THE ESSENCE OF AESTHETIC EDUCATION IN HIGHER EDUCATION INSTITUTIONS

In this article the author defines the essence of the esthetical training and presents the scientific approach to defining the term “aesthetic training”. The author shares the views of modern scientists (G. Shevchenko, B. Butenko, L.Masol) on the essence of aesthetic training, points of the necessity of nurturing the aesthetic culture of modern youth. Karam Achmed points out that the humanization of the educational process at a higher educational establishment predetermines the active use aesthetic factors in the process of training of future specialists. In the current situation the aesthetic training is aimed at the artistic-aesthetic training, additionally oriented at the creation and development of an aesthetical culture at the establishments of high education. This article explores the specifics of teaching physics in nonphysical specializations. In the areas of non-physical specialization of pedagogical higher education institutions, it is emphasized that the physics program should be radically different from the curriculum of physics, which is a specialized subject. Many other modern educational technologies are based on the teaching of physics for students of non-physical specialties, the organization of the educational process. The main focus in the teaching of physics to students of non-physical specialties is the content of theoretical materials necessary for the formation of scientific thinking among students, the creation of opportunities for independent study of physics.

The article analyzes the problems of moral and aesthetic education in the process of personal and professional development of future engineering teachers in terms of the educational process of higher education at the present stage. Constant dynamic changes in the political, economic and socio-cultural structure of society require new approaches in the system of vocational education. The article proposes to consider an engineer-teacher of a new type as a person who has humanity, an awareness of the high value of human life; spirituality, the need for knowledge of the surrounding reality, self-knowledge, the search for the meaning of life and life credo, in communication with art, in understanding the intrinsic value of their inner world; creativity, developed intellect, striving for transforming activity and possession of the sense of the new, ability for active life and creativity; pragmatism, possession of the newest technologies, skills and abilities necessary for the implementation of professional knowledge in the new economic and socio-cultural situation. The article substantiates that the main tasks of higher education at the present stage are the formation of the spiritual sphere of the student’s personality and the education of its ethical and aesthetic qualities. The development of these qualities is impossible without creating an effective training system. In this regard, the search for new approaches to the organization of educational activities in higher education is being actualized, in particular, the implementation of the educational function of education, the creation of favorable conditions for professional, personal, cultural, creative self-development and self-education, assistance in the development of a competitive personality of a future specialist . The article analyzes the current trends in the development of society, describes the contradictory attitude towards high aesthetic and moral ideals, as evidenced by the decline in the prestige of education and public culture; consumer attitude to artistic values, which affected the quality of print, television programs, the dominance of "mass culture" on the one hand and on the other - the creation of real conditions for the aesthetic education of people in a sovereign, independent state: an appeal to national sources, to the origins of folk culture wisdom; openness of society, which makes it possible to integrate into the world community, acquaintance with world achievements in various fields, in particular, in artistic creation; freedom of thought; alternative education system, increased attention to the capable and gifted. Prospects for further research are to conduct a detailed analysis of the socio-psychological characteristics of students young people identified in this article, factors that influence the level of aesthetic and moral culture and education of future specialists.

The article reveals the theoretical aspects of aesthetic education of students of higher educational institutions, the aestheticization of the educational environment, which is considered as an activity basis and a stable set of cultural values of an educational institution, The article reveals methodological approaches to the problem of aesthetic education of young people, such as a systemic, synergetic, acmeological and environmental approach, which is defined as a set of principles and ways of using the educational capabilities of the environment in the personal development of a person. The author focuses on the decisive role of the environmental approach in solving the main task of higher education for the preparation of such specialists who, by their actions, assessments, and their own worldview, take part in the cultural life of society. The article gives a characteristic of the object-aesthetic environment as a derivative of the concept of "aesthetic environment", which in its structure contains material and aesthetic elements, united into a single whole in such a way that the objects that form it simultaneously become carriers of aesthetic and functional purposes. It is concluded that the combination of the pedagogical and aesthetic potential of the environment of a pedagogical higher educational institution is an important condition for the upbringing of future teachers, since the aesthetic possibilities of the content of educational material, the organization of the educational process and student activities, as well as the aesthetic possibilities of the teacher are considered by us as a means of forming an aesthetic environment  pedagogical higher educational institution.

