THE STATE OF SMALL BUSINESS ENTREPRENEURS AND THE DYNAMICS OF THEIR DEVELOPMENT

The purpose of the study is to analyze the current state of activity of small businesses based on the study of their dynamics of development and functioning. Research results. Summarizing the research findings, it can be stated that in the Small Business, as an institutional sector of the economy, has long been dominant in the number and volume of production in the leading countries of the world. Formation of small business in Ukraine occurred under difficult economic conditions, which was caused by the fall in production, intense inflationary processes, and the destruction of the national economic complex and the deterioration of the material position of the majority of the population. Today, the dynamic development of small business is an important way of mobilizing the endogenous potential of the regions, as a means of solving many social problems. Given the socio-economic conditions of the domestic economy, it is appropriate to emphasize that the creation of favorable conditions for the development of small business in the regions depends to a large extent on the complex of relevant actions and activities of local executive authorities and local self-government bodies, which, in turn, should be implemented in regional policy. Today, there is a need for full-scale state support for small businesses: open access to information, free consultations, assistance with paperwork, and more. It is necessary to implement a policy that will activate entrepreneurship, will provide every beginning entrepreneur with the opportunity to contact a specialized information or consulting center to find out all the issues. Therefore, by analyzing the main trends of small business development, we can identify the most priority areas for stimulating and activating entrepreneurial potential in Ukraine, such as: ensuring a stable tax system; stimulating investment and innovation in the economic sector; reduction of excessive fines and sanctions; export promotion; expanding opportunities for duty-free supplies of domestic goods abroad, including to the EU; development of state support for entrepreneurship, creation of a strong legislative base; increase of social protection of business; introduction of new opportunities for small business lending and financing, etc. Conclusions. Therefore, the socio-economic development of Ukraine depends on the effective functioning of small business and creation of optimal conditions for its development, and therefore sufficient support for this particular sector of the national economy should become a priority of the public sector, which will ensure the transition of the economy to a qualitatively new level.

The purpose of this research is the development of theoretical foundations for the functioning of the mechanism of state support for small business in a decentralized government based on a synergistic approach. The subject of the study: theoretical and methodological foundations for the functioning of the mechanism of state support of small business in the context of synergetics. Research methodology is a set of principles, approaches, general theoretical, special, and interdisciplinary methods of scientific knowledge, namely morphological analysis, comparative analysis, methods of deduction and logical generalization, analysis and synthesis. Functioning of the mechanism of state support for small business is considered on the basis of a synergistic approach. The synergistic approach is one of the most effective methodological bases for the development of modern economics. The article considers the key theoretical provisions for understanding this approach, substantiates the possibility and feasibility of its application in the implementation of this mechanism in modern economic conditions. Results. It is determined that the reform of decentralization of power has led to the creation of institutional problems in the economic mechanism of state support for small business. In the regions and territorial communities, there is no single mechanism to support the development of small business, which causes the inefficiency of this area of public policy. This justifies the relevance of the use of new methodological approaches to the formation of the mechanisms for implementing the state policy of business regulation. The importance of small business for the development of the national economy, ensuring its stability, is substantiated, the main approaches to the essence of entrepreneurship are investigated. Theoretical aspects of the functioning of the mechanism of state support for small business on the basis of traditional and systemic approaches are systematized, their positive aspects and shortcomings are determined. It is substantiated that in the conditions of economic transformations and introduction of the reform of decentralization of power it is expedient to use the synergistic approach in the research of the mechanism of the state support of the small business. It is emphasized that the very synergistic approach is able to study the process of functioning of the mechanism of state support for small business on the basis of evolutionary development and self-organization of complex systems. We propose to consider the mechanism of state support in the conditions of decentralization as a process of self-organization of small business entities and public authorities, which is carried out through their interaction with the meso- and macroenvironment. Conceptual bases of the use of the synergistic approach in the research of the mechanism of the state support for the development of entrepreneurship and its economic levers are developed. It is substantiated that the application of a synergistic approach in the process of formation and application of the mechanism of state support of small business will allow to take into account interdependence of economic processes and phenomena, to investigate the interaction of local authorities and small businesses under decentralization. The use of a synergistic approach as a research method also makes it possible to take into account the dynamics of the state support mechanism. The synergistic methodology in the study of the mechanism of state support for small business allows to take into account the existence of connections and interactions between the components of the mechanism, as well as the integrity and ability to change. Based on a synergistic approach, it becomes possible to ensure the development of small businesses by preventing threats. The next advantage is the ability to take into account the alternative scenarios of small business development of a particular region or territory in a changing socio-economic environment. Consideration of the mechanism of state support as a self-organized system makes it possible to study the patterns of self-organization, which in the future should become the basis for calculating the synergistic effect of the mechanism.

