Abstract The relationship between storm-relative helicity (SRH) and streamwise vorticity ωs is frequently invoked to explain the often robust connections between effective inflow layer (EIL) SRH and various supercell updraft properties. However, the definition of SRH also contains storm-relative (SR) flow, and the separate influences of SR flow and ωs on updraft dynamics are therefore convolved when SRH is used as a diagnostic tool. To clarify this issue, proximity soundings and numerical experiments are used to disentangle the separate influences of EIL SR flow and ωs on supercell updraft characteristics. Our results suggest that the magnitude of EIL ωs has little influence on whether supercellular storm mode occurs. Rather, the transition from nonsupercellular to supercellular storm mode is largely modulated by the magnitude of EIL SR flow. Furthermore, many updraft attributes such as updraft width, maximum vertical velocity, vertical mass flux at all levels, and maximum vertical vorticity at all levels are largely determined by EIL SR flow. For a constant EIL SR flow, storms with large EIL ωs have stronger low-level net rotation and vertical velocities, which affirms previously established connections between ωs and tornadogenesis. EIL ωs also influences storms’ precipitation and cold-pool patterns. Vertical nonlinear dynamic pressure acceleration (NLDPA) is larger at low levels when EIL ωs is large, but differences in NLDPA aloft become uncorrelated with EIL ωs because storms’ midlevel dynamic pressure perturbations are substantially influenced by the tilting of midlevel vorticity. Our results emphasize the importance of considering EIL SR flow in addition to EIL SRH in the research and forecasting of supercell properties.

An approximate analytic expression is derived for the ratio λ of the ascent rate of moist deep convective thermals and the maximum vertical velocity within them; λ is characterized as a function of two nondimensional buoyancy-dependent parameters y and h and is used to express the thermal ascent rate as a function of the buoyancy field. The parameter y characterizes the vertical distribution of buoyancy within the thermal, and h is the ratio of the vertically integrated buoyancy from the surface to the thermal top and the vertical integral of buoyancy within the thermal. Theoretical λ values are calculated using values of y and h obtained from idealized numerical simulations of ascending moist updrafts and compared to λ computed directly from the simulations. The theoretical values of [Formula: see text] 0.4–0.8 are in reasonable agreement with the simulated λ (correlation coefficient of 0.86). These values are notably larger than the [Formula: see text] from Hill’s (nonbuoyant) analytic spherical vortex, which has been used previously as a framework for understanding the dynamics of moist convective thermals. The relatively large values of λ are a result of net positive buoyancy within the upper part of thermals that opposes the downward-directed dynamic pressure gradient force below the thermal top. These results suggest that nonzero buoyancy within moist convective thermals, relative to their environment, fundamentally alters the relationship between the maximum vertical velocity and the thermal-top ascent rate compared to nonbuoyant vortices. Implications for convection parameterizations and interpretation of the forces contributing to thermal drag are discussed.

The relationship between children’s language acquisition and their nonverbal intelligence has a long tradition of scientific inquiry. Current attention focuses on the use of nonverbal IQ level as an exclusionary criterion in the definition of specific language impairment (SLI). Grammatical tense deficits are known as a clinical marker of SLI, but the relationship with nonverbal intelligence below the normal range has not previously been systematically studied. This study documents the levels of grammatical tense acquisition (for third-person singular -s, regular and irregular past tense morphology) in a large, epidemiologically ascertained sample of kindergarten children that comprises 4 groups: 130 children with SLI, 100 children with nonspecific language impairments (NLI), 73 children with low cognitive levels but language within normal limits (LC), and 117 unaffected control children. The study also documents the longitudinal course of acquisition for the SLI and NLI children between the ages of 6 and 10 years. The LC group did not differ from the unaffected controls at kindergarten, showing a dissociation of nonverbal intelligence and grammatical tense marking, so that low levels of nonverbal intelligence did not necessarily yield low levels of grammatical tense. The NLI group’s level of performance was lower than that of the SLI group and showed a greater delay in resolution of the overgeneralization phase of irregular past tense mastery, indicating qualitative differences in growth. Implications for clinical groupings for research and clinical purposes are discussed.

Abstract A ground-based velocity track display (GBVTD) analysis of the LaGrange, Wyoming, tornado on 5 June 2009 during the Second Verification of the Origins of Rotation in Tornadoes Experiment (VORTEX2) is photogrammetrically combined with a series of pictures of the funnel cloud. This analysis reveals the relationship between the vertical velocity, radial and tangential velocities, perturbation pressure, vertical vorticity, and angular momentum with the visual features of the tornado. An intense axial downdraft was evident and was supported by a downward-directed perturbation pressure gradient. The radial inflow at low levels was weak and difficult to retrieve owing to a combination of centrifuging of hydrometeors/debris in the intense circulation and the inability of the radar beam to fully resolve the flow. The tornado was weakening during the analysis period, which was supported by angular momentum being advected out of the tornado. The availability of a dual-Doppler wind synthesis for this tornadic event provided a unique opportunity to assess the assumptions in the GBVTD methodology. The analysis suggests that the simplified GBVTD equations that have been applied in past studies of tornadoes are not appropriate in the present case. The most accurate retrieval of the radial velocities requires that a higher-order term that is typically neglected be retained. A quantitative assessment of the impact of centrifuging of hydrometeors on the synthesized wind field was attempted. The results suggest that the radial and vertical velocity profile near and within the tornado core can be significantly altered for tornadoes (EF2) that are accompanied by a small radius of maximum wind and relatively weaker low-level inflow.

