In 1965 a translation of the Holy Koran of the Ministry of Religion was printed, consisting of three volumes. During the New Order government, 1972, a team of experts on the interpretation of the Koran was formed. Three years later, in 1975, published for the first time a volume of one-volume tafsir of the first three chapters of the Koran, 1980 this tafsir work was complete up to thirty juz. Also, the government also enriches the interpretation and translation of the Koran using local dialects and the treasury of the Indonesian Koran. For example, the translation and interpretation of the Sundanese Koran published by the provincial government and the West Java regional office of the Ministry of Religion. Besides, the Indonesian Ministry of Religion's Research and Development Center for Literature has published a translation of the Koran in Sundanese, along with the publication of a translated Koran using 15 other local languages. The formulation of the government's interpretation underwent changes that coincided with the transition of power from the New Order to the reformation. The difference is evident in the approach of its interpretation which has shifted from al-tahlîli (descriptive-analytical) with an hidâ'i (guidance) style to a method maudû'i (thematic) with an 'ilmî (scientific) style.

Human development is a development paradigm that puts human (population) as the focus and final target of all development activities, namely the achievement of control over resources (income to achieve decent living), improvement of health status (long life and healthy life) and improve education. To see the success rate of human development, UNDP publishes an indicator of Human Development Index (HDI). This study discusses the achievements of human development that have been pursued by the government. The problem analyzed in this research is the difference of human development achievement in some provincial government in Indonesia. This paper aims to compare the achievements of human development in some provincial governments seen from the achievement of human development index of each province. On 4 March 1554 some hundreds of London schoolboys fought a mock battle on Finsbury Field outside the northern wall of the city. Boys have always gratified their innate romanticism by playing at war, yet this incident, organized between several schools, was overtly political and implicitly religious in character. It almost resulted in tragedy, and, though scarcely noticed by historians, it does not fail to throw Ught upon London society and opinion during a major crisis of Tudor history. The present essay aims to discuss the factual evidence and its sources; thereafter to clarify the broader context and significance of the affair by briefer reference to a few comparable events which marked the Reformation struggle elsewhere. The London battle relates closely to two events in the reign of Mary Tudor: her marriage with Philip of Spain and the dangerous Kentish rebellion led by the younger Sir Thomas Wyatt. The latter’s objectives were to seize the government, prevent the marriage, and, in all probability, to place the Princess Elizabeth on the throne as the figurehead of a Protestant regime in Church and State. While Wyatt himself showed few signs of evangelical piety, the notion of a merely political revolt can no longer be maintained. Professor Malcolm R. Thorp has recendy examined in detail the lives of all the numerous known leaders, and has proved that in almost every case they display clear records of Protestant conviction. It is, moreover, common knowledge that Kent, with its exceptionally large Protestant population, provided at this moment the best possible recruiting-area in England for an attack upon the Catholic government. Though the London militia treasonably went over to Wyatt, the magnates with their retinues and associates rallied around the legal sovereign. Denied boats and bridges near the capital, Wyatt finally crossed the Thames at Kingston, but then failed to enter London from the west. By 8 February 1554 his movement had collapsed, though his execution did not occur until 11 April.

We study the optimal control of a government stabilization fund, which is a mechanism to save money during good economic times to be used in bad economic times. The objective of the fund manager is to keep the fund as close as possible to a predetermined target. Accordingly, we consider a running cost associated with the difference between the actual fiscal fund and the fund target. The fund manager exerts control over the fund by making deposits in or withdrawals from the fund. The withdrawals are used to pay public debt or to finance government programs. We obtain, for the first time in the literature, the optimal band for the government stabilization fund. Our results are of interest to practitioners. For instance, we find that the higher the volatility, the larger the size of the optimal band. In particular, each country and state should have its own optimal fund band, in contrast to the “one-size-fits-all” approach that is often used in practice.

