The author considers the degree of scientific development of the regional policy problem as an important component of the development of Ukraine. Conceptual principles of spatial regionalism, their essence and methods of research are substantiated. The attention is paid to the study of spatial patterns of regions development and to the features of the "center-regions" relations system development. Significant attention is paid to the study of trends in regionalization as a priority improvement of regional economic policy and mechanisms for its implementation. The greatest interest here is the institutionalization of the relations of state power with subnational territories; the division of powers between the regional authorities and the representatives of the central administration. The main goal of local authorities should be to provide a variety of quality services to communities with optimal costs in open activities and accountability to the community and the state. The modern theoretical and methodological foundations of regional social systems research are highlighted. Attention is paid to the problems of securing national interests, in particular the achievement of the unity of Ukrainian society, the observance of the integrity of the state, which is realized through the formation of a common identity of the citizens of Ukraine and is a prerequisite for the viability of the state, the effectiveness of its policy and the full implementation of national interests. It is established that the key to understanding the peculiarities of creating a single identity, which will unite the majority of Ukrainian citizens, is the prerequisite for forming a political nation in Ukraine as a community, belonging to which is based on citizenship, approval of common values of the state, unity of representatives interests of different ethnic, linguistic, regional and religious-confessional groups of Ukraine. The achievement of internal consolidation of Ukrainian society, on the one hand, is a favorable factor for qualitative and internal political transformations; and, on the other hand, to strengthen the foreign policy positions of independent Ukraine.

The essence and need for the establishment of the Ukrainian Local Orthodox Church are revealed. It shows a direct correlation between the assertion of independence of Ukrainian Orthodoxy from the Moscow Patriarchate and the consolidation of Ukrainian society and the strengthening of national security of Ukraine. A dangerous challenge for the Ukrainian people is that we were forced to realize our ethno-religious identity not through world structures (the Vatican, the Ecumenical Patriarchate, and so on), but through Russian Orthodox fundamentalism, obscurantism, and primitive rite of passage, as a result of the inadequate policy of our guides for decades after the restoration of state independence. The article shows the threats to the national interests and national security of the state created by the activities of the Moscow Patriarchate in Ukraine. Russia now considers the use of inter-Orthodox relations as one of the effective mechanisms against the consolidation of the Ukrainian people for the approval of the Ukrainian local Orthodox Church. It is stated that as a result of the deconsolidation of the Ukrainian Orthodox community, Ukraine will lose the potential of Ukrainian citizens. It is noted that the assertion of the Ukrainian local Orthodox Church is equal to the establishment of the national Church, regardless of other foreign religious centres. The recommendations suggest measures, in particular legislative ones, for the democratic settlement of public-religious and state-Church relations in order to consolidate Ukrainian society. They should help ensure the realization of the national interests of the Ukrainian people in the conditions of modern Russian aggression. Background: Health systems are complex social systems, and values constitute a central dimension of their complexity. Values are commonly understood as key drivers of health system change, operating across all health systems components and functions. Moreover, health systems are understood to influence and generate social values, presenting an opportunity to harness health systems to build stronger, more cohesive societies. However, there is little investigation (theoretical, conceptual, or empirical) on social values in health policy and systems research (HPSR), particularly regarding the capacity of health systems to influence and generate social values. This study develops an explanatory theory for the ‘social value of health systems.’ Methods: We present the results of an interpretive synthesis of HPSR literature on social values, drawing on a qualitative systematic review, focusing on claims about the relationship between ‘health systems’ and ‘social values.’ We combined relational claims extracted from the literature under a common framework in order to generate new explanatory theory. Results: We identify four mechanisms by which health systems are considered to contribute social value to society: Health systems can: (1) offer a unifying national ideal and build social cohesion, (2) influence and legitimise popular attitudes about rights and entitlements with regard to healthcare and inform citizen’s understanding of state responsibilities, (3) strengthen trust in the state and legitimise state authority, and (4) communicate the extent to which the state values various population groups. Conclusion: We conclude that, using a systems-thinking and complex adaptive systems perspective, the above mechanisms can be explained as emergent properties of the dynamic network of values-based connections operating within health systems. We also demonstrate that this theory accounts for how HPSR authors write about the relationship between health systems and social values. Finally, we offer lessons for researchers and policy-makers seeking to bring about values-based change in health systems.

