Development of maternity and childhood protection service is one of the priorities of the Ministry of Health of the Russian Federation. The strategy for its development is included in the National plan of action for the benefit of children formulated according to the international documents on the rights of a child. The preservation of life and health of children under 5 years has been identified as an important strategic task for preserving life and health of the population as a whole. Tendencies of mortality in children under 5 years and infant mortality as a part of the data had been studied basing on the analysis of Federal State Statistics Service of the Russian Federation and World Bank data bases. It is shown that the reduction in mortality of children under 5 years occurred in all age periods. The level of infant mortality decreased significantly to the same extent due to neonatal and post-neonatal mortality. The leading causes for mortality in children under 5 years in general and infant mortality in particular are certain conditions originating in the perinatal period and congenital malformations which slow further reduction of the mortality in children in this age group. Significant reasons for death in children aged 1−4 years are injuries, poisonings, and oncologic diseases. The reserves of infant and child mortality reduction are found in implementation of prenatal and preimplantation diagnostics and «Prenatal consultation» organizational model; broader screening for congenital and hereditary metabolic diseases in the neonatal period including the most common nosological forms of rare (orphan) diseases; expansion of the National Vaccination Calendar; improvement of quality of prehospital medical care to children under the age of 1 year; further development of specialized, rehabilitative, and medical-social support.

The aim of the research is to analyze indicators and structure of infant mortality in Krasnoyarsk Territory for the period from 2014 to 2018. Material and methods. Th e article studies indicators of population mortality and fertility, infant mortality in Krasnoyarsk Territory for fi ve-year period from 2014 to 2018. Th e analysis of the results obtained is carried out in comparison with other constituent entities of the Russian Federation and with the country in general. Newborns morbidity rates in Krasnoyarsk Territory over a five-year period were studied in comparison with the data for the Russian Federation during 2017 and 2018. Results. The study revealed the excess of mortality over births in the region by 2018, with the coeffi cient 0.7 for 1000 population. It was found that in the period from 2014 to 2018 there is a decrease in infant mortality rate in the Russian Federation by 31.1 %; by 21.8 % in the Siberian Federal District; by 33.7 % (from 8.8 to 5.5 for 1000 alive births) in Krasnoyarsk Territory. The main causes of infant mortality in the territory are: conditions occurring in perinatal period, external causes and congenital anomalies (malformations). Decrease of infant mortality in the territory is primarily determined by the decrease in the number of deaths among children under 1 year of age due to the above-mentioned causes. Despite the annual decrease in infant mortality rate, on average, every third death occurs in the first 28 days of a child’s life. When studying the morbidity of newborns, one can mark a steady decline of the indicator both in the Russian Federation and in Krasnoyarsk Territory. At the same time, every year more than 80 % of absolute number of sick newborns falls on full-term babies. Conclusion. Th e results obtained during the study indicate a decrease in infant mortality rate over the study period. Th e study of indicators of infant mortality and morbidity in newborn children is fundamental in the fi eld of maternal and child health. Pediatricians need to pay special attention when examining newborns and children of the first year of life; they should timely identify pathological conditions and diseases, which will help reduce the risk of complications, chronic diseases, and, deaths.

Subject. Considering the existing environmental situation, it becomes especially important for the State to regulate the anthropogenic footprint on the environment in the Russian Federation. Current amendments to the legislative framework for environmental security are intended to ensure the innovative development of regions concurrently with a reduction in adverse environmental effects and more active environmental policy. Objectives. The research is to devise methodological tools to evaluate the efficiency of environmental policy in regions. Methods. The research employs qualitative and quantitative methods of economic analysis, including statistical and content analysis, rating, matrix zoning. The dataset proceeds from the Federal State Statistics Service, governmental reports on the current environmental situation and environmental protection in the Russian Federation. Results. We propose our own approach to evaluating the efficiency of environmental policy. It may help trace the correlation between the quality of strategic documents and changes in environmental indicators for a certain period, flag the challenging areas in terms of the environmental policy implementation and outline possible development paths. The approach extends the list of quantification indicators in line with those ones adopted internationally and presented in the Environmental Security Strategy of the Russian Federation up to 2025. We evaluated the efficiency of the environmental policy referring to the regions of the Northwestern Federal District for the period from 2012–2016. Conclusions. Having analyzed the evaluation results, most of the Northwestern regions tend to be controversial and ambivalent in setting environmental goals and achieving them. The findings may prove useful as the analytical and data basis for articulating the environmental and economic policy of the regions.

Risk-oriented approach in the implementation of control (supervision) activities is an important state task that affects the country economy. As part of the implementation of the priority area of reforming control and supervision activities, the Federal Law «On the state control (supervision) and municipal control in the Russian Federation» was adopted, which comes into force on July 1, 2021. In order to implement the Federal Law «On state control (supervision) and municipal control in the Russian Federation», it is advisable to revise the regulation on the federal state energy supervision. It is required to study the issue of taking into account the risks of causing harm (damage) to legally protected values when carrying out control (supervision) activities in relation to the subjects (objects) of the energy sector, as well as criteria for assigning it to the risk category and indicators of the risk of mandatory requirements violation. Currently, the only criterion for assigning the harm (damage) to the risk category is the dependence on the established and (or) transmitted capacity of the energy facilities used, which is nonobjective due to the changes in the normative-regulatory framework for the implementation of control and supervision activities. It is required to study the issue of categorization depending on the established (transmitted) capacity of the object, the amount of economic damage as a result of the implementation of emergency situations and (or) emergency incidents (in value terms), the number of people killed (irretrievable losses), the number of people whose vital functions were disrupted as a result of the implementation of emergency situations and (or) emergency incidents.

The article raises the issue of state sovereignty in a federal state and reveals its legal nature. The authors draw attention to the diversity of approaches to the concept and essence of sovereignty, reveal its correlation with related categories, describe the concepts of unity and divisibility of state sovereignty. The paper proves that sovereignty is not a quantitative, but a qualitative characteristic of a state, which is either present or not. The authors substantiate the exclusive possession of state sovereignty by the Russian Federation. Based on the analysis of the doctrinal, regulatory sources and the practice of the Constitutional Court of the Russian Federation, the authors show that the Russian constitutional model explicitly outlines the principle of solid and indivisible state sovereignty spreading throughout the whole territory of the Russian Federation. Recognition of the principle of state sovereignty of Russia presupposes a clear definition of the scope of rights that the Federation should possess in order for its sovereignty to be ensured. The article examines the main features of the state sovereignty of Russia enshrined in the Constitution of the Russian Federation, among which are the supremacy of federal law over the law of the subjects of the Federation, the inviolability of borders and territorial integrity, the unity of the economic space, fiscal, banking and monetary systems, common army (Armed Forces), the right of the state to protect its sovereignty and rights of citizens. Despite the unequivocal decision on the integrity of state sovereignty of the Russian Federation expressed the Constitution of the Russian Federation and by the Constitutional Court of the Russian Federation, this fundamental principle is not completely ensured since the idea of the sovereignty of the republics as components of Russia continues to retain its potential threat to Russian federalism, taking into account the provisions of Art. 73 of the Constitution of the Russian Federation that provide for the full state power of the constituent entities of the Russian Federation
