Diseases are one of the main factors limiting the receiving of high yields of soybean. The use of biopreparations for plant protection will result in successful disease control and improve the quality of products. In 2018-2020, at V.S. Pustovoit All-Russian Research Institute of Oil Crops (Krasnodar), we studied the application effectiveness of biopreparations under the trademarks of BSka-3 with the active ingredients Trichoderma veride, Pseudomonas koreensis, Bacillus subtilis and BFTIM with the active ingredient Bacillus amyloliquefaciens against soybean diseases. We applied organic fungicides for seed treatment and on vegetative plants at the budding stage. The variants BSka-3 G + BFTIM G (62 %) and BSka-3 Zh + BFTIM Zh (50 %) showed the highest biological effectiveness against purple Cercospora blight, and the variant BSka-3 E + BFTIM E showed 66 % and 52 % of effectiveness against pustular and angular spot diseases. The biological effectiveness of Pyraclostrobin, EC against purple Cercospora blight, pustular and angular spot diseases was the lowest – 21, 12, and 10 %, respectively. We observed the best economic efficiency in case of application of BSka-3 E + BFTIM G – 2.31 t/ha.

The purpose of the research was a preliminary estimation of ten experimental hybrids of winter rapeseed (Brassica napus L.) bred in the V.S. Pustovoit All-Russian Research Institute of Oil Crops by the primary economically valuable traits. The research was conducted in the central zone of the Krasnodar region in 2019–2020. The results of the research are presented for the first time. On average for two years, nine of ten the best experimental hybrids increased by seeds yield by 0.32–0.76 t per ha both the standard cultivar Loris and the foreign hybrid Mercure. Middle seed yield of the studied hybrids varied significantly, variance range was from 4.99 t per ha (VN-3 × ОРK-10) to 5.62 t per ha (VN-4 × ОРK-20). Maximal values of seed and oil yields per a unit area were fixed for a hybrid combination VN-4 × ОРK-20. Except that, the hybrid is characterized with high weight of 1000 seeds (4.5 g). A hybrid combination VN-13 × ОРK-10 demonstrated high average by years seeds yield (5.33 t per ha) and oil yield (2.25 t per ha).Oil content in seeds and weight of 1000 seeds of this combination were at the level of the standard cultivar and the foreign hybrid. This hybrid shows the lowest glucosinolate content in seeds – 16.7 µmol/g, that is less that the foreign hybrid Mercure has by 2.3 µmol/g. The preliminary conclusion based on our researches is: the selected hybrids after confirmation of the competitive trial results can be of a great interest for production.

The article discusses the need for digitalization of agricultural production, which will significantly increase labor productivity, as well as competitiveness in agricultural production in Russia. The efficiency of agricultural production management using information systems based on geoinformation technologies allows reducing or completely eliminating downtime in the event of a shortage of personnel or equipment, reducing the cost of agrotechnical operations per unit of cultivated area and improving yield indicators. The digitalization of agricultural production in the Russian Federation should ensure an increase in crop and livestock production by 2025 up to 1.5 times, improve the quality of products, reduce the labor intensity of agricultural production by 1.5 times, reduce costs and prices - reduce energy and materials consumption, import dependence of agricultural machinery, their hardware and software, the advancement of automation, robotization, intelligent machine technology.

The purpose of the research was to determine the effect of herbicides on winter false flax and to identify the preparation that does not effect negatively on crop plants. The research was carried out in 20182020 at V.S. Pustovoit All-Russian Research Institute of Oil Crops. The experiment scheme included herbicides with active ingredients (a.i.), which effectively decreased the number of weeds on the plots. The effectiveness of the preparations was more than 70% for different types of weeds. However, the variants with the application of preparations with a.i. clopyralid 300 g/l, S-Metolachlor 960 g/l, ethametsulfuronmethyl 750 g/kg significantly decreased the plant density (by 18-32 pcs/m2) and seed yield (by 0.33-0.52 t/ha) of false flax in comparison with the control. The oil content of seeds was significantly decreased in the variants with the herbicides with a.i. S-Metolachlor 960 g/l with the application rate of 1.6 l/ha and ethametsulfuron-methyl 750 g/kg (by 1.2-1.5 %). In other variants, the oil content of false flax seeds differed from the control insignificantly (by 0.3-0.4 %). It has been established that the preparation with a.i. quinmerac 83 g/l + metazachlor 333 g/l with the application rate of 2.0 or 2.5 l/ha should be applied to decrease the number of weeds in the sowings of winter false flax in the central zone of the Krasnodar region. This preparation, without having a toxic effect, increases the yield by 0.15-0.17 t/ha and does not decrease the plant density and oil content of false flax seeds.

