This paper investigated how much the public's willingness to pay (WTP) for the cost of public water supply services (PDAM) in Pekanbaru City. This research also projected how much urban water demand of this city for period of 2014-2032. This study divided samples into two categories, namely (i) middle and high income society, and (ii) low income one. These categories were based on the type of house ownership, and the percentage of low income family in this city This research obtained two main factors affected to the WTP for public water services (Y), such as; (i) the number of family members (X1), and (ii) the amount of family income (X2). The equation formula of Y = -677.816 + 12934.502 X1 + 0.012 X2. The average publics willingness to connect to PDAM for the middle and high income society was 62.13% and for the lower class was 44.44%.There was a trend that the middle and high incomes societys water demand was relatively higher than that the lower one. The amount of water tariffs for middle and high income class society was at the average of Rp.6.615 / m3, and Rp.4.971/m3 for the lower income one. This tariff was higher than the average tariff in 2014 (Rp. 3,300 / m3). The water supply capacity in 2014 was estimated to 620 l/sec, and it was projected that water demand in 2032 will increase to 3,946 l/sec (three folds).Tulisan ini meneliti berapa besar keinginan masyarakat untuk membayar biaya pelayanan pengadaan air bersih (PDAM) di Kota Pekanbaru dan membuat proyeksi kebutuhan air bersih Kota Pekanbaru 2014-2032. Sampel calon pelanggan air bersih dalam penelitian ini dibagi atas dua kategori, yaitu (i) masyarakat kelas menengah keatas,dan (ii) kelas menengah kebawah. Penelitian ini mengidentifikasi dua faktor utama yang mepengaruhi keinginan masyarakat menengah ke atas membayar pelayanan air bersih PDAM (Y), yaitu; (i) jumlah anggota keluarga (X1), dan (ii) besarnya pendapatan keluarga (X2), dengan formula Y= -677,816 + 12934,502 X1 + 0,012 X2. Keinginan untuk menyambung pada masyarakat menengah keatas sebesar 62,13% dan di kelas menengah kebawah adalah 44,44%. Besarnya tarif air bersih yang diinginkan masyarakat menengah keatas Rp.6.615/m3 dan Rp.4.971/m3 untuk kelas menengah kebawah.Tarif ini lebih tinggi dari rata-rata tarif PDAM pada tahun 2014 yaitu Rp. 3.300/m3.Kapasitas pasokan PDAM air pada tahun 2014 adalah 620 l/detik, namun diproyeksikan kebutuhan air bersih meningkat menjadi 3.946 ll / detik untuk tahun 2032.

Food insecurity is a persistent issue among individuals with low income and is associated with various nutrition- and health-related consequences. Creative approaches to increasing food access should be investigated as possible solutions. Meal kits, which are boxes or bags of fresh and shelf-stable ingredients for one or more meals, along with a step-by-step recipe showing how to cook each meal at home, may serve as a creative solution. Meal kits have historically been marketed to higher-income demographics. The purpose of this pilot study was to investigate the utilization, acceptability, and willingness to pay for a healthy meal kit program among African American main food preparers with children and low income (n = 36). Participants received a healthy meal kit with three recipes and ingredients, a cooking incentive, and a nutrition handout weekly for six weeks. Data were collected on participants’ use, acceptability, and willingness to pay for the meal kits and analyzed using descriptive statistics. The intervention was highly utilized, and participants reported high acceptability ratings for most recipes. After the intervention, participants were willing to pay $88.61 ± 47.47 for a meal kit with three meals, each with four portions, which was higher than indicated at baseline and similar to the cost to produce the kits. Meal kits may offer a creative solution to improving food access if affordable for families with low income.

Recently, sprinkler systems have been designed based on hydraulic calculations to determine the diameter of the water supply pipe. However, the hydraulic calculation currently applied in the underground parking lot area of apartments is generally applied for economic benefits obtained by reducing the pipe size specified in the National Fire Safety Codes Installation Standard. However, the Standard overlooks the nature of hydraulic calculation. Therefore, this study examines and analyzes the flow rate, pressure, and flow rate relationship obtained by supplying a capacity higher than the water supply-demand capacity required for the hydraulic calculation as the water supply capacity of the fire pump. Accordingly, through suggesting an improvement in pressure-reducing valve installation, the firefighting system separation, pipe-diameter change application, the engineer's skill, water supply capacity, and water demand capacity could be matched to uniformly supply the minimum pressure and flow rate for each sprinkler head. It is expected that it can be improved in a direction that satisfies the hydraulic calculation standards.

