The article presents an analysis of the state of mushroom growing in the world as one of the leading directions of the intensive agricultural sector of the economy, analyzes and identifies areas for the future development of mushroom growing in the Russian Federation in the light of the implementation of the State program for the development of agriculture and regulation of markets of agricultural products, raw materials and food for 2013-2020. The goals, directions and expected potential of development of branch construction of new mushrooming complexes in the Russian Federation, necessity of expansion of volumes and assortment of produced valuable food crops are proved, target parameters of the software of the branch are outlined. The principles of organization of mushrooming and promising technological solutions for improving the economic efficiency of production are recommended. Measures of state support for mushroom farming are described. The advantages of intensive industrial cultivation of edible fungi in conditions of protected soil are substantiated. Subject. The article considers a procedure for calculating and distributing State support to depressed agricultural regions in the framework of a new type of budget financing, i.e. compensating and stimulating subsidies. Objectives. The purpose is to evaluate the efficiency of the system of State regulation of agribusiness in a depressed region, determine the priority of modern methods of budgetary support from the State, improve the methodological approach to the distribution of State aid among subjects of the Russian Federation with low level of socio-economic development. Methods. The study draws on the abstract and logical method, methods of statistical analysis, grouping, comparison, and generalization. Results. We realized the objectives of the study, using the agricultural producers of the Kurgan Oblast case. The paper analyzes the condition of agricultural sector in the depressed region, assesses the State support system efficiency for the agricultural sector of the Trans-Ural region, considers government measures related to the regulation of the economy of backward regions. It presents an updated method of budget financing within an incentive subsidy by clarifying the calculations and introducing an additional indicator that reflects the level of remuneration of regional agricultural producers. Conclusions. The updated calculation methodology for incentive subsidies to depressed regions enables to build a certain economic rating of ten depressed regions of the Russian Federation, taking into account not only the volume of production and employment, but also the level of wages of agricultural workers.

Целью исследования является обоснование продвижения государственного регулирования рынка местной сельскохозяйственной продукции в виде закупочных интервенций в регионах. Проведен анализ существующих зарубежных и отечественных государственных закупочных интервенций, дано обоснование закупочных интервенций в регионе, а также выработаны предложения по продвижению закупочных интервенций с федерального центра в регионы. This article was written in connection with a September 2018 release of the latest edition of a Regulation of the Russian Fed-eration Government on government purchasing interventions of agricultural products. An aim of the authors of the article is substantiation of promotion of the state regulation of a market of the local agricultural products in the form of the purchasing interventions in regions. The authors analyzed the existing for-eign and domestic government purchasing interventions, comments on the latest version of the Regulation of the Russian Federation Government on the govern-ment purchasing interventions, the substantiation of the purchasing interventions in the region and de-velopment of proposals to promote the purchasing interventions from the federal center to the regions. Relevance of the promotion of the purchasing interventions from the federal center to the regions fol-lows from Russian particularity: remoteness of the regions from the center, weak regional transport infrastructure, necessity to replicate a federal technology of the state regulation of the agricultural product market in the regions of the Russian Federation. In the Republic of Sakha (Yakutia), repeated attempts were made to create compensation funds of the regulation of agricultural product prices. However, in the region there is no full-fledged intervention fund effectively influencing sales of the agri-cultural products. Consequently, in conditions of the Republic, where a shortage of the agricultural products, raw materials and food is acute, implementation of the commodity intervention is the neces-sary condition for the regulation of the agricultural market. For the Republic of Sakha (Yakutia), in our opinion, it is advisable to carry out the commodity interventions concerning beef, meat of young horses, venison, fish, dairy products, game, fruits of wild plants and even for rough and succulent fodder for livestock. The latter are relevant due to droughts and floods that regularly occur in a area of the region. Manufacturing costs of the local products will always be higher than the ones of imported food, given the harsh natural and climatic conditions, the remoteness of agricultural commodity producers from the sale markets in the conditions of absence of the transport infrastructure. In this regard, the prices of the local products should be regulated by the state in order to support the local producers. Obviously, the government regulation should not replace market functions or impede operation of its laws. Its main task is to mitigate undesirable consequences of manifestations of market power. One of the main regula-tory methods is the commodity intervention.