The article analyzes the main development of the current stage of the reform of the public procurement system in the Russian Federation, which began in 2013. It is shown that since the beginning of the reform, the Russian procurement regulation system has made significant progress in terms of standardization and simplification of contractual relations, organization of processes and facilities. The experience of practical implementation of the contracting system is considered, the problems that have developed in the field of public procurement to date are identified. It is shown that the problems of organizing public procurement are not limited to corruption and the desire to give large contracts to “their” suppliers. An unresolved problem remains the need to maintain a balance of interests between ensuring procurement efficiency for the customer and providing contractors with competitive access to the competition for contracts. Unresolved this dilemma often turns budget savings into an end in itself, which reduces the effectiveness of the Russian contract system as a whole. The price and quality of products are different scales, which in modern reality are increasingly leaning towards economy. Hard-to-reach and sparsely populated municipalities become especially vulnerable in this struggle. It is shown in the work that the named problems cannot be solved by mere «easing» or «toughening» of the provisions of the law. It is important, while maintaining the foundations of the current system, to focus on finding options that stimulate efficient spending of funds or, at least, prevent the growth of inefficiency in procurement. The conclusion is made about the need for a systematic evolution of the contract system, taking into account regional aspects. To do this, it is advisable to transfer the emphasis in the organization of public procurement from the regulation of the procurement procedures themselves to the formation of incentive (restraint) mechanisms for specific officials involved in the organization of procurement.

Research conducted at the Institute of Genetics, Physiology and Plant Protection found that when using the peripheral and internal cloves of garlic for planting in comparison with the use of them of different locations without calibrating them by mass, during the growth between the variants differences in the area of the leaf surface of plants were observed. Indicator of the foliage also depends on of the location of the garlic cloves in the bulb. The location of garlic cloves, peripheral and internal, as a planting material, also affects the growth of vegetative mass formation and bulb weight. In the bulb structure the peripheral cloves of garlic have some increase in their quality over internals (the ratio is in the range of 60:40%). Analysis of the obtained productivity data makes it possible to note that in the formation of high yields of non-clotting garlic, the location of the clove of garlic in the bulb is of the leading importance. Differences in gross and commodity yields, between variants (B3) and (B2) are not so great, but the advantage of the first one is everywhere traced. Studies have also found that the use of all garlic cloves for planting at different locations without calibrating them by weight, leads to differently bulbs maturing time, which makes the harvesting process more difficult and leads to additional labor costs, in which case when harvesting - 24% of it consist of small noncommodity bulbs. The use of the same mass garlic cloves of different locations for planting ensures the simultaneous of ripening, a greater proportion of standard bulbs and a high quality of planting material.

Potential yield of the modern oil flax varieties is up to 2.5–3.0 t/ha, but in fact, in 2020, its average yield was equal to 0.81 t/ha in the Russian Federation and 0.86 t/ha тin the Southern federal district. One of the reasons of such low productivity of the crop is non-effective protection of sowings against weeds. We studied impact of tank mixtures of herbicides Tifi, WDG (0.025 kg/ha) + Miura, CE (1.2 l/hа); Magnum, WDG (0.01 kg/hа) + Miura, CE (1.2 l/hа); Sekator Turbo, OD (0.1 l/hа) + Miura, CE (1.2 l/hа) and Sekator Turbo, OD (0.1 l/hа) + Quickstep, OCE (0.8 l/hа) on oil flax productivity (the variety FLIZ bred at the V.S. Pustovoit All-Russian Research Institute of Oil Crops). The researches were conducted in a zone of unstable moistening on leach black soil of the Western Ciscaucasia in 2017–2020. Recommended doses of tank mixtures of the herbicides were applied in a phase of 5-6 pairs of leaves development of oil flax plants. In spite of the good water availability in years of the research, high air temperatures during flowering – seeds formation negatively influenced the crop productivity. Due to our results, on average for four years, treatment of oil flax plants with a tank mixture of the herbicides Sekator Turbo, OD (0.1 l/hа) + Quickstep, OCE (0.8 l/hа) allowed obtaining the highest yield – 1.17 t/hа, oil content in seeds – 45.5% and oil yield – 0.47 t/hа; there was fixed the high clear profit – 13,861 RUR/hа at profitability of 51%.

