It is defined that the important role in the development of Ukrainian economy belongs to the industrial production sector, wherein the scientific-technological progress and innovation are generated, presenting this very sector as a «driver» of economic growth. It is determined that the largest number of innovatively active industrial enterprises of Ukraine is located in Kharkiv region. Hence, the article is aimed at researching the status of innovative activity of industrial enterprises of Kharkiv region. The analysis of the main indicators of innovation activity of industrial enterprises of the region was carried out. It was identified that the share of enterprises that introduced innovations is insignificant, and the share of innovative products sold by them is generally little tangible in the total volume of the products sold. It is reasoned that this situation may indicate a negative tendency of deterioration of the quality of innovative products and its uncompetitiveness in the market. The distribution of the total costs of industrial enterprises of Kharkiv region by the directions of their innovation activity is researched. It is defined that the bulk of innovation costs are directed by enterprises to purchase machinery and equipment, and the share of costs for the internal and external R&D is extremely small, which indicates the imperfection and irrationality of the existing structure of costs. It is determined that the key factor in stimulating innovation activity at industrial enterprises of Kharkiv region is the attraction of the governmental and foreign investments for the development, creation and implementation of innovations, since the main source of innovation financing at present is the own funds of enterprises. It is proved that without changing the present day situation with regulation in the field of innovations, an increase in the competitiveness of industrial enterprises of Kharkiv region in the near future and an acceleration of the pace of their innovative development is problematic.

It is established that the share of expenditures on own research and development is consistently low, without showing a clear downward trend. It is shown that foreign trade in light industry goods in Ukraine is not balanced, as imports predominate over exports, which leads to an outflow of funds that can be spent on innovative development of the industry, creation of new high-tech jobs and training of highly qualified personnel. The annual deterioration of innovation indicators of light industry enterprises was revealed, which was caused by a low share of innovation-active enterprises in their total number, as well as a small share of innovative products in the total volume of light industry products. It is established that the highest indicator of expenditures on internal scientific developments in general in the industry of Ukraine, in processing and light industry was observed in 2016, the lowest – in 2019. Expenditures on external research in the industry as a whole ranged from 30.3 to 56.6% in relation to the expenditures on internal developments during the study period. The indicator for the processing industry is slightly lower (from 29.1 to 45.3%) and very low for the light industry (from 14.3 to 36.4%). It should be noted that in 2015, 2017 and 2019, external R&D was not carried out). The analysis of expenditures on innovations of industrial enterprises by areas of innovation in 2014–2019 showed that for all articles in light industry they are insignificant, and in some years either there is no data on them at all, or the data are not published. Factors that negatively affect the ability of light industry enterprises and garment enterprises in particular to carry out innovative activities (low innovative potential of industrial enterprises; lack of information on new technologies, lack of information on markets and lack of opportunities for cooperation with other enterprises and organizations). Abstract This article presents and assesses the methodology and results of a comparative analysis conducted by Bruno Amable in financial systems and corporate governance in the context of current policy and regulatory challenges. The article, which is based on a literature review and game theory examples, first describes and evaluates the methodology and final classification given by Amable. The role of Amable’s core concept; namely, institutional complementarity, is underlined. A game theory application in comparative institutional studies is then presented, including the author’s own “institutional game.” Finally, we assess Amable’s achievements in financial systems and corporate governance, concluding that they are valuable, innovative and useful despite some (perhaps justified) criticisms of the framework Amable used. In particular, the value of introducing institutional complementarity into comparative studies should not be underestimated. The analysis presented here suggests that Amable’s methodology may also be applicable when designing current financial reforms in the EU, especially European Capital Markets Union (CMU), because it can broaden policy maker’s horizons and promote consistent solutions.
