Abstract Higher education is in turmoil in the whole world. Universities as organizations are being challenged by their various stakeholders. This is true of any and most organizations. Nevertheless in some places universities continue to be looked upon as providers of the correct answers to those challenges as they have rallied within their ranks self-proclaimed experts in leadership, management and organizational performance. The literature existing documents the issues universities as organizations face in today’s complex world and attempts at pointing at various ways they can take to address those challenges. Specialists and sometimes the general public itself show an understanding of the fact that higher education evolves through its institutions, practices and processes at some paces in global contexts and at different ones in local contexts in spite of a relatively unifying public discourse used especially by decision and policy makers and some parts of the media. In other words, similar concepts may refer to very dissimilar realities making the evaluation of performance difficult and questionable. This paper looks at the way universities address the need for professional development of their leaders and/or managers at the various university levels. The focus will be on Romanian economic and business higher education institutions. The research presented here evolved from a doctoral study one the authors did in the field of leadership in Romanian higher education and from both authors’ experience in the university system in Romania and in other higher education systems they are familiar with. The authors claim and document that in Romania little is still done in terms of formalized, transparent and open access training for university leaders and administrators. The same is true for those who are interested in preparing for a career in academic management or leadership and do not have a clear road map to follow. In the complex higher education system of today professional competence is an important component that cannot be left entirely to personal development needs. Formalized and open access training in management, leadership, educational management, research management, organizational culture, strategic planning and time management skills is critical for one’s professional competence. In Romania both organizations and individuals need to understand the need to offer opportunities for professional training and the need to invest in personal development. This is how academics working or contemplating to work in administration would be empowered to plan for their organization’s performance in an open, transparent, continually and unpredictably changing world.

The article investigates the phenomenon of professional training of the future engineer-teacher of food profile for the formation of sanitary and hygienic culture in professional activity. The structural components are highlighted and their content is analysed: motivational, cognitive (knowledge of conceptual and terminological culture, awareness of methods and means of forming a professional sanitary and hygienic culture of a food engineer-teacher, etc.), activity (ability to organize and form a sanitary and hygienic culture; ability to increase students’ level of sanitary and hygienic culture, etc.).The current stage of development of the higher education system places high demands on the professional and personal qualities of a scientific and pedagogical worker. Implementation of the main tasks of the National Strategy for Education Development in Ukraine requires further improvement of higher education institutions, in particular: introduction of a multi-level education system compatible with the European one; ensuring the fairness and transparency of entrance examinations; creation of innovative structures in higher education institutions; development of international cooperation in the field of education and science; reorientation of the higher education system to the development of competencies specific to the number of specializations during practice and further additional education.Society places new demands on the future engineer-teacher of food profile, who must have deep moral values, a clear civic position, a system of values and beliefs, be ready for creative development and self-improvement and carry out professional activities at a high level. Therefore, in addition to the formation of a harmoniously developed personality, it is necessary to pay attention to the formation of professional competence of the future specialist in the food industry. This need can be realized through the introduction of conceptual approaches to vocational training, retraining and advanced training of teachers for the system of vocational education, the main of which are updating the goals and content of vocational engineering and pedagogical education based on activity approach and personal orientation, updating the competency paradigm taking into account the international experience for the integration of the educational space in accordance with European requirements. The article offers the main interpretations of the concept and structure of multicultural competence, the impact of its individual components on the professional and personal development of teachers of humanities in higher education in the Republic of Poland. It is considered that among the ways to improve the system of professional training is the development of multicultural competence of future specialists in the humanities, adequate to European standards is possible provided the active implementation of progressive ideas of foreign experience in training relevant specialists in the practice of domestic higher education. The development of multicultural education of future teachers of philology is due to the need to awaken national awareness, the revival of national cultures and the need to preserve the identity of each of them. It was found that the development of multicultural competence in the direction of spreading culture, erudition, individuality of the specialist, his preparation for participation in the implementation of the challenges of society is especially relevant. in Polish pedagogical science has key competencies of socio-pedagogical component in the form of the ability to self-esteem, the ability to resolve conflicts, cooperate effectively with other people, navigate and conduct multicultural dialogue in modern real and virtual social environments and more. It was found out on the basis of logical-system analysis of the content of a significant number of philosophical, sociological, psychological, pedagogical and sociopedagogical sources that the competence approach is a methodological basis for determining the content and specifics of professional competence of specialists in various fields, including teachers of philology. It is determined that such concepts as cultural tolerance, multicultural worldview, moral responsibility should be one of the main qualities of a modern teacher of humanities, as well as the overarching goal of educating students as European citizens of the XXI century. Abstract The problem of professional training of skilled human personnel in the industry of information communication technology, the urgency of which is recognized at the state level of Ukraine and the world, has been considered. It has been traced that constantly growing requirements of the labour market, swift scientific progress require the use of innovative approaches to the training of future ІТ specialists with the aim to increase their professional level. The content of standards of professional training and development of information technologies specialists in foreign countries, particularly in Japan, has been analyzed and generalized. On the basis of analysis of educational and professional standards of Japan, basic requirements to the engineer in industry of information communication technology in the conditions of competitive environment at the labour market have been comprehensively characterized. The competencies that graduate students of educational qualification level of bachelor in the conditions of new state policy concerning upgrading the quality of higher education have been considered. The constituents of professional competence in the structure of an engineer-programmer’s personality, necessary on different levels of professional improvement of a specialist for the development of community of highly skilled ІТ specialists, have been summarized. Positive features of foreign experience and the possibility of their implementation into the native educational space have been distinguished. Directions for modernization and upgrading of the quality of higher education in Ukraine and the prospects for further scientific research concerning the practice of specialists in information technologies training have been suggested

