Сontemporary counter movements, universally dubbed as ‘populist’ differ in many respects, but they all agree on a number of significant political and economic issues. First, a condemnation of the economic polices shared until now by the major electoral parties. Second, a criticism that the economic mechanism and political process have led to social polarisation. Third, a contention that electoral democracy has delivered an oligarchic bloc of irresponsible elites who have utilised neo-liberalism to legitimate their own interests. Skepticism about the benefits of the global order is fueled by two political issues. First, the results of globalized markets do not solve many incompatibilities, and this leads to critical movements against the establishment. The second problem is that the economic mechanism must move from the coordination of the global market to public administration. If market coordination leads to booms and busts, enrichment and poverty, some form of administrative coordination is an acceptable alternative. Such political events are associated with economic nationalism. However, a globalized neoliberal economy has created many obstacles to deter governments from pursuing policies promoting economic nationalism. In addition, there are limits to the power of administration — political, constitutional and economic. Anyway, it can be assumed that if economic coordination could be carried out on the principles of planning and maximizing public welfare, many of these problems could be solved.

This contribution should be seen as an attempt to retrieve information from restcategories, such as «does not know» and «no answer».  From these, and from other data as well, we constructed 10, mostly summating, indexes of political ignorance. Among them is an index of objective ignorance, that is about political events, persons and situations.  The others aim at more subjective dimensions. Does the respondent feel informed about the political process : about government and party performance, partisan congeniality, modalities of voting, local politics social problems, political issues ?There seems to be some evidence in favor of the following hypotheses.1. The indexes tend to compensate each other: respondents who score low on one index, do not necessarily score low on the next one.2. I t is difficult to ascertain the validity of an index of objective ignorance. Moreover it does by no means express all the (relevant) dimensions of political information.3. A mong indexes of subjective ignorance one should distinguish between «policy» and «political» information ; the latter seems to refer to a situation where strictly political rules of the game, a.o. those of political conflict, prevail.4. Of all indexes the «political issues» index showed the most discriminating power, as well as the most expected associations.

The author has analyzed the problem aspects of public administration of educational change in modern Ukraine. Special frameworks of public administration of educational change in an information society have been determined. The author has analyzed the categories of the implementation process of educational change. The author has explored the key features of external environment of such activity, formed by regulatory acts for settling relations in a particular area. The author has highlighted a set of contradictions of public management of educational change and recommendations for state agencies regarding the organization of an effective process of implementation of educational change as a social and political process with an emphasis on peculiar properties of the educational change. It is determined that the updated legal and regulatory framework of the educational sector, at the same time, extends the scope of professional freedom of teaching and, hence, sets high requirements for the professionalism of teachers. The change in the focus of educational activity by innovations is declared in terms of practice, interactivity and functionality. The teacher will now create educational and training programs tailored to the needs of students and local communities, will create an open learning environment, taking into account the potential of the school and involving the partners in the educational process. However, it has been proved that the methods of active and problem-searching approach defined in the updated normative provision of education in Ukraine require appropriate conditions for the educational process. An active student becomes an active citizen; school, school environment and class become a micro-society. Like the society itself, the school environment is not devoid of conflicts or problem situations. It is in these conditions that students have the opportunity to learn to consciously identify their own interests and gain experience in civic activity.

This paper examines the socio-political process by which an ensemble of such calculative practices and techniques as accounting came to be developed, adopted, and justified within turn-of-the-century public administration. We are particularly concerned with examining the influence of John R. Commons and other early institutional economists during this Progressive era. Using primary and secondary archival materials, our purpose is to make three main contributions to the literature. First, the paper explores Commons' contribution to the debates over “value” which seems to be somewhat unique in that he explicitly recognized that there exists no unproblematic, intrinsic measure of value, but rather that it must be socially constituted as “reasonable” with reference to common law. To illustrate this point, this paper explores Commons' role in the historical development and implementation of rate of return regulation for utilities. Second, the paper describes the contradictory role accounting played during this period in ostensibly fostering administrative objectivity while accommodating a more pragmatic rhetoric of “realpolitik” in its development and deployment. The third contribution is to establish a linkage between current work in economics and accounting concerned with utility regulation and the debates of ninety years ago, noting that Commons' contribution has not been fully explored or recognized within the accounting literature.

Some political economists explain the apparent downplaying of the importance of economic issues in political events such as Brexit with reference to the growing anger or despair people on low incomes feel about the economy. This ‘everyday political economy’ article draws on an ethnographic study conducted between 2016 and 2018 with residents of an English city to explore what people think about the phenomenon of the economy. It reveals significant differences in how interested high- and low-income participants are in the economy and its role as a bedrock for welfare. Low-income participants are more negative about the economy, particularly contesting politicians’ claims that it is distinct from the human sphere, when they view it as controlled by the rich. However, reasoning is based on post-2008 crisis economic conditions, and any lack of interest in the economy may be more calculative and temporary than is often assumed.

