The article studies the essence and role of innovations in the development of society together with the stages and directions of scientific research of the economy innovative development. The author presents the importance of innovative economy at different levels of administration as well. The paper considers the prospects of innovative activity in regional and sectoral aspect on the basis of the priority of developing industries forming the state budget, which are economically and socially significant. The author defines that the innovative character of agrarian business is determined not only by general trends of scientific and technical progress of economy but also by the necessity of providing growing food requirements of the population. The object of the conducted research is the development, theoretical and methodical justification of creating a territory of innovative development within the agrarian sector of the Republic of Crimea. The research evaluates social and economic indicators of the agrarian sector in the Republic of Crimea; identifies problematic issues of its subjects’ activity; and determines the main ways of solving them in the frame of creating an innovative and effective territory according to the principles of parity cooperation. In this context the innovative territory is understood as an open system operating in a specific external environment caused by certain factors which represent a part of the social, economic and national innovative systems. The coordination of integrity of all subjects’ activities has to become a distinctive feature of a system positively affecting management at the regional level. The effectiveness of innovative territory functioning is expected to be determined by a set of indicators of the qualitative creation of innovative infrastructure including informational, organizational, marketing, educational and other institutes which ensure practical implementation and commercialization of innovative products. Public and private partnership in the form of establishing specialized financial institutions providing their interaction with scientific and production organizations has to become a conceptual basis of state regulation in this direction.

Introduction. The development of the tourism industry significantly affects the development of the country's economy as a whole. Its role is determined not only in the financial contribution, but also in stimulating other related industries that perform both ancillary and independent functions. The modern Ukrainian tourist market is undergoing many changes, so one of the current problems today is the use of effective tools for finding and systematizing the necessary information to forecast the development of the tourism industry. The purpose of the paper is to define the concept of monitoring the tourism industry as a means of improving the efficiency of state regulation of the economy, proving the importance of monitoring research, identifying problems of monitoring and ways to solve them. Results. The main purpose of tourism monitoring is to assess and forecast the state of tourism. Tourist services are localized and specialize in meeting the socio-economic needs of the population directly at the municipal level and are one of the main sources of funds coming to the state budget and ensure the reproduction of social infrastructure. In order to analyze trends in tourism and tourism in Ukraine, as well as assess the socio-economic effect of the implementation of measures of state support for domestic and inbound tourism, the central executive bodies of state regions of Ukraine, carrying out executive and administrative activities in tourism, the state of the tourism industry is being monitored. Given the large recreational and tourist potential in Ukraine, there is no full-fledged system of monitoring the market of tourist services by the state. This is due to the lack of an independent executive body in the field of tourism, endowed with certain powers, and a single system of statistical indicators of the market of tourist services. Modern statistics, both at the state and regional levels, do not give a complete picture of the state of tourism. Monitoring of tourist resources, objects of the tourist industry should give a clear picture of interaction of various branches of economy of the republic for the purposes of a complex estimation of directions of improvement and efficiency of functioning of the connected branches, exclusion of interbranch disproportions which negatively affect general development. Conclusion. To increase the growth rate of the tourism industry, the formation of a positive tourist image of the region, increase its visibility requires constant monitoring of the state and development of the tourism market. Monitoring will allow tracking the trends of the tourism market in the dynamics and promptly make changes to the developed programs and plans for the development of the tourism industry, develop recommendations for their adjustment, increase the effectiveness of tourism management.

Вместе с тем, автор обозначил направления развития муниципально-частного партнерства в Республике Башкортостан на базе совершенствования нормативно-правовой базы и развития институциональной среды. In the article, the author reveals promising areas of partnership between the public and private sectors on the basis of attracting additional funding in the social sector, where private business was absent or participated to a minimum degree. At the same time, the author outlined the directions of development of municipal-private partnership in the Republic of Bashkortostan on the basis of improving the legal framework and the development of the institutional environment.

