By analyzing the background of land leasing in Shanghai, the hypotheses of the mathematical models of industrial land leasing in Shanghai are proposed, and then, the mathematical models of the land price and land area are presented for analyzing the factors of industrial land leasing. Based on the mathematical models and the district data of Shanghai from 2007 to 2015, the factors influencing industrial land leasing by the district government are studied. It is shown that the influencing factors, such as the land area, GDP, tenure of district mayor, and the distance between the land and the nearest subway station, affect the government behavior on industrial land leasing.

Tourism has been an icon of countless regions in Indonesia since the founding of "Visit to Indonesia" in 2009 by the Government. All efforts were made by stakeholders (Government, managers of tourism destination, hotels and surrounding communities) in order to increase the visit of local tourist (Wiscal), archipelagic tourist (Wisnu) and foreign tourists (Wisman), one of the method is by implementing Saptapesona. The goal of this research is to distinguish the influence of reception of society of Sidoarjo toward marine ecotourism development through the implementation of Saptapesona. The type of this study is quantitative with data acquisition technique through observation and questionnaire, distributed to tourism managers, village and district government staff, and tourists in three different locations namely Sedati, Candi, and Jabon respectively for about 144 respondents. The data analysis was using simple linear regression. The results showed that there was a significant influence of community receptions on the development of marine ecotourism.

Implementasi kebijakan pengendalian Kawasan Bandung Utara disingkat (KBU) dalam pembuatan Izin Mendirikan Bangunan disingkat (IMB) belum terlaksana secara menyeluruh. Masih banyak warga belum mempunyai IMB di Kecamatan Cimenyan. Tujuan dari penelitian adalah untuk mengetahui, mengkaji, menganalisis dan memahami secara mendalam tentang  implementasi kebijakan Pemerintah Provinsi Jawa Barat Nomor 2 Tahun 2016 yaitu tentang Pedoman  Pengendalian KBU. Metode implementasi kebijakan menggunakan pendekatan kualitatif melalui wawancara, dokumetasi dan observasi. Bagaimana implementasi kebijakan pengendalian KBU dalam pembuatan IMB di Kecamatan Cimenyan. Pemerintah Kabupaten perlu melaksanakan beberapa tindakan dalam pengendalian pembuatan IMB di Kecamatan Cimenyan. Adapun langkah-langkah yang dapat dilakukan adalah mengoptimalkan kinerja sumber daya manusia, penyediaan anggaran dan kerjasama antar pihak pemerintah, swasta dan masyarakat. Implementasi kebijakan akan terlaksana apabila sosialisasi tentang IMB secara menyeluruh. Faktor penyebab kesulitan warga karena perizinan harus melalui Pemerintah Provinsi sehingga mengakibatkan waktu yang cukup lama dalam pembuatan IMB. Akan lebih baik jika aturan pembuatan IMB dipermudah khusus pemohon IMB yang luas lahannya terbatas, melalui aturan yang dikeluarkan oleh Pemerintah Kabupaten atau Pemerintah Provinsi.  The implementation of the control policy for the abbreviated North Bandung Area (KBU) in making the abbreviated Building Permit (IMB) has not been implemented comprehensively. There are still many residents who do not have an IMB in Cimenyan District. The purpose of the research is to find out, examine, analyze and understand in depth about the implementation of the West Java Provincial Government's policy Number 2 of 2016 which is about the KBU Control Guidelines. The policy implementation method uses a qualitative approach through interviews, documentation and observation. How is the implementation of KBU control policies in making IMB in Cimenyan District. The district government needs to carry out several actions in controlling the manufacture of IMB in Cimenyan District. The steps that can be taken are optimizing the performance of human resources, providing budget and cooperation between the government, the private sector and the community. Policy implementation will be carried out if there is a thorough socialization of the IMB. The factor that causes difficulties for residents is that licensing must go through the Provincial Government, resulting in a long time in making the IMB. It would be better if the rules for making IMBs were made easier, especially for IMB applicants with limited land area, through regulations issued by the Regency Government or Provincial Government.

