The author considers the profound changes that have occurred in the Russian labor market during the transition from a transitive economy to an inclusive one and the expanding influence of the emerging gender order, the theoretical concept of which is the theory of gender neutrality. A new paradigm for the development of the Russian labor market is proposed, which meets the radically changed economic and social conditions for the development of socio-gender labor resources in the conditions of digitalization. According to the author, a new multi-vector structure has formed in the Russian economic space, consisting of four closely interrelated markets: labor, employment, professions, and educational services. The labor market and the employment market have become the epicenter of the development of social inclusion and an inclusive economy, which have presented qualitatively different requirements for socio-gender labor resources. The complex interrelations between the four segments of the new structuration are analyzed as deep structural changes and tectonic shifts in the formation of socio-gender labor resources, the implementation of their social functions, and the reformatting of social mechanisms for managing ongoing processes. The inertial view of the labor market as a single social space does not correspond to the realities of its modern development. The article reveals the essence of the new social structuration in the context of the theory of Giddens, its architectonics, logistics of development, dialectics, and social multidimensionality. The trends in the development of a new social structuration are evaluated through the standpoint of the formation of a new gender order and the theory of gender neutrality.

The conditions of the pandemic have left an imprint on the development of many socioeconomic processes, including the process of reproduction of labor resources. The consequences of the pandemic on the labor market have yet to be assessed, but today it is already possible to draw interim conclusions regarding emerging trends, transformation or strengthening of old ones. In this regard, it is important to assess in advance the structural changes of the labor market in order to timely manage the processes of formation and distribution of the labor force. Processes in the labor market, in turn, are a consequence of changes in demographic factors and, in turn, are an impetus for the development of economies and society as a whole, which emphasizes the importance of studying the current situation in the labor market, assessing it and forming predictive development scenarios.

The transformation of the importance of vocational education and training, the determining the development trajectories occur due to the structural changes that are under the influence of technological factor changes. Especially, digitalization, automation, robotics, the artificial intelligence, the transition to industry 4.0, the changing nature of consumer demand directly affect the restructuring of the labor market. The listed factors accelerate the development of new professions in demanded areas and the disappearance of outdated ones, they stimulate the improvement of needed skills and meet the modern requirements from employers for educationalщl programs. The purpose of research paper is to identify the new trends in the training of competitive young employees, taking into account the conditions of digitalization of economy The research methodology includes general scientific and theoretical research methods. Methods of tabular representation of data is used as statistical tool. Originality of the research is that It is relevant and necessary to develop new model of training young specialists, involving the implementation of educational, research, innovative and entrepreneurial, spiritual and moral activities that meet modern trends. Authors carried out the analysis of the level and quality of training of national personnel in terms of ensuring the future needs of the labor market of the Republic of Kazakhstan in the conditions of digitalization of economy. It includes the factors affecting the reproduction of competitive national personnel and their provision with high-quality jobs, identifying new trends in the training and retraining of professional personnel and improving their skills, examining the features of training competitive national personnel in the system of ensuring the balance of labor resources and jobs.  The paper was prepared within the grant project of the Ministry of Education and Science of the Republic of Kazakhstan AP09260584 «Employment restructuration in Kazakhstan in terms of social and economic tensions».

The article analyzes the current processes on the global labor market in Russia and the Republic of Bashkortostan. Changing demographic proportions, the pension reform, migration processes, intensive development of production technologies, automation, the use of artificial intelligence all these factors are undoubtedly transforming the labor market environment. The content of occupation is changing, structural changes in the economy lead to the dropping-out of a number of specialties and the emergence of new ones, which did not exist before. To match the supply of labor resources to the modern requirements of the economy, new competencies of workers as well as continuous training or retraining are required. Educational institutions have to adapt to the new requirements of the labor market environment to meet the needs of the labor market for qualified specialists with relevant knowledge and skills. Major changes in the labor market amid the spread of the new coronavirus infection have affected most countries of the world economy, including Russia. A long period of restrictions in most industries is reflected in the economic indicators of enterprises, development opportunities, and the number of required workers. The situation with the pandemic clearly demonstrates how unstable the modern labor market is; how events that occur in one country in the world are capable of undermining the whole balance, even in fairly stable and durable economic systems. The article analyzes the situation on the labor market of the Republic of Bashkortostan. The main problems of the region in this direction are highlighted. The analysis of the situation in the registered labor market showed that in 8 months of 2020 the number of officially registered unemployed increased 5 times, the level of registered unemployment increased 5.5 times, tension in the labor market increased 3 times. In the context of a worsening economic situation caused by an unfavorable epidemiological situation, the situation with the employment of citizens has become more complicated. The analysis showed that for several years the employment rate remained stable at 70%, and by September 2020 it was 17.4%. Currently, the labor market in Russia experiences the consequences of the economic crisis caused by the unfavorable epidemiological situation. The crisis is changing the forms of employment, which is becoming remote, non-standard, online professions appear. The structure of labor demand is changing. Labor resources will be rebuilt or replenish the modern labor market. In these conditions, the role of the state is growing significantly and there is no doubt in the need of the development of the anti-crisis plan for the labor market’s regulation.

