Conclusion: Guinea-Bissau Yesterday… and Tomorrow

I had the pleasure of commenting on the articles in this issue when they were first presented as papers at the 2006 annual meeting of the African Studies Association, and the remarks that follow remain true to the character of those comments while acknowledging that the original papers have been reworked and updated. These provocative articles, coupled with my experiences doing ethnographic research in Guinea-Bissau—first among Manjaco in the village-cluster of Bassarel more than twenty years ago, and more recently (and briefly) among immigrant Manjaco in Lisbon—have led me to reflect upon anthropology's relationship to recent history, and to what anthropologists can contribute to an understanding of Guinea-Bissau: yesterday, today, and tomorrow. Anthropology has a peculiar relationship to events, especially events that affect whole nations or regions. Anthropologists wish to be current, and we want to illuminate the big picture. And yet we have to acknowledge that there are inherent constraints in our work: the investigations we engage in are usually time consuming, our reports are therefore always belated, and our conclusions are the product of an intimate engagement with relatively few people who are, moreover, often situated on the periphery or at the margins of the state. Thus, even when the articles in this issue were first presented, “today” was already history because their focus was on the period after the war of 1998–99, which began as an attempt by the military to oust President Vieira and ended up as a protracted conflict (largely restricted to the capital, Bissau) that destroyed important infrastructure, caused NGOs to cease operations throughout the country, and led to the mass exodus of at least a quarter-million people from the capital city to seek refuge as “guests” in rural villages (see Vigh 2006).

ABSTRACTGuinea-Bissau has been regularly described as a ‘narco-state’. Yet, few studies analyse how drug trafficking has evolved here. Based on extensive interviews in Guinea-Bissau over several years, this paper documents the process. It concludes that using the term ‘narco-state’, where much of the state has little or no capacity, is inappropriate. A better approach is to analyse the actions of key players as an elite protection network. In Guinea-Bissau, that network did not act on its own, but relied on a series of ‘entrepreneurs' who operated as an interface between traffickers and the elite. While the military as an institution is often said to be in charge of trafficking, exclusive control by high-ranking military personnel within the elite network only occurred relatively late. Senior soldiers' attempts to provide more than just protection, and to enter the drug market themselves, led to the network's undoing.

When village communities exist in the context of a larger political system, understanding of the system of control at the village level requires analysis both of the system of control imposed on the village by the state and also of that which has evolved within the community through centuries of its existence. These two systems, of course, cannot operate altogether independently of each other but must somehow be articulated with one another. The specific ways in which the two systems articulate differ from society to society. Nonetheless a perusal of the literature suggests a solution to the problem of articulation which is common to many societies. The solution apparently is to maintain a relatively autonomous village community over which the higher authority exercises limited control through certain key agents or agencies, as is, for example, the case with Imperial China, Thailand, Ceylon, and Greece. And this was indeed the solution for Japanese villages of the Tokugawa period, in spite of the tight and rigid control of the military government over the peasantry which historians make much of. (Since our discussion will proceed at a general level at which differences in administration between the Shogunate and daimiate governments are minor, both types of government will be simply referred to as “the government” or “governments” without distinction.)

Abstract This research focuses on the issue of state-minority contestations involving transforming and reconstituting each other in post-independent Sri Lanka. This study uses a qualitative research method that involves critical categories of analysis. Migdal’s theory of state-in-society was applied because it provides an effective conceptual framework to analyse and explain the data. The results indicate that the unitary state structure and discriminatory policies contributed to the formation of a minority militant social force (the Liberation Tigers of Tamil Eelam – The LTTE) which fought with the state to form a separate state. The several factors that backed to the defeat of the LTTE in 2009 by the military of the state. This defeat has appreciably weakened the Tamil minority. This study also reveals that contestations between different social forces within society, within the state, and between the state and society in Sri Lanka still prevail, hampering the promulgation of inclusive policies. This study concludes that inclusive policies are imperative to end state minority contestations in Sri Lanka.

Subject. The military-industrial complex is one of the core industries in any economy. It ensures both the economic and global security of the State. However, the economic security of MIC enterprises strongly depends on the State and other stakeholders. Objectives. We examine key factors of corporate culture in terms of theoretical and practical aspects. The article identifies the best implementation of corporate culture that has a positive effect on the corporate security in the MIC of the USA, the United Kingdom, the European Union, Japan ans China. Methods. The study employs dialectical method of research, combines the historical and logic unity, structural analysis, traditional techniques of economic analysis and synthesis. Results. We performed the comparative analysis of corporate culture models and examined how they are used by the MIC corporations with respect to international distinctions. Conclusions and Relevance. The State is the main stakeholder of the MIC corporations, since it acts as the core customer represented by the military department. It regulates and controls operations. The State is often a major shareholder of such corporations. Employees are also important stakeholders. Hence, trying to satisfy stakeholders' needs by developing the corporate culture, corporations mitigate their key risks and enhance their corporate security.

