The publication is aimed at studying the transformation of the values of Russians during a pandemic. Scope of the results: analysis of the dynamics (transformation) of the values of Russians during the COVID-19 pandemic. Subject: a study of the dynamic changes in the values of Russians. The method for obtaining empirical data is a secondary analysis of information, including data from sociological studies, regulatory documents, including legislative acts of the Russian Federation. The purpose of this publication: to describe the dynamic changes in the structure of values of Russians. The result of the work: a description of the transformation of the values of Russians in the context of changes in the external circumstances of life (pandemic, external environmental challenges). The scientific novelty of the publication lies in the author’s understanding of the influence of the conditions of selfisolation on changes in the values of Russians, aggregation and comparison of the results of sociological research on value issues, legislative acts. The results can be used to innovate training courses on sociology of culture, axiology.

Providing employment opportunities for senior citizens in the context of increasing life expectancy of the  population is worldwide recognized as a necessary condition for active aging. Solution of this problem is mainstreamed due to raising the retirement age. The goals of this research is to describe the trends in the sphere of employment of senior citizens in the Russian Federation, which includes people of retirement and pre-retirement age, as well as assess the possibilities of implementing work activity of “age” employees. The problem of employment of Russian senior citizens is examined via analysis and systematization of the government statistics and secondary analysis of the data of monitoring and one-time sociological research (Russian monitoring of economic situation and public health, online surveys of employers and job applicants, local regional studies). The acquired results reveal the existing contradiction between the increasing motivation of senior citizens to continue work activity and inability of the system of social production to ensure necessary opportunities for its implementation. The steps taken by the government on providing legal guarantees for employment of the senior citizens, namely people of pre-retirement age, have not yet yielded the desired results. Having analyzed the factors that promote or impede the employment of senior citizens, the authors conclude on the need of the following issues to be addressed as a matter of urgency: interest of the employers in providing employment for senior citizens, and overcoming ageist stereotypes in the society that unreasonably reduce the value of labor capacity of “age” employees.

The purpose of this work is to analyze regional characteristics of drug use in the Russian Federation in order to form a general picture of the spread of drug use in the country and to develop effective anti-drug policy measures that meet the challenges of the current drug situation. The regions of the Russian Federation that have, according to statistics, the maximum and minimum indicators of drug use are considered. The results of the analysis of current medical statistics (indicators for the number of people with the first-time established drug dependence syndrome, as well as the number of people with the first-time established diagnosis of “harmful (with harmful consequences) drug use”, the number of cases of acute drug poisoning, etc.), law enforcement statistics (indicators for the number of registered crimes in the field of illicit drug trafficking, the number of seized drugs, the structure of the most common drugs, etc.). A secondary analysis of specialized literature, as well as data from research conducted by the sector of sociology of deviant behavior of the Federal Center of Theoretical and Applied Sociology of the Russian Academy of Sciences. The problem of drug abuse in various regions of our country does not lose its urgency to this day. The presence of a huge territory that unites numerous regions that are diverse in their characteristics causes the polarization of indicators of drug use within the country. Based on the results of the work, conclusions were obtained about the most risky regional features in the drug sphere, as well as regional features that act as a kind of protective factors against the spread of drug use.

This study analyzed the phenomenon of youth protest activity in modern Russia. The purpose of the work is to identify the specifics of the formation and development of the phenomenon of youth protest in the Russian Federation. Currently, there is an increase in social tension among young people, which is due to a large number of phenomena and factors. By analyzing the cases of protest activity in the Russian Federation over the past 10 years, their causes, mechanisms of organization, actors, stages, resources, and results have been identified in the dynamics. Based on the analysis of the results of sociological studies of protest activity of modern Russian youth and cases of protest activity, the article analyzes value orientations, dynamics and trends in the development of this phenomenon, presents concepts containing an analysis of the specifics of social protest, considers factors associated with the strengthening of various effects of the influence of digital communications on the political interaction of citizens and processes associated with the complexity of the nature and structure of political communication. Two structural levels of the system of social factors of protest behavior are identified: individual protest behavior and protest social movement, the most significant factors of protest social activity of young people are characterized. Based on the analysis of the results of a number of sociological studies devoted to the study of the role of digital communications on the protest social activity of Russian youth, it is concluded that the influence of digital networks on the political activity of citizens is increasing, while at present there is not a decrease in the civic activity of young people, but a change in the models of their participation in political events.

Objective. To analyze legislation regulating medical care for children with rheumatic diseases in the Russian Federation. Materials and methods. We analyzed regulatory documents of the Ministry of Health of Russia, including the rules of medical care for children with rheumatic diseases, the resolution regulating the distribution of medicines at a discount or for free, and regional legal acts regulating routing of children with rheumatic diseases. Results. The legislation regulating medical care for children with rheumatic diseases is imperfect and needs to be updated. We identified shortcomings in the system regulating preferential provision of certain groups of patients with medicines. The results of our analysis can be used as a rationale for changes and amendments to existing regulatory legal acts and for the development of new regulatory documents. Conclusion. This analysis of legal documents allows us to suggest amendments to the existing legal framework in order to reduce tensions (including legal tensions) associated with distribution of preferential medicines, reconsider establishment of disability in patients with juvenile idiopathic arthritis, expand opportunities to prescribe biologicals for non-disabled patients with systemic scleroderma, juvenile dermatomyositis, and systemic vasculitis in regions. We justified detailed description of regional legal documents regulating distribution of preferential medicines among patients with rheumatic diseases. The features of the effect of wind on a prismatic-type building with different methods of determining the coefficient of wind pressure along the height are considered. The study was carried out on the basis of studying the main provisions of regulatory documents governing design and development activities in the Russian Federation, as well as current publications of domestic and foreign scientists, corresponding to research in this area. The research method is structural and analytical analysis using the correlation dependences of the factors under study. Analytical dependencies for determining the wind forces for various methods of assigning the wind load coefficient along the height of the building and their graphic interpretation are given. The work is based on the provisions of domestic building codes and relevant information contained in other domestic and foreign sources. For prismatic buildings with a height of up to 80 meters, there are areas where the forces from the main wind load significantly depend on the method of its determination. The conducted research indicates the ambiguity used in the practice of designing the parameters of the wind load, allowing the possibility of excess or underloading of structures or individual elements.


