This study aims to analyze Local Government Innovations Related to the Application of Visionary and Super Leadership Leadership Styles. The approach used in this study is a qualitative approach. Data collection was carried out through observation and interviews. Activities such as data condensation, display data and conclusion drawing and verification. The results showed that the sustainability of innovation in North Luwu Regency which consists of legislative, executive, human resource, environment, technology, and community support in general has received a positive response so that the sustainability of innovation in North Luwu Regency is not in doubt. service improvement, process innovation, administrative innovation, systems innovation, conceptual innovation, and radical innovation. A number of types of innovations in North Luwu Regency have been implemented. The innovation that was born in North Luwu Regency is inseparable from the application of the Visionary leadership and Super leadership styles. Leadership innovation Visionary Leadership and Super leadership in terms of the types of innovation have met the type or types of innovation in the public sector.

This study uses a qualitative approach to examine what political and technical leaders of municipalities understand transparency and public information to mean, and what role they believe the different subjects involved (government, opposition, and the public) should have. The websites of 605 Spanish councils with more than 100,000 inhabitants were analysed and three focus groups were held with political and technical leaders from a selection of sample councils. The results show that the technical and political leaders of the councils do not have a clear awareness of their function of management accountability or of the need to apply journalistic criteria to the information they publish, defending with nuances the use of propaganda criteria to focus on the actions of the local government, its information, the lack of space dedicated to public debate and the opposition’s actions. In relation to accountability and citizen participation, they have a negative view of citizens, who they describe as being disengaged. However, they emphasize that internally it is essential to continue improving in terms of the culture of transparency and the public information they provide citizens.

This research is motivated by the growth of coffee consumption in Indonesia which has been getting higher since 2016. This phenomenon can be seen from the expanding of the coffee industry in Jakarta. Brookland Coffee has become one of the coffeeshops that has been around since 2019 and is in demand by the public. This study aims to determine the use of brand experience for brand loyalty in Brookland coffee. The approach used is a qualitative approach with a case study research method. Researchers collected data for this study through interview sessions, observation, and documentation. The results of this study indicate that the use of brand experience for brand loyalty at Brookland Coffee has a positive and significant effect on the bicycle community, which means that with a good brand experience consumers can get an impression and have a positive response so that it can make customers loyal to the product. Brand loyalty can also be defined as how often consumers buy the product. Hasil penelitian ini menunjukan bahwa pemanfaatan brand experience terhadap brand loyalty di Brookland Coffee berpengaruh positif dan signifikan pada komunitas sepeda, yang berarti dengan pengalaman merek yang baik konsumen dapat mendapatkan kesan dan memiliki respon yang positif sehingga dapat membuat pelanggan loyal pada produk tersebut. Loyalitas merek juga dapat di artikan dari seberapa sering konsumen membeli produk tersebut. Loyalitas adalah hal yang emosional, dan bisa diartikan sebagai sikap setia pelanggan terhadap suatu merek atau produk tersebut.

Abstract One of the priority areas for restoration and conservation of peatland after the 2015 fires in Riau is Pelalawan District. The community attitude around peatland will affect the success of conservation and restoration activities carried out by the government together with the Peatland Restoration Agency (BRG). This research aims to determine the community attitude around peatland toward conservation and restoration programs using a descriptive method with a qualitative approach. The total number of respondents is 45 communities spread over two subdistricts in Pelalawan, Riau. The location determination was carried out by purposive sampling where two sub-districts were selected, the Bunut sub-district representing the mainland peatland area and the Pelalawan sub-district representing the coastal peatland area. The main results of this research indicate that conservation and restoration of peatland such as the establishment of Fire Concerned Community (MPA), the existence of re-vegetation, canal blocking as form of re-wetting, and re-vitalization of livelihoods in Pelalawan, Riau obtain a positive response from the community along with it, community participation programs organized by the government. This research shows to the public that local peatland communities have awareness and understanding of the importance of protecting peatland area ecosystem.