Purpose Studies addressing rural residents’ understanding of global warming and their willingness to pay higher prices to mitigate it are very limited. The purpose of this study is to examine the general understanding and attitudes of rural residents in China regarding global warming and their willingness to pay higher prices to mitigate it. Design/methodology/approach This study surveyed 1,185 rural residents in three counties of coastal, middle and western China. Multivariate regression analysis was conducted to reveal the relationships between the willingness to pay higher prices to mitigate global warming and influencing factors. Findings The majority of respondents had heard of global warming; however, their knowledge of the phenomenon and its causes was very limited. Most respondents admitted the likelihood of risks from global warming. Although most respondents thought they had an obligation to mitigate global warming, only a small percentage of them were willing to pay higher prices to address the problem; the unwillingness of respondents to pay higher prices to mitigate global warming may have been associated with their low income and perceived inability to handle the cost, externalisation of responsibility and causes and lack of knowledge of how to affect it. Originality/value This study examines the general understanding and attitudes of rural residents in China regarding global warming and their willingness to pay higher prices to mitigate it. The research is conducive to climate change communications and the implementation of climate policies in China’s rural areas.

Objectives Describe what costs and benefits parents across the socioeconomic spectrum weight most heavily when making decisions about sport participation for their children. Method Cross-sectional survey of a nationally representative online panel of parents of children between the ages of 5 and 18 (n = 1025, 52% response rate). Parents rated the importance of a series of potential costs and benefits of youth sport and these responses were compared across tertiles of per capita family income. We first examined the association between family income tertiles and cost and benefit variables. Model-based cluster analysis was then used to identity homogeneous groups of responses to costs and benefits. Results In all income tertiles, the top two benefits of sport were the same: having fun and being physically active. Sport as a means of keeping children out of trouble was very important for 64% of low-income parents as compared to 40% of high-income parents. Obtaining a college athletic scholarship was very important for 26% of low-income parents, as compared to 8% of high-income parents. Relative rankings of potential costs were similar by income tertile, with risk of concussion and other injury and the impact of sport on schoolwork prioritized across tertiles. Conclusions Parents prioritized fun and fitness in sport, and were concerned about injury and the impact of sport on academics. Lower income parents were the most likely to view keeping their child out of trouble, and the potential for a college athletics scholarship, as benefits of sport. Efforts to support parental decision making should be grounded in an understanding that family preferences are contextually constrained. While all parents should be appropriately informed about the potential costs and benefits they are weighting in their sports-related decision making, such family-focused efforts should be balanced with the recognition that structural change is needed to address income-related concerns about sport participation.

Abstract Background Income disparity among different socioeconomic strata in the United States has widened sharply in recent decades. Take into account the well-established link between income and health, this widening income gap may provide insight into the dynamics of the cancer disease burden in American adults. Assess the temporal trends of the 20-year predicted absolute cancer risk in American adults at different socioeconomic classes. Methods The cross-sectional analyses were carried out using data from adults aged 20 to 85 years between the 1999 and 2018 NHANES. Socioeconomic status was divided into three groups based on the family income to poverty ratio (PIR): high income (PIR ≥ 4), middle income (> 1 and <4), or at or below the federal poverty level (≤ 1). Results The analysis included 49 720 participants. The prevalence of lung cancer was lower in high-income participants than in middle-income participants (0.15% [n= 19] vs 0.35% [n= 92], p <0.001). For the low-income stratum, the prevalence of breast cancer was 1.12% [n = 117], but the number of adults in the middle (1.48% [n = 391], p = 0.009) and high-income levels (1.71% [n = 219], p <0.001) has increased. Conclusions The study found that the prevalence of cancer diseases was increasingly different among participants of different socioeconomic classes of NHANES from 1999 to 2018. Further research is required on the dynamics and health impact of income inequality, as well as public health policies and efforts to reduce these inequalities.