In the framework of this work, the main regulatory documents on this topic are analyzed. It is noted that the qualification requirements are not identical to the presence of a document confirming the right to drive a vehicle. Qualification requirements are the requirements for the knowledge, skills, and professional skills of the driver. A legal conflict was established for drivers who received a driver’s license earlier than 12/12/2014: the presence of a Russian national driver’s license of the corresponding category makes it possible to speak of non-compliance with professional requirements, and in turn, the lack of knowledge, skills and professional skills in working with various types of tachographs clearly indicates a mismatch with qualifications requirements. It is noted that to confirm the availability of skills, professional skills in working with various types of tachographs to persons who have received a driver’s license before 08/12/2014, only a document confirming training in the training program that meets the requirements of Order of the Ministry of Transport of the Russian Federation of January 17, 2012 No. 7 can be confirmed. The current regulatory documents of the Russian Federation in the matt er of design of decentralized heat supply sources - independent boiling rooms and individual boilers - are analyzed. The article analyzes the crime rate in the Russian Federation, including the Yaroslavl region. The author carried out a sociological study, within the framework of which a selective analysis of the implementation of the Safe city program in cities in the Russian Federation was carried out. In addition, a survey of students was carried out in 2018–2019 and a series of in-depth interviews with positional experts were conducted. A series of in-depth interviews with students were carried out: the faculty of law of Yaroslavl state university, the faculty of social and political sciences from Yaroslavl state university, pedagogical specialties from Yaroslavl state pedagogical university. It is concluded that the fight against crime will be more effective in comparison with the existing practice if the following conditions are met: purposeful increase in the degree of protection of citizens and infrastructure of cities and rural areas; full-scale implementation of information and communication technologies to control closed (markets, museums, etc.) and open (squares, parks, etc.) territories; development of basic information systems and resources, formation of technical and organizational foundations for further digital transformation of cities and rural areas; active participation of citizens in the life of society and in decision-making on the digitalization of urban space. The author's selective analysis of the implementation of the Safe city program in cities in the Russian Federation showed that the program is designed to reduce the number of offenses and especially dangerous crimes. In addition, this program provides for the solution of issues related to the migration aspect, with the need to reduce the risks caused by man-made and natural disasters and is aimed at identifying the potential danger of objects left in public places. As part of the study, a content analysis of the blogosphere was also carried out, a secondary analysis of publications of research results carried out by scientists from the Federal research center of the Russian academy of sciences (Moscow), was carried out. Based on the results of the study, measures are proposed to reduce crime in cities.

The article considers the problem of satisfaction with work and results of work on the example of the professional activity of the penal system employees. In this regard, the purpose of the study, reflected in this work, is to analyze the professional activities of the penal system staff of the Russian Federation. The objective was achieved by analyzing scientific sources devoted to the problem of work, professional activity, and satisfaction with their results, as well as the study and comparison of the results of research conducted in the penal system. During the research, such general scientific methods and techniques as analysis, synthesis, comparison, induction, and deduction were applied. The study draws a parallel between satisfaction with professional choices and satisfaction with one’s own life in general, emphasizing the existential nature of the discussed issue. In conclusion, the authors describe the levels of perception of professional activities results by penal system staff. The obtained results can be used for preventive, educational, and corrective measures with penal system staff.

The digital transformation of energy infrastructure is a priority task for the development of energy in the Russian Federation, implemented in a project-based approach - in the initiation of the departmental project “Digital Energy” by the Ministry of Energy of the Russian Federation. The project can get an additional impetus for development in the current conditions of the “crisis of 2020”, which are positioned as a trigger for digital transformations in the sectors of the economy. To what extent are the activities of the Digital Energy project aimed at digital transformation of the energy industry and do consumers see changes when they receive services? Should we expect an intensification of the digital transformation of the energy sector in the context of the 2020 crisis? The questions are acute and relevant, which determine the purpose of the study - to assess the digital transformation of the energy sector in the Russian Federation implemented in the project approach in the context of the “crisis of 2020”, revealing the expert opinion of the stakeholders. Research methods: end-to-end analysis of project activities in a comparative assessment with foreign factography; secondary analysis of interviews with top managers of energy enterprises on the issue of digitalization and digital transformation of energy; survey of individuals-consumers of electricity (N = 60). The conducted research provides a basis for the conclusion about the implementation of the digitalization process in the energy sector and does not allow identifying the conditions of the “crisis of 2020” as a trigger for the transition of digitalization to the digital transformation of the energy industry. Identified consumers-detractors, whose positions are working to identify “points of growth” of digital transformation of the electric power industry in the future.
