The participation of citizens in public policies is an opportunity not only to educate them, but also to increase their empowerment. However, the best way for deploying participatory policies, defining their scope and approach, still remains an open and continuous debate. Using as a case study the Brazilian National Agency of Electric Energy (Aneel), with its public hearings about tariff review, this paper aims at analyzing the democratic aspects of these hearings and challenges the hypothesis of many scholars about the social participation bias in this kind of procedure. This study points out a majority participation of experts, contrasting with the political content of discussions. And, this way, it contributes to a critical analysis of the public hearings as a participatory tool, indicating their strengths and their aspects which deserve a special attention.

This book presents a detailed critical analysis of a period of significant formal and thematic innovation in Muriel Spark’s literary career. Spanning the mid-1950s to the mid-1970s, it identifies formative instances of literary experimentation in texts including The Comforters, The Driver’s Seat and The Public Image, with an emphasis on metafiction and the influence of the nouveau roman. As well as presenting nuanced re-readings major works like The Prime of Miss Jean Brodie, it draws unprecedented attention to lesser-discussed texts such as her only stage play, Doctors of Philosophy, and early short stories.

ABSTRACTThe purpose of this research is to analyze the participation of different stakeholders, resulting from the implementation of the Public Policy Magical Towns, aimed at sustainable development of Villa Tapijulapa. This investigation is currently underway, however it has been observed that it has been funded development projects, through various government institutions that contribute to Magic Towns Program, which has not been successful, in addition there is a misuse system resources. These issues are presented by the complexity of cooperation, multiplicity of participants and perspectives; and the various attitudes and degrees of involvement of the various stakeholders. As the analysis of the social capital of the community and the characteristics of the agency charged with implementing achieve identify areas of opportunity to propose strategies for improvement.RESUMENEl propósito de ésta investigación es analizar la participación de los diferentes actores sociales, derivada de la implementación de la Política Pública de Pueblos Mágicos, dirigida al desarrollo sustentable de Villa Tapijulapa. Esta investigación actualmente se encuentra en proceso, sin embargo se ha podido observar que han sido financiados proyectos de desarrollo, a través de diferentes instituciones gubernamentales que coadyuvan al Programa de Pueblos Mágicos, los cuales no han sido exitosos, además de existir, un mal uso del sistema de recursos naturales. Estas problemáticas se presentan por la complejidad de la cooperación, multiplicidad de participantes y perspectivas; así como las diversas actitudes y grados de compromiso de los diferentes actores sociales. Por lo que el análisis del capital social de la comunidad y de las características de la agencia encargada de la implementación lograrán detectar las áreas de oportunidad para proponer estrategias de mejora.

EDUCATION AND PEASANT RESISTANCE IN THE PARAENSE AMAZONIAEDUCACIÓN Y RESISTENCIA CAMPESINA EN LA AMAZONIA PARAENSERESUMOEste artigo é fruto dos apontamentos da pesquisa de mestrado desenvolvida no Programa de Pós-Graduação em Agriculturas Amazônicas (PPGAA) da Universidade Federal do Pará – UFPA. Aborda os desafios da luta pela terra no Sudeste Paraense, refletindo sobre o papel da educação nesse processo. Ele aponta a educação que permeia o cotidiano das pessoas, como elemento que fortalece a resistência política dos camponeses, por isso, não está apenas relacionada à conquista da terra, mas também, à permanência na mesma e à mudança da qualidade de vida nos acampamentos e assentamentos. O artigo é resultado de um estudo de caso, desenvolvido no Acampamento Sem Terra, denominado de Dalcídio Jurandir, localizado no Sudeste Paraense e encaminhado por uma abordagem qualitativa. Entende-se que o movimento social busca uma educação que dê conta de compreender as circunstâncias vividas a partir de suas contradições sociais, tendo a mesma lógica de resistência do campesinato, porque é nele que ela tem sua raiz histórica. It addresses the challenges of the struggle for land in Southeast Pará, reflecting on the role of education in this process. This paper points out the education that permeates people's daily lives, as an element that strengthens the political resistance of the peasants, therefore, it is not only related to the conquest of the land, but also to the permanence in it and to the change in the quality of life in the encampments and settlements. The article is the result of a case study, developed at the agrarian reform camp, called Dalcídio Jurandir, located in Southeast Pará and guided by a qualitative approach. It is understood that the social movement seeks an education that is able to understand the circumstances experienced from its social contradictions, having the same logic of resistance as the peasantry, because it has its historical roots in it. Pangolins are poorly known species despite their high demand in the illegal international trade.  This study has been conducted to analyze the awareness of Filipinos towards the endemic Philippine Pangolin Manis culionensis and how much they would be willing to contribute to its conservation.  The respondents were selected from the social media reach of the researchers.  The results showed that most of the respondents know about the pangolin from mass media such as news from television.  Social media is also a factor in their awareness of the animal.  They unanimously agreed that pangolins are important ecologically rather than its medicinal value in the illegal market trade.  Overall, the respondents showed a high degree of knowledge of pangolins and have favorable attitudes towards its conservation.