The article presents the modern legal framework for the restoration and development of the land reclamation industry in the Russian Federation; specifics of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food, considering the implementation of the departmental program "Development of the Land Reclamation Complex of the Russian Federation". The formulation and content of the concept of the socio-economic potential of amelioration of the country have been concretized, which made it possible to identify the target orientation of such private potentials of the industry as: resource, innovation and technical, investment and entrepreneurial, economic, regulatory, social and personnel and information and digital. The classification of factors influencing the social and economic potential of land reclamation in the Russian Federation was substantiated and the relationship between the leading groups of these factors, focused on the financial and investment potential of agricultural producers, government support and the level of demand for agricultural products, was visualized. The official documents are detailed, which allow to manage the personnel potential of the industry, as the most important component of its reclamation potential. Sectoral guidelines for the development and formation of ameliorative potential at the federal level and the importance of regional programs for the development of rural areas are outlined. In the course of the study, it was revealed that there was no relationship in the regulatory documents on the formation and development of the potential of the reclamation industry of the agroindustrial complex, and it was concluded that it was necessary to improve the mechanisms of regulatory and methodological tools.

The article is devoted to the development of new and perspective for the State Pharmacopoeia of the Russian Federation (SP RF) techniques for determining of the moisture (loss on drying) of medicinal plant raw materials of the morphological group “Fruit” and medicinal plant preparations by the use of infrared thermogravimetric (IRTGM) method. The techniques for determination of moisture (loss on drying) IRTGM-method as exemplified by the fruit of the following medicinal plants: Silybum marianum (L.) Gaertn., Rosa cinnamomea L. and Anethum graveolens L. were developed. The comparable results for determining of the moisture (loss on drying) of the medicinal plant raw materials of investigated plants were obtained by means of two methods: IRTGM and pharmacopoeial method, which allow us to recommend the developed techniques for inclusion into the relevant monographs of the State Pharmacopoeia of the Russian Federation.

By the end of 2012, the Government of the Russian Federation is to approve the State Program Development of the Pharmaceutical and Medical Industries for 20132020, which includes the current Federal Target-Oriented Program Pharma-2020. One of the objectives within the State Program prepared by the Ministry of Industry and Trade is to increase the share of domestically produced drugs and medicinal products in overall consumption by the public healthcare services of the Russian Federation by 48%. However, the term domestically produced drug still remains to be legislatively defined. According to the draft resolution issued by the Ministry of Industry and Trade in May 2012, a domestic drug should mean a drug whose production cycle in the territory of the Russian Federation starts from a substance or a ready-toconsume formulation. Until 2014, the Ministry was ready to regard even those drugs whose packaging was made in Russia as Russian ones. However, no further steps followed. Therefore, the question pertaining to which drugs and which produced by which pharmaceutical companies should be regarded as domestic drugs remains open. Actors of the Russian pharmaceutical industry share their opinions.

The article examines the results of the impact of the COVID-19 pandemic on the global economy and the economy of the Russian Federation at the end of 2020. The quarantine measures introduced by the countries continue to negatively affect the economic situation in the world and the economies of individual countries. There is an acute shortage of seasonal workers in the agricultural sector of the countries of the world. The introduction of restrictions on the export of goods reduced the volume of imports. In Russia, the growth rate of imports from non-CIS countries has decreased. In January 2021, compared to January 2020, imports for food products and raw materials for their production decreased by 4.2%, and for vegetables – by 11.5%. According to the Federal Customs Service, the export of vegetables increased 3 times in terms of physical volumes and only 11% in terms of value. The growth in the physical volumes of export of products of the agro-industrial complex of the Russian Federation did not lead to a corresponding increase in revenue. The prices for vegetables imported into the country were 2.5-3.4 times higher than the prices for exported ones. Despite some difficulties, losses in this area due to the pandemic were minimal. The gross harvest of vegetables in the country as a whole amounted to 13.8 million tons, which is 1.7% below the level of 2019. At the same time, the gross harvest of vegetables in open ground decreased by 3.1%, vegetables in protected ground increased by 6.6%. Difficulties encountered in implementation. During the crisis period due to the COVID-19 pandemic, the demand for vegetables fell by 30%. Consumers, in an effort to improve their immunity, began to buy more environmentally friendly and healthy products, including vegetables. The demand for organic products has grown by 15-20%. To accelerate the economic recovery, it was necessary to take additional measures on the part of states to support producers and consumers, restore purchasing power and help businesses, expand access to credit resources, stimulate investment activity, and reduce the tax burden on businesses and the population. In Russia, financial support for the main measures of state policy in the field of the agro-industrial complex is carried out within the framework of the implementation of the State Program for the Development of Agriculture and the regulation of markets for agricultural products, raw materials and food.

