Condition and problems of ensuring the cultural security of Ukraine were analyzed. Hypothesis that ensuring development and sustainability of the cultural sphere, formation of a single Ukrainian socio-cultural space based on Ukrainian language, historical memory, spiritual values, cultural traditions is one of priority national interests of the Ukrainian state at the present stage was put forward. Research methodology is based on the principles of objectivity and systematicity. During the research, methods of scientific learning of socio-political phenomena and processes were used, in particular: analysis, synthesis, systematization, empirical, and system-structural methods. The authors prove that cultural traditions, historical memory, self-consciousness and language are key factors that constitute and consolidate a nation, and threats to the nation’s cultural interests can jeopardize its existence. It was found that the centuries-old policy of de-ethnicization and assimilation of Ukrainian ethnos by foreign states has led to deformation and russification of the national linguistic and cultural space of Ukraine, loss of ethnic identity based on the language factor of the titular Ukrainian ethnos, deepening the spiritual crisis of Ukrainian society. It is determined that the key threats in the field of cultural security of Ukraine today are the following: Russia’s hybrid war against Ukraine, formation of information and cultural space of Ukraine under the influence of foreign information flows, imperfection of humanitarian policy in the context of cultivating Ukrainian national values, low level of development of cultural industries, dominance of foreign cultural and artistic products, control over Ukrainian media by financial and industrial groups that often take an anti-Ukrainian position. It was proved that the measures to assert and popularize Ukrainian language as the state language, ensure intercultural communication and interethnic socialization of ethnic subjects of Ukrainian society, formation of national-patriotic education, creation of competitive innovative cultural products and their popularization in the world should be priority directions of the state policy of ensuring cultural security of Ukraine.

The essence and need for the establishment of the Ukrainian Local Orthodox Church are revealed. It shows a direct correlation between the assertion of independence of Ukrainian Orthodoxy from the Moscow Patriarchate and the consolidation of Ukrainian society and the strengthening of national security of Ukraine. A dangerous challenge for the Ukrainian people is that we were forced to realize our ethno-religious identity not through world structures (the Vatican, the Ecumenical Patriarchate, and so on), but through Russian Orthodox fundamentalism, obscurantism, and primitive rite of passage, as a result of the inadequate policy of our guides for decades after the restoration of state independence. The article shows the threats to the national interests and national security of the state created by the activities of the Moscow Patriarchate in Ukraine. Russia now considers the use of inter-Orthodox relations as one of the effective mechanisms against the consolidation of the Ukrainian people for the approval of the Ukrainian local Orthodox Church. It is stated that as a result of the deconsolidation of the Ukrainian Orthodox community, Ukraine will lose the potential of Ukrainian citizens. It is noted that the assertion of the Ukrainian local Orthodox Church is equal to the establishment of the national Church, regardless of other foreign religious centres. The recommendations suggest measures, in particular legislative ones, for the democratic settlement of public-religious and state-Church relations in order to consolidate Ukrainian society. They should help ensure the realization of the national interests of the Ukrainian people in the conditions of modern Russian aggression. The article analyzes the problems of political and religious influence of Russia on the formation of the Ukrainian state in historical retrospect and in modern conditions of hybrid war. Europe wants to see the civilized Ukraine, based on the primacy of law, sustainable development, values of democracy and freedom for all citizens without exception. It is not only about political and economic aspects, but also about spiritual and cultural ones. Constituting the Local Ukrainian Orthodox Church is a powerful spiritual and ideological pillar of the Ukrainian State in building a democratic society, strengthening its image in the world. With the above in view and under the described situation the issue of fast integration of Ukraine into the European and world community becomes more urgent. Religion plays a significant role in this process, which is so important to regulate by the legislation. Thus we see the need for continued reform of the Ukrainian legal system starting from the fundamental political system governed by the Constitution of Ukraine, electoral laws and in particular the body of laws governing the fundamental rights and freedoms of the citizens of Ukraine. The article suggests some high priority measures aimed on creation of conditions for realization of integrative opportunities of religious factors. The proposals provide concrete and effective tools, the implementation of which is aimed at neutralizing the threats of «russkiy mir» in Ukrainian society and formulates recommendations for effective organization of political and legal mechanisms to protect national interests and strengthen national security of Ukraine.