These conflicts arise because people demanded compensation for land area of 16.1 hectares that has been occupied for six months as a substitute homeland of the fishing community in the village of Padang Seurahet due West Aceh District Government states that the land area of 16.1 hectares located in the village of Pasie Pinang is Government land. Buildings constructed on this land if the Sports and Arts (GORS). The purpose of this study to determine the root causes of conflict and ways of conflict resolution sociology, namely Negotiation, Mediation and Conciliation. The theory used is George Simmel conflict theory and Lewis Coser.untuk REMEDY conflict analysis used the concept of conflict resolution negotiation, mediation and conciliation in the paradigm of sociology. Qualitative research methods were used to obtain research data. The research found that, the Government of West Aceh found, can not be compensated on the ground because it does not do grant legally to the public and the public has been getting its due in the relocation of another tsunami, a native lands in the village of Padang Seurahet been replaced by land and houses in the permanent housing aid donors. Conflict settlement initially reached by way of negotiation and conciliation by the Government of West Aceh District, but did not find the solution, so that the final resolution adopted by law (litigation). Keywords: Land Conflict, Government, Fishermen Society and Conflict Resolution

To analyze the leasing behavior of residential land in Beijing, the mathematical models of the price and the total area of the leased residential land are presented. The variables of the mathematical models are proposed by analyzing the factors influencing the district government’s leasing behavior for residential land based on the leasing right for residential land in Beijing, China. The regression formulae of the mathematical models are obtained with the ordinary least squares method. By introducing the data of the districts in Beijing from 2004 to 2015 into the mathematical models, the numerical results of the coefficients in the mathematical models are obtained by solving the equations of the regression formulae. After discussing the numerical results of the influencing factors, the district government behavior for leasing residential land in Beijing, China, is investigated. The numerical results show the factors concerning the government and how these factors influence the leased price and the total leased area of residential land for this large city in China. Finally, policy implications for the district government regarding residential land leasing in Beijing are proposed.

The program of“Asuransi Usaha Tani Padi” (AUTP) (Rice Farming Insurance) is the government’s program aims to protect the farmers from any harm caused by crop failure influenced by natural disaster such as flood, drought and pest attack. The AUTP program in Aceh was held since 2015, but the implementation expected was far from target determined. This research purposed to find out the participation range of farmers in AUTP program and several factor which influenced the achievement of AUTP Program. The research location was in Aceh Besar District and taking samples in 6 Sub-districts consist of Suka Makmur, Kuta Cot Glie, Seulimum, Indrapuri, Lhoong and Montasik. The respondents was 94 persons were chosen by purposive sampling. The data used in this research were primary and secondary data. Primary data were taken from interview and questionaire. The research variables of this study were farmers participation on some stage as proses, result enjoyment and evaluation of several factors from reapondents such as age, education, land area, income, program advantages and government support. The data analysis used were scoring and regresi logit analysis. The result of the analysis sais that the farmers participation on stage of proccess and evaluation were categorized medium while on the stage of result enjoyment was categorized high. The government support on the achievement of AUTP was higer than other factors