The purpose of the study is focused on finding optimal and effective organizational and economic mechanisms for integrating the intellectual potential of the Republic of Kazakhstan and the Russian Federation. The introduction of sustainable development tools and the transition to models for achieving the SDGs in the field of education, science and technology is considered by the authors as a strategic priority for the integration of the Republic of Kazakhstan and the Russian Federation. Intellectual potential is the fundamental basis for the innovative development of business entrepreneurship. The subject of the research is the intellectual potential of economic systems and its relationship with innovative development. The object of the research is the countries with developing economies — Kazakhstan, Russia. The methodology was based on the use of the following general scientific and special research methods: analysis and synthesis, the dialectical approach, the statistical method of data analysis, the method for establishing patterns and hypotheses, the method of aggregated analytical calculation. Within the framework of the results of the research: the creation and development of corporate-type universities; creation and development of regional and interregional centers of competence; creation and development of centers of business initiatives; scientific and educational consortia.

Portugal was affected simultaneously by an economic, financial, and budgetary crisis. It is in this context that in 2011 the country signed an MoU on Specific Economic Policy Conditionality with the EU, the ECB, and the IMF, which prescribed cuts on social expenses in wages, pensions, and other benefits of an ‘assistentialist’ nature. The legal measures adopted in this respect focused mostly on the social security scheme and introduced changes in the legal framework for future pensions and unemployment benefits, new contributions for pensions in payment, and former non-contributory benefits, as well as cuts in pensions and benefits. Throughout the years, the President of the Republic, members of the parliament, and the Ombudsman have asked the Constitutional Court to assess many of the rules included in the State Budget Laws, arguing a violation of fundamental social rights and basic principles such as human dignity, equality, and the protection of legitimate expectations. This led to the issuance of new and important constitutional case law in Portugal, concerning mainly the assessment of legislative measures under the fundamental principles of legitimate expectations, proportionality, and ‘equal proportionality’.

Purpose of the study: In current conditions of globalization, the role and importance of non-cash payment systems have changed dramatically. The authors of the article are aiming to analyze and promote new banking products and describe the way of development of modern banking business trends in the field of electronic banking services in their article. Methodology: In the course of this study, methods of comparative and statistical analysis, empirical, interviewing, observation and economic, and mathematical modeling were used.  Main Findings: The Central payment systems of the Republic of Kazakhstan provides options for the needs of the real economy sector, financial markets, and banks the other participants in the late payments and money transfers, as well as contribute to the effective implementation of monetary policy and the execution of the state budget. Applications of this study: The theoretical and practical provisions of the research can be applied in the educational process in economic areas and banking organizations' activities. Calculations are a necessary accompanying element of the money supply's creation (withdrawal) as a derivative of money circulation and one of the monetary regulation's main objects. Novelty/Originality of this study: Development of theoretical provisions aimed to modernize the mechanisms of state regulation of the domestic national payment system. It ensures its further development in current conditions and the formulation of practical recommendations and justification of organizational tools.

The article presents the author’s approach to the role, importance and opportunities of applying the balance method and the technique of cross-industry balances in the process of labor market formation in agrarian regions. Today the balance method is one of the elements of methodical tools in statistical institutions as well as in departmental analytical structures. However, in most cases it is not adapted to market economy requirements, which results in leveling both its methodological advantages and possibilities of practical implementation. In this regard, the aim of the conducted research was the evaluation of opportunities to use the methods of forming cross-industry balances to facilitate the development of staffing mechanism in the agrarian and industrial complex at the regional level. On the basis of the conducted monitoring of the territorial and branch specialization of the Republic of Crimea the author calculates the forecasted indicators of balanced staffing of the agrarian and industrial complex of the region taking into account quantitative and qualitative needs of agrarian enterprises for human resources together with the opportunities of higher and professional education system in agriculture. The paper reveals the imbalance in quantitative and qualitative characteristics of agrarian and industrial complex staffing. The author develops and approves the methodical approach to the assessment of the balanced mechanism of forming human resources capacity in the agrarian sector of the Republic of Crimea. The practical approbation of the suggested method allowed to determine the following forecasted levels of staffing needs in the agrarian and industrial complex of the Republic of Crimea: agriculture in general – 27,6 thousand people, crop production – 17,3 thousand people, livestock production – 6,4 thousand people, food industry – 18,2 thousand people. The perspective direction of further studies is the development of recommendations for providing the conditions for implementing state management mechanisms of the regional system of staff training in the agrarian sector of economy of the Republic of Crimea.

