In the pursuit of family happiness, married couples, faced with family infertility, often turn to surrogate mothers either directly or through intermediaries. Having experienced a large number of negative factors on the part of the participants in this process, the author concludes that it is necessary to create a platform for the effective implementation of the surrogacy program under state control using new (experimental) legal mechanisms within the framework of a pilot state experiment within a certain medical organization. The use of private legal means aims at creating comfortable and safe conditions for the implementation of the surrogacy program. The introduction of special credit conditions (new types of loans issued on special conditions, with additional guarantees), with the possibility of early repayment at the expense of maternal (family) capital will help to stabilize the financial side and protect potential parents.The goals and objectives of the study are to highlight problematic issues related to the implementation of the surrogacy program, as well as to model an experimental platform that will create a favorable legal climate of openness and security for potential parents, surrogate mothers and medical organizations. The paper also analyzes the advantages of the participants of this platform.Research methods are analysis, synthesis, modeling, comparative legal, system analysis, as well as deductive and inductive methods.The result of the conducted research is the author’s reasoned conclusion that the implementation of the experiment on state regulation of the surrogacy program in Russia will not only create favorable legal conditions aimed at the effective implementation of the surrogacy program, but also solve a number of important social, including demographic, tasks.

Subject. Under rapid changes in the external economic environment, new forms and methods of State regulation of oil and gas industries, especially, improving the taxation and tax regulation instruments become relevant. Objectives. The study aims to provide an original interpretation of methods of improving the tax administration of major taxpayers in the oil and gas sector applied at the present stage. Methods. I employ normative and holistic approaches to examine taxation efficiency in the oil and gas sector, general scientific and special methods of scientific cognition, i.e. retrospective, system analysis, observation, classification, instrumental methods of grouping, sampling, comparison and synthesis, as well as evolutionary and dynamic analysis. Results. I consider basic problems and solutions in the sphere of tax administration of major taxpayers of Russian oil and gas industries. The paper offers a package of measures and recommendations aimed at improving the efficiency of tax regulation, underpins the applied approach to tax administration of organizations operating in the oil and gas sector. Conclusions and Relevance. Our country needs a comprehensive program for tax administration of the entire technological cycle: from upstream operations to full-scale import substitution of consumer goods.

This article describes the advantages and infrastructural features of the resort of Truskavets - the most developed spa resort in Ukraine. It is emphasized that this resort has a developed network of different types of accommodation: hotels, sanatoriums, boarding houses, villas, which have more than 26,550 beds. A wide range of medical and health services is provided. The marketing strategy of development of the city which includes formation of a tourist brand is developed. Based on the data of the SWOT-analysis, the operational goals and objectives for achieving the strategic goals of the resort development were determined. Comparing the goals and real changes, the achievements and problems of the resort were identified to achieve the strategic goal: "Truskavets is the capital of health. The leader among the balneological resorts of the world with the unique healing water Naftusya. Western Ukrainian Center for Medical and Cultural Tourism, Sports, Beauty and Longevity, with a developed infrastructure, high social and economic standards. " Many tasks have been affected by the Covid-19 pandemic, which has caused significant economic damage to the city. In addition, the development of the resort is hampered by negative factors related to the solution of issues at the legislative and administrative levels. The modern logo of Truskavets indicates that the uniqueness of the brand is based on water resources, but it does not fully represent the tourist and recreational potential of the city. In the minds of potential consumers, the city is perceived only as a place where you can improve your health. Mostly middle-aged and older people are interested in it, the city does not attract young people. In Truskavets, the range of services of the sanatorium-resort complex is expanding and the quality of service is improving. But, despite the developed system of accommodation facilities, the development of territorial tourist products is slow. The potential of the subregion and the surrounding centers of culture and tourism is not fully used. The material and technical base of Truskavets, in addition to medical and health tourism, allows to develop business, excursion, cultural and educational, entertainment, sports and other types of tourism.

The purpose of the article is to identify regional features of the Arctic States of the Eastern hemisphere. The Arctic region has enormous geopolitical and economic potential, and in the twenty-first century it is becoming one of the main objects of conflict of interests of the leading powers of the modern world. In their research, the authors used experimental-theoretical methods, as well as system analysis, logical and historical methods. The results of the analysis of the literature used, actual data, and research searches have shown that the key element in determining the region is its borders. There are many definitions of the Arctic, but due to the Northern features, none of them fully corresponds to the tasks of state regulation of territories. Along with the General assessment of the region and space, the article analyzes in detail various approaches to determining the borders of the Arctic region of all the countries participating in the Eastern hemisphere: Denmark, Russia, Finland, Sweden, and Iceland. A retrospective analysis of the existing definitions for a wide range is carried out. The conclusions summarize that among the Arctic countries, the astronomical approach in combination with the administrative and political definitions of the participating countries themselves prevails, which begins to form trends towards changing approaches to the Arctic as a whole.