This research presents the results of applying the theory of competence framework to evaluate the current competence of middle management in enterprises, in the case study of DOJI Gemstone Jewelry Group (DOJI Group). By using in-depth interviews and survey through questionnaires, the research results show that the middle management level at DOJI Group has satisfied relatively well the most competencies of the professional competence group, executive management competence as well as personal development competence. However, some of the competencies that need to be further improved include time management, training and leadership competence, innovation and learning competence. The solutions given are for reference by DOJI Group and other private enterprises in Vietnam in the assessment and development of middle management level.

In this article the authors investigated the transformation and integration of the higher education system of the Republic of Kazakhstan, as a new approach to solving the problems of education in the world practice caused the need for a radical revision of organizational, structural, ideological aspects, updating the content of education, increasing the quality requirements for training specialists in accordance with the current stage of development of Kazakhstan society and global integration processes in the world educational space. In this regard, the article also analyzes the actualization and the problem of professional training of foreign students in the main areas of higher education: the solutions to such problems as the internationalization of education and the coordination of the activities of the legislative and executive bodies of states in the field of education, and the possibility of organizing a unified system of continuing education and improving the quality of education at all its levels were considered. The authors determined the genesis of the development of professional training of foreign students in higher education institutions of Kazakhstan, motivated by the dependence of education on the needs of society, its economy and national and cultural characteristics; as well as the dependence of the choice of the country of study on the “intellectuality” of the environment, and also made a forecast of the prospects for the development of professional training of foreign students and the internationalization of higher education in general.

The article substantiates the purpose, stages, content, algorithm and methods of implementation. The entry of Ukrainian higher education into the European space determines the need for specialists with integrated specialties. The purpose of the article is to investigate the purposefulness of the formation of managerial competence in future professionals in the social sphere to ensure the educational and methodological process in higher education institutions. Methodology – general industry, research, information, diagnostic, subject methodical. Thus, there is a need to modernize professional and human resources. Therefore, the issue of scientific understanding of quality training of social workers in management, i.e., leadership of small and large groups of people, their ability to be highly qualified professionals with established managerial competence. Modern approaches to understanding the process of formation of managerial competence in future professionals in the social sphere, which is determined by the focus on the object of management, taking into account its specifics and the nature of development in the socio-educational environment. Based on the analysis of scientific sources, the essence and content of the concept of "managerial competence" are revealed. The understanding of professional training as an important component of managerial competence of future specialists in the field of management is highlighted, in particular, that professional training is a set of knowledge, skills and abilities, mastery of which allows a person to work as a specialist or a skilled worker qualifications. The main purpose of the formation of managerial competence in future professionals in the social sphere is to achieve a high level of its main components and ensure the manageability of the educational and methodological process. Based on the analysis of pedagogical, methodological, philosophical research of the essence, content and structure of managerial competence in social specialists, the founders revealed as a component of professional competence of a social specialist, a dynamic integrated systemic education, which is manifested in management. In turn, management activity is the result of managerial training of a social worker to evaluate his or her professional activity. Professional training of future social professionals for management is a necessary component that requires clarification of the concept of "professional training of social professionals" in order to form managerial competence for effective performance of professional duties and opportunities for successful work in the chosen profession.