The authors explore an alternative way of analyzing the relationship between human development and individualism. The method is based on the first principal component of Hofstede's individualism index in the Human Development Index rating domain. Results suggest that the general idea that greater wealth brings more individualism is only true for countries with high levels of development, while for middle or low levels of development the inverse is true.

This study explores the association between task conflict and team creativity and the role of group cognitive complexity (GCC) as a potential explanatory mechanism in a sample of 159 students organized in 49 groups. Moreover, we analyzed the moderating effect of collective emotional intelligence (CEI)in the relationship between task conflict and GCC.As hypothesized, we found that task conflict has a nonlinear relationship with GCC, but contrary to our expectations, it follows a U-shaped association, not an inversed U-shape. In addition, the moderating role of CEI was significant only at low levels. Contrary to our expectation, the mediating role of GCC did not receive empirical support. Theoretical and practical contributions are discussed.

The qualitative and clear definition of the legal regime of the capital of Ukraine, the hero city of Kyiv, is influenced by its legislative enshrinement, however, it should be noted that discussions are ongoing and one of the reasons for the unclear legal status of the capital is the ambiguity of current legislation in this area. Separation of the functions of the city of Kyiv, which are carried out to ensure the rights of citizens of Ukraine and the functions that guarantee the rights of the territorial community of the city of Kyiv. In the modern world, in legal doctrine and practice, the capital is understood as the capital of the country, which at the legislative level received this status and, accordingly, is the administrative and political center of the state, which houses the main state bodies and diplomatic missions of other states. It is the identification of the boundaries of the relationship between the competencies of state administrations and local self-government, in practice, often raises questions about their delimitation and ways of regulatory solution. Peculiarities of local self-government in Kyiv city districts are defined in the provisions of the Law on the Capital, which reveal the norms of the Constitution in these legal relations, according to which the issue of organizing district management in cities belongs to city councils. Likewise, it is unregulated by law to lose the particularity of the legal status of the territory of the city. It should be emphasized that the subject of administrative-legal relations is not a certain administrative-territorial entity, but the social group is designated - the territorial community of the city of Kiev, kiyani. Thus, the provisions on the city of Kyiv partially ignore the potential of the territorial community.

This research aims to examine differences in the relationship of bureaucratic and political officials during the New Order (Soeharto’s era) and the Reformation (post-Soeharto) era within the arena of public policy implementation. This is a matter of importance given that there is a change in relations between the two from integration in the New Order to bureaucratic impartiality in the Reformation Era. This study attempts to answer the question: How were the relations of bureaucratic and political officials in the implementation of local level public policy during the New Order and the Reformation Era? A qualitative research has been conducted in Tegal Municipality using the following data collection techniques: interview, focus group discussion, documentation, and observation. Tegal Municipality was selected as the study location because of the unique relationship shown between the mayor and the bureaucracy. Its uniqueness lies in the emergence of bureaucratic officials who dare to oppose political officials, based on their convictions that bureaucratic/public values should be maintained even if it means having to be in direct conflict with political officials. This research indicates that the relationship between bureaucratic and political officials in the arena of local level policy implementation during the New Order was characterized as being full of pressure and compliance, whereas during the Reformation Era bureaucrats have the audacity to hinder policy implementation. Such audacity to thwart policies is considered to have developed from a stance that aims to protect public budget and values in policies. The occurring conflict of values here demonstrates a dichotomy of political and bureaucratic officials that is different from the prevailing definition of politics-administration dichotomy introduced at the onset of Public Administration studies.

The concept of Europeanization has become quite fashionable in EU studies in recent years. It is often used for the analysis of the relations between the EU and non-member states. The aim of the article is to examine the possibilities of its application in explaining the relationship between the EU and Ukraine. The structure of the article is as follows: firstly, the concept of Europeanization is defined considering such two disputable issues as distinguishing among concepts of Europeanization and European integration as well as Europeanization and EU-ization. Next, the evolution of the theoretical research of Europeanization and definition of this concept are analyzed. Two main mechanisms of Europeanization (conditionality and socialization) are examined. The author considers main approaches to the analysis of the "external" Europeanization emphasizing the concept of "external governance". Three groups of factors which influence the effectiveness of Europeanization are briefly analyzed. And finally, the peculiarities of application of the Europeanization concept to the Ukraine-EU relations are outlined. Keywords: EU, Ukraine, Europeanization, EU-ization, ‘external’ Europeanization, conditionality, socialization, concept of ‘external governance’