Abstract We conduct a comparative welfare analysis of 133 historical policy changes over the past half-century in the United States, focusing on policies in social insurance, education and job training, taxes and cash transfers, and in-kind transfers. For each policy, we use existing causal estimates to calculate the benefit that each policy provides its recipients (measured as their willingness to pay) and the policy’s net cost, inclusive of long-term effects on the government’s budget. We divide the willingness to pay by the net cost to the government to form each policy’s Marginal Value of Public Funds, or its ``MVPF''. Comparing MVPFs across policies provides a unified method of assessing their effect on social welfare. Our results suggest that direct investments in low-income children’s health and education have historically had the highest MVPFs, on average exceeding 5. Many such policies have paid for themselves as the government recouped the cost of their initial expenditures through additional taxes collected and reduced transfers. We find large MVPFs for education and health policies among children of all ages, rather than observing diminishing marginal returns throughout childhood. We find smaller MVPFs for policies targeting adults, generally between 0.5 and 2. Expenditures on adults have exceeded this MVPF range in particular if they induced large spillovers on children. We relate our estimates to existing theories of optimal government policy, and we discuss how the MVPF provides lessons for the design of future research.

Survival for pancreatic cancer remains poor. Surgical resection remains the only chance for cure. The intent of this study was to investigate the role of socioeconomic status (SES) on resection rates for pancreatic adenocarcinoma. The National Cancer Institute's Surveillance, Epidemiology, and End results database was used to identify patients with pancreatic adenocarcinoma. Disease was deemed resectable or unresectable based on the extent of disease code. Median family income was used as a SES variable to compare patients who underwent resection with those who did not. Median family income was organized into three categories based on definitions from the national census: less than $34,680 (low income), $34,680 to $48,650 (middle), and greater than $48,650 (high income). A total of 5,908 patients with potentially resectable disease were included. A total of 3,331 patients did not have a surgical resection despite having resectable disease. Subgroup analysis of income status revealed that patients with a low or middle income were less likely to have a resection when compared with those with high income (33.0 vs 39.9 vs 45.8%, P = 0.0001). Multivariate analysis revealed that low and middle SES and race were significant predictors of resection. Ongoing study of access to health care may help define the means to eliminate the disparities in the care of patients with pancreatic adenocarcinoma.

Empirical insights were made into the challenges of supplying water to communities within low-income areas of peri-urban Blantyre, Malawi. A networked public water supply is provided to those without a domestic tap via communal water kiosks managed by community-based Water User Associations (WUAs) under a government mandate. There has been considerable debate surrounding the tariff charged for water supplied to such vulnerable communities. However, research has largely failed to consider the costs of WUAs operating the kiosks and the impact on the kiosk tariff. The determination of kiosk tariffs is critical to ensuring lifeline access to a sustainable water supply under Sustainable Development Goal 6. We provide evidence of this from our experience in the field in Blantyre. In particular, we argue that sustainable kiosk running costs cannot be born solely by the end user. A number of reforms are needed to help reduce the kiosk tariff. To reduce WUA costs and the kiosk tariffs, WUAs need more training in financial record keeping and cost management, WUAs should not inherit outstanding kiosk debt upon taking over their operations, and water boards should build kiosk costs over which they have fiscal responsibility into integrated block tariff calculations and subsidize them accordingly.

This study aimed to investigate the willingness of residents of ger (traditional nomadic house) areas to pay for improvements in the water supply and wastewater treatment system in terms of capital costs and operation and management (O&M) costs by contingent valuation (CV) method and payment card format. The problems in the ger area are a lack of a drainage system, the use of unimproved sanitation technology, and an unsafe water supply, in addition to the direct discharging of wastewater into pit latrines, soak pits, yards, and streets. The contribution of this study is the application of this method in a previously unstudied area to enhance the participation of ger communities that are absent in the development plan of Ulaanbaatar city. A field survey was conducted in one of the ger areas, the Damba planning unit, and 298 samples were collected from residents. Data were analyzed and compared using ordinary least squares (OLS) and Tobit regression models. Model results showed that the average total willingness to pay for the water supply and wastewater treatment facility installation was 1000 thousand Mongolian tugrik (MNT), and the average total willingness to pay for the operation and management costs was a maximum of 3000 MNT per month. The important factors affecting the residents’ willingness to pay (WTP) for installation were the housing type, current monthly payment for water supply, income level, and education, in order of significance. People living in their own detached house and educated greater than high school were more willing to pay for the installation of water supply and wastewater treatment facilities. Those who were paying higher for their monthly water supply were more willing to pay for the installation cost. With respect to the WTP for O&M cost, the WTP was associated with the family size, income level, housing, time for water access, and education, in order of significance. Families a larger number of members were more willing to pay, and low-income people were less willing to pay for O&M. Education showed a positive influence on the WTP for O&M. Water access time also affected the WTP of those who could not access water within 30 min, as they indicated low WTP values.
