Beyond Numbers: A Broader Perspective on Risk Perception and Risk Communication

In a bold and insightful speech before the National Academy of Sciences at the beginning of his second term as the administrator of the Environmental Protection Agency (EPA), William Ruckelshaus called for a governmentwide process for managing risks that involved the public. Arguing that the government must accommodate the will of the people, he quoted Thomas Jefferson's famous dictum to the effect that "if we think [the people] not enlightened enough to exercise their control with a wholesome discretion, the remedy is not to take it from them, but to inform their discretion" (Ruckelshaus 1983, p. 1028). Midway into his tenure as the EPA administrator, Ruckelshaus's experiences in attempting to implement Jefferson's philosophy led him to a more sober evaluation: "Easy for him to say. As we have seen, informing discretion about risk has itself a high risk of failure" (Ruckelshaus, 1984, p. 160). This chapter attempts to illustrate why the goal of informing the public about risk issues—which in principle seems easy to attain—is surprisingly difficult to accomplish. To be effective, risk communicators must recognize and overcome a number of obstacles that have their roots in the limitations of scientific risk assessment and the idiosyncrasies of the human mind. Doing an adequate job of communicating means finding comprehensible ways of presenting complex technical material that is clouded by uncertainty and inherently difficult to understand. Greater awareness of the nature of risk perceptions, the fundamental values and concerns that underlie those perceptions, and the difficulties of communicating about risk should enhance the chances of designing an environment in which all parties can cooperate in solving the common problems of risk management. Risk assessment is a complex discipline, not fully understood by its practitioners, much less by the lay public. At the technical level, there is still much debate over terminology and techniques, and technical limitations and disagreements among experts inevitably affect communication in the adversarial climate that surrounds many risk issues. Those conveying these issues to the public must be aware of the strengths and limits of the methods they use to generate this information. In particular, such risk communicators need to understand that risk assessments are constructed from theoretical models that are based on assumptions and subjective judgments.

This paper has been reviewed by the Office of Health and Environmental Assessment, U.S. Environmental Protection Agency, and approved for publication. Approval does not signify that the contents necessarily reflect the views and policies of the Agency, nor does mention of trade names or commercial products constitute endorsement or recommendation for use. In 1983, the U.S. National Academy of Sciences (U.S. NAS) proposed a framework for the processes of risk assessment and risk management in government agencies (U.S. NAS, 1983). Using the U.S. NAS scheme as an organizing principle, the U.S. Environmental Protection Agency (U.S. EPA) published guidelines pertaining to risk assessment in five areas: estimating exposures, chemical mixtures, mutagenicity, suspect developmental toxicity and carcinogenicity. These guidelines were developed to promote high technical quality and consistent practice of risk assessment Agencywide. This paper will discuss the historical development of the guidelines and their role in the work performed by the Agency. Each of the five (5) guidelines is outlined and anticipated revisions discussed. Related assessment activities and new subject areas are also presented.

Health is the basic right for everybody, therefore every citizen is entitled to get the health care. In enforcing the regulation for Jaringan Kesehatan Nasional (National Health Supports), it is heavily influenced by the foreign interests. Economically, this program does not reduce the people’s burdens, on the contrary, it will increase them. This means the health supports in which should place the government as the guarantor of the public health, but the people themselves that should pay for the health care. In the realization of the health support the are elements against the Syariah principles. Indonesian Muslim Religious Leaders (MUI) only say that the BPJS Kesehatan (Sosial Support Institution for Health) does not conform with the syariah. The society is asked to register and continue the participation in the program of Social Supports Institution for Health. The best solution is to enforce the mechanism which is in accordance with the syariah principles. The establishment of BPJS based on syariah has to be carried out in cooperation from the elements of Social Supports Institution (BPJS), Indonesian Muslim Religious (MUI), Financial Institution Authorities, National Social Supports Council, Ministry of Health, and Ministry of Finance. Accordingly, the Social Supports Institution for Helath (BPJS Kesehatan) based on syariah principles could be obtained and could became the solution of the polemics in the society.

