalam menggalakkan pertumbuhan sektor pertanian dan pembangunan petani selaras dengan pembangunan Islam secara syumul. Kata kunci: Dasar Pertanian Negara (DPN), Keperluan bekalan makanan asasi padi dan beras mengikut perspektif Islam.

At the present stage in the domestic scientific environment, the problems of ensuring sustainable development of rural areas are insufficiently studied and require further study. The goal of sustainable development of rural areas is a balanced development of the economic, social and environmental spheres, aimed at ensuring a favorable life of the population. The article considers the economic aspects of the functioning of rural territories of Pavlodar region and provides a comprehensive assessment to solve the problems of socio-economic development of these territories in the current and long-term perspective. As a base of analysis and assessment used statistical data of the official website of the Committee on statistics of MNE of RK, and also empirical observation and informational resources of local Executive bodies region. Based on the results, which identified systemic problems of the rural economy that have a negative impact on the level and quality of life of the rural population. These include, first and foremost, the dominant raw material orientation of the rural economy, low labour productivity, due to the significant moral and physical deterioration of the production-technical base, including the excess of the lifespan of the majority of equipment, as well as the rate of fleet renewal machines relevant regulatory requirements, using a separate are subject obsolete resource-intensive technologies. It is shown positive dynamics of key indicators of agriculture, which developed in the first place, due to government regulation of agriculture and the creation of an enabling environment through the extension of the relevant package of measures of state support aimed at the development of this sector of the national economy. Recommendations aimed at activating the processes of rural economy diversification have been developed. Analysis of the state of domestic beekeeping shows that this market niche in the national economy is not sufficiently developed and this industry has a significant unrealized potential. Significant benefits of the development of the beekeeping industry are shown, which will have a positive impact on strengthening the export positions of non-resource orientation, increasing employment of the rural population, crop yields, solving the problems of degraded agricultural land, etc. The economic feasibility and effectiveness of investment projects in the field of beekeeping development, which simultaneously provide a significant social effect, are justified. For the transition of rural territories to a qualitatively new level of development, based on the conclusions made about the priorities of rural development, the authors justify strategic prospects for further development using the internal mechanism of their functioning, reserves of economic growth and taking into account the specifics and features of administrative-territorial units.

National Agricultural Policy (DPN 1, 1984-1991, 1992-1997 DPN 2, 3 DPN 1998-2010), and the National Agro-Food Policy (DAN 2011-2020) was a transformation of the government to improve the country’s food quality. Various plans have been made through DPN and DAN. However, there are shortcomings in the DPN implemented with the aim of economic development alone. This study aims to put certain mechanisms for the development of the agricultural sector in line with the teachings of Islam which includes holistic human development. The research methodology used in this study is content analysis, analysing data using descriptive approach with a combination of qualitative approach of analyzing the text, including the analysis of documents and official reports, circulars, annual reports, statements of position, financial plan, reports agencies, and transcripts. The study found that the basic development of Islamic farmland is based on the concept of tauhidiyyah, rububiyyah, tazkiyyah, tanmiyyah, khilafah, insaniyyah, akhlaqiyyah which applies Islamic spiritual values including the preservation of the environment and the securities development.   Key Words: National Agricultural Policy (DPN), Development of Agricultural Land, Land Development Concept in Islam.     Dasar Pertanian Negara (DPN 1 1984-1991, DPN 2 1992-1997, DPN 3 1998-2010), dan Dasar Agromakanan Negara (DAN 2011-2020) merupakan satu transformasi kerajaan bagi meningkatkan kualiti makanan negara. Metodologi kajian ini menggunakan reka bentuk kajian analisis kandungan, data-data yang dikumpulkan dianalisis melalui pendekatan deskriptif dengan gabungan pendekatan kualitatif iaitu menganalisis teks termasuk menganalisis dokumen-dokumen dan laporan-laporan rasmi,surat pekeliling, laporan tahunan,laporan jabatan, rancangan kewangan, laporan agensi,dan transkrip. Hasil kajian mendapati bahawa dasar pembangunan tanah pertanian Islam berteraskan konsep tauhidiyyah, rububiyyah, tazkiyyah, tanmiyyah, khilafah, insaniyyah, akhlaqiyyah yang menerapkan nilai-nilai kerohanian Islam termasuk pelestarian alam sekitar dan sekuriti pembangunan.   Kata kunci: Dasar Pertanian Negara (DPN), Pembangunan Tanah Pertanian, Konsep Pembangunan Tanah Islam.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

The article presents the results of the sociological survey of the young rural population of the Republic of Kalmykia on the problems of migration. The study analyzes the main goals and directions of the migration of young people. The results of the survey showed that the basic factors of the migration from rural areas are low level salaries, lack of work places, undeveloped infrastructure. The low level of social conditions is also one of the factors of migration of young people. The majority of the respondents plan to live in metropolises of Russia. No one of the respondents wants to live in a rural area. Thus, the analysis of the survey results showed that for young rural population the main channel for mobility is migration. It is important to note that rural area settlements have low level of attractiveness and prestige among contemporary young people which is due to low quality and level of life and the lack of preconditions for implementing life plans and strategies of the young people of the region.