Public administration is carried out through the public service. Public administration is an instrument of the State which is expected to implement the policy decisions made from the political and legislative processes. The rationale of this article is to assess the working relationships between ministers and permanent secretaries in the Government of National Unity in Zimbabwe. The success of the Minister depends to a large degree on the ability and goodwill of a permanent secretary who often has a very different personal or professional background and whom the minster did not appoint. Here lies the vitality of the permanent secretary institution. If a Minister decides to ignore the advice of the permanent secretary, he/she may risk of making serious errors. The permanent secretary is the key link between the democratic process and the public service. This article observed that the mere fact that the permanent secretary carries out the political, economic and social interests and functions of the state from which he/she derives his/her authority and power; and to which he/she is accountable,  no permanent secretary is apolitical and neutral to the ideological predisposition of the elected Ministers. The interaction between the two is a political process. Contemporary administrator requires complex team-work and the synthesis of diverse contributions and view-points.

The article covers the topic of the networked identity that is relevant in the context of the rapid informatization of society and politics. The author considers the display of network elements of political and identification processes during the specific political events taking place in France (the movement of "yellow vests"). The analysis shows at least 2 sustainable approaches to the study of networkization of modern political and identification processes. The first focuses on the emergence of a new type of identity (networked). The second emphasizes not the emergence of a new type of identity (networked), but rather the networkization of existing, established types of identities. The author chooses the case method as the main research method to fulfill the task set in the paper. The author chooses the case method as the main research method and identifies five attributes of the networked identity display during political events related to the movement of “yellow vests” in France: a variety of ideas (and identities) among the participants of the movement; a wide and changing (situational, related to fluctuations in the information agenda) set of requirements; structural de-hierarchization of the movement; the geographically dispersed locations of the protest activity and its longevity.

Analyzing publicly available content on various social media sites such as YouTube and Twitter, as well as social network sites such as Facebook, has become an increasingly popular method for studying socio-political issues. Such public-contributed content, primarily available as comments, let people express their opinions and sentiments on a given topic, news story, or post, while allowing social and political scientists to extend their analysis of a political discourse to the social sphere. This new age political process, which involves political agents reaching out to their audiences through social media and common folks using social media to express their opinions and sentiments, are here referred to as “Politics 2.0.” Recognizing the importance of Facebook in studying Politics 2.0, the chapter provides a comprehensive overview of the research work in social and political science domains that use Facebook as a tool for analyzing various socio-political issues. Several popular approaches for collecting and analyzing data from Facebook are provided, and their applications to understanding public opinion and sentiment around various issues of interest are discussed. The chapter also introduces a couple of handy tools that could help the researchers and practitioners gather and analyze a large amount of Facebook data easily and effectively. The chapter concludes with a discussion on opportunities and challenges for understanding Politics 2.0 with Facebook.

This study finds out the use of Facebook by non-governmental organizations (NGOs) in Turkey to engage the social and political events of the country. NGOs are civil society organizations aiming at promoting participation of citizens in social and political issues. They are a part of democratic system and they have important role to struggle with corruptions and improve the legitimacy of political-legal organization in political system. NGOs work using social networks and promoting civic culture. Therefore, the use of new communication and interaction channels is necessary for NGOs to develop social networks and civic participation. Social media can be a new channel to promote social and political life. This study focuses on Facebook activities of 40 NGOs selected from eight different activity fields: politics, environment, woman rights, economy, emergency, education, human rights, and democracy. It uses content analysis method to understand the NGOs' activities in Facebook, in terms of social and political issues realized in the year of 2012.

Since 1565, the Society of Jesus promoted education in the humanities. The vast majority of the Polish nobility received their education in Jesuit colleges. Jesuit preachers, writers, poets, authors of heraldic and emblem works—derived mostly from the nobility—were understandably deeply involved in politics. The legacy of the most outstanding Jesuit authors testifies to their active participation in public life. In keeping with the specifics of the Polish case, their literary production emphasizes not only the vita activa, but also animus civilis. Political and historical themes, as well as religious motifs, played a significant role in Jesuit works. The Society’s activities in the Polish-Lithuanian Commonwealth produced important works in various genres of literature, a significant portion of which was in Latin. Their poetry and prose is characterized by involvement in socio-political issues: the stormy political events and wars of the seventeenth century had a considerable effect on the compositions of the leading Jesuit authors.