Abstrak: Kabupaten Bima memiliki ragam budaya, adat, dan tradisi yang beraneka ragam.Salah satu ciri khas dari Kota Bima adalah adanya “Uma Lengge” yang merupakan Rumah adat bagi masyarakat suku Mbojo.“Uma Lengge” tersebut berada tepatnya di Desa Maria, Kecamatan Wawo, dan Desa Sambori Kecamatan Lambitu Kabupaten Bima, Pulau Sumbawa.kurangnya kesadaran masyarakat yang menyadari adanya Rumah Adat Bima, sehingga banyak sekali orang yang belum mengetahui keberadaan Rumah Adat Bima (Uma Lengge) ini, tidak banyak yang tahu keberadaannya bahkan masyarakat sekitar Kec. Wawopun banyak yang belum mengetahui keberadaan Uma Lengge.Ini diakibatkan kurangnya pemerintah dalam memilih strategi pelestarian untuk memperluaskan keberadaan Uma Lengge.Penelitian ini bertujuan untuk mengetahui dan menganalisis tentang strategi pelestarian wisata Budaya, serta untuk menjelaskan kemanfaatan daya tarik wisata Budaya dengan gambaran strategi pelestarianUma Lengge (Rumah Adat Bima) Sebagai Objek Daya Tarik Wisata yang berbasis masyarakat atau komunitas. Dalam penelitian ini, penulis menggunakan tipe penelitian deskriptif dengan pendekatan kualitatif. Dengan cara mengolah dan menganalisis data menggunakan analisis kualitatif. Berdasarkan hasil wawancara dan analisis data hasil penelitian ini menemukan bahwa Strategi pelestarian Uma Lengge (Rumah Adat Bima) yang dilakukan oleh pemerintah Kabupaten Bima adalah: (a) Perencanaan yang dimana perencanaan dalam pelestarian Uma Lengge (Rumah Adat Bima), (b) Pelaksanaan kebijakan yang dimana pelaksanaan kegiatan peningkatan peran serta masyarakat dalam pembangunan kebudayaan dan pariwisata, (c) Meningkatnya kapasitas sumber daya dan sarana prasarana aparatur, meningkatkan citra pariwisata didalam dan luar negeri, menciptakan produk pariwisata khas bima yang komparatif dan kompetitif, (d) Sarana dan Prasarana yang ada di kawasan Wisata Uma Lengge (Rumah Adat Bima) diantaranya: akses jalan menuju Uma Lengge (Rumah Adat Bima), tempat parkir di kawasan Uma Lengge (Rumah Adat Bima), listrik dan air. Promosi yang dilakukan pemerintah Kabupaten Bima sudah memberikan dampak yang baik bagi masyarakat. Abstract Bima Regency has a diverse variety of cultures, customs and traditions. The development of shallot farming in Adipala Sub-district starting in 2018 faced several problems, namely most farmers still had low experience of shallot farming, the type of land that was less fertile, shallot seeds from Brebes which were not specific to coastal land. This research aimed to analyze 1) revenue, cost, income, and R/C, 2) the level of production risk, 3) factors influencing production, 4) factors influencing production risk. The research object was farmers who carried out shallot farming during the growing season from November 2019 to January 2020 in Adipala Village, Bunton Village, and Karanganyar Village. The sampling method was saturated sampling. Data analysis consisted of analysis of revenue, cost, income, R/C, coefficient of variation, and Just & Pope production risk function regression. The results showed that the shallot farming in Adipala Sub-district was profitable, namely per farm it had revenue Rp10,834,600.00, cost Rp9,999,943.61, income Rp834,656.39, and R/C 1.06. The production risk level was high at 85.49%. Factors that had been shown to significantly influence production were land area, seedlings, labor, agricultural lime, petroganik, manure, TSP, ZA, KCl, NPK, herbicides, and fungicides. Meanwhile, factors that had been shown to significantly influence production risk were TSP, NPK, and fungicides.

AbstrakPenelitian ini dilatarbelakangi oleh menguatnya wacana mengenai pentingnya perlindungan data pribadi  dan terbitnya Peraturan Menteri Komunikasi dan Informatika Nomor 20 Tahun 2016 tentang Perlindungan Data Pribadi dalam Sistem Elektronik. Adapun tujuan penelitian adalah untuk mengetahui kinerja implementasi Peraturan Menteri tersebut di lingkungan Pemerintah Kabupaten. Penelitian  dilakukan di Dinas Kependudukan dan Pencatatan Sipil pada Pemerintah Kabupaten Gianyar, Temanggung, dan Sleman dengan menggunakan metode studi kasus, sedangkan pengum­pu­lan data menggunakan teknik studi pustaka, wawancara, dan observasi. Pembahasan dilakukan dengan menggunakan konsep implemen­tasi model Edwards yang melihat implementasi berdasarkan variabel komunikasi, sumber-sumber, kecenderungan-kecenderu­ngan, dan struk­tur birokrasi. Hasil penelitian menunjuk­kan bahwa penyelenggaraan administrasi kependudukan yang di dalamnya termasuk perlindungan data pribadi oleh Dinas Kependudukan dan Pencatatan Sipil merujuk pada Peraturan Menteri Dalam Negeri Nomor 61 Tahun 2015, sedangkan Peraturan Menteri Komunikasi dan Informatika Nomor 20 tahun 2016 sama sekali belum mereka ketahui. AbstractThis research is motivated by the strengthening of discourse regarding the importance of protecting personal data and the issuance of Minister of Communication and Information Regulation No. 20 of 2016 concerning Protection of Personal Data in Electronic Systems. The research objective is to determine the performance of the implementation of the Ministerial Regulation within the District Government. The study was conducted at the Department of Population and Civil Registration at the Government of the Regency of Gianyar, Temanggung, and Sleman by using a case study method, while data collection using literature study techniques, interviews, and observations. The discussion was carried out using the concept of implementation of Edwards model that looked at implementation based on communication variables, sources, trends, and bureaucratic structure. The results showed that the administration of population administration which included the protection of personal data by the Population and Civil Registry Office referred to the Minister of Home Affairs Regulation No. 61 of 2015, while the Minister of Communication and Information Regulation No. 20 of 2016 was completely unknown to them.

