Zakat is to purify the rights that a person has and separate the rights of others contained therein, so that it can provide benefits to others. The Indonesian government has regulated the management of zakat in UU no. 38 of 1999 about Zakat Management, regulations are made to facilitate the community in the process of collecting, managing and distributing zakat. This research discusses the management of zakat fitrah in Motolohu Village, Bolaang Mongondow Selatan Regency during the pandemic. The condition of the community is disturbed in paying zakat fitrah during the pandemic, especially in the economic sector. Researchers examined the management of zakat fitrah carried out by the government and zakat officials in Motolohu Village during the pandemic, the collection process, distribution and distribution of zakat fitrah during the pandemic, as well as the benefits of zakat fitrah for the community. This study uses a descriptive qualitative approach with various questions to the informants to get answers to social problems about community empowerment through zakat fitrah management in Motolohu Village during the pandemic. Data collection techniques used observation, interviews and documentation to several sources. The data that has been obtained are then analyzed in order to obtain the results presented in the form of conclusions. The results of research on the collection, management and distribution in Motolohu Village were carried out with different techniques. Collection of zakat, zakat administrators visit the houses of people who want to pay zakat. Zakat payments are divided into 3 levels, the process of collecting zakat is carried out optimally by paying attention to people's income. The public is advised to donate Rp. 5,000 / person. Distribution of zakat fitrah, officers distribute zakat fitrah equipped with health protective equipment. The benefits of zakat fitrah that are obtained by muzakki in Motolohu Village are the implementation of amaliyah which can still be applied by giving to those who have the right, especially in a pandemic situation.

The coronavirus spread has been the main issue among Acehnese people since it occurred.  Every day, people get infected; some people also are starting to recover from the coronavirus. The governments have been working to reduce the risked people and infected victims by providing various personal protective equipment and educating the public about the virus and its threats. Those all require society to obey them, such as wearing masks to avoid being infected or transmit to other people. Until now, the spread of the coronavirus is also very high trending. The Covid-19 task force in Jakarta on February 16th, 2021  recorded that the ratio of coronavirus cases has reached 38.34 percent. This figure shows the highest daily record since the pandemic took place. This study used a descriptive method with a qualitative approach. Data collection was performed by interviewing several communities in the Johan Pahlawan sub-district, monitoring and observing in the field, and reading relevant sources. The study found a low level of community compliance with health protocols. The use of masks is still very lacking; people only wear masks when raids are carried out on the streets by joint government officials

This paper aims to prove that the registration of marriages is one of the requirements  of marriage, which means unregistered marriagesare illegal. The basic reasonsfor this conclusion is two-fold. First, the Prophet Muhammad had commanded public notices of marriage (walimahan, iklan). The purpose of this public notice is to secure the rights of spouses so that couples can achieve the purpose of marriage: a harmonious family. In fact, public notices are means to achieve this. Thus a contextual change is possible to changes the legal form as a mean to achieve the objectives of the marriage. Registration of marriage (marriage certificate) is a kind of contextualization of the command for the public notice of marriage. This contextualization is necessary because it is more effective and efficient to guarantee the achievement of a harmonious family as the ultimate goal of marriage. Second, Indonesian citizens must obey the rules of registration of marriage as set out and defined in the Act no. 1 of 1974 on Marriage [Marriage Act], as it is an implication of the obligation to obey the government (uli al-amr). Therefore, Indonesian citizens  who do not comply with the contents of Marriage Act is disobeying the government.  Furthermore, the Indonesian government has the right to make rules for creating welfare for the community (mashlah), being Indonesian citizens. Consequently, citizens are required to obey rules set by the Indonesian government for the whole welfare of community, and it is clear that the purpose of registration of marriage is for welfare of Indonesian citizens

The Administrative Court and Law No. 5 of 1986 on State Administrative Justice have been provided facilities for the public to sue the government and ask to cancel the decision made by the government. Law No. 30 of 2014 on Government Administration has been stipulated that Government Administration Act more or less supersedes the provisions contained in the Law of the State administrative justice. Especially in this Law which attracts attention is the expansion of object disputes state Administration. The object of the state Administration dispute in this Act is different from its elements to the Law of the State administrative justice. One of these is a written stipulation that includes factual action. There is no explanation for the meaning of factual acts in this Administrative Administration Act. Therefore, further research is needed in this regard. This study aims to find out and understand the meaning of factual actions in Article 87 letter (a) of Law Number 30 of 2014. This study uses a qualitative approach to the type of research Normative Juridical. Data collection techniques are Library study is to collect data conducted by reading, quoting, recording and understanding various literature that have to do with research material. The object of the state Administration disputed in Law Number 5 of 1986 and its amendment has expanded on Law Number 30 Year 2014 on Government Administration. When the object of the dispute expands, it will affect the decision taken by the legal practitioner in this case is the state Administration judge.

