The article examines the impact of developing digital information technologies on the labor market and public employment. At the same time, it analyses separately the impact of the digital economy on the territories with a relatively low standard of living and high unemployment. The author presents the data for the state of the process of digitalization of Russia’s economy and makes a conclusion of high development level of tre information infrastructure, noting, at the same time, the existence of a strong gap in the level of digitalization between the regions. In assessing the impact of the Internet technologies development on public employment, two main consequences are identified: a decrease in the impact of the geographical factor on demand and supply on the labor market and involvement of previously unemployed social groups in the production process. The results of these consequences are divided into opportunities and threats to the population, whereby their analysis is carried out separately for the population of the periphery.

In modern conditions of overall informatization, the majorities of children of older pre-school age actively use gadgets and have access to the Internet. However, just one-fourth of parents demonstrate concerns about digital security. That is why the issues associated with cybersecurity training in preschool education, legislative regulation in ensuring the security and development of children in a digital environment are relevant for present-day pre-school education. The study was based on the activities carried out by teachers and psychologists of the methodology association of the Leninsky district of Yekaterinburg. The methods used in the study involved observations, the analysis of information obtained through counseling and psychological checks, interviews, surveys of instructors and specialists dealing with parents in kindergarten. As a result, we revealed the problems with digital competence among all the participants of the process of upbringing and education and defined the impact of parents on the formation of digital literacy. Of special interest is a new position when the modern parent is given a “relief” from a child with the help of gadgets, which calls for family psychological support on pre-schoolers’ secure use of digital technologies. The main task of working with parents is to shape perceptions of the problems associated with free contacts of the child with information technologies and the necessity to control digital information received by the child.

The article is devoted to the analysis of the main modern trends of digitalization of the economies of the leading world powers. Particular attention is paid to the state of Affairs with the practice of information and communication technologies in the Russian Federation. The analysis of trends in the participation of the digital economy in the formation of GDP of a number of countries, including Russia. The impact of digitalization processes on the current state and further development of various spheres of management is assessed. The practice of development of strategic programs for the development of national economies, which determine the targets for the development and implementation of modern information technologies in various industries and activities to improve the efficiency of national socio-economic systems. The author’s position in determining the main features of the current state of the digital economy of Russia is based on the generalization of the results of studies conducted by a number of international companies, and is of practical importance in the study of the problem of the ongoing transformation of social and labor relations in the context of digitalization.

Purpose: the study methodological approaches to assessing the level of development of the digital economy and develop recommendations for improving digitalization development management processes.Methods: the research methodology is based on the use of elements of various types of analysis, statistical methods and macroeconomic modeling methods. The empirical base is represented by a set of thematic materials, including statistical data from European Union countries.Results: the study presents various interpretations of the content of the concept of "digital economy", indicating its content in accordance with the evolutionary development of society and the progress of scientific and technological progress. Approaches to measuring the level of development of the digitalization of the economy on a global scale are considered. The absence of the universally recognized universal indicators and methods recognized in this field has been revealed. An analysis of the development of the digital economy in the countries of the European Union using the Digital Economy and Society Index (DESI) is carried out. A model has been developed that allows the grouping of EU countries taking into account the level of development of the digital economy and the characteristic features for each selected group of countries, which will increase the efficiency of managerial decisions in the direction of the development of CEs in specific conditions.Conclusions and Relevance: the differentiation in the level of development of the countries of the European Union determines the presence of significant differences in strategic priorities in the implementation of the digitalization of the economy. The main direction of digitalization of the economy should be considered industrial production. A new production paradigm is the formation of intelligent production based on the introduction of digital production and digital information technologies in the main stages of the product life cycle. Sociocyberphysical systems capable of solving key problems, both in the digitalization of production systems and becoming the locomotives of the growth of the new economy, are being formed in this context. They have the ability to interact with both the environment and the social sphere through the creation of new jobs. The developed model is focused on taking into account the specific features of the development of a country (group of countries), allows you to identify key problems in the development of the digital economy and timely take the necessary measures to solve them.

<p>Internet technologies create new platforms for the sale of goods and services, however, their emergence arise new issues of how to attract and retain users. Modern Internet users enjoy freedom of choice, they can easily find travel services, or skip them just by closing the browser tab. That is how Customer Relationship Management (CRM) systems were introduced to build and manage efficiently good user relationships. This article discusses the main functions of CRM, according to the classification of The Center for Research on Information Technology and Organizations (the University of California, Irvine, USA) and considers the potentials of CRM systems on the market for large and small companies.</p><p> </p><p>The objective of the paper is to research information technologies that help to attract, retain and work with clients in travel agencies, as well as technologies that open up new platforms for the sale of tourism products, namely online sales. The article also investigates the impact the Internet technologies have on various industries, in particular on the tourism industry.</p>

