The article is devoted to the analysis of historical dynamics of university and its classification of cultural types. The main part of attention is concerned over the classical model of university and its transformations. The university carries out a social institution. It has absence of its own an autonomous field of culture, which is a form of spiritual rather than social production. Education is a set of social institutions that produce the social structure directly, that is, social technology with the purpose of human and social production of the new model. The society of the late Modern becomes a collection of social institutions (not only educational, but also legal, political, economical, and even in a certain sense cultural) and industries (specialized fields of material production). Education in this sense is a form of human production in general, while economics, politics and law are generally aimed at the indirect production of people through the logic of much complicated institutes movement: economics, politics, law (goods, power structures and laws). Depending on the national model of education, universities determine the priority of certain educational strategies. The university as a social technology, based on the new sample of the anthropological model, forms disciplinary practices that function for production of habitus and cultural capital, and also provides identification "under the auspices of the concept of culture" (B. Readings) in the Modern era. This cultural-historical period is characterized by the fact that social control is carried out not with the help of personal coercion, but of the passage through institutions. A higher educational institution in the era of Modernity is the most consistent embodiment of the idea of a social institution as an intermediary between spiritual and material production. Culture in this context acts as a form of "high culture," that is, as a way of human existence just like this, with value orientations on the foundations of universal cult of reason. The "Cultural Mission" of the University is a mediation between the regulatory ideas of the Modern and a certain type of state that is, to be a social technology of nation-building. The technology of cultivating reason is provided by studying at the Philosophy Faculty and is an obligatory philosophical component for other faculties in the German model, created by V. Humboldt. The formation of the cult of universal reason and self-sufficient subject is the basic task of the classical university and its leading sociocultural function and cultural mission.

The study aimed to build a proposed perception to reduce the high rates of divorce in the Al- Jouf region in view of the role of some social institution as, and using the survey and documentary descriptive approach, through the application and two questionnaires were prepared (the first is directed to divorced and divorced women, and the second is directed to community members), and the interviews were used to get acquainted with the opinions of officials in both: Personality, 2- Al- Jouf University, 3- The Family Development Association, and the study concluded that the reasons for divorce are [socio- cognitive] reasons, the most important of which are: the interference of others in the family life of the couple, such as (family, relatives, and friends) With an average approval of 2.54 out of 3 , The weak educational and cultural role of institutions Different society (family, school, c Spangle, family associations) in the rehabilitation of young people for marriage An average of 2.53 out of 3, Also, coordination and cooperation between social institutions in the region to reduce the high rates of divorce in the region was weak coordination, and the research has resulted in a proposed vision to limit the high divorce rates in the Al- Jouf region. Its security and stability, In it the university plays the main role in coordinating and raising awareness of knowledge and social issues such as: women's rights- children's rights- providing family, psychological and legal counseling to university employees and members of society.

This article considers methodological approaches that can be rationally applied in the study of the problem of psychological and pedagogical adaptation of students-repatriates in the holistic pedagogical process of the University. Scientific researches of the problem of adaptation, including its theoretical bases are studied and analyzed. Kazakh, Russian and foreign scientists’ works were the theoretical and methodological basis for the provision of scientific analysis. Definitions of concepts repatriation, adaptation are given, types of adaptation are described in this article. An important stage of introducing a person to the values of higher education is admission to a higher educational institution, the development of fundamental scientific knowledge, professional basic concepts. In this regard, the problem of adaptation of repatriated students to the conditions of study at the University is of particular importance. The success of adaptation of repatriated students to study at the University is largely due to value orientations as a factor that ensures the effective organization of the educational process. The carried-out characteristic of the used approaches, principles and methods has shown their substantial aspect rather full analysis. And mastering the whole system of approaches, determines the ability to prepare an appropriate research methodology.