The article argues that in today's conditions economic education is a strategic resource for improving people's well-being, ensuring national interests, strengthening the authority and competitiveness of the state. The author concludes that a highly educated new economical person is a challenge of time.

The purpose of the article is to analyze the linguistic situation in Ukraine and to discuss its relation to Ukrainian statehood. The current language situation mirrors the socio-political situation in Ukraine and interrelates with language legislation as practiced by Ukrainian institutions of state power. As of today, language legislation is one of the most powerful tools to strengthen the state and increase national stability. In Ukraine language was, is and continues to be a cornerstone of national unity and national security. At present, the Ukrainian language is widely believed to be essential for the persistence of the Ukrainian ethnos. It is an important tool for the consolidation of Ukrainian collective consciousness and the spiritual unity of society. Ukrainian society, which is faced with a number of serious problems, needs a revision of its state-building strategy for the sake of national security. A consolidation of Ukrainian society and a clear national idea is key for a prosperous future of Ukraine. The ethnos is the power of the nation. There is no state without a nation. Language plays a significant role for the conservation of the ethnic identity of a nation and its organization in a state. Namely, the civic society of a state has common interests, values, ideas, emotions etc., which are shared in the process of societal communication based on symbolic messages. These symbolic messages have to be codified in a state language, because, according to Wilhelm von Humboldt, language is the expression of the spirit of a people. Language reflects the level of the power of spiritual energy for the consolidation of national strength. All state mechanisms (the governmental apparatus, administrative and financial institutions) should guarantee the effective functioning of the Ukrainian state language in all spheres of societal life of Ukraine. As far as minority languages are concerned, the state can only guarantee their free development and their protection from suppression, but is not obliged to take on maximum obligations. In this study we discuss how linguistic and legal problems interrelate with basic human rights and freedom and how a consolidated language policy serves the national interests of Ukrainian society. The experience of the last decades, namely the period of Russian aggression against Ukraine, shows how different political forces use language legislation, e.g., the European Charter for Regional or Minority Languages, with manipulative intentions. National identity is constructed by such crucial parameters as language, historical experience and faith. According to current surveys, the majority of Ukrainians share distinctly pro-European views, although modern Ukrainian society is still shaken by disinformation and fake news. We offer a list of proposals that will help to consolidate national security in Ukraine.

This article explains an importance of archetypal foundations for the value choice in order to adapt the state (system) to the modern society (environment). To provide effectiveness of the system requires maintaining equilibrium between the system and the environment through decision-making process (DMP) that is based on balance system’s ends, ways, and means in the framework of possible permissible risk. Beliefs and values are critical for the DMP. Obsolete beliefs and values can decrease system effectiveness drastically. The main task is to produce decisions based on topical values to adapt the system to the environment and maintain national interests. An archetype can help to find a right set of values in a certain environment as a combination of the past and the future. The paradox of the notions of beliefs and values is the need of their saving and the need of their change for successful system development at the same time. They are fundamental and their complete replacement can create chaos and even destroy the system at all. Thus, values choice is a vital and psychological painful process. At first it is difficult to understand the need of their change. Second, it is problematic to find appropriate values that should facilitate successful system development in the given and future environment. To solve these problems the state authority (SA) and the civil society (CS) together should generate decisions through convergent and divergent processes of thinking. A national archetype, as a relatively stable mental structure, combines these processes together based on the experience. A proper balanced participation of the SA and the CS in the state leadership, based on required values, can make the system effective. Value choice does not mean accepting or copying values of others, it means reconsidering current values in order to remain effective and functional as a nation in the modern society. Applying of archetypal foundations can help to choice proper beliefs and values that can facilitate making decisions that will provide soft adaptation of the system to a new environment without conflicts and revolutions.