This work will present: definition (APC), study of the subject and method of legal regulation, which are applied in relation to the agro-industrial complex in Russia, the history of the creation of agricultural complexes in the territory of the Russian Federation, we will talk about industries, the export of agricultural products, as well as what kind of assistance the Russian state and the CIS countries provide in the agricultural sector, support for the agro-industrial complex will also be considered.

In the modern world, the problem of providing the population with high-quality food products is reaching a critical point due to the increase in the population of the planet, mediated by an influence on the growth of food consumption; globalization processes, thereby contributing to fundamental changes in the structure and patterns of nutrition i.e., insufficiently effective principles of agricultural raw materials processing, etc. Today, food independence is a strategic component of a country's security, which is enshrined in a number of regulatory documents, including: the Doctrine of Food Security of the Russian Federation; the Strategy for Scientific and Technological Development of the Russian Federation; the Strategy for Improving the Quality of Food Products in the Russian Federation until 2030; and, others. The stated goals are: updating the priority tasks of group and individual products identification, including on biological and geographical features; unification of evaluation criteria and objective principles for expanding their field; traditional technologies transformation, the potential of which doesn't have the possibility of unlimited replication, etc. It is predicted that the growth of production volumes, processes and consumption systems optimization will be based on the application of a number of basic principles: “lifetime” formation of raw materials composition and properties; development of highly efficient production technologies and deep processing of agricultural products; implementation of algorithms for structuring logistics, storage and processing/disposal of food and waste; increasing energy efficiency of production processes, etc. At the same time, the strategic vectors of technology development are specialized and personalized nutrition, cross-border cooperation, food quality and safety, minimization of negative environmental impact, traceability of the food chain “from field to consumer,” etc. A priori, to achieve all this it will require the introduction of widespread modern technologies, including digital ones, as well as the modernization of traditional and the creation of new methodological and process decisions.

Abstract. Agricultural regions of the Russian Federation, whose strategic economic sector is agriculture, have significant opportunities for economic growth and development. They are highly important for ensuring the country's food security and depend significantly on the state of human capital of their rural territories. In this regard, the research objective of this study is to analyze the socio-economic conditions for the formation and development of human capital in rural areas of the Kurgan region (as a traditional agricultural region of the Ural Federal District and one of the ten depressed regions of the Russian Federation identified as such by the Government of the Russian Federation). Results. The article presents the results of assessing the level of development of the agricultural sector of the economy and the state of the social infrastructure of the region as the most important conditions for the formation of human capital accumulated within its territory. On the basis of theoretical generalizations, a rigorous analysis of statistical data, results of the surveys it was offered summarized information, indicating that (1) the economic conditions for the development of rural areas favor the formation and development of human capital of the required quality due to the current positive trends in the field of specialization of production, its technical equipment, technological innovation, stimulating state policy, (2) in the village there is a low level of development of social infrastructure, leading in turn low attractiveness of rural areas for highly professional, educated, creative professionals who are the basis of human capital in any field of activity. Scientific novelty. The results obtained in this research have theoretical novelty and practical value, including: 1) justification of the importance of creating a decent socio-economic environment for the development of remote territories; 2) conclusions confirming the need to provide special conditions for attracting unique specialists to rural areas; 3) arguments for stimulating convergence processes necessity in the levels of socio-economic development of all rural territories.