The purpose of the article. Identify the nature of challenges, threats, dangers and risks as destructive factors of social, man-made and natural origin; to prove the priority of the category “threat” as a kind of risk in the domestic legislation on national security; to argue the thesis about Ukraine’s belonging to “risk societies”; point to the further complication of the process of producing various threats and challenges against the state and society. Scientific novelty. Based on the use of the current legal framework of Ukraine on national security, the existence of a process of continuous accumulation of risks in key areas of the state and the transformation of Ukrainian society on this basis into a “society of risk” is proved. Emphasis is placed on accelerating this process in the context of the hybrid war launched by Russia against Ukraine in 2014. Social development dictates the need for a clear verbal designation of destructive factors against the interests of the majority (national interests). The terms describing their likely or real impact on society were “challenges”, “threats”, “dangers” and “risks”. The natural step of their substantive definition and meaningful filling was their implementation in the conceptual and categorical apparatus of national security theory. In a broad sense, national security is proposed to be considered a state of protection of national interests and values, both from challenges, threats and dangers, and risks. The most widely used term in Ukraine’s socio-political realities is the “threat” that is widely represented in national legislation on national security. The total number of threats in modern Ukraine is steadily increasing. According to Western analytical developments, the excessive spread of threats in basic social spheres (economic, political, social, spiritual, cultural, etc.) gives reason to qualify Ukraine as a “risk society”. The situation is complicated by the hybrid war being waged by the Russian Federation against Ukraine and other democratic countries. It is advisable to present the modern hostilities initiated by Russia as a process of continuous production of threats (risks), the total effect of which should be the destruction of the Ukrainian statehood. In such circumstances, Ukraine should accelerate the process of development (updating) and practical implementation of key strategic documents – the National Security Strategy, the Military Security Strategy, the Cyber Security Strategy, the Public Security and Civil Defense Strategy, the Strategy for the Development of the Defense Industrial Complex. But for the time being, such documents are either substantially outdated or missing at all. Conclusions. Society, based on its complex nature, built on unity and the struggle of opposites, feels the constant impact of challenges, threats and dangers (risks), which it generates. There are no unified and generally accepted interpretations of challenges, threats, dangers and risks. Each country offers its own formats of their interaction and mutual transformation. The most widely used of these are “threats” (Ukraine) and “risks” (Western countries). The total number of risks in which Ukraine is directly or indirectly involved is steadily progressing. Accordingly, modern Ukraine is a clearly defined “society of risks.” Under the pressure of numerous challenges, threats and dangers, Ukraine as a “society of risks” abandons the unambiguous (linear) formulation of threats to national security inherent in specific public spheres, and their legislative consolidation. The state provides for the preparation and periodic updating of a number of strategies (national security, military security, cybersecurity, other documents), which should contain a list of major threats that currently exist in state and social development. The image of the Armed Forces of Ukraine is a complex and multifaceted socio-psychological and political phenomenon. A professionallycreated image functions as the most adequate informational object, creating public affection and recognition assuring the adequate perception of the Armed Forces as the power institution of the state. Thus, there's a relevant national challenge to form the positive image of the Armed Forces of Ukraine, and the numerous and versatile definitions of the term "image", the existence of a great number of approaches aimed at interpreting this definition, prove the multilateral aspects, the multidimensional categories and the significant scientific interest to this particular challenge.The Armed Forces of Ukraine is one of the most important elements of the political system of both state and society. In accordance with the Law of Ukraine "On the Armed Forces of Ukraine", the purpose of their existence is the protection of national interests, territorial integrity and inviolability of state borders. Considering the current state of development of the Ukrainian society, the state and its Armed Forces which is determined by the permanent increase of importance of the spiritual component, the issues of patriotic education and forming the image of the Armed Forces, are becoming the top state priority.The realities of modern life determine the objective necessity to develop a clear concept and the generic PR-strategy of the informativecommunication policy of the Armed Forces at a national level, with the aim to establish their positive image, based on the scientific approach and prominent world experience, yet taking into account the modern Ukrainian realities.The international experience has a variety of examples when the implementation of image technologies happens to play a significant role in solving a number of internal state developing tasks, namely: harmonizing the military-civil relations; increasing the level of the military-patriotic education and the general awareness of society in terms of task and activity of the Armed Forces, establishing firmness and sustainability of the moral-psychological state of the subordinated personnel, reinforcing military discipline etc.The information on the Armed Forces of Ukraine is to reflect the actual state of affairs. It is the irrelavance and the disproportion of theinformational material about the Armed Forces of Ukraine and the realities of life that has promoted the lack of trust in the course of the years of Independence, not only to the military command in particular, but to the state authorities as a whole.The article presents an analysis of the relevance of forming the image of the Armed Forces of Ukraine.