The prerequisite for ensuring the professional training of masters in the specialty "The Primary Education" in Ukraine is the formation of their professional competence to teach in the higher education institutions. After all, in addition to qualifying as a primary school teacher, they are also qualified as the teacher of pedagogy. Accordingly, the preparation of the modern primary school teacher requires the organization of the educational process in higher education on a scientific humanistic basis which provides purposeful systematic provision of psychological and pedagogical training of scientific and pedagogical staff for the higher education institutions of different levels of accreditation for their interaction with students. This article summarizes the author's experience of studying the teaching methods of the disciplines "Fundamentals of Pedagogy", "Didactics", "Theory and Methods of Education", "Socio-pedagogical Fundamentals of Educational Management" and "History of Pedagogy". In particular, theoretical and aspects of students' methodical activity are revealed: active listening, participation in dialogue and discussion during lectures, observation of pedagogical classes from different sections (basics of pedagogy, didactics, theory of education, history of pedagogy), development of the text of lectures on separate topics, micro-teaching and analysis of pedagogical situations, their modeling, execution of creative tasks, production of visual material. Preparation of the masters for teaching of pedagogical disciplines in the institutions of higher pedagogical education facilitates their mastery of the basic concepts and categories of pedagogy, historical aspects of the formation of pedagogy as a science, current trends in education; the content of pedagogical disciplines in the institutions of higher pedagogical education; features of the education process, its regularities and principles, the methods and organizational forms, etc. Also, in the process of studying the methodology of teaching pedagogical disciplines, the masters have the ability to prepare curricula for disciplines; to plan and conduct various types of training (lectures, seminars and practical classes); to control and diagnose students' educational achievements; to organize various types of cognitive work with students, etc.

The article reveals the issues of professional motivation of graduates of institutions of higher education to self-realization in life, the need for interaction between employers and institutions of higher education, which trains specialists for a particular sphere and not always cope with providing them with the knowledge that affects the development of competencies necessary for the performance of official responsibilities at a particular place of work. The emphasis has been placed on the importance of vocational guidance measures for professional motivation, interaction between employers and institutions of higher education. The importance of acquiring professional competence by students for professional self-realization in the future, application of innovative technologies in their teaching, involvement in situational modeling and project development have been highlighted. It has been emphasized that the component of the student's educational motivation can be orientation to international relations, the state's course on academic mobility. The publication outlines the positions of modern scholars on the difficulties of self-realization in the professional sphere, which are influenced by external and internal factors. It has been noted that in the structure of readiness for professional activity, there are motivational, emotional-volitional, orientational components. It has been emphasized that insufficient level of professional training of graduates is explained by the emphasis on their attention only on the material and social advantages of the chosen profession. The focus is on the need for youth to find appropriate bases of practice that will satisfy the institution of higher education, students and employers. It has been noted that an important role for the employer plays a potential employee's possession with new information technologies. It has been explained that today it is important to rethink the role of scientific designing, counseling, directing students to self-realization and scientific guidance from teachers as mentors, tutors. It has been emphasized that the modernization of the educational branch focuses on the recognition of the diploma of the graduate of the institutions of higher education as evidence of real professional qualifications.

Since gaining independence, Kazakhstan has been carrying out active reforms in the field of higher education. This, in turn, led to a systematic policy of transition to a market economy. The research work will include the current state of the higher education sector in Kazakhstan and further development provided for by the Bologna process. In the course of the study, several typologies will be identified to visualize how the education system in Kazakhstan has revolutionized. Analytical methods, such as pie charts and graphs, are also used to analyze research data. The study discusses the need to improve the quality of human capital by improving and modernizing the higher education system. Domestic higher education plays a vital role in the professional training of competent and globally competitive specialists for all sectors of the economy of Kazakhstan.

This book evaluates the threats—real and perceived—that American colleges and universities must confront over the next thirty years. Those threats include rising costs endemic to personal services like higher education, growing income inequality in the United States that affects how much families can pay, demographic changes that will affect demand, and labor market changes that could affect the value of a degree. The book also evaluates changing patterns of state and federal support for higher education, and new digital technologies rippling through the entire economy. Although there will be great challenges ahead for America’s complex mix of colleges and universities, this book’s analysis is an antidote to the language of crisis that dominates contemporary public discourse. The bundle of services that four-year colleges and universities provide likely will retain their value for the traditional age range of college students. The division between in-person education for most younger students and online coursework for older and returning students appears quite stable. This book provides a view that is less pessimistic about the present, but more worried about the future. The diverse American system of four-year institutions is resilient and adaptable. But the threats this book identifies will weigh most heavily on the schools that disproportionately serve America’s most at-risk students. The future could cement in place a bifurcated higher education system, one for the children of privilege and great potential and one for the riskier social investment in the children of disadvantage.