Land acquisition for public purposes, including for the construction of railroad infrastructure, is a matter that is proposed by all countries in the world. The Indonesian government or the Malaysian royal government needs land for railroad infrastructure development. To realize this, a regulation was made that became the legal umbrella for the government or royal government. The people must agree to regulations that require it. Land acquisition for public use in Malaysia can be completed quickly in Indonesia. The influencing factor is the different perceptions of the understanding of what are in the public interest, history and legal systems of the two countries as well as the people's reaction from the two countries

The Right to Information Act 2005 was passed by the UPA (United Progressive Alliance) Government with a sense of pride. It flaunted the Act as a milestone in India’s democratic journey. It is five years since the RTI was passed; the performance on the implementation frontis far from perfect. Consequently, the impact on the attitude, mindset and behaviour patterns of the public authorities and the people is not as it was expected to be. Most of the people are still not aware of their newly acquired power. Among those who are aware, a major chunk either does not know how to wield it or lacks the guts and gumption to invoke the RTI. A little more stimulation by the Government, NGOs and other enlightened and empowered citizens can augment the benefits of this Act manifold. RTI will help not only in mitigating corruption in public life but also in alleviating poverty- the two monstrous maladies of India.

In the current phase of liberalisation, privatisation and globalisation, and now broadly governance, regulatory administration has acquired growing importance as an instrument of achieving socio-economic objectives. It is through instrumentality of regulatory administration that the government is able to exercise effective political and economic sovereignty and control over the country’s governance process and resources. Governments of nearly all developing countries have initiated policies and procedures to promote and strengthen regulatory bodies and agencies. However, the results of these promotional and regular activities have varied considerably, often reflecting large inadequacies in policies, organisational structures and procedures. Increasing emphasis is now being placed at the national level on a more flexible regulatory administration to enforce compliance with nationally established policies and requirements in various political, economic and social spheres. As a watchdog for the public interest, governments both at central and state levels should engage in activities for the promotion of social and economic justice, so as to ensure the happiness and prosperity of the people.

This paper offers an overview of dictionaries of Ukrainian complied by lexicographers of the Institute of the Ukrainian Language of the National Academy of Sciences of Ukraine since the Institute’s foundation; it is devoted to the Institute’s thirtieth anniversary. The article addresses a question as to whether modern Ukrainian academic lexicography is ready to meet the public life needs in independent Ukraine testifying to the devotion to tradition. The Slovnyk Ukraїnsʹkoї Movy (Ukrainian Dictionary, 1970—1980) in 11 volumes served as the basis for both the Slovnyk Ukraїns’koї Movy (Ukrainian Dictionary, 2012) and Slovnyk Ukraїnsʹkoї Movy v 11 Tomakh: Dodatkovyi Tom (Ukrainian Dictionary in 11 Volumes: Additional Volume, 2017) in 2 books, which reflects continuation of tradition of the academic explanatory lexicography. In 1999—2000, the academic edition of the Slovnyk Synonimiv Ukraїnsʹkoї Movy (Ukrainian Dictionary of Synonyms) in 2 volumes was published. It became a valuable reference publication in the national monolingual lexicography. In phraseography, the latest achievements are represented notably by the Frazeolohichnyi Slovnyk Ukraїns’koї Movy in 2 volumes (Ukrainian Phraseological Dictionary, 1993) and the Slovnyk Frazeolohizmiv Ukraїnsʹkoї Movy (Ukrainian Dictionary of Phraseologisms, 2003). The neographic direction is represented by dictionary materials Novi i Aktualizovani Slova ta Znachennia (New and Updated Words and Meanings, 2002-2010), whereas the Rosiisʹko-Ukraїnsʹkyi Slovnyk (Russian-Ukrainian Dictionary, 2011—2014) in 4 volumes covers the field of the translated academic lexicography. The two dictionaries are of great importance to the Ukrainian academic lexicography in general, namely the combined dictionary of the Ukraїnsʹkyi Leksykon Kintsia XVIII — Pochatku XXI Stolittia (Ukrainian Lexicon of the Late 18th — Early 21st Century: Dictionary-Index, 2017) in 3 volumes and Slovnyk Movy Tvorchoї Osobystosti XX — pochatku ХХІ Stolittia (Dictionary of the Language of Creative Personality in 20th — early 21st Century). The latter contains references significant for reflecting the lexical and phraseological structure of Standard Ukrainian. Finally, reestablished in 2003 the annual Lek sy ko hrafichnyi Biuletenʹ (Lexicographic Bulletin) covers issues related to the history of lexicography, making of dictionaries of different types, and the Ukrainian vocabulary, lexicology, and phraseology. The article is devoted to the 110 anniversary of the birth of the Belarusian scientist, the founder of the section of chemical science – Chemistry of solids, the organizer and the first director of Institute of the General and Inorganic Chemistry of the National Academy of Sciences of Belarus, academician of the Academy of Sciences of Belarus – Mikhail Mikhaylovich Pavlyuchenko. In the article, the career devoted to search of the implication and chemical mechanism of the processes proceeding with participation of solids is described. Identification of the defining stages (limiting stages) and regularities of thermal dissociation reactions and synthesis of different classes and various structure of substances, as well as the definition of ways to operate these processes are described in this paper. His pedagogical and practical activities were purposeful, he looked for and found the young people interested in scientific research, excited them with his ideas, prepared 40 candidates and 3 Doctors of Chemistry. Together with the academician N. F. Ermolenko and the engineering structure of the institute, he prepared, proved the ways and possibilities of use and enrichment of sylvinites of the Starobinsky field, and repeatedly reported for the government and wide audience on importance of chemical industry development in Belarus. His course of life is a service to science and the Homeland.