The purpose of this study is to provide an understanding of the factors influencing green warehouse practices (GWP) in the Malaysian warehouse industry. Both stakeholder theory (ST) and institutional theory (IT) act as the foundation in developing the theoretical framework. Six factors were identified resulted from preliminary data gathering and an extensive literature review for constructing the model. The sample size consists of 226 respondents with the acceptance rate of 89 per cent. The findings revealed that customer demand, owner support, employee involvement, top management commitment, industry competition, and governmental pressure are positively associated with GWP. Based on the findings, warehouse companies and relevant authorities in Malaysia should focus on the importance of GWP towards becoming more competitive in the global market. The study provides a theoretical gap by proposing a valuable implication to scholars and practitioners in promoting sustainable industrial development which aligns with the government national agenda.

A group approach having an excess because its scope broader, and in accordance with communal culture of the people. Group dynamics and independency farmers become a yardstick to judge whether the programs the government (the course of development) involving group cattle farmers cut is sustainable or not, so that it can be evaluated for sustainability the next. The purpose of research are (1) analyze group dynamics formed in the group spr mega jaya, (2) analyzed levels of independency of farmers in the farmers spr mega jaya, (3) analyze relations group dynamics and independency of farmers with the success kejar farmers spr mega jaya. Data analysis of analysis descriptive statistics (a frequency, the percentage, on the average), and statistic analysis inferential by test a correlation coefficient rank the spearman. The research results show that group dynamics spr mega jaya tends in category high, and independency of farmers spr mega jaya tends in category enough, while test relations shows that there is a positive connection welfare between group dynamics the cattle farmer and independency of farmers with the success kejar cattle farmers cut. This means that the more dynamic group spr mega jaya and independency of felt farmers high, so the success of the program group farmers who reached the higher.Keywords: group dynamics, independency of groups, sekolah peternakan rakyatABSTRAKPendekatan kelompok memiliki kelebihan karena cakupannya yang lebih luas, dan sesuai dengan budaya masyarakat komunal. Dinamika kelompok dan keberdayaan peternak menjadi tolok ukur untuk menilai apakah program pemerintah (program pembangunan) yang melibatkan kelompok peternak sapi potong bersifat sustainable atau tidak, sehingga dapat dievaluasi untuk keberlanjutan program selanjutnya. Tujuan dari penelitian adalah (1) menganalisis dinamika kelompok yang terbentuk dalam kelompok SPR Mega Jaya, (2) menganalisis tingkat keberdayaan peternak pada kelompok peternak SPR Mega Jaya, (3) menganalisis hubungan dinamika kelompok dan keberdayaan peternak dengan keberhasilan program kelompok peternak SPR Mega Jaya. Analisis data berupa analisis statistik deskriptif (frekuensi, persentase, rata-rata), dan analisis statistik inferensial dengan uji koefisien korelasi rank Spearman. Hasil penelitian menunjukkan bahwa dinamika kelompok SPR Mega Jaya cenderung pada kategori tinggi, dan keberdayaan peternak SPR Mega Jaya cenderung pada kategori cukup, sedangkan uji hubungan menunjukkan bahwa terdapat hubungan positif signifikan antara dinamika kelompok peternak dan keberdayaan peternak dengan keberhasilan program kelompok peternak sapi potong. Hal ini berarti bahwa semakin dinamis kelompok SPR Mega Jaya dan keberdayaan yang dirasakan peternak tinggi, maka keberhasilan program kelompok peternak yang tercapai semakin tinggi.Kata kunci: dinamika kelompok, keberdayaan kelompok, sekolah peternakan rakyat