Researchers of measures of state support and regulation of small businesses in the Tyumen region. The legal basis of the mechanism of state support for small businesses in the region is represented by documents of the Federal and regional level. The infrastructure of state support for small business in the Tyumen region includes regional authorities, as well as organizations of a commercial and non-commercial nature, whose operation is aimed at promoting the implementation of small business development programs, providing assistance to small businesses and providing conditions for their creation and development. The main measures of state support in relation to small businesses include regional investment support, the region's guarantee investment Fund, providing loans, providing subsidies, microloans, and legal support for small businesses. The authors conducted a study of the system of state support for small businesses in the Tyumen region allows us to evaluate it as a fairly balanced and diverse set of measures and forms of assistance to small businesses. However, despite this, the current system of small business support needs further improvement. In this regard, the authors propose specific measures to improve state support for small businesses, which can be directly implemented in the practice of the Tyumen region, namely: the system of rating candidates for state support from the point of view of socio-economic impact of their activities designed to reduce the level of bureaucracy; the system of obtaining insider information about activity of subjects of small business, designed to increase the efficiency of the state support; the response of the system of state registers in order to exchange regional experience of measures of state support and prevention of abuses.

Relevance and purpose of the work. In modern conditions of activating state support for small business development in the Russian Federation and the spread of regional practices, new generalizations and conclusions about the stages and institutions of modern business development in the form of small business are required. In accordance with this, the purpose of the study was formulated - to identify the stages and describe the regional model of small business development institutions. Object of study - the Republic of Tatarstan (RT). Materials and methods. A quantitative description of the number of small businesses in a comparative assessment with medium and large businesses based on the calculation of indicators of the relative size of the structure of small businesses (OVSmp), growth rates (Tpr). Characteristics of the stages of small business development in the Russian Federation by the method of verbal description of criteria. Comparative functional analysis of small business development institutions in the Russian Federation with detailing at the meso-level in descriptive modeling of a regional model of small business development institutions in the Republic of Tajikistan. In the presentation of the results, gauge-analytical methods were used - tables and figures. Results and conclusions. According to the results of a retrospective analysis of the stages of small business development, an impact on the change in the number of small business enterprises of state support is found. The most productive in the context of the development of small business is the period of 1992-1995. Within the framework of foreign trends in the development of state support for small businesses in the Republic of Tajikistan, a federal program of state support for small businesses is being implemented on co-financing terms, within which business incubators are supported; export-oriented small business; fund of assistance to small enterprises in the scientific and technical field.