Partisipasi masyarakat adalah perwujudan dari masyarakat di dalam negara demokrasi, dimana pemerintahan yang di dasarkan kepada rakyat merupakan tujuan utama kehidupan berpolitik, baik dalam kebijakan maupun dalam tujuan pemerintahan. Perda Label Batik Pekalongan merupakan peraturan daerah yang mengatur tentang suatu tanda yang menunjukkan identitas dan ciri batik buatan Pekalongan yang terdiri dari tiga jenis yaitu batik tulis, batik cap atau batik kombinasi tulis dan cap. Tujuan dibentuknya Perda tersebut adalah agar masyarakat dan konsumen Batik Pekalongan tidak dirugikan akibat dari salah dalam membedakan jenis batik. Hasil penelitian ini menunjukan bahwa partisipasi masyarakat dalam pembentukan Perda tentang penggunaan label batik Pekalongan masih bersifat elitis, karena yang mendominasi mengikuti public hearing hanya pengusaha kelas atas yaitu seseorang atau kelompok orang yang memproduksi seni batik dalam bentuk tulis, cap dan kombinasi dalam jumlah besar, sudah mempunyai nama merek yang terkenal, dan pemasarannya sudah sangat luas baik di dalam negeri maupun di luar negeri. Partisipasi masyarakat dalam pembentukan perda tentang label batik pekalongan yang masih bersifat elitis dapat berpengaruh karakteristik produk hukum yang di hasilkan yaitu lebih menguntungkan pengusaha batik kelas atas, karena dalam pembuatan label batik Pekalongan merugikan dalam segi ekonomis bagi  pengusaha kelas menengah dan bawah.<br /><br />Community participation is the embodiment of the people in a democracy, where the government is based on the people as the ultimate goal of political life, both in policy and administration purposes. Label the Perda Batik Pekalongan local regulation of Batik Pekalongan Label is a sign which indicates the identity and characteristics of batik from Pekalongan which consists of three types of batik, batik or batik and stamp combination. Purpose of the establishment of the regulation is that the public and consumers are not harmed Batik Pekalongan result of incorrect in distinguishing the types of batik. The result of this research indicates that participation in the formation of legislation on the use of Pekalongan batik label still elitist, because that dominate following the public hearing only top-class entrepreneurs is a person or group of people who produce batik art in written form, stamp and combinations in bulk, already has a well-known brand names, and marketing has been very widely both domestically and abroad. Public participation in the formation of regulations about labeling Pekalongan batik is still elitist may influence the characteristics of a legal product that produced batik entrepreneurs are more favorable upper classes, as in the manufacture of Pekalongan batik label in terms of economic harm to employers middle and lower classes.<br /><br />

Members of the American Society for Microbiology (ASM) have a considerable history of bringing scientific and technical knowledge to the issue of biological weapons control and being available to serve in advisory roles to the government. ASM's involvement with the biological weapons issue began in the 1940s, when microbiologists served as advisors to the government's Biological Defense Research Program and participated in the Biological Warfare Committee of the U.S. National Academy of Sciences. In 1970, a controversy resulting from the ASM's involvement with this issue abated when the ASM Council approved a statement concerning non-secrecy and free movement in research. Simultaneously, the society affirmed support for President Richard M. Nixon's action to end the U.S.'s offensive biological weapons program. The society's code of ethics, published in 1985, contains two relevant sections that seek to discourage ASM members from participating in biological weapons development.
