This article presents the results of research on existing tools and the definition of theoretical aspects of the use of modern frameworks for software development, as well as justification of the feasibility and impact of variability of choice on the quality of software applications. The main results of the study are the rationale for the choice of frameworks for software development. It should be noted that despite the large number of frameworks, the structured analysis is carried out by a rather small number of researchers, which determines the scientific novelty of this issue. Choosing the right framework is one of the main principles that determine the quality of the future site. Each of the technologies presented in this article can be considered exhaustive in all respects because they are used both in the practice of converting to a graphical interface (frontend) and to develop a variant of software architecture (backend). Therefore, you should choose a platform according to the convenience of programming languages. So Agile is best suited for open-ended projects, such as launching Internet services, developing computer games, and operating systems. However, flexibility can lead to loss of focus and loss of predictability. It is very important to separate the errors of the flexible approach from the shortcomings of the methodology itself. It will take some time to adapt to the realities of specific tasks before all the benefits of the approach are realized. The practical significance lies in the possibility of using certain frameworks in accordance with the needs of the customer and the developer to achieve certain results in software development.

Some aspects of the economic and legal status of a consulting engineer are analyzed, taking into account the specifics of national legislation. Some problems of the legal status of the consulting engineer and the forms of his economic activity are revealed. The introduction of such an entity as a consulting engineer in the modern conditions of construction development is of particular importance due to the need to improve the quality of construction work, the development of competition in this area and the need to change approaches to economic activity in this area. It is established that the concept of consulting engineer is defined in some special regulations, in particular, regulating activities in the field of road construction, but the economic and legal aspects of his business remain unresolved. This significantly affects the effectiveness of the introduction of the institute of consulting engineers in the field of management. The problem of lack of clear definition of the form of conducting economic activity by the specified participant of economic relations is revealed. The necessity of adopting a special normative legal act, namely the Law of Ukraine "On the activities of consulting engineers", in which to regulate general issues of their legal status, features of the organization of its activities, responsibilities, etc is proved. The author's definition of the concept of consulting engineer is proposed, taking into account the need to establish the organizational and legal form of his business, which will ensure proper regulation of relations between him and other participants in construction relations, including contractors and customers. The solution of some problems of the economic and legal status of the consulting engineer under the legislation of Ukraine is offered. The expediency of conducting the activity of a consulting engineer as a self-employed person, or carrying out its activity by creating a legal entity (association of consulting engineers) is substantiated. In addition, in our opinion, an entity that carries out engineering activities and has concluded employment contracts with duly accredited consulting engineers has the right to provide the services of a consulting engineer.

Most bioinformatics tools available today were not written by professional software developers, but by people that wanted to solve their own problems, using computational solutions and spending the minimum time and effort possible, since these were just the means to an end. Consequently, a vast number of software applications are currently available, hindering the task of identifying the utility and quality of each. At the same time, this situation has hindered regular adoption of these tools in clinical practice. Typically, they are not sufficiently developed to be used by most clinical researchers and practitioners. To address these issues, it is necessary to re-think how biomedical applications are built and adopt new strategies that ensure quality, efficiency, robustness, correctness and reusability of software components. We also need to engage end-users during the development process to ensure that applications fit their needs. In this review, we present a set of guidelines to support biomedical software development, with an explanation of how they can be implemented and what kind of open-source tools can be used for each specific topic.

This article analyses the opinions of citizens on the core values of the so-called Media accountability: truthfulness, independence, transparency, public participation and respect for peoples’ rights. It also analyses citizens’ perceptions of various deontological instruments to measure the effectiveness of compliance with these ethical values. The qualitative methodology used to carry out this analysis is part of the R+D+I research project “Accountability and Journalistic Cultures project in Spain. Impact and proposal of good practices in the Spanish media” (MediaACES), which has been achieved through six focus groups in different Spanish cities. The results of the analysis reflect the critical spirit of citizens towards the media due to the following factors: the absence of objectivity, the mixture of economic interests with their editorial line and an ambiguous participation of the public, which requires a better definition of their role within the information process. The conclusions derived from this analysis allow us to reflect on several aspects: among others, the competition in a deregulated market leads to infotainment and affects the quality of information, as well as the rights of people affected by the news. At the same time, the excess of information channels leads to greater disinformation, under the appearance of a spontaneous pluralism that is superfluous. Ethics, therefore, seems to be a necessary requirement to differentiate professional journalism from other inappropriate information channels and to guarantee the right to information of citizens.