In the article the bases of intensification of innovative activity are considered and modern tendencies of innovative development of the processing industry are analyzed. The prerequisites and basic conditions for the intensification of innovative development of the processing industry markets are revealed. It is substantiated that the competitive advantages in industry as a structure-forming sector of the national economy are achieved on the basis of an adequately developed strategy for its innovative development, becomes increasingly urgent during a period of long-term market transformation, because it is not only related to determining the social and economic effect, but also requires taking into account the existing potential with Change in environmental conditions. The analysis of innovative sphere and sources of financing of innovative expenses of the processing industry enterprises is conducted, causes irreversibility of the process of reforming the system of state regulation and public administration in the innovation sphere as a priority for implementing systematic and consistent state policy. The definition of innovativeness of types of activity of enterprises in the processing industry was made, which allowed to identify the maximum and minimum levels according to the relevant criteria. Proposed to improve the effectiveness of government support for the processing industry to implement adjustments to the antimonopoly, tax and customs policies, as well as to increase the investment attractiveness of industrial enterprises.

The paper is devoted to study of the modern innovative environment in the Republic of Belarus, its most important characteristics, problem areas. A conceptual apparatus has been given in the paper that determines an innovative environment, institutional conditions that contribute to its formation, priorities for development of research activities have been given and specified in the paper with due account of the requirements for modernization of the economy. The paper presents a definition of the innovation system which is given by distinguished western scientists and researchers who have been seriously engaged in its study. The aim of the research is qualitative, quantitative analysis of the innovation environment of the Republic of Belarus and also a comparative  analysis of  the innovation  environment of  the  Republic of  Belarus, its main  components  (legal, financial support, institutional specific features of function- ning) against the background of Russia and Kazakhstan. The paper contains SWOT-analysis which is used  to find possible directions of  innovative development of  the economy of the Republic  of  Belarus  on the basis of the existing national economic system and taking into account the peculiarities of the national mentality. Attention has been attracted to the fact that such factor of innovative development as “innovative behavior of employees” which is one of the key factors of competitive advantage in the world's leading companies is very important for evaluation and analysis of the innovation environment. The paper presents  an own model of the national innovation  system which consists of three subsystems: human capital, technological infrastructure and innovation support subsystem. Process of creating innovative products  has been shown in the paper and these products make it possible to understand interrelation of  the innovative ideas market  and the market of innovative product. It is proposed to use a categorical apparatus of legal acts of the Republic of Belarus to describe and characterize the markets of innovative ideas and innovative products. The analysis has been performed while using legislative acts, resolutions of the Government of the Republic of Belarus, analytical articles, conference materials, electronic resources, official statistics of the National Statistical Committee of the Republic of Belarus.

This article contains an analysis in the field of human resources management, especially of the relations between managers and employees of public and private organizations in the Republic of Moldova. The need for analysis and empirical research of these relationships is imposed by the conceptual hypothesis, which is the set of general and specific activities for ensuring, maintaining and efficient use of staff and involves continuous improvement of activities of all employees in order to achieve mission and organizational objectives. in order to promote a strategic quality management. The purpose of our research is to study and reflect on the social and emotional behaviors of employees in relation to some actions of managers and determine the resulting impact.The research methodology derives from the object, purpose and tasks of the research and is based on observation and case study - as a research experiment and finding by applying the differentiated questionnaire to respondents employed in the field of work, depending on their status in the organization: leaders or subordinates.

According to the authors, the Republic of Kazakhstan has prospects for innovative development of industries and services in the regions. The trend of innovative development is aimed at the development, first of all, of agriculture, mining and services. Innovation is becoming a specialized area of development and humanitarian aid, combining new technologies with user-centered, behavioral and lean approaches. Structural transformation has been an important driver of economic development in recent decades. And since digital technologies have become a critical factor in economic growth, national security and international competitiveness, the digital economy has a profound impact on the trajectory of the world and the social well-being of ordinary citizens. It affects everything from resource allocation to income distribution and growth. However, in modern conditions, the possibility of enhancing innovation should be considered from the standpoint of the growth of its investment support, since the establishment of interaction between investment and innovation processes, whether in the agricultural sector, in the industry and services, creates the appropriate conditions for the effective development of the country's economy as a whole.