The article considers aspects of pedagogical partnership between participants in the educational process in educational institutions and preschool institutions as an effective factor of interaction. The article analyzes the principles, opportunities and ways of partnership pedagogy as a system of effective interaction between teachers, educators and parents for the purpose of personal development of participants in the educational process. The concepts of "partnership", "partnership pedagogy", "social institutions" in the system of relations between all participants in the educational process (teachers, future educators, employees of preschool educational institutions, parents) are revealed. The paper focuses on the criteria that determine the effectiveness of the idea of developing partnership relations as the most productive system of relations in the context of pedagogical interaction. The article highlights the social and pedagogical partnership as a separate form of social interaction of an educational institution with individuals and the importance of the determining role of a higher educational institution in the implementation of its personal and developmental functions in the training of future educators, which includes family, teachers, and the administration of educational institutions. The article considers the purpose and objectives of social and pedagogical partnership as the establishment of partnership relations between participants in the educational process to determine the value orientations of joint activities and ways to achieve partnership. The issues of organization and social and pedagogical partnership as the most effective form of involving parents in the structure of technology, designing a model of partnership interaction between educational institutions and family in the training of future educators are outlined and justified.

This study aims to investigate the characteristics of professional orientation in pedagogy. Based on the works of I.S. Yakimanskoy, E.V. Bondarevskaya, A.A. Melik-Pashayeva, I.N. Semenova, V.K. Zaretsky and other researchers, the authors clarified the principles of personal orientation of educational activities that contribute to the development of the professional orientation of students of pedagogical specialties at the university. The article also presents the author’s complex of pedagogical conditions ensuring the development of the professional orientation of students of pedagogical specialties in a higher educational institution. The complex includes the following components: identification and formation of value orientations of students of pedagogical specialties; creating in higher education educational environment that promotes self-realization of the individual; accounting of students' subject experience; development of pedagogical abilities of future teachers; development of professional skills of university teachers as the basis for the formation of professional orientation of students of pedagogical specialties. The article also describes the results of experimental work, which confirmed the effectiveness of the developed complex of pedagogical conditions that ensure the development of the professional orientation of students of pedagogical specialties in a higher educational institution on the basis of personal orientation of educational activities.

It is evident that, especially in the recent decades, the scientific institutions have strongly evolved and modified their structures in order to be adapted to the changing socio-cultural environment as well as to be more aware of the need to generate new knowledge in order to support the economic growth. Social sciences tried to interpret the process of institutionalization of science in the academic world in various ways, analyzing the social components of the process of creating the knowledge. The approach in social sciences is primarily characterized by the study of the level of institutionalization that enables the study of the features that, in turn, define science as a social institution. This approach is useful in the study of higher education systems because the institutionalized principles make the structure of an organization and primarily provide the information about what regulates the formation of a university and not only about what regulates the behavior of an individual. The organization of the university is a clear example to understand the changes that are taking place in social institutions based on scientific and technological knowledge. In fact, in recent decades, universities have changed the way they organize their activities. The new requirements favor the reorganization of the knowledge creation process which has significant consequences for changes in the internal structure of a science institution. This article focuses on the analysis of the process of institutionalization of science. This approach to science is primarily characterized by the analysis of the features that define science as a social institution. In this context, the most important challenges and difficulties related to these processes in a globalized world are presented.