Introduction. The article examines the nature and essence of patriotism and friendship of peoples, their crucial role for the life of the Russian Federation. Over the past decades, radical changes have taken place in the political system of Russia, its social and ethnic structure, and a heterogeneous ethno-confessional society has been formed. The author shows that patriotism and friendship of peoples are the most important determinants, specific properties necessary for the integration of our multinational federation ensuring order and stability in the country, its sustainable and dynamic development, the gradual formation of new supra-ethnic and supra-confessional values, and general cultural identity. Methods. The combination of applying methods and approaches is the key to studying the theory and practice of patriotism, recognizing its procedural nature, unity and opposition in the activities of the state and society, the interests of the government, political parties and social groups. The use of the polyparadigmatic methodology in studying the nature and essence of patriotism, in particular, the activity and civilizational approaches, the synergetic method, dialectic categories made it possible to determine the complexity and continuity of the formation of patriotism and patriotic work, to reveal dynamism and conflict, general and special features in them. Analysis. Studying the real state of Russian society points to the weakness of systemic activities of patriotic education, preserving and strengthening the unity and friendship between nations. The lack of a common goal problematizes the search for a common patriotic idea, new foundations for Russian civilization, the common existence of nations, the construction of a welfare state and a harmonious society. Results. The article reveals inadequacy of the declared ideas of patriotism and friendship of peoples to the policy and practice of implementing neoliberal values and the priority of individualism. The author shows that the process of further fragmentation and stratification, alienation and separation of people according to racial, national, ethnic, cultural, religious, confessional, generational, professional and other characteristics continues in society. The transition of already atomized individuals from the ethnic mentality and national behavioral stereotypes to a single patriotic goal – the all-Russian identity – is formal. Today, the activity on the formation of patriotism and patriotic attitudes of consciousness does not affect the deep, essential foundations of society, is of a festival and manipulative nature, and in many respects concerns only the military sphere, tourism and sports. The notes mentioned create significant difficulties in understanding the idea of the common welfare, genuine and false in patriotism, the definition of objective interests of the state, authority and society, social groups and individual elites. Modern globalization inevitably involves taking into account the national interests of Russia, the search for optimal forms of interconnection of civilizational and universal principles.

The author considers the degree of scientific development of the regional policy problem as an important component of the development of Ukraine. Conceptual principles of spatial regionalism, their essence and methods of research are substantiated. The attention is paid to the study of spatial patterns of regions development and to the features of the "center-regions" relations system development. Significant attention is paid to the study of trends in regionalization as a priority improvement of regional economic policy and mechanisms for its implementation. The greatest interest here is the institutionalization of the relations of state power with subnational territories; the division of powers between the regional authorities and the representatives of the central administration. The main goal of local authorities should be to provide a variety of quality services to communities with optimal costs in open activities and accountability to the community and the state. The modern theoretical and methodological foundations of regional social systems research are highlighted. Attention is paid to the problems of securing national interests, in particular the achievement of the unity of Ukrainian society, the observance of the integrity of the state, which is realized through the formation of a common identity of the citizens of Ukraine and is a prerequisite for the viability of the state, the effectiveness of its policy and the full implementation of national interests. It is established that the key to understanding the peculiarities of creating a single identity, which will unite the majority of Ukrainian citizens, is the prerequisite for forming a political nation in Ukraine as a community, belonging to which is based on citizenship, approval of common values of the state, unity of representatives interests of different ethnic, linguistic, regional and religious-confessional groups of Ukraine. The achievement of internal consolidation of Ukrainian society, on the one hand, is a favorable factor for qualitative and internal political transformations; and, on the other hand, to strengthen the foreign policy positions of independent Ukraine.