Condition and problems of ensuring the cultural security of Ukraine were analyzed. Hypothesis that ensuring development and sustainability of the cultural sphere, formation of a single Ukrainian socio-cultural space based on Ukrainian language, historical memory, spiritual values, cultural traditions is one of priority national interests of the Ukrainian state at the present stage was put forward. Research methodology is based on the principles of objectivity and systematicity. During the research, methods of scientific learning of socio-political phenomena and processes were used, in particular: analysis, synthesis, systematization, empirical, and system-structural methods. The authors prove that cultural traditions, historical memory, self-consciousness and language are key factors that constitute and consolidate a nation, and threats to the nation’s cultural interests can jeopardize its existence. It was found that the centuries-old policy of de-ethnicization and assimilation of Ukrainian ethnos by foreign states has led to deformation and russification of the national linguistic and cultural space of Ukraine, loss of ethnic identity based on the language factor of the titular Ukrainian ethnos, deepening the spiritual crisis of Ukrainian society. It is determined that the key threats in the field of cultural security of Ukraine today are the following: Russia’s hybrid war against Ukraine, formation of information and cultural space of Ukraine under the influence of foreign information flows, imperfection of humanitarian policy in the context of cultivating Ukrainian national values, low level of development of cultural industries, dominance of foreign cultural and artistic products, control over Ukrainian media by financial and industrial groups that often take an anti-Ukrainian position. It was proved that the measures to assert and popularize Ukrainian language as the state language, ensure intercultural communication and interethnic socialization of ethnic subjects of Ukrainian society, formation of national-patriotic education, creation of competitive innovative cultural products and their popularization in the world should be priority directions of the state policy of ensuring cultural security of Ukraine.

The purpose of the study is to find ways of overcoming the etatistician legal tradition of regulating human rights in Ukraine in relation to the rights of the nation and the people. The contradictions between the articles of the Constitution of Ukraine on a person and his rights with his articles on restriction of human rights are revealed; between articles about the Ukrainian people and articles about the nation and national interests. The causal relationship between the positivist understanding of law as established and regulated by the state and the practice of legal regulation of human rights, the nation and the people as subjective objects, and not the natural subjects of civil society and the state - theirs, is investigated. servant. Alternative legal regulation based on the dialectic of the individual (person), special (nation), general (people) with the defining role of the people in the law, which includes not only legislation, but also norms of morality, customs, traditions, treaties, is argued. The ideological extremes of legal regulation are criticized: the hypertrophy of anthropocentrism and the sovereignty of the people. The key importance of the elimination of poverty of the people and the creation of a majority of middle-class middle-class majority for the achievement of the main goal of legal regulation of human rights, nation and people – to ensure their freedom is substantiated. As a result of the study, conclusions are drawn: on the advisability of adopting an official legal doctrine in Ukraine on the basis of modern European law of understanding as a source of law; on scientific development of subjects of non-state legal regulation; on amendments to the Constitution of Ukraine regarding the relation between the concepts of nations and peoples and the possibility of limiting a person not in rights, but in their implementation; on the criteria for the equitable legal regulation of mutual human rights, the nation and the people: its fullest endorsement by the majority of these entities as equal in their rights on the basis of the widest consensus between them throughout Ukraine and its individual regions and a steady tendency to increase the middle class in composition people.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