Citra yang baik atau bisa dikatakan citra positive sebuah daerah perlu dibangun oleh Pemerintahan setempat. Wajah Kabupaten Purwakarta pada saat ini lebih banyak dikenal oleh masyarakat dibandingkan dengan 10 tahun silam apalagi didalam sektor kearifan lokal. Hal ini merupakan adanya gerak cepat dari pemerintah setempat untuk memoles wajah Kabupaten Purwakarta.Tujuan penelitian ini untuk mengetahui upaya pemerintah dalam membentuk citra Purwakarta dilihat dari konsep proses pembentukan citra (Ardianto: 2002) yang mana didalamnya terdiri dari persepsi, keyakinan, motivasi dan sikap. Penelitian ini menggunakan paradigma konstruktivisme, pendekatan kualitatif dan metode studi kasus. Hasil penelitian menunjukan bahwa untuk membentuk persepsi masyarkat diadakannya perbaikan infastruktur dan menciptakan slogan baru atau city branding. Cara meyakinkan masyarakat menegnai informasi yang disampaikan di lakukan hubungan kerjasama dengan beberapa media cetak dan menciptakan sebuah aplikasi. Cara memotivasi masyarakat dengan diadakan pembangunan ifastruktur penunjang masyarakat dengan menyediakan fasilitas umum dan membentuk sikap masyarakat diadakannya pembaharuan pembangunan. A good image that can be said as a positive image of an area needs to be built by the local government. The face of Purwakarta Regency is currently more widely known by the public compared to 10 years ago especially in the local wisdom sector. This is a quick move from the local government to polish the face of Purwakarta Regency. The purpose of this study is to determine the government's efforts to shape the image of Purwakarta seen from the concept of the process of image formation (Ardianto: 2002) which consists of perceptions, beliefs, motivations and attitudes. This research uses constructivism paradigm, qualitative approach and case study method. The results of the study show that to establish community perceptions there is an improvement in infrastructure and creating a new slogan or city branding. How to convince the public about the information conveyed in a cooperative relationship with several print media and create an application. How to motivate the community with the construction of community support infrastructure by providing public facilities and shaping the attitude of the community for the development of development. The purpose of this study is to determine the implementation of leadership styles in increasing local government innovation. This research method is based on the approach used in this study is a qualitative approach. This research was conducted in North Luwu Regency, South Sulawesi Province, to be precise at the Regent Office of North Luwu Regency. Data collection was carried out through observation and interviews. The results showed that the leader has carried out his function as a spokesman. The output of the aforementioned activities has brought the good name of the North Luwu Regency Government as a regency that has the ability to speak professionally, where organizing international and national scale events require optimal lobbying and negotiations. The implementation of the leader in giving natural rewards to employees turns out to be able to improve performance and motivation on the pretext that the work given is an award because not everyone is able to complete the job well, on the other hand, employees feel that tasks that can be completed properly are opportunities for further increase his potential and competence so that it will be easier to get strategic positions in the future. Leaders play a role in creating a positive mindset towards developing potential employees from various dimensions, namely the dimensions of HR development, the dimensions of skill development, and the dimensions of decision making.

Abstract: This study conducted a study of the Ethics of Local Government Apparatuses in Population Administration Services at the Mempawah Regency Population and Civil Registration Office during the Covid 19 Period. The formulation of the problem in this study is how the ethics of local government officials in the service of making Electronic ID cards at the Population and Registration Office Civil Society of Mempawah Regency during the Covid 19 period. The research method used by researchers is a qualitative approach, with data collection techniques through observation, interview documentation. The theory used to analyze in this research is the Indicators of State Administration Ethics according to Surjadi, which consists of Honesty, Fairness, Obedience to Rules, Responsibility, and Fairness. The results showed that the Honesty aspect was good; this was seen from the absence of illegal levies and did not cover up the complaints obtained from the community related to being unsatisfactory in providing services. The justice aspect is not good because there is still discrimination in providing services to the community. Aspects of Obeying the Rules are still not good; this can be seen from the apparatus that does not obey the regulations, namely the discipline of working hours. Aspects of Fairness and Property are still not good, and this can be seen from the lack of friendliness of the apparatus in serving the public who ask questions related to information on making and taking Electronic ID cards. The advice given by the researcher is that the Disdukcapil of Mempawah Regency is expected to increase awareness to be ethical in providing services by making SOPs related to being ethical in providing services during the covid 19 periods.

