One of the potential regions in South Sulawesi Province is Tempe Lake region. The socio-cultural conditions of the local community can be an interesting matter to become a foundation in the regional development. The purpose of this study was to identify and to describe the form of community local wisdom in Tempe Lake region that can be considered in the regional development, to analyze the agricultural commodity that become the leading commodity, to identify the development level of rural, to analyze the contents of spatial plan policies that support the local wisdom aspects and to arrange Tempe Lake region’s development referrals with regard to local wisdom. The results showed that 7 local communities has a potential regarding local wisdom aspects. Commodities of fisheries and animal husbandry as leading commodities. Most of the rural areas in Tempe Lake region was at a low level of development. In the RTRW of Sidrap, Soppeng and Wajo Regency had found that assimilation element was the most heavily contented element in the three documents. The referrals of Tempe Lake region development with regard to local wisdom could be based on the local knowledge in regional development planning, natural resource management, local economic development, traditional settlements development, cultural village development, and protection of cultural sites.

Social, economic, institutional, and cultural conditions become the basis of education and provide benefits for science to formulate the introduction of regional potential, regional designations, program development carried out by villages, and routine activities (learning, research, and community service) by students and lecturers of the Faculty of Agriculture Tidar University which has an interest in developing Sidorejo Village, Bandongan District. The research objective is to create an embryonic center for local community-based education in strengthening rural areas that are progressing efficiently, effectively, and sustainably as a form of university connectivity with the local community. This research focuses on identifying the area's potential in a careful village, with a qualitative research method using an ex post facto comparative clause through a social, ethnographic approach. The research was conducted using a purposive sampling technique consisting of village officials, community leaders, youth organizations, family empowerment and welfare, arts and culture actors, business actors, and planning faculty development planners as many as 20 respondents. The results of the study are in the form of identification findings that can be used as objects of community social mapping projections, needs, essential potential, human resource capabilities, institutions, local culture, infrastructure, economy, natural resources, and agriculture to design rural areas to become centers of local community-based education in strengthening, developing and tri dharma of higher education in the fields of agriculture, plantation, animal husbandry, fisheries, and social entrepreneurship.

The sustainability of rural settlements in Serbia has become the main focus of strategic rural development planning. Although it is still difficult to measure the quality of life of the citizens of the Republic of Serbia, preliminary results show that it is necessary to go beyond the GDP as the only or one of its most important indicators. A multidimensional approach and analysis at the local level is necessary for more comprehensive insight into quality of life in order to avoid erroneous or simplified conclusions. Striving to provide more detailed insight into the attitudes and needs of the local population, this research uses a qualitative approach. Subjective measures of how people feel and function in everyday life can predict future reactions, many of which are in the domain of the interests of local public services. The aim of the research is to apply measurement indicators through six dimensions of well-being in order to determine to what extent the inhabitants of rural communities are satisfied with some indicators and how they assess their own well-being. The research results illustrate the importance of understanding the needs of the local population and the perception of overall life experience in monitoring balanced rural development. The research can be adapted and applied to any rural community. Thus, only by developing a participatory approach can one strive for community-based rural development.

This study sheds some light on the regional development planning and regional disparity in Bangladesh and also analyzes spatial disparity of development through several factors to picturize the poverty situation in different regions of the country. In fact, this paper tries to represent the scenario of planning in micro-regional level. Findings from the paper reveal that, some regions of Bangladesh are still underdeveloped because of the fact that they continuously receive marginal share of public expenditure and national budget of the country. Gini Index for the total budget shows an incompatible level of income inequality to the people across various regions in Bangladesh. Northern and West regions of the country are mostly deprived of proper development planning and allocation of efficient budget. Overall, this article deeply provides a briefing for field people involved in regional planning processes in the rural areas. Bangladesh is yet to decentralize empirical power to the local government authority to ensure proper budget allocation and distribution. Allocation in ADP for health, education and agriculture sector should be enhanced urgently. Generating regional data will be much effective to fabricate more dynamic development planning and to understand the current situations of the lack-lusture regions of the country. The poor population in Indonesia is still dominated by people living in rural areas reaching 15.15 million or 60.26% of the total national poor population in the first semester of 2019. One of the efforts made to reduce poverty in rural areas is local economic development (LED). Local economic development is a participatory process of the community, local government, and the private sector to increase local competitiveness through available resources with the aim of creating decent jobs and sustainable economic activities. Serang Village, Karangreja Subdistrict, Purbalingga Regency conducts the LED through the tourism sector. This research encourages describing the implementation of the LED through the Serang Village tourism sector. The research method used is descriptive qualitative. Based on this research, it is found that there are six aspects of local economic development in Serang Village through the tourism sector, namely the LED target group through the utilization of local resources, having accessibility and strategic locations, encouraging the development of innovation and collaboration with the community, there is a sustainable agenda in driving economic activity of the local community, village government provides development facilities and cooperation to the community and local businesses in the development of tourism in Serang Village, the last aspect is that tourism in the village of Serang is managed through clear rules and good management.AbstrakPenduduk miskin di Indonesia masih didominasi oleh penduduk yang tinggal di wilayah perdesaan mencapai  15,15 juta atau 60,26  persen dari total jumlah penduduk miskin nasional per semester I tahun 2019. Salah satu upaya yang dilakukan untuk menanggulangi kemiskinan di wilayah perdesaan adalah dengan pengembangan ekonomi lokal (PEL). Pengembangan ekonomi lokal merupakan proses dimana masyarakat, pemerintah lokal, dan pihak swasta bekerjasama menciptakan kondisi ekonomi yang lebih baik dan menciptakan lapangan kerja, dengan tujuan membangun kemampuan perekonomian di tingkat lokal yang berkelanjutan sebagai upaya meningkatkan taraf hidup masyarakat yang lebih baik. Desa Serang, Kecamatan Karangreja, Kabupaten Purbalingga melakukan pengembangan ekonomi lokal melalui sektor pariwisata. Penelitian ini bertujuan untuk mendiskripsikan bagaimana implementasi pengembangan ekonomi lokal melalui sektor parwisiata Desa Serang dilakukan. Artikel ini menggunakan metode penelitian kualitatif dengan jenis deskriptif. Berdasarkan penelitian ini diperoleh fakta bahwa pengembangan ekonomi lokal di Desa Serang melalui sektor pariwisata berjalan dengan baik serta memiliki peran pada peningkatan perekonomian masyarakat. Rekomendasi penelitian ini adalah meningkatkan kerjasama dengan pihak swasta atau investor dari luar desa.

