The anthropogenic impact of human activity has a significant influence not only on the incidence rate of the coal region, but also causes economic losses in the gross regional product. An important aspect of environmental diseases is the financial and economic losses that fall both on the state and the region, and directly on the citizens themselves. In the article, the assessment of the environmental factor impact on the coal region population health and economy is carried out by calculating the costs of treating diseases caused by unfavorable environmental conditions and determining the GRP losses associated with diseases and low life expectancy. At the same time, improving the quality of life of the population presupposes the conservation of a healthy human habitat, the preservation of human as a resource for the development of the region. In this regard, it is proposed to reduce the environmental load by implementing a concept aimed at improving regional environmental security by increasing investments in fixed assets related to environmental protection and rational use of natural resources; diversification of production by the transition mainly to manufacturing industries; increasing the environmental liability of managers of business entities, including through the action of compensatory mechanisms.

The quality of human life is linked to the exploitation of mining resources. The Exploitability Index (EI) assesses the actual possibilities to enable a mine according to several factors. The environment is one of the most constraining ones, but its analysis is made in a shallow way. This research is focused on its determination, according to a new preliminary methodology that sets the main components of the environmental impact related to the development of an exploitation of industrial minerals and its weighting according to the Analytic Hierarchy Process (AHP). It is applied to the case of the ophitic outcrops in Cantabria (Spain). Twelve components are proposed and weighted with the AHP and an algorithm that allows for assigning a normalized value for the environmental factor to each deposit. Geographic Information Systems (GISs) are applied, allowing us to map a large number of components of the environmental factors. This provides a much more accurate estimation of the environmental factor, with respect to reality, and improves the traditional methodology in a substantial way. It can be established as a methodology for mining spaces planning, but it is suitable for other contexts, and it raises developing the environmental analysis before selecting the outcrop to be exploited.

Green asparagus (Asparagus officinalis L.) is a widely grown and consumed crop which provides high-level nutritional interest. In recent years, the decline syndrome in asparagus plantations has been rapidly augmenting. This syndrome causes the early death of whole plants, also negatively affecting the new replanting. Decline causes notable economic losses in the sector. The objective of this work was to verify the effect of different treatments against asparagus decline syndrome on the physiological parameters and nutritional quality of the spears. To meet the objective, four different treatments were applied to asparagus plots strongly affected by decline syndrome: (T1) untreated control soil, (T2) biofumigation with Brassica pellets, (T3) biofumigation with chicken manure pellets, and (T4) disinfestation of the soil with Dazomet. The cumulative yield and physiological and quality parameters of green asparagus spears were studied. Thus, malondialdehyde (MDA), photosynthetic pigments, glutathione (GSH), ascorbate (AsA), total phenols, flavonoids, anthocyanin, antioxidant test, mineral nutrients, and the amino acid profile were measured on asparagus spears. The results showed that the Brassica pellets and Dazomet treatments were the most effective against the damage caused by the decline syndrome. However, it would be necessary to monitor the evolution in the following years.

Nearly 3% of individuals worldwide experience pain, immobility, and compromised quality of life due to knee osteoarthritis (OA)1. It has been widely accepted that joint mechanics play a critical role in the initiation and progression of knee OA2. A shift away from the normal joint motion, for example due to injury or malalignment, is believed to produce an abnormal pattern of cartilage loading that creates unusual and damaging stresses within the tissue. Accurate knowledge of cartilage’s normal mechanical response to physiological loading—and particularly the regional dependence of this response—is critical to successfully testing this theory. To our knowledge, little is known about the regionally-dependent mechanical response of healthy human tibial cartilage under physiological loading conditions. There is also a compelling need for more accurate cartilage data to be integrated into computational simulations of the knee joint. Hence, the purpose of this study was two-fold: 1) to characterize the typical stress-strain response of tibial cartilage at 21 locations across the tibial plateau when subjected to loading representative of human walking, and 2) to demonstrate that these 21 sites can be reduced to a small number of regions displaying significantly different average moduli.

Despite the large number of studies on the diagnosis and treatment of asthma and the constant updating of recommendations for the provision of medical care to patients with asthma, this disease still has a significant impact on the quality of life of patients and their families and significant economic losses. However, the peculiarities of bronchial asthma and the diagnosis of certain phenotypes of the disease in children, depending on biomarkers of inflammatory activity in the airways, require greater use of non-invasive diagnostic procedures and optimization of individualized treatment depending on the nature and intensity of inflammation in the respiratory tract.

The main scientific and practical results of the analysis of the legitimacy of the actions of the Cabinet of Ministers of Ukraine during the introduction of anti-epidemic measures to combat the COVID-19 pandemic are presented. The peculiarities of exercising the Constitutional rights of citizens and the possibility of restricting them in a lawful manner, the risks of corruption as a result of the introduction of certain restrictions by the government and the creation of grounds for abuse of power and official duties have been studied. It is proposed to introduce a compensation mechanism for business entities to minimize financial losses and mitigate the tax burden at the local government level, as well as options for legal regulation of the relevant activities of the Cabinet of Ministers of Ukraine as a central executive body. Established that in the current legislation, namely in the Constitution of Ukraine, there is only one way to restrict the rights of citizens who can only be implemented through a mechanism for adopting a special law or amendments to the current laws. It is proved that to ensure effective and transparent administrativelegal regulation of state regulatory policy during the implementation of anti-epidemic measures to combat the COVID-19 requires the improvement of individual laws and subordination regulations that will in detail the activities of representatives of power and law enforcement agencies during detection and fixing offenses, otherwise it will create the basis for the emergence of corruption relations and commit criminal offenses with simultaneous leveling of the effectiveness of anti-epidemic measures. According to the authors, it is advisable to predict the need for automatic introduction of certain compensation measures at the level of regions, subject to the introduction (continuation or introduction) of anti-epidemic measures to combat the COVID-19. It is confirmed that in the event of improving the relevant legal acts, the risk of corrupt legal relations will be reduced, increased quality of state regulatory policy during the introduction of anti-epidemic measures to combat the COVID-19 and created universal compensation measures for small and medium-sized businesses that will be able to quickly and effectively applied in a country's scale.