Malaysia aims to be an information society by the year 2020 can only be achieved if the mass population, that include those who live in the rural area, has the access to use the ICT. This is due to the uneven distribution of the basic telecommunication infostructure between the urban and rural areas in Malaysia that left the rural area to be at the disadvantage to access the ICT. Meanwhile, there are many programs that have been implemented by the government to encourage the rural population to use the Internet, such as ‘Kedaikom’, a community based telecenter serving the rural population. A questionnaire survey was conducted to investigate how ‘Kedaikom’ as a community based telecenter could assist in diffusing the usage of the ICT to the rural population. The result from the survey has indicated that the community telecenter could be used to bridge the digital divide between the underserved rural community and the well-accessed urban community. More of the rural population, especially from the younger generation and those with higher education background (irrespective of age) are using the community telecenter to be connected to the Internet.

Since the early 20th century, Brazilian public health has focused on rural areas, the people living there, and the so-called endemic rural diseases that plague them. These diseases—particularly malaria, hookworm, and Chagas disease—were blamed for negatively affecting Brazilian identity (“a vast hospital”) and for impeding territorial integration and national progress. For reformist medical and intellectual elites, health and educational public policies could “save” the diseased, starving, and illiterate rural populations and also ensure Brazil’s entry into the “civilized world.” In the mid-20th century, public health once again secured a place on the Brazilian political agenda, which was associated with the intense debates about development in Brazil in conjunction with democratization following World War II (1945–1964). In particular, debate centered on the paths to be followed (state or market; nationalization or internationalization) and on the obstacles to overcoming underdevelopment. A basic consensus emerged that development was urgent and should be pursued through modernization and industrialization. In 1945, Brazil remained an agrarian country, with 70 percent of the rural population and a significant part of the economy still dependent on agricultural production. However, associated with urbanization, beginning in the 1930s, the Brazilian government implemented policies aimed at industrialization and the social protection of organized urban workers, with the latter entailing a stratified system of social security and health and social assistance. Public health policies and professionals continued to address the rural population, which had been excluded from social protection laws. The political and social exclusion of this population did not change significantly under the Oligarchic Republic (1889–1930) or during Getúlio Vargas’s first period in office (1930–1945). The overall challenge remained similar to the one confronting the government at the beginning of the century—but it now fell under the umbrella of developmentalism, both as an ideology and as a modernization program. Economic development was perceived, on the one hand, as driving improvements in living conditions and income in the rural areas. This entailed stopping migration to large urban centers, which was considered one of the great national problems in the 1950s. On the other hand, disease control and even campaigns to eradicate “endemic rural diseases” aimed to facilitate the incorporation of sanitized areas in agricultural modernization projects and to support the building of infrastructure for development. Development also aimed to transform the inhabitants of rural Brazil into agricultural workers or small farmers. During the Cold War and the anti-Communism campaign, the government sought to mitigate the revolutionary potential of the Brazilian countryside through social assistance and public health programs. Health constituted an important part of the development project and was integrated into Brazil’s international health and international relations policies. In the Juscelino Kubitschek administration (1956–1961) a national program to control endemic rural diseases was created as part of a broader development project, including national integration efforts and the construction of a new federal capital in central Brazil (Brasilia). The country waged its malaria control campaign in conjunction with the Global Malaria Eradication Program of the World Health Organization (WHO) and, to receive financial resources, an agreement was signed with the International Cooperation Agency (ICA). In 1957 malaria eradication became part of US foreign policy aimed at containing Communism. The Malaria Eradication Campaign (CEM, 1958–1970) marked the largest endeavor undertaken by Brazilian public health in this period and can be considered a synthesis of this linkage between development and health. Given its centralized, vertical, and technobureaucratic model, this project failed to take into account structural obstacles to development, a fact denounced by progressive doctors and intellectuals. Despite national and international efforts and advances in terms of decreasing number of cases and a decline in morbidity and mortality since the 1990s, malaria remains a major public health problem in the Amazon region.

Abstract1968 has become synonymous with the large-scale global protests of that year. International scholarship has increasingly sought to examine instances of these protests in global peripheries, and amongst the most studied examples is Northern Ireland. The growth of civil rights protest in Northern Ireland in the late 1960s, which emerged from long-standing feelings of exclusion amongst the Catholic minority of the predominantly Protestant polity, was influenced by a broader international discourse of protest associated with the long 1968, notably the African-American civil rights movement. Simultaneously, in the west of Ireland, a number of protest groups also emerged in the late 1960s, frustrated at their communities’ perceived neglect by the government of the Republic of Ireland. This article will examine the emergence of these protest movements, discussing groups in the Galway Gaeltacht and other peripheral rural areas of Connacht, student activists in University College Galway, and campaigns challenging racism against the Travelling community. It will argue that they were influenced by the global protests associated with the long 1968, most notably by events across the border. For the purpose of the article, the ‘west of Ireland’ refers to the five Connacht counties of Galway, Roscommon, Mayo, Sligo and Leitrim.