The departure of the French Socialists from the government early in 1950, even though they returned in a few months, marked the end of a stage of postwar history in Europe. For the first time since liberation France was governed by a coalition in which the Socialists were no longer represented. At the same time the Socialists were in the opposition in Belgiumand Western Germany as well and limited to little influence upon the Italian and Swiss governments. Austria, Great Britain, and Scandinavia were the only countries in which the Socialists are strongly represented in their governments. Roughly speaking then, Europe is divided into three zones according to the degree of power of democratic socialism: Eastern Europe—bordered on the West by a line running from Trieste to Lübeck—where the democratic Socialist parties have been absorbed by the Communist parties; Northwestern Europe—Great Britain and the Scandinavian countries (Norway, Sweden, Denmark)—under predominant Socialist influence; and the rest of Continental Europe where the the Socialists are a more or less powerful opposition group. Spain and Portugal in the South and Greece and Turkey in the Southeast are left outside ofthe scope of our study owing to the peculiar and non-democratic structure of these countries.

The transition era between the New Order Era to the Reformation Era in Indonesia in 1998 became one of the popular themes for Indonesian writers. One of the works entitled Tembok Pak Rambo inserted elements of historical facts that occurred in Indonesia. The representation of the obscurity of the new order in this short story cannot be read only with heuristic readings, therefore a theory is needed to explore more profound the significance of the story. This paper utilizes the intertextuality approach in dismantling the veiled meanings in the story. The results showed that the short story represents two Indonesian leaders in the era of the new order transition to the reform era. This representation appears when aligned with a book called The Long Way of Indonesia Towards Democracy written by B. J. Habibie. Moreover, the short story titled Tembok Pak Rambo is not just about the hegemony between the ruler to his subordinates, but how the Indonesian writers were trying to criticism on the government and the historical facts that happened in 1998.

This article reveals the results of research on the contents of history subjects in history textbooks for High School that issued in two different government, those are the New Order Government and Reformation Government, which are considered to contain ideological messages. History textbooks that flowed from the curriculum follows on government policies. That wasn’t surprising if the government changed, they will change the curriculum, and also change the content of text books, in this case includes the history text books. The change indicates that history text books cannot be separated from the interests of the government’s ideology. The aim of this research is wanting to reveal the forms of ideology that is present in the content of history text books. The method that used is critical discourse analysis to know the ideological discourse in history text books from two different government periods. The history text books that are examined based on the 1994 Curriculum and the 2013 Curriculum to indicate two curriculums results from two reigns. Based on the results of this research, it can be compared with the ideology of writing content of history text books in the New Order and Reformation period, there are includes communism and Pancasila, deceit democracy and freedom for democracy, militarism and anti-militarism, neoliberalism and anti-communism, liberalism and anti-liberalism. However, there is still a single narrative of the nation in the New Order that could not be replaced by the Reformation era.

The article presents new data on the distribution in the territory of Western Altai of 20 species of vascular plants from the families Asteraceae, Betulaceae, Boraginaceae, Crassulaceae, Huperziaceae, Grossulariaceae, Lamiaceae, Onagraceae, Orchidaceae, Papaveraceae, Polygonaceae, Ranunculaceae, Rosaceae, Saxifragaceae и Violaceae. All of them were collected in the highlands of the Korgon Range within the Altai Territory. Of these, Potentilla crebridens is reported for the first time for the Altai Territory and Western Altai; for other species, new localities are indicated. For the first time for the Korgon Range within the Altai Territory, Saxifraga terektensis, Viola tigirekica are presented, and the exact location of Potentilla nivea is noted. New localities of rare and protected species were discovered: Callianthemum sajanense, Huperzia appressa, Pyrethrum alatavicum, Saussurea baicalensis, Scutellaria altaica. For each species, the general distribution, ecology data are given, for some species, notes on the difference and differentiation of them from the closest taxa are indicated. If necessary, the locations of the species previously registered in the Western Altai are indicated. For the species included in the “Red Data Book of the Altai Territory”, we provide an information on the approximate number of individuals in the found populations. Based on the analysis of herbarium material, we exclude Potentilla nervosa from the list of flora of the Altai Territory.

The West Sumatra Liaison Agency is one of the government organizations of West Sumatra Province. This organization is located outside West Sumatra, especially in Jakarta. The West Sumatra Liaison Agency functions to facilitate the West Sumatra Provincial Government and the Central Government. This study aims to explore the experience of the Liaison Agency personnel in the perspective of symbolic interaction theory. Research with qualitative methods using a phenomenological approach is more focused on exploring the stages of interpersonal communication in communicating with migrants from West Sumatra from the perspective of symbolic interaction theory. The informants of this study consisted of 6 people, of which three people served in the West Sumatra Liaison Agency and three people who were staff. The research informants were selected by purposive sampling technique. The results of this study indicate that personnel who are organizational officials have different concepts of thought, self-concept, and interaction / community concepts from personnel who are staff at the West Sumatra Liaison Agency.