Subject. This article examines the practice of first-time applying the International Public Sector Accounting Standards (IPSAS) by Russian higher education institutions. Objectives. The article aims to identify and address the problems associated with such application, and conduct a critical analysis of Russian universities' compliance with the requirements of the International Standards on their first-time adoption. Methods. For the study, we used observation, systematization, and a comparative analysis. Results. The article examines and describes the practical experience of the first-time use of IPSAS in the preparation of reporting by Russian educational institutions participating in the Russian Academic Excellence Project (5Top100 Project). It presents the results of the most typical reclassification adjustments of reporting items made by the universities when preparing their inductive statements of financial position as of the date of transition to IPSAS. Conclusions and Relevance. Most of the universities studied complied with the requirements of the IPSAS first-time adoption and provided comparative information in their first IPSAS financial reporting. The importance of the study is to justify the provision that financial reporting in accordance with IPSAS is appropriate to improve the international competitiveness of universities, which makes it possible to better reflect financial information on the activities of universities. The results of the study can be used in the practical activities of the Russian economy public sector organizations, and in the educational process of higher education institutions.

The author reveals the necessity of introducing into the educational and professional programs of preparation of masters of non-pedagogical specialties of the discipline "Didactics of higher education". Formation of pedagogical competences of the teacher of the higher school will allow the future specialists professional activity in the institutions of higher education. The article reveals the essence of didactic competence and peculiarities of its formation in higher education students in the current conditions of organizing the initial process. The competency approach should permeate all aspects of student training. Therefore, a special (didactic) competence should be included in the list of the graduates' learning outcomes. The didactic competence is the ability to apply knowledge of psychology and pedagogy (didactics) in the educational process of higher education institutions. In the orientation of the educational and professional program of the master of non-pedagogical specialties it is necessary to enter competencies that allow him to engage in teaching activities. General competences add to the ability to carry out pedagogical activities using innovative educational technologies, and special competences add to the ability to organize the educational process and carry out scientific research in order to solve topical problems of the theory, methodology, organization and practice of higher education students. One of the most important compulsory (normative) disciplines that enable the future specialist to teach special and professional disciplines in higher education institutions should be "Didactic of Higher Education". This is the main feature of forming didactic competence in higher education institutions. But the competent approach in higher education does not come down to a separate discipline, but because the phenomenon of integral and dynamic develops in the process of formal, non-formal and informal education and is in constant development and self-development. All stages of preparation of the master of non-pedagogical specialties for teaching activity should be directed on achievement of the main purpose of the educational process — formation of pedagogical competences of applicants of higher education.

The article considers the main approaches to the problem of stress resistance of students in higher education institutions of Ukraine. It is determined that a number of scientists consider stress resistance as a property of the individual that determines its effective activity, and others as cognitively conditioned mechanisms for overcoming stress. It is noted that in psychological science there are other views on the stress resistance of the individual, but when studying the stress resistance of students in the educational process of higher education, it is advisable to use the above approaches. Studies suggest that most students have low levels of psychological stress, mental stress and medium, high levels of resilience. The main coping strategies of students’ behavior in stressful situations are “confrontational coping”, “avoidance”, “self-control” and “problem solving planning”.

The academic competence of cadets is the basis for the formation of professional and social-personal competence of a specialist. Academic competence is a set of skills to independently obtain, process and apply knowledge in the field of jurisprudence, as well as to study and explain from a theoretical point of view the phenomena associated with the implementation of law enforcement. The specifics of training in higher education institutions of the Ministry of Internal Affairs predetermines the need for a systematic organization of activities to develop the academic competence of cadets. The article describes the stages of designing the educational process, taking into account the stages of professionalization of cadets in the learning process.

Training teachers is an important task of modern pedagogy and requires new approaches to the organization of the educational process. The use of information and communication technologies for the purpose of forming the information competence of the future vocational teacher is an important element of the formation of his professional competence. Legal clinical education as an innovative form of legal education is studied in the article. The analysis of the influence of the legal clinic on the formation of the legal consciousness and culture of the future lawyer, his formation as a specialist is carried out. The process of modernization of legal education in Ukraine, where the emphasis is on the practical training of future lawyers, and where clinical education plays a crucial role is considered. It is substantiated that legal clinic is a necessary component in obtaining the profession of a lawyer; consolidation of theoretical knowledge and acquisition of practical skills by students, implementation of legal education activities, provision of free legal aid to people in need are grounded. It is proved that the presence of legal clinics within the structure of higher education institutions, their activities and importance for improving the practical training of future lawyers indicates the indisputability of the necessity to study and research legal clinical education. Emphasis is placed on the need to improve the system of future lawyers training. It is legal clinical education that is the best form of legal influence on a person, and is an integral part of the overall reform of higher education, which is being carried out today in Ukraine and aims to train lawyers with high level of competencies and legal awareness. Legal clinics allow students to be creatively realized, to reveal their intellectual potential; and are a link between the traditional educational process and future practical activities. Increase the number of legal clinics, separation of legal clinics into a separate structural unit with the staff in all higher education institutions, the introduction of teaching of a mandatory course in legal clinical education will contribute to the formation of a future lawyer. Legal clinic is a special kind of legal education (for the population) and an innovative form of legal education (for the applicants for law schools).