The purpose of this study is to analyze the collaboration of actors in handling the spread and the inhibiting factors in handling the spread of Covid-19 in Indonesia.Methodology: This study uses a qualitative approach, with a descriptive method. Data were obtained by studying literature, then analyzed by using interactive model data analysis. The areas studied are Gianyar Regency, Probolinggo City, and Padang City.The collaboration of actors in the Gianyar Regency involves the Indonesian Youth National Committee and the Youth Officers Unit to Fight Covid-19. The collaboration of actors in Probolinggo City involves the local government, academics, and the community. Meanwhile, the collaboration actors in Padang City involve academics, the public, the private sector, local government, and the mass media. And all can be said to go well. The collaboration of actors in the areas studied has been going well, although the actors involved are different.

This article will examine in depth the concept of public sector innovation, the process of creating public sector innovation and whether it is based on the public value. As a study material the author specializes in innovations created by the Surabaya City Education Office because there are seventeen innovations produced. Most innovations in the public sector are created as a reaction to a crisis when new leaders want to show that they are capable. Consequently the public sector innovation is not able to increase organizational capacity so that innovation tends to be unsustainable. Innovation will stop when the initiator is gone, so visionary leadership and innovation are needed to have compatibility with the system outside of itself and in harmony with relevant regulations and institutions. Innovation will remain sustainable without being influenced by the change of public leadership if it is sourced from public value because public innovations that are created from public values will remain strong to defend and the tendency is increased due to community support.

The policy on the construction of Yogyakarta International Airport was responded with a rejection by the public that ended in quite a prolonged conflict. The conflict occurred because of the competing interests between the interests of the government to build an airport and the interests of the residents to stay in that location. In seven years since 2011, the conflict had de-escalated quite significantly from 2018 to 2019. This research analyzes strategies for conflict de-escalation, in which negotiation and mediation become its operating method. Researchers used a qualitative approach to extract data from actors involved in the conflict, namely the community living in the three villages most affected by the airport construction, representatives from Angkasa Pura I as the airport management authority, and representatives from the Local Government. In-depth interviews were conducted with ten key informants determined by purposive technique. The result of this research shows that the de-escalation of the conflict was managed to achieve through a persuasive approach that involved all of those concerned.

The European Commission initiated a discussion on the expediency of using the International Public Sector Accounting Standards (IPSAS), based on the IAS/IFRS, as a common base for harmonizing the public sector accounting systems of the member states. However, literature suggests that accounting is not neutral with respect to the economic, social and political dimensions. In the perspective of evolution of the accounting regulation outlined, balanced between accountability, with the need to represent phenomena for reporting pur-poses, and decisionmaking issues, which concentrates on the quantitative importance of the values, the paper aims to analyse the effects of the application of different criteria for the definition of the reporting entity of the local government consolidated financial statements (CFS). The Italian PCA 4/4, the test of control and the financial accountability approaches are examined. The evidence that emerged from the case studies examined identifies several criticalities in the Italian PCA 4/4 and support the thesis that the financial accountability approach is more effective in providing a complete representation of the public resources entrusted to and managed by the group, whereas the control approach better approximates quantification of the group results in terms of central government surveillance. The analysis highlights the importance of the post implementation review period and the opportunity to contextualize the adoption of the consolidated financial statement in the broader spectrum of the accounting harmonization process, participating in the process of definition of the European Public Sector Accounting Standards (EPSAS).