The article presents proposals for the development of rural areas by increasing their investment attractiveness. It is proved that in addition to financial resources, limiting factors for the development of the territory can serve as its social, environmental, and institutional features. Lack of resources, technologies, and infrastructure will limit rural development. It is proved that the implementation of the development opportunities of territories involves the search for optimal solutions in the selection of investment objects, their integration into the economy of the region and the municipality. The article examines the investment attractiveness of the Ramon district of the Voronezh region, which has a shortage of energy capacity, which does not allow for further expansion of industrial activities in the municipality. It is proposed to consider the creation of a company providing services in the field of eco-tourism as an alternative investment object. Such projects do not have increased requirements for existing electrical capacity, preserve recreational potential, create jobs, and ultimately improve the quality of life of the district's population. A brief description of the development of the tourism industry in Russia and the Voronezh region is given, and the main measures of its state support are highlighted. The growth of the domestic tourist market is predicted, as well as an increase in demand for these services. The project for installing and launching a glamping complex on the territory of the Ramon district is calculated. Conclusions are drawn about the economic, social and budgetary effectiveness of the proposed project. The glamping complex will increase the export of tourist services in the region, increase the gross regional product, and create additional jobs without using significant energy capacity, which will ultimately have a positive impact on the development of the municipality as a whole.

Mycotoxins contamination in animal feed is harmful to livestock and leads to residues, such as aflatoxin and its metabolites (aflatoxin M1, aflatoxicol, aflatoxin Q1 and aflatoxin P1) which are deposited in meat, milk, and eggs. The existence of mycotoxins has been widespread; and mycotoxin is the most important contaminant in the food chain because it has implications for human health. Mold growth and mycotoxin production mainly depend on the weather, such as warm temperatures (28-31°C) and high humidity (60-90%). Some types of mold can produce more than one type of mycotoxin and some mycotoxins can be produced by more than one species of fungi. Mycotoxins, especially aflatoxin, fumonisin, zearalenone, ochratoxin, deoxynivalenol, and T2 toxin present in feed and feedstuffs that have to be controlled. Mycotoxins are not only harmful to the health of consumers, but will also reduce the quality of the product that is contaminated, and cause economic losses. The risk of mycotoxin contamination in animal feed could be reduced by inhibiting the mould growth and toxin production, through crop rotation, using proper fungicides, and applying regulation of mycotoxins maximum limit in feed and food in order to prevent any danger to public health.

According to IEEE-1159 definition and classification of power quality of applying at supplyside and demand-side of power system to evaluate the power quality of high voltage keycustomer and using the voltage events record (VER) in low voltage level supply. Which voltage parameter set of VER with specific software Event View software by Fluke and can collect event data, plot graphic of event data sets that can using the data mining skill to analysis the voltage swell, voltage sag, power outage, frequency events and three phase load unbalance of high voltage key-customer. By abnormal voltage event statistics with discriminated by quantization of high voltage key-customer which can evaluate the own power quality and an also provide reference for quality requirements for related semiconductor factories with higher demand that can avoid the significant effect the economic losses.

The article is devoted to the clarification of the peculiarities of the use of investment instruments for the development of the water supply and wastewater sector in Ukraine. The sphere of water supply and wastewater of Ukraine requires significant investments for the renewal of fixed assets of water supply and wastewater enterprises, reconstruction and development of engineering infrastructure, introduction of the latest technologies, improvement of the quality of services, etc. The authors consider the concept of investment, investment activity, investment program in the general context and in the field of water supply and wastewater. The structure of planned volumes of financing of measures of investment programs of water supply and wastewater enterprises in 2018 is being analyzed. Issues of application of other modern financial and economic mechanisms in the field of water supply and wastewater are considered. The article analyzes the state of realization of public-private partnership in the field of water supply and wastewater on the basis of statistical data. Investment approaches based on participative financing, which involves the use of financial resources not only of the state but also of local communities, business and civil society institutions, and financing through the use of opportunities of the market of debt obligations, including at the expense of the issue of municipal securities in the form of bonds of a local loan.

The need to diversify the use of natural recreational resources and territories is a national issue of environmental management at the national and regional entities. This is especially true for unique natural areas and objects. The paper analyzes the current state and identifies trends in the development of recreational and tourist sphere of Ukraine. The analysis of normative-legal and organizational support of processes of of natural resources and territories use is carried out. It is established that a separate part of the main factors of production (facilities and fixed assets involved in the provision of health services) are privately owned by business entities, as natural recreational resources are owned by the state and local executive authorities. This situation is due to the need to reconcile socio-economic and environmental interests. The need to improve the permitting system for assessing natural resource potential, in particular natural recreational resources, as a tool for state regulation of economic relations on forms and property rights to natural recreational and involvement of socio-economic interests of territorial development and recreational tourism.