Purpose: Develop a system of automated occupational health and safety management to improve the procedure for minimizing occupational risks and ensure comprehensive protection of employees from the impacts of negative factors of the systems "man - machine - environment". Design/methodology/approach: The following set of scientific methods was used in the study: analysis of normative-legal documents and scientific-technical literature in the field of building and functioning of occupational safety and health management systems, methods of system analysis, simulation methods, namely discrete-event simulation (DES) of random and dynamic processes, methods of decision theory and data mining. Findings: Based on the results of the research, a system of automated occupational health and safety management, which due to the connection the functionally independent elements (according to a certain scheme) allows to provide comprehensive protection of employees from the impacts of negative factors of the system "man - machine - environment" and reduce occupational injuries and diseases, was developed. This is done by constant monitoring and promt correcting of parameters of impact on the employee of the specified factors. The developed system was implemented in the occupational health and safety management system of the industrial enterprise "Stalkanat-Silur" (Odessa, Ukraine), resulting in reducing the number of accidents, in particular, in dangerous areas of production by 33.3%, increasing the economic efficiency of the enterprise through increasing the level of productivity by 5% and reducing in the number of social insurance payments by 11%. Research limitations/implications: The developed system can be implemented both within separate industrial premises and in the enterprise as a whole, but the number of its elements could be changed (increase / decrease) depending on the number of jobs and dangerous areas that need control. Practical implications: The implementation of the proposed system allows to increase the level of economic efficiency of the enterprise by increasing the level of labor productivity due to reducing the negative impact on the employee of harmful factors and compliance with rational mode of work and rest in each workplace, as well as by reducing the number of social insurance payments due to reducing the occupational injuries and diseases. Originality/value: For the first time the system of automated occupational health and safety, which, in contrast to existing automated occupational risk minimization systems and traditional occupational health and safety management systems, provides comprehensive protection of employees from the the impacts negative factors of the system "man - machine-environment", by constant monitoring the parameters of such impact and their prompt correction in case of deviation of the specified parameters from the set criteria, was developed and proposed for use at enterprises, institutions and organizations.

The implementation of key performance indicators (KPIs) is a challenging task for many businesses. Yet, effective implementation of KPIs is among the major determinants of performance and success of an organization. This study explored the new strategic thinking in mitigating the challenges in implementing key performance indicators (KPIs) and increasing efficiency in corporate performance management in the Middle East & North Africa (MENA) region. The study sought to test three hypotheses: (i) there is a significant relationship between having enough training and awareness sessions before implementation and effective implementation of KPIs; (ii) there is a significant relationship between having KPI professionals and specialists and effective implementation of KPIs; and (iii) there is a significant relationship between having clear KPI goals and objectives, on one hand, and the effective implementation of KPIs on the other. Hypotheses 2 and 3 were proved to be true while results for hypothesis 1 were inconclusive. A total of 1007 participants from across the MENA region were involved in the study. The findings demonstrate the importance of having clear KPI goals and objectives and KPI professionals or specialists to oversee the KPI selection and implementation process. Further research should be conducted to establish whether there is a significant relationship between having enough training and awareness sessions before implementation and effective implementation of KPIs.

This article examines crisis developments in the banking system and contains a classification of banking crises. Banking crises have many common characteristics, but often their course is different. They can vary in nature spread of the crisis in the national economy, the depth and severity, the number of affected financial institutions, among other symptoms. The most dangerous and devastating condition is called systemic banking crisis, a crisis that affected the entire national banking system. The author used method of system analysis, method of comparison and clusterization method. We will analyze resolution strategies and specific anti-crisis tools used in Russia and abroad, and applicable to different conditions. Identification of the crisis is needed to develop and adopt strategies to overcome it. Banking crises can cause different and sometimes completely contradictory factors. Practice shows that there is no universal strategy for normalizing the situation in the banking sector, but in any case it is necessary to note the importance of state participation in the process of overcoming the banking crises. In the absence of government intervention banking crises have serious consequences for the economy. The form of state participation in the process of overcoming a banking crisis and the extent of state involvement in solving the problems of insolvency of banks can be different: the government may restrict the measures to promote and support organization of private capital, to prefer the formal financial support of some banks, to take the banks under state control (control) or eliminate part of banks.

