The implementation of innovation development strategies is a prerequisite for the effective functioning of modern transport complex enterprises. The need for innovation activities, formed in the sphere of profile production, actualizes the orientation of the educational process of the university on the formation of the graduates’ readiness for active participation in industrial innovation activities. The multidimensional nature of innovation activities causes the application of interdisciplinary and competence approaches as a methodological basis for the design of educational goals. The student’s understanding of their own professional identity is a prerequisite to achieve effective preparation for core innovation activities. The pedagogical potential of projective teaching, on the basis of the generalized structural composition of the innovation process, corresponds to the productive implementation of the innovation-oriented educational process of the engineering profile.

Integration of science, higher education, innovative entrepreneurship contributes to the solution of topical problems caused by global challenges. The article shows that universities integrate scientific, educational, innovative activities both within their structural units and in cooperation with other participants in regional innovative systems. The aim is to identify the trends in multichannel funding of universities in the regions, which creates the conditions for the integration of educational and research activities, and summarize the experience of universities that have created strategic academic units (SAUs) as one of the forms of integrating science and higher education. Based on the statistical analysis of financial receipts to universities from various sources in 2015 and 2019 (form VPO_2), the trends and structure of the funding distribution by type of educational and research activities in the regions of the Russian Federation were compared. It has been revealed that educational activities dominate in universities, accounting for about 70% of all income, and research activities 12–13%. Regional cases of the universities (ITMO, NNU, TSU, NSU, SFU) were analyzed. They integrated science and education in the form of SAUs. The cases were prepared on the basis of a content analysis of roadmaps for the period 2016–2020, interviews, and other open information. The analysis has showed that the organizational model of each SAU is created on the basis of the uniqueness and competitiveness of the university’s scientific and educational specialization by mechanisms that ensure the integration of the educational process and research activities through the involvement of students, graduate students in research and innovative projects. It is concluded that the flexibility and versatility of training programs and research at the university in the SAU format is formed in cooperation with many participants in regional innovation systems, which leads to the demand for its services by enterprises in the regions of the European part of the country and Siberia. The synergy of educational, research and innovation activities is achieved within the framework of both one university and through its network interaction with other Russian and international universities, scientific organizations, and enterprises. The experience of creating SAUs can be used by regional administrations, corporations in the development of world-class scientific and educational centers within the framework of the Science national project and national research and flagship universities of the strategic academic leadership program.

The article focuses on the role of Samara State Medical University in the development of innovative capacity of the Samara region in the sphere of healthcare and medical education. Special attention is given to the multilevel innovative infrastructure of SSMU, which includes such unique departments as the Center for groundbreaking research “IT in medicine”, the scientific and production technology park, scientific-educational centers, small innovative enterprises and others. In particular, this infrastructure is an integrative platform not only for own innovation process at the university, but also for the development of current medical science prospects, for the formation of unique competences in interdisciplinary spheres, for the realization of science-based business, for the organization of innovative educational process (especially in the sphere of simulation technologies), for implementation into clinical practice, and also for successful incorporation into international cooperation.

The paper addresses several starting suppositions and principles to be taken in consideration when designing electronic educational resources (EER) and integrating thereof in the educational process. Some of the most common approaches to interpreting the notions of EER didactic functions, capacities and features are analyzed. In the light of up-to-date goals of education the author highlights three didactic functions of EER: to extend (enrich) the educational content; to introduce new kinds of educational activities and to improve traditional educational activities performance; to personalize the educational process itself. Given the mentioned didactic functions, structural composition of EER didactic capacities and features have been augmented. The case study is presented to exemplify interrelation of EER didactic functions, capacities and features with the goals of educational activities, kinds of educational activities, and atomic actions, aimed at meeting educational goals.

The study reveals a feature of professional identity, which influences the quality of labor capital, which in turn affects the efficient and competitive func-tioning of the economy. It is a subjective state of the individual’s sense of his/her professionalism, be-longing to the professional community and the need to develop in this direction. The acquisition of the necessary qualifications and professional skills be-gins in the process of education; therefore, profes-sional identity begins to form at the university. The results of a sociological study of professional identi-ty state of university students in Ufa demonstrate an unsatisfactory level of its development: the majority of students give an average assessment of the ac-quired knowledge, skills and abilities. They note their inadequacy for practical application; more than half of students regret choosing a specialty and/or university; about a fifth of the students do not plan to work in their specialty at all, slightly more than half of the respondents do not exclude such a pos-sibility. Based on the analysis of the data presented, it was concluded that it is necessary to introduce a high-quality practice-oriented approach, innovative teaching methods, as well as special work with stu-dents into the educational process.