In article the importance of use of psychotherapeutic actions of self-control by employees of a dangerous profession is stated during the work in emergency situations. The state of health of fighters who before the direction in business trip were trained previously in self-control methods at different stages of performance of a fighting task, with a condition of group of the military personnel who didn’t pass preliminary training in energy saving methods is compared.

The article highlights the author’s approach to improving coopera- tion mechanisms of the State Border Service of Ukraine with public organiza- tions and population. There has been analyzed public control as a means their cooperation and priorities of improving the cooperation, particularly, forms and methods of organizing citizens’ feedback, introduction of the assessment pro- cedure of the efficiency of the SBSU and population and public organization. There have been stated conceptual pillars of the public control development in the SBSU, developed by the author, including public control forms and resource provision. There has been considered a mechanism algorithm of the public par- ticipation in the development of the border administration through submitting petitions or proposals concerning a legally enforceable enactment draft (or the legally enforceable enactment currently in force). There has been represented a mechanism model of discussing legally enforceable enactments and public peti- tions, developed by the author. It is noted that one of the mechanisms of interac- tion of the SBSU with the public is effective public control, which becomes an in- tegral part of ensuring national security and political stability. The conditions of permanence of Ukraine's threats in the border area, and in certain areas and their exacerbation, along with further reforms of the institutes of Ukrainian statehood, cause the problem of establishing and implementing public control in the border area as an important and urgent one.It is proved that public control is intended to determine the correctness of the military-force policy in the border area, the validity of the scale and optimality of the forms of activity of the border guards. In accordance with all this, in the subject area of public control should be: political decisions on issues of border security, including international agreements; the expediency and validity of government programs for the provision and reform of the border authorities of Ukraine, assess- ment of the effectiveness of these programs and the procedure for making changes to them.

The research expedition of the Institute of Oriental studies of the Russian Academy of Sciences has been working in Mali since 2015. Since 2017, it has been attended by employees of the State Museum of the East. The task of the expedition is to study the transformation of traditional Dogon culture in the context of globalization, as well as to collect ethnographic information (life, customs, features of the traditional social and political structure); to collect oral historical legends; to study the history, existence, and transformation of artistic tradition in the villages of the Dogon Country in modern conditions; collecting items of Ethnography and art to add to the collection of the African collection of the. Peter the Great Museum (Kunstkamera, Saint Petersburg) and the State Museum of Oriental Arts (Moscow). The plan of the expedition in January 2020 included additional items, namely, the study of the functioning of the antique market in Mali (the “path” of things from villages to cities, which is important for attributing works of traditional art). The geography of our research was significantly expanded to the regions of Sikasso and Koulikoro in Mali, as well as to the city of Bobo-Dioulasso and its surroundings in Burkina Faso, which is related to the study of migrations to the Bandiagara Highlands. In addition, the plan of the expedition included organization of a photo exhibition in the Museum of the village of Endé and some educational projects. Unfortunately, after the mass murder in March 2019 in the village of Ogossogou-Pel, where more than one hundred and seventy people were killed, events in the Dogon Country began to develop in the worst-case scenario: The incessant provocations after that revived the old feud between the Pel (Fulbe) pastoralists and the Dogon farmers. So far, this hostility and mutual distrust has not yet developed into a full-scale ethnic conflict, but, unfortunately, such a development now seems quite likely.

The task of choosing the rational number of power structures is always one of the main priorities of any political leadership of the state. An insufficient number of armed forces is a threat to the national security of the state; an excess number creates pressures on the development of the country's national economy. Today, when the development programs of the Armed Forces of Ukraine are being formed in the context of the practical application of their units and subunits to carry out combat missions, questions of choosing a priority approach to the formation (justification) of the rational size of the Armed Forces of Ukraine is an urgent issue. The article proposes a structure for conducting research on the development and implementation of the methodology of military-economic substantiation of the rational strength of the Armed Forces of Ukraine in the system of defense planning of Ukraine in the formation of programs for their development for the medium and long term. The main objectives of this methodology are: scientific substantiation of the range of the necessary strength of the Armed Forces of Ukraine for the period of the program of their development; the choice of the indicator of the rational size of the Armed Forces of Ukraine according to the years of the program from a certain range of its changes; military-economic substantiation of this number under the influence of various limiting factors. The development and implementation of such a methodology will increase the efficiency of the formation and implementation of development programs of the Armed Forces of Ukraine, as well as the efficiency of using public funds for the development of power structures.


No teaching method has evolved as much as distance education, in the state of Amazonas this would not be different, especially in higher education. Distance Education is a modality where the student is separated from the teacher and uses several communication technologies around all his learning. The methods used were bibliographic, documentary and quantitative. The researched environment was the capital city of Manaus and the municipality of Maués, with the application of the closed questionnaire aimed at higher education students. Our objective was to question certain nuances as their benefits and challenges for those who study Distance Education in the different locations of the State of Amazonas. The result was the realization that among its many advantages in the execution of education, time is considered the main one, and the loss of deadlines its greatest disadvantage, besides the concept of distance education is already well known by university students. Thus, it is well known that with the passing of time and with the progress of the state's modernization, distance education is gradually becoming the most practical means of teaching.