Introduction.Nowadays, information technologies are developing rapidly. This process affects practically all spheres of life and causes the need of system technological revolutions and modern methods of data processing. A process of digitalisation inevitably changes the structure of population employment and the educational environment as being provider of new HR-recourses.Theaimsof the research were to identify the problems of the digitalization policy in Russia and to formulate possible solutions.Methodology and research methods.The methods of theoretical investigation were used: abstraction, synthesis, analysis and generalisation.Results.The interaction of education systems and science in the field of preparation of HR-recourses at the stage of digital modernisation of the Russian economy is considered. The impact of digitalisation on vacancies and competences needed and the level of preparedness of Russia for the new technological mode are analysed. The perspective directions of higher education and recruitment policy of enterprise and the whole state are identified. The authors have come to the conclusion that rational recruitment policy is an essential part of Russian economy’s digitalisation. The efficiency of realisation of this strategy requires systembased approach to the organisation of staff training for the enterprises in actively changing economic conditions. HR management has become an extremely important element of this system. It is impossible to manage with such digitalization risks as structural unemployment and – at the same time – deficit of highly-qualified specialists without paying attention to what HR-market requires.Scientific novelty. The originality of digital economy is in its optimising effect on production and consumption possible because of operativeness and consolidation of information and computing systems. There has appeared an opportunity to manage socio-economic processes systematically. The necessity of structural changes in HR-market is proved. Moreover, high schools should head the process of overcoming the expected structural unemployment caused by new technologies appearing, i.e. they provide high-quality education of specialised competencies necessary for workers, in particular. Universities must not wait for the government to work out and present new standards and recommendations. On the contrary, high schools ought to independently and urgently initiate the organisation of competitive experts training and to form innovative methods of education of new specialists by cooperating with business sphere and taking examples of digital leaders. To sum up, sensible approach to educational policy can solve the problem of balancing the HК-market and prevent social disturbance.Practical significance.On the example of activity of separate higher education institutions, the ways and models of functioning of the higher school are shown according to economic tendencies.

The authors examine the impact of ethnic bias based on public employment officers’ decisions when choosing whom to recommend for participation in a labor market program. On the basis of an experiment that uses job seekers’ own portrait photographs, their recorded voices, and their real names, findings show that when recommending job seekers for labor market programs, female caseworkers are not affected by job seekers’ appearance, but male caseworkers favor job seekers who are perceived to have a stereotypical Swedish appearance. Moreover, the authors find that, as intended by the guidelines of the Swedish Public Employment Service, both male and female caseworkers favor job seekers perceived, based on the job seekers’ recorded voice, to have a foreign background. The authors’ conclusions suggest that when no explicit guidelines are provided for addressing the impact of ethnic stereotypes on selection for training programs, a risk of bias based on ethnic stereotypes of physical appearance exists.

The present paper presents the results of an author’s research on the influence of social information environment on the speech development and communication skills of five-to-seven-year-old children. It outlines the aspects of the impact of virtual space created through digital information technologies and analyses their effects on children’s speech development. Reasons are given for a discussion on the possibilities for overcoming the communication deficits provoked by the excessive use of electronic media.

In this paper we analyze how corruption affects the shadow labor market and describe the facts of the relationship between corruption and the factors shaping shadow employment. Confirmation of relationship between the spread of corruption and shadow employment in Ukraine is the objective of this investigation, and its results are presented in this paper. In order to achieve the set goal, the authors developed scientific tasks to determine the factors stimulating shadow employment and to carry out correlation and regression analysis of the relationship between the Corruption Perception Index in Ukraine and the indicators stimulating the growth of shadow employment in Ukraine. Despite the absolute negative effect of the excessive spread of both corruption and shadow labor market on national economies, the authors suggest that corruption is an impulse for the growth of shadow labor market. The paper is based on the hypothesis that the individual motivation for participation in undeclared labor activities is of common interest for both employers and employees. Therefore, the authors describe the spread of the shadow labor market by means of indicators, which form shadow employment from the sidelines of supply and demand in this market. Thus, it is defined that the factors that form the shadow labor market from the supply sideline include: the level of unemployment; the level of migration; the level of wages and social security. The factors that form shadow employment from the demand sideline include: the level of tax burden on wages; staff turnover and the dynamics of the population level. The carried out regression analysis between the indicators of corruption and the factors that form shadow employment on the demand and supply sidelines shows that corruption has a significant impact on the level of unemployment in Ukraine, labor external migration, the level of poverty among the working population, the level of social protection and the level of tax burden. Therefore, the reduction in the corruption level will have a significant impact on the socio-economic indicators that incite shadow employment from both demand and supply sidelines on the unregistered labor. Our conclusions indicate that in order to improve the socio-economic indicators of economic development, which have an impact on the spread of the shadow labor market, the Government first of all should reduce the level of corruption in the economy.

Introduction. The transition to the digital economy and rapid development of information technologies actualize the task of companies to find new models of business management. The formation and development of the digital strategy integrated with business and HR strategies becomes prerequisite for ensuring the stable competitive position of enterprise in the market due to its transformation into the technological one. Personnel management is a dynamic subsystem of any enterprise, and qualitative rethinking of human resources management methods and technologies entails a significant impact on the results of the enterprise as a whole. It confirms the special importance of studying the impact of digitization on this area of management. The purpose of the paper is to study the features of personnel management of enterprises on the basis of digitalization. Results. Important aspects of digitization impact on enterprise personnel management are shown. It is focused the attention on the transformation of the most important subsystem of enterprise management – the system of personnel management under the influence of the digital economy. At the junction of digitalization and personnel management, a new form of management arises – digitalized personnel management. The main theoretical provisions of digitalized personnel management are considered, its principles, influence on the internal environment and the labor market as a whole are indicated. Conclusion. Personnel management is the most dynamic subsystem of the enterprise, and a qualitative rethinking of methods and technologies of personnel management entails a significant impact on the results of the enterprise as a whole. It confirms the special importance of studying the impact of digitalization on this area of management. Transformation of personnel management processes under the influence of digitalization is inevitable due to the evolution of enterprise management in general and it is a positive event, because entails increasing efficiency and shifting staff employment to more creative professions, which require unique knowledge, skills and abilities. Undoubtedly, such qualitative transformations will affect not only the internal environment of the enterprise, but also the labor market as a whole and in connection with it the education system. To achieve the positive effect of such transformations, comprehensive work is needed to implement them both at the level of individual enterprises and at the level of the national economic system. Modernization of personnel management methods may require significant investment in technology and communication, but the consequences of non-compliance with consumer experience can be significant not only for the reputation, brand, involvement and retention of employees, but also to achieve the key purpose of the enterprise.