Of particular importance forthe formation of professional identity is the period of study at the university. The creation of an idea of specific activities in variouslegal specialties by students during the training process is a guarantee of the correct choice of the fieldof activity and the successful professional implementation of graduates of law universities. The articleconsiders the most significant conditions for achieving the professional identity of students masteringeducational programs in the field of training Jurisprudence. Based on the analysis of regulatory legalacts, the authors propose an option for organizing the educational process in legal universities, allowingthe student to identify himself with a certain professional community and make a choice of the futuredirection of activity

In 2019 Yaroslavl State Medical University celebrates its 75th anniversary. For decades, the university has held strong positions in the educational and scientific space of modern Russia. Well-known scientists, health care managers, highly decorated experts in various branches of medicine and prominent public figures are among the alumni of the University. Today, Yaroslavl State Medical University provides training for highly qualified medical workers, as well as professional retraining and advanced training of doctors and pharmacists, actively carries out basic and applied research, develops modern information and technological tools and introduces innovative teaching models. The article examines the modern features of the organization of the educational process and the practical training of students, extracurricular work, research and innovation activities, inter university interaction and international cooperation, and also formulates the main prospects for the development of the University.

The article deals with the participation of scientific and pedagogical workers in the management of Ukrainian universities. The statutes, regulations, codes of the five leading universities of Ukraine are analyzed. It is revealed that higher education management in Ukraine is carried out by the Academic Council of higher education institutions and self-government bodies. It is noted that in accordance with the statute of the universities, the direct management of the activities of the university is carried out by the rector. Scientific and pedagogical workers take part in university management and rector's elections. It is established that in the universities of Ukraine there are constantly functioning commissions (organizational, attestation, budget, commissions on ethics, education, science), which include scientific and pedagogical workers, and who deal there with questions in accordance to their expert issues. The codes of values of the universities of Ukraine that are consistent with the moral principles and norms of ethical behavior in the system of governance of the universities of Great Britain are analyzed. It is established that the main functions of scientific and pedagogical workers are participation in financial, administrative decisions, approval of educational programs and curricula, decision making on the organization of educational process, in determining the terms of training at the appropriate levels, adopting the main directions of conducting research and innovation activities, participate in the assessment of the scientific and pedagogical activities of structural units, consider many other issues related to the activities of a higher institution of higher education the bottom of his statute. The main functions of the Election Commission and the Organizing Committee are the organization, preparation, conduct of the voting, and the establishment of the voting results of the rector of the University.

The article discusses the process of organizing the educational process with the use of various educational technologies that contribute to the achievement of effective interaction between students and between students and the teacher. The purpose of the article is to present the experience of using methods and means of implementing interaction technologies in higher education. The goal implies that educational technologies are one of the key elements in the preparation of students of higher schools. They allow forming professional competence of students, emphasizing the leading role of their independence, activity in the consulting role of the teacher. The analysis of the educational process with the application of modern educational technologies given in the article allowed to reveal some features in which appearance is caused by the specificity of the realization of technologies. Modern methods and means of their implementation contribute to the guaranteed achievement of educational goals, the interaction of students becomes more coherent and acquires a new, productive character. Of particular importance are educational technologies for students of pedagogical universities, as their future professional activity is directly related to the use of methods and means of their implementation. The article presents the experience of implementing interaction technologies at the University of Minin in the discipline "Pedagogical technologies". As practice shows, such methods as brainstorming, a round table, a case method allow you to teach students how to conduct a dialogue, develop students' interest and motivation to study the discipline, and thereby allow them to form their competence. The results of the implementation of methods and means of implementing interaction technologies showed that having an understanding of educational technologies at the initial stages of training and forming the skill of interaction under their influence throughout the training period, students have the opportunity to form professional competence and organize their professional activities at a high level.

To implement the tasks of training future military professionals at the university, it is necessary to use computer programs based on modern digital technologies that can perform educational, training and monitoring functions. The authors of the article offer teachers of higher education to understand the issues of educational goals taxonomy, when using foreign language computer training and control programs in teaching students. From this depends, in their opinion, the quality of mastering professional competencies by students in digital education. The article reveals the features of the use of foreign language computer training and control programs in a military university. Empirical data from the researches of the authors of the article are presented. It is concluded that the implementation of the taxonomy of educational goals, when using computer training and control programs, in teaching a foreign language at a military university, will contribute to improving the educational process and rethinking the approaches used in future professionals training.

The article proposes a model for forecasting the success of student’s learning. The model is a Markov process with continuous time, such as the process of “death and reproduction”. As the parameters of the process, the intensities of the processes of obtaining and assimilating information are offered, and the intensity of the process of assimilating information takes into account the attitude of the student to the subject being studied. As a result of applying the model, it is possible for each student to determine the probability of a given formation of ownership of the material being studied in the near future. Thus, in the presence of an automated information system of the university, the implementation of the model is an element of the decision support system by all participants in the educational process. The examples given in the article are the results of an experiment conducted at the Institute of Space and Information Technologies of Siberian Federal University under conditions of blended learning, that is, under conditions when classroom work is accompanied by independent work with electronic resources.