В современной методологии юриспруденции происходит переход от изучения состо­яний ее объекта, которыми выступают право и государство, к постижению этого объек­та в его изменениях и превращениях. Две подсистемы методологии юриспруденции, подсистема обращенная к состоянию права и государства; и подсистема обращенная к изменениям права и государства, — получают свое отображение в концептуальной форме, методологических подходах, методах, специфических понятиях. Показательны перемены в содержании методологии юриспруденции, где определяю­щее значение имеют методологические подходы, определяющие стратегию исследова­тельских поисков во взаимосвязи юриспруденции с правом и государством. Среди наи­более характерных подходов антропологический, аксиологический, цивилизационный, синергетический и герменевтический — определяют плюралистичность современной методологии и свидетельствуют о становлении новой парадигмы методологии юриспру­денции.   In modern methodology of jurisprudence there is a transition from the study the states of its object to its comprehension in changes and transformations. Hence the two subsystems of methodology of jurisprudence: subsystem facing the states of the law and the state as well as their components and aspects; and subsystem facing the changes of the law and the state in general and their constituents. These subsystems of methodology of jurisprudence receive its reflection in conceptual form, methodological approaches, methods, specific concepts. Methodology of jurisprudence should not be restricted to the methodology of legal theory. In this regard, it is an important methodological question about subject of jurisprudence. It is proposed to consider the subject of jurisprudence as complex, covering both the law and the state in their specificity, interaction and integrity. Indicative changes in the content methodology of jurisprudence are the usage of decisive importance methodological approaches that govern research strategy searches in conjunction with the law and the state. Among the most characteristic of modern development approaches: anthropological, axiological, civilization, synergistic and hermeneutic. Modern methodology of jurisprudence is pluralistic in nature alleging various approaches to the law and the state. Marked approaches allow the formation of a new paradigm methodology of jurisprudence.

The main tendencies and peculiarities of the labor market development of Dnipropetrovsk region are considered in the article. There were collected and analyzed the materials of Ukrainian statistical report and Dnipropetrovsk region reports of Statistics Department. There were analyzed general situation of the labor market in Ukraine and regions. The article includes indicators of the labor force of Ukraine in terms of regions over the past five years, identifies the place of the labor market of Dnipropetrovsk region in the overall structure of the labor market of Ukraine. A comprehensive analysis of the labor force indicators of the Dnipropetrovsk region by the number of employed persons, the gender structure of the employed population and the dynamics of the relevant indicators. The structural changes in the composition of the unemployed population of the region by territorial and sexual affiliation are determined, as well as the changes in the sex and age structure of the unemployed population over the past five years. The conducted research made it possible to assess the structural changes in the region's labor force, which are accompanied by a reduction in the labor force, a decrease in the labor force, and an increase in the unemployed population.

Nowadays as part of the process of digitalization of the labor market there are structural changes: new forms and types of employment appear. A global trend in recent years is the increase in the number of employees working remotely, which has significant value in difficult epidemiological situation in the world. Today, women are far more at risk of being deprived of the benefits of digital innovations, job losses due to robotics and automatization, have to put much more effort to achieve wage levels of male workers. The article examines the typology of new non-standard forms of employment, their distinctive features. The author highlights the main advantages and risks associated with the wide spreading of new forms of employment in the context of the digitalization of the labor market. The study touches upon the gender aspect, special attention is paid to the analysis of innovative forms of employment and the involvement of women in innovative teams, ICT and STEM-specialties. The factors influencing the formation of innovative behavior in national innovation systems are described. The ways of coordination of state, business and research structures within the framework of "collective action" aimed at stimulating scientific and technological progress in the development of the knowledge economy, the digital economy are outlined. The author also highlighted a number of fundamental reasons for the socio-psychological insecurity of male and female workers associated with the use of non-standard employment, noted in general terms ways of solving problems in the field of precarious employment and leveling gender inequality in the context of the development of the digital economy.