The high degree of monopolization of the power complex in the Russian Federation, on the one hand, and state regulation, on the other hand, can cause a decline in the efficiency of entrepreneurial structures’ functioning in electric engineering. From the point of view of theory and methodology the research studies possibilities to shape competitive relations in electric engineering and analyzes regular risks in electric engineering companies’ work. In practical view the lines in raising the efficiency of entrepreneurial structures are investigated. The authors show feasibility of using DEA methods and the standard method for raising the efficiency of electric engineering companies’ work and fixing a grounded tariff on electric power. As a scientific tool for conducting the research the authors chose such general academic and specific methods as the method of system analysis, the method of retrospective analysis, analytical methods of data research. Empiric materials of the research are presented by information of the Federal Service of State Statistics, public data of monitoring the adopted tariff solutions provided by the Federal Antitrust Service.

The article is devoted to the analysis of amendments to the Constitution of the Russian Federation relating to the protection of national security, including in the field of information. Purpose: to analyze the role and impact of the amendments to the Constitution of the Russian Federation in 2020. These amendments are related to the State regulation at the federal level of information security and the tasks of ensuring the support and preservation of scientific and technological potential and the development of Russia. Methods: the work is based on the methods of dialectics and system analysis of the information and legal sphere, which allow to comprehensively, logically and consistently study the processes of implementation of constitutional and legal norms and the prospects for their development in the legal regulation of information security in order to identify existing patterns and development trends, as well as priority tasks. Results: the study leads to the well-founded conclusion that referring in the Basic Law to the federal authorities the security of the person, society and the State in the use of information technologies and digital data circulation is a constitutional and legal innovation that is fundamental to the development of legal and scientific research in the field of information security as an important component of the national security of the State, as well as for the development of the system of legal regulation in this areas in information law.

The article is devoted to clarifying the content and principles of socially-integrative approach in university education based on the fundamentalization of education. The purpose of the study is to consider the socio-integrative approach as a significant idea in the implementation of university education. The following research methods were used: theoretical analysis of interdisciplinary literature, interpretation, synthesis, generalization and summarization. As a result, the theoretical basis of integration was formalized, and a set of principles was identified: voluntariness, adequacy, variability, integration and differentiation, motivation and stimulation, with a description of the requirements contained in them for effective implementation of the socio-integrative approach in the implementation of higher university education at the present stage of society development. This is presented for discussion. The conclusions give the reasons for ineffective activity of universities: departmental limitations and interdepartmental disunity; lack of unified organizational and methodological approaches in the implementation of interaction; lack of wide and rationally organized support of public initiatives, activities of non-governmental organizations, which violates their coherence, common understanding of goals and objectives of higher education.

The efficiency of the enterprise is always an important issue, especially when it concerns agricultural enterprises, which depend on the influence of many factors and weather conditions in the first place. The purpose of the study was to investigate the system of economic factors that determine the efficiency of agricultural enterprises in 2014-2018 and identify the main reasons for the decrease in the efficiency of agricultural enterprises in Ukraine. Its implementation was ensured by a study conducted with the use of such methods as abstract-logical, comparative, synthesis, economic-statistical, tabular, and graphical. Several factors that influenced the efficiency of agricultural enterprises of Ukraine during the research period were identified. Thus, in 2018, the number of enterprises engaged in agricultural activities increased by 6.5%, which in turn increased competition in the agricultura market of Ukraine. The negative factors influencing the efficiency of agricultural enterprises included the underdevelopment of the labour market and the redundancy of the village. Low wages in agriculture demotivates the population to find employment in such enterprises, which reduces the efficiency of agricultural enterprises. The study shows a positive dynamic of changes in gross output, including gross agricultural output per 100 hectares of agricultural land, which increased in 2018 compared to 2010 and 2016 by 69% and 9.4%, respectively. Negative factors include a decrease in fixed capital efficiency by 9% and the level of profitability of agricultural enterprises by 12.1% in 2016-2018. Thus, based on the above material, the study proposed measures to improve the efficiency of agricultural enterprises such as the gradual transition of agricultural enterprises to production with the use of technological maps, the establishment of a progressive system of remuneration of personnel from the results, systematic monitoring of performance indicators. Issues of state regulation of the efficiency of agricultural enterprises require further research.