This study explores the role of small and medium enterprise (SME) clusters in urban–rural linkages, an increasingly acceptable strategy in policy planning for regional development. As this approach to development has mostly been studied from a macro perspective, there is paucity of research from a micro perspective, particularly in the context of Bangladesh. This study, thus, aims to explore the contribution of manufacturing SME industry clusters in linking urban and rural regions. The data used in the study has been collected from 119 SME entrepreneurs using a structured questionnaire. Factor analysis and logistic regression have been applied to explore the contribution of industrial clusters in urban–rural linkages, focusing on the city of Khulna as the study area. The findings show that such SME clusters can positively contribute towards linking the two territories through two main forces, namely, funds and mobility. The findings provide useful insights for policymakers and urban planners to take initiatives for identifying and developing such SME industry clusters instead of focusing on the development of large industries, both in urban and rural areas to enhance balanced regional development. In highlighting the contribution of SME industry cluster as a micro level actor in the process of urban-rural integration, the study aims to make a meaningful contribution to literature in the field of development planning.

The main purpose of this paper is to present estimates of income elasticities for various commodity groups in East Pakistan. To date no such studies have been conducted in that province; and estimates made in other areas of the subcontinent have only limited applicability. Analysis of consumption patterns is essential for development planning because priorities and investment targets have to be based on demand forecasts for different commodities. Forecasting demand requires, among other variables, reliable estimates of income elasticities. In addition, knowledge about elasticities can be useful in deciding taxation policies and other controls over consumption. Further, in countries like Pakistan where large quantities of surplus foods are imported under the United States PL 480 programme, knowledge of income elasticities and regional patterns of consumption is important to permit effective utilization of these imports for economic development.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

В 2018 году дефицит белка и жиров животного происхождения в питании населения России составил 11,8 и 5,5, соответственно. Продолжает оставаться высокой импортозависимость по белку животного происхождения на уровне 10,3, по животным жирам 8,8. Интенсификация развития животноводства соответствует стратегической цели социального развития и повышения жизненного уровня населения нашей страны на ближайшую и отдаленную перспективы. В соответствии с Доктриной продовольственной безопасности взят курс на наиболее полное обеспечение и улучшение структуры питания людей за счет роста потребления ценной в питательном отношении молочномясной продукции собственного производства. Россия располагает всеми необходимыми условиями и имеет реальные предпосылки полностью решить проблему обеспечения населения животными жирами и пищевым белком животного происхождения, но с каждым годом усложняется ситуация с трудовыми ресурсами на селе.In 2018, the deficit of protein and animal fats at the diet of Russian population was 11.8 and 5.5, respectively. High import dependence on animal protein remains at the level of 10.3, and on animal fats 8.8. Intensification of animal husbandry corresponds to the strategy of social development and improvement of living standards of countryside population in near and longterm period. In accordance with the Food Security Doctrine it was taken the course on the most complete provision and improving the structure of peoples diet due to increasing in the consumption of valuable dairy and meat products of own production. Our country has all the necessary conditions and has real prerequisites for fully solving the problem of providing the population with animal fats and protein, but every year the situation with the labor resources in rural areas becomes more complicated.