Pelayanan yang efektif dan efisien adalah tuntutan dari masyarakat kepada instansi pemerintah dalam memberikan pelayanannya. DPMPTSP Kabupaten Blitar merupakan salah satu instansi pemerintah yang meluncurkan inovasi pelayanan publik. Inovasi yang diluncurkan oleh DPMPTSP adalah Pelayanan Joss Banget Mas, yaitu Jemput Online Single Submission Bersama Instansi Terkait dan Malam Hari Bisa. Inovasi ini merupakan bukti bahwa DPMPTSP Kabupaten Blitar telah melakukan percepatan pelayanan dan sekaligus menjawab permasalahan yang dihadapi oleh masyarakat. Jauhnya lokasi kantor yang berada di tengah kota serta persyaratan yang belum diketahui banyak masyarakat menjadi dasar diluncurkannya inovasi Joss Banget Mas. Tujuan dari penelitian ini guna mendeskripsikan terkait pelayanan Joss Banget Mas. Penelitian deskriptif dengan pendekatan kualitatif merupakan jenis penelitian yang dipilih oleh peneliti dengan pengumpulan datanya menggunakan observasi, wawancara, dokumentasi dan studi kepustakaan. Hasil penelitian menunjukan bahwa inovasi pelayanan Joss Banget Mas telah beroperasi dengan baik dan sesuai dengan kebijakan PP No. 24 Tahun 2018. Selanjutnya sumber ide-ide inovasi mendapatkan masukan dari pegawai maupun masyarakat. Budaya inovasi pada inovasi Joss Banget Mas adalah penyederhanaan syarat-syarat sehingga memudahkan masyarakat dalam mendaftarkan perizinan usahanya. Selanjutnya kemampuan dan alat inovasi Joss Banget Mas cukup memadahi tetapi terdapat kekurangan pada bagian alat yang digunakan. Kemudian tujuan, hasil, pendorong dan hambatan adalah untuk mempermudah pelaku usaha dalam memperoleh perizinan berusaha, hambatannya yaitu sering terjadi error dan down pada server OSS. Terakhir, DPMPTSP Kabupaten Blitar mengadakan pelayanan mandiri kepada masyarakat guna mengumpulkan data inovasi untuk inovasi tunggal. Kata Kunci: Inovasi, Pelayanan Publik, Pelayanan Joss Banget Mas, Online Single Submission (OSS).   Effective and efficient services are demands from the community on government agencies in providing their services. DPMPTSP Blitar regency of the government agencies that has launched public service innovations. The innovation launched by the DPMPTSP Blitar Regency call as Joss Banget Mas Service with Online Single Submission Delivery with Related Agencies and Can Night. This innovation is proof that the DPMPTSP Blitar Regency and at the same time answers the problems faced by the community. The remote location of the launch of the Joss Banget Mas innovation. The purpose of this research is to describe the services related to Joss Banget Mas. Descriptive research with a qualitative approach is the type with the data collection techniques using observation, interviews, documentation and literature study. The results showed that the Joss Banget Mas service innovation had operated well and was in accordance with applicable policies. The second indicator of governance and innovation in its implementation is in accordance with PP. 24 of 2018. Furthermore, sources of innovative ideas get input from employees and the public. The culture of innovation in Joss Banget Mas innovation is the simplification of the requirements so that it makes it easier for the public to register business licenses. Furthermore, the capabilities and innovation tools of Joss Banget Mas were sufficient but there were shortcoming in the parts of the tools used. Then the objectives, results, drivers and obstacles are to make it easier for business actors to obtain business licenses, there are also obstacles, namely frequent errors and downs on the OSS server. Finally, DPMPTSP Blitar Regency provides independent services to the community to collect innovation data for a single innovation. The public culinary stalls (PKL) are an informal economic sector that have been evolving in big cities especially in Bogor. The Government is obliged to manage and arrange the public culinary stalls in order not to disturb the society, lay-out of the city, and public order. Public Cullinary Stalls have been increasing the society economics and supporting the government relating to jobs opportunities. This research aims to discover: 1) the profile of public culinary stalls 2) a simultaneous effects of the aspects of economics, social, environment, lay-out of the city and public order aspects upon PKL performances, and 3) a partial effects of the aspects of economics, social, environment, lay-out of the city and public order upon PKL performance The research has been applying a qualitative and quantitative approach. Data collection has been obtained through the questionnaires distribution, the observation and depth interview. The research has determined that the economics, society, environment, lay-out of the city an, public order factors have been affecting simultaneously and partially the performance of PKL.

