The current stage in the development of education makes it possible to fix the «gaps» between the professional training of teachers and the request of educational practice for a specialist of a certain quality, overcoming which became possible with the provision of interaction of pedagogical universities with educational, scientific, public organizations, regional and municipal educational authorities, representatives of the working environment and business on the development of continuing teacher education. This vector of development has determined new requirements for the development of basic professional educational programs, for the focus of professional training of teaching staff. One of the reasons for opening unclaimed bachelor’s programs and graduating unclaimed specialists is insufficient attention to monitoring the needs of leading employers in the region, which allows obtaining information on the demand for specialists of a certain profile with the definition of professionally significant qualities and competencies. Analysis of the results of the monitoring study, comparing them with the requirements of professional standards, federal state educational standards of higher education and the capabilities of universities allows us to develop components of current basic professional educational programs. The purpose of the article is to identify the features of the design of bachelor’s degree programs in the direction of training Pedagogical education (with two training profiles), taking into account the qualification request of employers for the training of educational organizers who, in modern conditions, are able to carry out professional activities in educational organizations of various levels and types, based on regional needs; highlighting the composition of professional competencies. The features of forecasting the social need for teaching staff and the results of researching the demand of the labor market for specialists − teacher-organizers are shown; presents the results of a survey of employers and their representatives concerning the qualification request for the training of a specialist capable of designing and implementing the educational process at all levels of general education. As a result of the study, the qualification request of the heads of educational organizations for the development of a new basic professional educational program in accordance with the federal state educational standard of higher education in the direction of preparation 44.03.05 Pedagogical education (with two training profiles) was identified, the profiles of this program were determined; highlighted the composition of professional competencies of future educators and educators-organizers; the composition and direction of the program modules has been determined.

The study of the motives for choosing a teaching profession, the basic structure of the motivational sphere, including speech therapy students, the formation of a realistic idea of the future profession are a necessary condition for training specialists of the new era. Based on the analysis of students’ of full-time and part-time forms of study, from the 1st to the 4th years, motives, the authors identify «core» motives: moral (helping children); motives of a professional and pedagogical orientation (love for children); social (being in demand in the labor market), cognitive (self-realization and self-improvement), material (the possibility of private practice and part-time work) and utilitarian (short working day, long vacation). In the zone of the immediate periphery, social (social significance) and creative (creativity and versatility of the profession) motives turned out to be significant for both groups. Utilitarian motives in the peripheral zone (a separate office, the value of experience in the interests of the family), financial, prestigious (career growth) motives are more represented among students of part-time form of study. The authors analyzed the motives for choosing the profession «speech therapist» and the dynamics of formation of motivational processes from the standpoint of the psychological and pedagogical approach. Researchers have identified motivational criteria, scaling and ranking them using the theory of functional-semantic fields. The researchers identified the factors influencing the dynamics of formation of the motives for choosing a profession: awareness of the choice of a profession, immersion in the educational process, age, form of education.

Considering the strategic directions of modern higher education, dominant personality-oriented paradigm, which determines the rejection of understanding the educational process as a path which interns must comply, can be called This paradigm provides a variety of methods and tools that match the individual personality as a subject of education. The purpose of this work is the searching for new paradigms of educational reform and its new models and technologies, innovative approaches, learning and education. Employees of the Academy were customized modification techniques "competing groups" in training doctors ‒ dental interns, whose meaning is "doubles competition." At the same time, three main components of the concept of critical thinking were basis of the systematization of techniques and strategies within this methodology: cognitive (development of mental levels), communicative (development of interactions) and reflexive (the development of professional reflection). The process of learning by this methodology is carried out in three stages: The preparatory stage involves the definition of the purpose and the task of a substantiated motivation. The conditional clinical situation should be in line with the current standard of higher education, which presupposes the presence of normative disciplines. Intern doctors can propose a problematic situation for discussion, based on the great interest in this topic themselves (the theme of the course work, the specifics of the place of future work, etc.), they can choose their "opponent" independently. The condition of the business game is the planned agreement of one member of the group with the other, he must reasonably and correctly proves the opposite. The main stage takes place as an independent work of interns on their task. For a well-grounded objection, doctors-interns should propose a variety of modern methods of clinical, laboratory, instrumental research, the use of certain therapeutic options, hoping for its effectiveness. At this stage, an important work is going on: each intern must receive the data necessary for "competitiveness", find evidence or refutation based on a specific approach to the problem (subjective, facilitarial, holistic, and interactive), which may indicate the implementation of personality-oriented learning . The phases of work with the information are determined: 1) recognition of information; 2) its review; 3) determination of the main; 4) comparison of the main and secondary; 5) information analysis; 6) its synthesis; 7) information characteristics; 8) its application; 9) information evaluation; 10) personal attitude to information. The final stage is the report of each competitive pair, presentation of results and project protection. An important point is the discussion of the results in the presence of all interns in a specialty that is conducted under the guidance of a teacher or a working group. The use of the technique of "competitive couples" in the educational process of interns of dentistry significantly increases the quality of knowledge. Problematic clinical situations form the ability to self-organization cognitive activity, the ability to perform operations of mental activity. The element of competition, the opportunity to reveal its theoretical and practical potential greatly enhances the ability of young colleagues to think clinically. The introduction of stimulating, encouraging, exciting methods in the educational process can remove psychological stress from interns' doctors, encourage them to self-improvement. As a basis that determines the use of the methodology of individual creativity in the practice of working with young colleagues, the humanization of education, as well as self-improvement, is a necessary condition for obtaining the individually required knowledge and skills.

The article shows the problems of improving the quality of Russian education related to the understanding of the essence of competencies. In spite of the constant «updates» of the Federal State Educational Standards for Higher Education (FES of HE), there is no obvious qualitative change in the solution of this problem. And first of all, it refers to what is not clear: what and how students should be taught, although the standards define that students should have the necessary competencies to perform a professional activity. However, despite numerous discussions, a clear understanding of the scientific essence of the concept of «competence», as a rule, is not given anywhere. And this today, in our opinion, is the main problem and obstacle in the qualitative improvement of the educational process in domestic universities.