The article examines the possibility of restricting the right to freedom of speech in order to protect the national interests of the state. An analysis of normative legal acts prohibiting the dissemination of destructive information, such as calls for a violent change in the constitutional order of Ukraine, the outbreak of aggressive war, incitement to national, racial or religious hatred, etc. The right to freedom of expression is not absolute and may be limited. The article substantiates the criteria for state intervention in the information sphere, which allow limiting the dissemination of destructive information and preserving democratic values. Such criteria include the legality of the procedure, the legality of the purpose and the minimum amount of intervention. The article considers the existing mechanisms in Ukraine to respond to harmful informational influences. The law provides for liability for disseminating false information at several levels: civil, administrative and criminal. At the same time, these mechanisms are insufficient, as the concepts of «misinformation», «fake», etc. are not normatively defined. The article describes the state policy to combat destructive information influence. The bases of activity of state bodies created for the purpose of counteraction to dissemination of misinformation and propaganda are considered, namely the Center of counteraction of misinformation at Council of National Security and Defense of Ukraine and the Center of Strategic Communications and Information Security at the Ministry of Culture and Information Policy. The strategies of the state on counteraction to harmful information influence are analyzed. The Doctrine of Information Security of Ukraine is considered, which clarifies the basics of the state information policy in the direction of counteracting the destructive information influence of the Russian Federation in the conditions of the hybrid war unleashed by it. The main provisions of the Information Security Strategy, which defines the general principles of information security, are also considered. The strategies of the state on counteraction to harmful information influence are analyzed. The Doctrine of Information Security of Ukraine is considered, which clarifies the basics of the state information policy in the direction of counteracting the destructive information influence of the Russian Federation in the conditions of the hybrid war unleashed by it. The main provisions of the Information Security Strategy, which defines the general principles of information security, are also considered.

Researched are priorities of military education in the context of national interests and cultural traditions of Russia. The author reveals the problems of organizing military education associated with the change of global ideology and the loss of ideological foundations within the country, the adoption of Western models of education that contradict national cultural traditions. Based on the needs of the state, the author identifies priorities in organizing the training of military specialists. The most important of them are the education of a warrior’s personality, that is, the formation of moral and combat qualities as the basis for the training of military specialists and the expansion, in connection with this, of the interpretation of “competence”, as well as a change in the ideology of the development and content of the Federal state educational standard (FSES) for the training of military specialists.

In the article, the problem of information security of Ukraine at the present stage of development in the context of the information society evolution was analysed. The theoretical approaches to the definition of the essence of the concept of “cybersecurity”, “cyberspace” by Ukrainian and foreign scientists were discovered. It is determined that these concepts are widely used in modern science, but there is still no their clearly defined meaning, which, accordingly, complicates scientific comprehension and practical overcoming of problems and threats in the information space of Ukraine and harms the national interests of the state. The legal framework of Ukraine, which regulates the sphere of information security, in particular, legal acts adopted since 2014, were described. It has been proved, that cybernetic attacks on state information resources have become an integral part of the hybrid war, unleashed by Russia. It is indicated that with the onset of Russian military aggression, the transformation of national information legislation, including the one on cybersecurity, took place. The priority directions of the state policy in the field of ensuring the cybernetic security of Ukraine in the conditions of hybrid war were researched.