Рекомендована оптимальная густота стояния для ряда сортов на дерновоподзолистых супесчаных почвах Центрального района Нечерноземья РФ.The article presents the results of research on responsiveness of new potato varieties in the compacting of the landings on the yield and quality of products. Given the economic estimation of efficiency of seal landings in different conditions of vegetation of plants. The optimal density of standing for a number of varieties on sodpodzolic sandy loam soils of the Central region of the nonChernozem region of the Russian Federation is recommended.

This paper discusses possibilities for pyrethrum Chrysanthemum cinerariaefolium (Trevir.) Vis. production in southern regions of Slovakia, with an emphasis on target marketing, management constraints and further research. Pyrethrum is not a traditional crop in Slovakia but prospects have opened up for its cultivation. The high yields and quality of some suitable pyrethrum ecotypes provide the grounds for effective field production under favorable conditions. Pyrethrum yielding 1.275 t of dried flowers per hectare and having at least 1.5% pyrethrum content can be a profitable and highly lucrative crop with an economic result ranging from 413 to 1071 ? per ha. A SWOT analysis revealed that pyrethrum production in Slovakia could take a course of an offensive strategy. However, intensive production of this commodity needs further development. Prospects for this non-traditional crop in Slovakia are also promising in terms of development of farming systems in which plant protection products of botanical origin would be welcome. Improved processing and stabilization of extract would further increase the possibilities.

Confectionary sunflower variety Karavan was developed in V.S. Pustovoit All-Russian Research Institute of Oil Crops within a breeding program of development of the varieties of the different maturity groups, usage directions and resistant to stress factors. The variety Karavan belongs to mid-maturing group, possesses potentially high yield, is tolerant to a complex of broomrape races E, F, G. Plant height is 180– 190 сm. The new variety is characterized with high speed of growth at the initial stages of development. Thousand-seed weight is more than 140 g at recommended plant population. The variety Karavan is included into the State Registry of the breeding achievements of the Russian Federation since 2021 and permitted for production in the Central Black Soil (5), the Northern Caucasus (6), Middle Volga (7) and Low Volga (8) regions.

The research was conducted in the laboratory of plant protection of the agrotechnological department of the V.S. Pustovoit All-Russian Research Institute of Oil Crops in 2019. The purpose of the research was search of the effective preparations with fungicide and bacterial actions for soybean seed protection against seed infection in the lab conditions. We tested 17 fungicides of the different penetration methods and actions permitted for application in the Russian Federation, nine of which are register on soybean and nine ones have a potential effect for studying crop. Seed for lab germination were rolled in filter paper in the moister chamber due to the State Standards 12038-84 and 12044–93. Laboratory germination of soybean seed in control without treatment was equal to 61.5%, whereas in variants with protectant application – by 4.0–28.0% higher as seed infection was lowered. High biological efficiency against bacterial diseases was noted for registered on soybean fungicides Vitalon, CS (56.9%), ТМТD, WDG (51.1%), Delit Pro, CS (51.1%), and for nonregistered preparations – Prozaro, EC (53.2%), Tebu 60, OE (43.6%) and Prozaro Quantum, EC (40.4%) as infection in control was equal to 46.0%. Fusariose infection of soybean seeds and seedlings was lower than with bacterial disease and equal to 17.0% in control. Among registered on soybean preparations Spirit, SC (93.9%), Acanto Plus, CS (88.3%), Maxim Gold, CS, Vitalon, CS (82.2%), Delit Pro, КС (72.0%) demonstrated effectiveness against fusariose at efficiency of etalon ТМТD, WSC of 32.0%. Among non-registered preparation effective were Lamador, CS and Zato, WDG (100%), Oplot Trio, WSC (82.2 %), Redigo Pro, CS (73.7%) and Raxil Ultra, CS (68.0%). Due to results of laboratory testing, Vitalon, CS; Prozaro, CE; Prozaro Quantum, CE; ТМТD, WSC; Tebu 60, OE and Delit Pro, CS are the best fungicides with bacterial effect.