In recent years, undocumented youth have come out of the shadows to claim their rights in the United States. By sharing their stories, these youth gained a voice in the public debate. This article integrates insights from the literature on narratives and emotions to study how story-telling is employed within the undocumented youth movement in Chicago. I argue that undocumented youth strategically use storytelling for diverging purposes depending on the context, type of interaction, and audience involved. Based on ethnographic research, I show that storytelling allows them to incorporate new members, mobilize constituencies, and legitimize grievances. In each of these contexts, emotions play a key role in structuring the social transaction between storyteller and audience. Storytelling is thus a community-building, mobilizing, and claims-making practice in social movements. At a broader level, this case study demonstrates the power of storytelling as a political tool for marginalized populations.

This exploratory text starts from a doctoral-unemployed experience and was triggered by the discussions within a collective of doctoral students on this particularly ambiguous status since it is situated between student, unemployed, worker, self-entrepreneur, citizen-subject of social rights or user-commuter in offices and forms. These discussions motivated the reading and commentary of a heterogeneous set of texts on unemployment, precariousness and the functioning of the institutions of the social state. This article thus focuses on the relationship between knowledge and unemployment, as embodied in the public space, in the relationship with Pôle Emploi, and in the academic literature. It articulates a threefold problematic : what is known and said publicly about unemployment? What can we learn from the very experience of the relationship with an institution like Pôle Emploi? How can these observations contribute to an understanding of social science inquiry and the political role of knowledge fromm precariousness?

This article rethinks the complicated encounter between the East India Company and the built heritage of India in the early nineteenth century. Through an extended case study of the imperial mosque in Allahabad, which was periodically subject to British intervention over some sixty years, it traces vicissitudes in attitudes towards history, religion, and the social existence of Muslims in India generally and Allahabad in particular. The article argues for the need to look beyond the narrative of Britain's relationship with architecture as artefact or heritage—a relationship that took on institutional form in the 1860s—to the comparatively less familiar story of the Company State's prolonged and serious interest in the built environment, and specifically religious buildings, as part of the political economy of its rule. It demonstrates that such an interest was simultaneously a logical outcome of and a tension within the legitimating discourses that the Company State fashioned during the last half-century of its rule in India.

This article reconceptualises work-based solidarity as political action that is distinct from, yet interlinked with, a socio-economic mode of activity. To extend existing relational approaches to work, this article reads a case study of a cultural initiative through Hannah Arendt’s notions of labour, work and (political) action. With the latter being a form of engagement marked by plurality – the co-presence of equality and difference – the analysis shows how work-based solidarity as political activity is a temporary and precarious phenomenon. It necessitates constant engagement of various material and discursive elements to create its conditions. This article also shows how work-based solidarity is enabled through particular arrangements of activities stretching over both the socio-economic and the political sphere in a way that maintains the political mode of work distinct from socio-economic reasoning without ignoring its economic necessities.

This article explores how Korean bloggers, in contestation, participate in the social structure of communication and potentially transform it through their vernacular practices of decoding and recoding in the blogosphere. As a neo-liberal regime has been established, citizens practise discursive politics in a seemingly democratic and technologically advanced society that is actually a coercive-controlled communication system. Through the analysis of news blogs on the Cheonan disaster, it is suggested that a majority of bloggers are seen to utilise news media stories to gain leverage for their points of view or to provide counter-arguments against the dominant frames generated by the established news media. The critical reframing of the digital network in Korean society allows a reflexive reading of the Korean digital wave, which should be contextualised within generation politics, economic polarisation and ideological contestation. In order to avoid a nationalistic celebration of the IT power of the country, citizens' digital media practices are analysed as contributions to the democratisation of the public sphere and the enhancement of social openness and participation in the digitised arena of discursive politics.

PurposeThe paper aims to reach a better understanding of accountability and social reporting in the Italian justice system, by examining the state of the art of both literature and practice. The case study highlights the critical elements in drawing up the social report of one of the most important Prosecutor Offices in Italy.Design/methodology/approachThe case study analyzes the activities of the actors involved in the report building process by detailing all the steps involved in a research diary, in order to examine such process from the inside, thus reversing its perspective.FindingsThe study shows that both the lack of guidelines for judicial administrations and a consolidated trend of transforming administrative facts into documents useful to stakeholders slow down the evolution of practices, which are stuck in a perpetual trial stage.Research limitations/implicationsThe limitations are mainly related to the adoption of a single case study, which does not include any comparison with other reporting experiences in the justice sector.Originality/valueThis paper adds evidence to the theoretical debate on social reporting in the justice sector which has so far received the attention of a limited number of scholars. Furthermore, unlike other studies focusing exclusively on the final report while overlooking the process that turns input into output, this research deals with the core of the social reporting process and practices in their development, capturing their most intimate and controversial aspects from the inside.