The article discusses the constitutional category of «labour», the definition of which is not enshrined in legislative acts because it is considered to be a well-known category, which is not a special legal one and does not require any clarification. However, this approach creates difficulties for legal regulation, as it blurs the boundaries for the legislator and the executor. Lack of awareness of the concept of a regulated category can lead to a situation when the legislator, creating a new law or making amendments to an existing one, will subject to regulation the area that does not pertain to the relevant legal phenomenon, or vice versa - will ignore part of the content of the regulated category, which is certain to negatively affect the quality of legal regulation. Law enforcement practices similarly face difficulties in having only doctrinal understandings of statutory concepts, which creates inconsistency in decisions made by lawyers in course of their professional work. The 1993 Constitution of the Russian Federation enshrined the category of «labour» in a number of articles, but did not clarify the interpretation of its concept. The analysis of economic and legal views on labor allows us to conclude that, despite the status of a well-known category, which, it would seem, does not need an explanation, only the presence of clear criteria for recognizing an activity as labor, provides high-quality legal regulation, in particular, it allows not only to separate the types of activities that are not subject to legal regulation, but also to choose the right branch of law that regulates social relations in each particular case.

Purpose Managing quality is a vital aspect in software development world, especially in the current business competition for the fast delivery of feature rich products with high quality. For an organization to meet its intended level of excellence in order to ensure its success, a culture of quality should be built where every individual is responsible of quality and not just the software testing team. However, delivering software products with very few bugs is a challenging constraint that is usually sacrificed in order for a company to meet other management constraints such as cost, scope and scheduling. The paper aims to discuss these issues. Design/methodology/approach In this paper, the authors present a Six Sigma DMAIC-based framework for improving software quality. Different phases of DMAIC methodology are applied for quality improvement in one of the largest software applications for “RK” company (name anonymized) in Canada where critical to quality aspects are identified, production bugs classified and measured, the causes of the large number of production bugs were specified leading to different improvement suggestions. Several metrics were proposed to help “RK” company control its software development process to ensure the success of the project under study. Findings This paper shows how companies can use a systematic approach such as DMAIC to eliminate errors and improve efficiency. It helps them to identify and implement improvements that leads to an increased confidence in the quality of the product produced at all levels. Originality/value By applying DMAIC at “RK” company the authors were able to demonstrate how DMAIC can help organizations improve the quality of their software products. As a result, reduce cost and cycle times, achieve customer satisfaction and improve profit margin.

Online patient reviews can offer a rich information source to users of healthcare services, as well as for hospital management and quality monitoring. Whereas in recent years the volume of online patient reviews has been consistently growing, organizations still lack standardized approaches and tools to allow for the systematic monitoring of users’ online comments. Therefore, managers are lagging in the ability to make use of such data from patients’ voices for improving the quality of the services provided. If organizations fail to develop the right capabilities to consider users’ online reviews and feedback, they risk not only to miss important quality failure alerts, as wells as to frustrate their customers’ expectations for service and attention. In this chapter, we present a qualitative analysis of patients’ reviews for healthcare services in Portugal, building on a sample of data extracted from Google for the year of 2019. The chapter reports the major quality management themes addressed by hospital users in their online expressions and offers some guidelines to support a structured analysis and visualization of results from online users’ word of mouth data.

Testing and Traceability Aspects in the Context of the Model Driven Architecture (MDA) With the growth of complexity of the software systems it becomes more complicated to ensure and evaluate quality of the software being built. This paper discusses quality of the software in the context of the Model Driven Architecture. Paper analyses factors that affect quality of the software in the software development projects that are developed using MDA. As one of the important factor that affects quality of the software, is traceability. This paper provides description of the traceability property and importance of it within development of the software. Within context of this paper traceability is considered as a property of a system description technique that allows changes in one of the system descriptions to be traced to the corresponding portions of the other descriptions. This paper is focused on such aspects of the software development as testing and traceability in the context of MDA. Paper contains in review of traceability, MDA and traceability within MDA. Also paper contains description of the method for formal definition of the problem domain - called Topological functioning modeling for model driven architecture (TFMfMDA). This paper introduces method of the application of the TFM as the traceability tool. TFM as the traceability tool can be used to analyze impact of the changes and select most important tests.