The article examines the main features and identifies the main trends in the global M&A market. The modern development of the economy is characterized by the spread of the processes of globalization, and it can be noted that, one way or another, the latest waves of mergers and acquisitions are tightly related to the flow of these processes. The history of mergers and acquisitions processes in the world economy shows that all surges in mergers and acquisitions agreements were and are accounted for periods of structural changes, industrial rises, technological revolutions, significant organizational restructuring of the world economy. Mergers and acquisitions of companies are one of the most important business development instruments in the market economy. The purposes of these processes are often the growth of company and the use of various kinds of synergies, which is manifested in strengthening its impact on markets and improving business efficiency. Most mergers and acquisitions agreements are concluded by industrialized countries, their role is increasing for developing countries. The dynamics of the M&A processes market will largely depend on the ability of companies to enter into large contracts announced either at the end of the past year or earlier this year. Only then it could it be stated that the growth of activity in the mergers and acquisitions market has become a long-term trend. Many experts believe that a new wave of M&A will inevitably lead to an increase in unemployment, and this, in turn, will lead to an aggravation of the social situation and require additional costs from the budget.

In the conditions of modern market economy the role of logistic grows constantly. Speed of товаропотоків and volume of the attracted money depends on the effective planning and co-ordination of logistic chains of delivery. The logistic providing foresees a complex from the management of deliveries chains, which is used for satisfaction of necessities of clients by planning, control and introduction of the effective moving and storage of corresponding information, commodities and services from the place of production to the place of consumption. A management logistic helps companies to decrease expenses and promote the level of service of customers. As a rule, large retail dealers or producers own basic parts of the logistic network. Most companies, however, pass to this function the mediators. To the number of basic factors of rapid introduction of logistic in a world economy belong: - dynamic development of information technologies; - globalization of markets; - structural changes are in organization of business; - philosophy of management quality. Modern development of logistic status is characterized by a few tendencies: by computerization of logistic operations, expansion of containertraffics, minimization of charges, related to transporting, storage, repacking, custom registration; by the increase of demand on high-quality logistic services; diminishing of charges of producers due to optimization of logistic chains. Negative factors which influence on market of logistic services development in Ukraine is dissatisfaction by demand on a ware-house economy and a transport infrastructure is developed not enough, absence of skilled shots in logistic. Transformation of logistic infrastructure must be based on approach of the systems, which enables to ground strategy of her development and working out in detail in perspective and current plans. The basic result of optimization of logistic infrastructure must be minimization of charges on maintenance of materially-material streams. Perspective direction of further researches is a study of directions of optimization of logistic charges during organization of international transportations.

Social inequality is the phenomenon that differentiates between people in the context of the same society, placing some individuals in structurally more advantageous conditions than others. It manifests itself in all aspects: political, economic among others. The main causes of inequality are investment lack in social areas, health and education. Among the consequences of inequality, we highlight: increased violence, poverty, delay in economic progress; hunger, destruction and infant mortality; young marginalization people, and finally; rising unemployment. Among the main inequality types, we highlight: people with and without disabilities, regions, races; income and sex. To measure this inequality, we highlight HDI, Theil and MPI. A person with a disability is any person who presents a loss or abnormality that generates an inability to perform one or more activities, and these characteristics hinder their social inclusion, access to the labor market, transportation, education, financing and training; urban and environmental barriers, and finally; ignorance of employers. Situations like these provide disabilities people with lower wages when employed, worse purchasing power, less social participation providing greater exclusion and disadvantaged situations when compared to those without disabilities. For this work we used exploratory analysis techniques considering data sets from the 2010 IBGE Census and UNDP.

The article aims to reveal the scientific contribution of M.Kh. Gerandokov. in the study of the problems of cultural development in the region, a conceptual approach to complex issues of the theory of culture, ethics, aesthetics. Particular emphasis is placed on the scientist’s innovative contribution to the historical and philosophical science and cultural studies, putting forward a new paradigmatic concept of national culture. In this direction, paying tribute to the cultural achievements of the previous era, he puts forward the concept of the «incompleteness» of the cultural revolution and theoretically defends the ways of its new stage in modern conditions. It is not about the alternative assessment of the culture of the past and the present, but about the author’s ability to see cultural phenomena in dialectical development. A huge amount of historical archival and other factual material in the context of the new methodology is correlated with the historical reality of the results of the cultural revolution, which, as it is recognized, were not adequate to the content of the theory of the cultural revolution, which formed the basis of the paradigm of its incompleteness. The authors consider the theoretical concept of M.Kh. Gerandokov. as a scientifically grounded attempt to bring the national culture closer to the system of modern civilization. The merits of Mikhail Khamzetovich in the integration of science and practice of cultural and educational activities are also noted.