AbstrakProses demokratisasi di Indonesia saat ini menempatkan publik sebagai pemilik dan pengendali utama ranah penyiaran. Namun permasalahan utama dalam penyiaran di negeri ini adalah tidak konsistennya kebijakan pemerintah sebagai salah satu regulator penyiaran, lemahnya lembaga regulator pengawas penyiaran dan ketidaktaatan penyelenggara penyiaran. Jawa Barat dengan budaya yang beragam telah memiliki lembaga penyiaran, namun pada praktiknya di lapangan belum menampilkan keberagaman isi siaran dan keberagaman kepemilikan. Oleh karena itu persoalannya adalah bagaimanakah implementasi Undang-Undang Nomor 32 Tahun 2002 tentang Penyiaran memberikan perlindungan hak kebebasan berekspresi masyarakat khususnya di Jawa Barat. Metode penelitian ini menggunakan pendekatan kualitatif serta menganalisa substansi, konteks, dan relasi antara lembaga penyiaran, pemerintah daerah serta masyarakat dilihat dari aspek Hak Asasi Manusia. Hasil penelitian menunjukkan bahwa berlakunya Undang-Undang Nomor 32 Tahun 2002 tentang Penyiaran belum sepenuhnya memberikan jaminan perlindungan terhadap hak kebebasan berekespresi yang dimiliki pemerintah, lembaga penyiaran serta masyarakat di Provinsi Jawa Barat, masih ditemukan permasalahan terkait keberagaman isi siaran, sentralisasi kepemilikan lembaga penyiaran, kurangnya pemanfaatan lembaga penyiaran publik dan teguran serta sanksi yang diberikan seringkali diabaikan oleh para pelaku penyiaran.Kata Kunci: Kebebasan Berekspresi, Regulasi, Hak Asasi Manusia.AbstractDemocratization process in Indonesia is currently putting the public as the owner and the ultimate controller in broadcasting sphere. The main problem in Indonesia is the inconsistent governments policy as one of broadcasting regulators, the weak regulatory of monitoring agencies and the disobedient broadcasting operators. West Java as one of the provinces that has cultural diversity have a brodcasting operator, in practice, they do not present the diversity of broadcast content and diversity of ownership. The question is how the implementation of Law No. 32 of 2002 on Broadcasting in terms of protecting the freedom of expression, especially in West Java. This research applies qualitative approach, conducted analysis of the substance, context and relationships between broadcasters,local governments and community from a human rights perspective. The result shows that the enactment of Law No. 32 of 2002 on Broadcasting has not fully guarantee the protection of the right to freedom of expression owned by the government, broadcasters and communities in West Java province, other problems are related to: the diversity of broadcast content, centralization of ownership of broadcaster, the lack of utilization of public broadcasters, and the reprimands and sanctions are often overlooked by the broadcasters.Keywords: Freedom of Expression, Regulation, Human Rights.

<span lang="FI">The news hoax and radical understand like a chain that is not separated. Both are very dangerous and have the potential to damage the unity and integrity of the nation and state. This concern encourages researchers to conduct research and assistance for mosque media managers. The sample in this study was the manager of Radio el-Jannah 100.9 FM Malang. This research uses a qualitative approach with four stages: data collection, training, assistance and evaluation. The results of this study indicate that the function of the mosque remains as a center for community empowerment so that it needs to have communication media, one of which is radio which still has a loyal audience segment. The manager of the mosque radio must master the skills of mass communication so that the message broadcast can be well received by the viewers, because from the results of this study it was found that the manager of the mosque's radio had never learned about mass communication. Message and radio broadcast material must be valid, selected, and aimed at educating the public to ward off hoax news and radical understanding.</span>

This study tries to describe responses of the pesantren community on the deradicalization program carried out by the Indonesian government in the Sukoharjo Regency, Central Java along with various factors that influence to those responses. Through the qualitative approach, the results of studies show that pesantren have a strategic role in supporting the success of deradicalization program. Pesantren, which have been united with the community, are trusted and believed by the community as an institution capable of making changes to the outlook as well as the religious model of the community. However, the involvement of pesantren needs to pay attention based on the cultural factors that exist in the pesantren environment. This cultural frame will then be able to support the appropriate deradicalization communication patterns, and the right acceptance of the government in running the deradicalization program.

This study is based on the legal responsibility of the assessment of public appraisal reports they make in land procurement activities for development in the public interest. Public assessment is obliged to always be accountable for their assessment. The type of research found in this thesis is a type of normative legal research with the right-hand of the statue approach and case approach. Normative legal research is a study that provides systematic explanation of rules governing a certain legal category, analyzing the relationship between regulations explaining areas of difficulty and possibly predicting future development. . After conducting research, researchers found that one of the causes that made the dispute was a lack of communication conducted between the Government and the landlord. In deliberation which should be the place where the parties find the meeting point between the parties on the magnitude of the damages that will be given, in the field is often used only for the delivery of the assessment of the compensation that has been done.