The modernity theories of western-type societies are understood as a process, when a developing society approaches developed societies, reaching a certain level of economic growth, a certain level of public participation or a certain phase of democratic development, giving access for more individuals to the physical, social and economic mobility. In modern societies, the educational institution has become one of the key factors to ensure the stimulating and securing mobility of individuals. The modern world gives the education prominence in modern societies. Education has become a major means to climb up the ladder of social classes. Therefore, education has to be compulsory so that it prevents people from creating social groups that could turn into ones non - integral, excluded from society. The aim of modern society is to provide equal opportunities to everyone to learn and meet the needs of the times. According to the modernity theory the Institution of Education should become the basis of social security protecting the individual from various social risks in the future. According to functionalists, each social element of a society as a whole, including the educational institution, contributes to the stability of society. Summarizing various descriptions of the concepts of a social institution in the literature one can conclude that social institution is organized associations of people, who perform certain socially important functions through their social roles, or have common goals, values, norms and behavior patterns. Social institutions can be strong or weak, regardless of people‘s trust in them, nor the requirements of social life. It has been noted that in the scientific literature usually four major social institutions are identified: family, education, religion and politics. The importance of the institutions in society depends upon the times, the country’s political and economic context. The process of Institution-building in social life, acquisition of the well-established values is known as institutionalization. It takes place at all levels of social life, in small groups and large organizations. A greater part of ordinary societal life occurs in specialized institutional situations. Today’s social institutions are quite independent, though they are connected by people, who link themselves to a number of social institutions. Social institutions often compete among each other, for each of them aims at managing the main social functions of society. Family, education, church, and government often compete amid each other openly attempting to influence various groups of society.

Methods and forms of the educational process, which ensure the formation of professional and value orientations of future technical specialists are researched and theoretically grounded in the artticle. According to the classification by sources of knowledge, the following teaching methods are identified: verbal methods; visual methods; practical methods. The group of methods based on the word includes methods of storytelling, lectures and discussions, as well as methods of using educational and special scientific literature. The use of these methods should be combined with methods of education that are similar in nature: verbal, ethical narration, debate, ethical conversation, etc. Professional and value orientations of future professionals are one of the most important components of the personality structure, which show the attitude to the values of a profession and find expression in the interests, needs, views, assessments, motives of social and professional activities. The university forms in students not only basic professional knowledge, but also clear guidelines for life, teaches to separate true values from conventional ones, to perceive and evaluate complex phenomena and processes of the modern world. As during the student years there are the development of value orientations of the individual, the accumulation of knowledge, professional experience, awareness of their abilities, capabilities, there is a value of self-determination and self-improvement. Extracurricular work is proved to perform a leading function in the educational aspect in the process of formation of professional and value orientations of students of technical universities, as most of the methods and forms, due to lack of study time, it is advisable to conduct after classess. The system of extracurricular work is considered as a set of educational influences that provide purposefulness, systematicity, consistency, combination of pedagogical guidance with the initiative and initiative of students. The basic principles of this system are the professional and pedagogical orientation of the educational process, the relationship and interdependence of teaching and educating students; the connection of the educational process of a higher educational institution with pedagogical practice.

This article is devoted to the organization of developmental education of students of higher educational institutions. Based on works by I.A. Zimniaia, T.I. Iliin, V.V. Kraevskii, G.M. Kodzhaspirova, I.Ia. Lerner, I.F. Kharlamov and other researchers, the authors clarified the concept of “developmental education of university students", analyzed its components, systematized domestic and foreign experience in organizing developmental education in a higher educational institution. The article also presents the author’s set of pedagogical conditions, which contributes to the organization of developmental education for university students. This set includes the following components: correction of students' value orientations in the educational process of the university; the development of cognitive activity of students and the construction of the educational process at the university, subject to the requirements of a person-centered approach.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

The article is devoted to the issues related to the phenomenon of “aging society”. The relevance of creating a barrier-free environment for the elderly is dictated by the current demographic trend towards an increase in life expectancy, an increase in its quality. The number of centenarians with functional impairments (senile dementia, Parkinson’s and Alzheimer’s) who require care at a qualitatively new level is increasing. Innovative form of organizing the leisure of the elderly «Kindergarten for the elderly people» is considered as one of the ways to solve the problem. Based on the data of a study conducted by the Federal state budgetary educational institution of higher education of the Far-Eastern state medical university of the Ministry of Health of Russia in 2020, identified the need to create a social institution «Kindergarten for the elderly people». The article notes the need for older people to adapt to the changing conditions of their life in the society saturated with gadgets and information.