This paper aims to contribute to the understanding of the factors that influence small to medium-sized enterprise (SME) performance and particularly, growth. However, the paper also demonstrates that although contributing to the knowledge base, our understandings of business performance and levels of theorising remain incomplete. The paper provides a theoretical justification for the expediency of further development of the system of state management of small business development. In particular, it defines the basics of small business. It analyzes the institutional and normative support of small business activity. There have been analyzed the indicators of small business activity in recent years. There was established a negative trend of development and conditions for it for small businesses in it. The world trend of development of the market with participation of subjects of small business is defined. The most priority and least profitable projects in small business have been revealed. There was emphasized the necessity of creating more favorable conditions for development of small business by the state. The results suggest that size and age of enterprise dominate performance and are more important than strategy and the entrepreneurial characteristics of the owner. Using new data that samples early stage entrepreneurs just prior to business start up, it showed that few small businesses intend to bring a new idea to market. Instead, most intend to provide an existing service to an existing market. Having a business plan was also found to be important in the economic development. This paper seeks to contribute to the development of the literature on factors that influence the performance of businesses through a robust empirical study by updating the current problem components. Collectively, these results suggest that there are other first order reasons why small businesses form aside from the innovation or growth motives which are embedded in most theories of entrepreneurship. And this reasons connected with governance and rules of its realisation in state.

Measures of state support of business in the conditions of digitalization of the economy in the Republic of Bashkortostan are considered. A set of measures and tools for the development and support of small business in the conditions of global challenges is proposed.

The use of the Internet for business purposes among small businesses started quite early in the e-commerce evolution. In the beginning, innovative and entrepreneurial owners of small businesses attempted to use rudimentary Internet tools such as electronic mail (e-mail) and file transfer protocol (FTP) to exchange messages and documents. While primitive, it fulfilled much of the business needs at the time. Even to date, e-mail and document exchange, according to some of the latest research findings, are still the most commonly used tools despite the fact that tools themselves have become more sophisticated.

According to Justis and Judd (1998), franchising is defined as “a business opportunity by which the owner (producer or distributor) of a service or a trademarked product grants exclusive rights to an individual for the local distribution and/or sale of the service or product, and in return receives a payment or royalty and conformance to quality standards. The individual or business granting the business rights is called the franchisor, and the individual or business granted the right to operate in accordance with the chosen method to produce or sell the product or service is called the franchisee.” Although the business of the franchisor is usually larger than the “satellite small businesses” of the franchisees, most franchisors manage mostly small and medium-size enterprises (Stanworth, Price, and Purdy, 2001). The U.S. Small Business Administration (SBA) recognizes this fact and sponsors various seminars in franchising, for example, business plan and raising capital, through regional Small Business Development Centers (Thomas and Seid, 2000). In addition, SBA sets up programs specifically designed for franchises (for example, Franchise Registry Web site: www.franchiseregistry.com) to streamline the review process for SBA loan applications (Sherman, 1999) and provide special incentives for franchisees to open locations in economically depressed areas (Thomas and Seid, 2000).

The paper considers the formation of entrepreneurial climate in the conditions of social and economic development of the region. At present, one of the priority directions of social and economic policy of the region is the development of small businesses. In turn, the entrepreneurial or business climate acts as a paramount component of small business development. The study of the current state of entrepreneurial climate in the region makes it possible to define current problems of its development and ways to solve them. The social mechanism of entrepreneurial enterprise climate formation in the region is directly focused on the formation of certain motives, ideas, behavior patterns of all business subjects (business community and authorities). This is revealed through the following principles: state support, priority objectives, equal conditions, diversification, partnership, social responsibility, social protection, public representation, exchange of experience, competitive advantage. For successful formation of entrepreneurial climate in the sphere of small business as a factor of social and economic development in the region it is critical to use such methods as monitoring, ranking, public-private partnership, business partnership, social support, multilevel training, multi-purpose competition, social selection, social cooperation in order to ensure interaction of small enterprises based on the principles of mutual aid, transparency and autonomy.

The article presents an analysis of the small business environment and development in Russia, discusses state programs for the development of small and medium-sized businesses, a system of measures to support small businesses in the agricultural sector of the economy, and the role of franchising as one of the areas of small business development. The main problems of the development of small agribusiness, the introduction of innovations and the digital transformation of agricultural production in small export-oriented entrepreneurship are identified. The measures to improve the efficiency of small businesses, including these during the COVID-19 pandemic, are described.