Problem setting. The COVID-19 pandemic, global quarantine, quarantine restrictions created the conditions for society to react quickly. Digital technologies are now being used more intensively, and the public administration sector is no exception. At the same time, the country's development requires systematic strategic and tactical decisions that will accelerate the introduction of modern digital technologies in all spheres of Ukrainian society, also forming and implementation of public policy at various levels of government. The analysis of recent researches and publications. Problems of digital society are studied by such Ukrainian scientists as O. Klepanchuk, O. Petryk, S. Lisovsky, S. Romanyuk, L. Rudenko (the emphasis – achieving by Ukraine the goals of sustainable development, where the development of the digital society is considered as one of the tools); issues of implementation of e-government and e-democracy are studied by A. Emelyanova, S. Loboyko, O. Maevska, A. Semenchenko, V. Dreshpak; research on the implementation of public policy in a particular area, including in the field of justice and the provision of administrative services, are among the research interests of Y. Starylov, J. Sobko, I. Markvych and others. Among foreign researchers, these issues are being investigated by C. Emmanuelli, N. Jain, N. Maechler, D. Malfara etc. Highlighting previously unsettled parts of the general problem: the main contradictions, trends, problems and prospects for the provision of digital public services, based on the conditions created by the COVID-19 pandemic, namely – the application of quarantine restrictions; influence of digitalization on the public policy forming in Ukraine. Paper main body. The article analyzes the problems inherent in modern Ukrainian society in connection with the rapid digitalization processes, that have taken place over the past year. The influence of digitalization on the forming and implementation of public policy is considered on the example of the activity of the Ministry of justice of Ukraine. Based on the results of a survey of civil servants and local government officials conducted by the author, the main trends, problems and prospects for providing public services online are identified. 2020 turned out to be the crisis year for all mankind on the one hand, and on the other hand – it encouraged the rapid development of certain industries, including the field of digital transformation. In public administration, this has been embodied in promoting the use of digital services and governance platforms. In the direction of forming and implementation of justice state policy main efforts are aimed at building online interaction between citizens and the state, reducing the number of paper documents, more efficient administration of open state registers, ensuring control at each step of citizens' appeals, reducing corruption risks. minimization of the human factor in the processes of providing administrative services. The author conducted the survey among students of the Lviv Regional Institute for Public Administration of the National Academy for Public Administration under the President of Ukraine on the provision of administrative services online. 66 applicants from eight regions of Ukraine were involved in the survey. The question was asked: what hinders the development of administrative services online? Among the answers, the most common are (in order from most popular to least): low technical literacy of service consumers; technical unpreparedness of networks;  unpreparedness of the citizens; unpreparedness of officials; insecurity of the information processed; lack of habit to use online;   distrust to the state. Conclusions of the research and prospects for further studies. Contradictions of the digital society development in Ukraine include: the digital divide (the gap in the level of digital equipment); technological unemployment; digital dependence and digital control; digital opportunities for crime; unlimited digital space and its content; the need for large-scale efforts and resources to address the digital space, and needs will only increase; unavailability of information created by bodies-not information managers; form of obtaining information, information is created or obtained in a form unsuitable for machine processing; method of information processing – non-interoperability of data sets from different managers. Among the factors that will determine digitalization processes on the public policy forming in Ukraine, we consider: increasing the technical literacy of service consumers; improving the technical readiness of networks; work with the population to promote the tools of consumption of administrative services online; training of officials to work in the digital space; taking measures to protect information held by the authorities; forming the habit of using online in the field of forming and implementation the public policy; increasing the level of trust to the state.

The article focuses on such a research area as human resources of the state. And their integrated assessment. The results obtained by type of economic activity are quite high, which is fully consistent with the dynamics of actual and future indicators. According to the Strategy of the state personnel policy, their content consists in: defining the tasks of the national personnel management system; development and implementation of a human development monitoring system; increasing labor productivity; calculation of efficiency and return on investment in human development; improving the national system of professional training taking into account the real needs of staff in the field of public administration, social and humanitarian sphere, key sectors of the economy, industry and agro-industrial complex. The procedure for analyzing human resources should begin with the choice of indicators. The final stage of the integrated long-term assessment of human resources is to determine the appropriate integrated indicator as a project component. The trends of each of the selected indicators for the calculation of the integrated indicator of human resources are constructed in the researched. Below are the equations of trends for the indicator "personnel costs of economic entities by type of economic activity", characterize, respectively, industry and construction and are presented in the form of exponential and linear relationships. This choice of trend equations is due to the dynamics of actual indicators.