Implementasi kebijakan pengendalian Kawasan Bandung Utara disingkat (KBU) dalam pembuatan Izin Mendirikan Bangunan disingkat (IMB) belum terlaksana secara menyeluruh. Masih banyak warga belum mempunyai IMB di Kecamatan Cimenyan. Tujuan dari penelitian adalah untuk mengetahui, mengkaji, menganalisis dan memahami secara mendalam tentang  implementasi kebijakan Pemerintah Provinsi Jawa Barat Nomor 2 Tahun 2016 yaitu tentang Pedoman  Pengendalian KBU. Metode implementasi kebijakan menggunakan pendekatan kualitatif melalui wawancara, dokumetasi dan observasi. Bagaimana implementasi kebijakan pengendalian KBU dalam pembuatan IMB di Kecamatan Cimenyan. Pemerintah Kabupaten perlu melaksanakan beberapa tindakan dalam pengendalian pembuatan IMB di Kecamatan Cimenyan. Adapun langkah-langkah yang dapat dilakukan adalah mengoptimalkan kinerja sumber daya manusia, penyediaan anggaran dan kerjasama antar pihak pemerintah, swasta dan masyarakat. Implementasi kebijakan akan terlaksana apabila sosialisasi tentang IMB secara menyeluruh. Faktor penyebab kesulitan warga karena perizinan harus melalui Pemerintah Provinsi sehingga mengakibatkan waktu yang cukup lama dalam pembuatan IMB. Akan lebih baik jika aturan pembuatan IMB dipermudah khusus pemohon IMB yang luas lahannya terbatas, melalui aturan yang dikeluarkan oleh Pemerintah Kabupaten atau Pemerintah Provinsi.  The implementation of the control policy for the abbreviated North Bandung Area (KBU) in making the abbreviated Building Permit (IMB) has not been implemented comprehensively. There are still many residents who do not have an IMB in Cimenyan District. The purpose of the research is to find out, examine, analyze and understand in depth about the implementation of the West Java Provincial Government's policy Number 2 of 2016 which is about the KBU Control Guidelines. The policy implementation method uses a qualitative approach through interviews, documentation and observation. How is the implementation of KBU control policies in making IMB in Cimenyan District. The district government needs to carry out several actions in controlling the manufacture of IMB in Cimenyan District. The steps that can be taken are optimizing the performance of human resources, providing budget and cooperation between the government, the private sector and the community. Policy implementation will be carried out if there is a thorough socialization of the IMB. The factor that causes difficulties for residents is that licensing must go through the Provincial Government, resulting in a long time in making the IMB. It would be better if the rules for making IMBs were made easier, especially for IMB applicants with limited land area, through regulations issued by the Regency Government or Provincial Government.

Public service can be defined as providing services (serving) the needs of people or communities who have an interest in accordance with predetermined basic rules and procedures. Public services view the public as a service target so that they are expected to be able to provide the best dedication in serving a more selective and educative public, as well as managing public policies run by the public bureaucracy. In order to create this, an application of innovation is needed. Innovation is an application or an effort to bring new ideas into implementation with a fairly large change of steps, lasts quite a long time and is quite general in scale. Padang Pariaman Regency is one of the rice producers in West Sumatra Province. Not only that, Padang Pariaman also has agricultural potential such as food crops, plantations, and so on. The agricultural sector is a sector that is able to survive and is utilized by the government to overcome the global economic crisis. For this reason, in addition to making innovations related to health and administration, the West Sumatra Provincial Government is focusing on increasing public service innovation in agriculture. This study aims to identify innovations in the West Sumatra Provincial Government related to improving public services within the Government. This research uses descriptive quantitative method. As a result, the Padang Pariaman Regency Government can improve food security, improve agricultural market information services, farm business administration, and increase plantation yields, which can facilitate and improve the lives of farmers. Suggestions for increasing public service innovation in the agricultural sector of Padang Pariaman Regency are expected that the Government can continue to evaluate the innovations that have been implemented.
