Government programs in the Russian Federation are often the subject of strong criticism, especially due to the obvious significant shortcomings in the methodologies used for their evaluation. The reasons for those shortcomings are numerous. Executives in charge of both federal and regional level government programs are sometimes provided with excessive authority for the selection of evaluation methods, and the assessment of target vs. planned indicator values can be statistically unreliable. The criteria for program management assessment are rather perfunctory compared with international practice, which involves meaningful management result evaluation. The algorithms used to calculate efficiency indicators often lead to logical contradictions. Recommendations are given on streamlining assessment methodologies of state program execution, the key ones being: (a) feasibility substantiation and application of the modified Program Assessment Rating Tool (PART) method for assessing the degree of meeting the program’s goals, based on three individual ranking scores which take into account the advisability of pursuing the program, the quality of the program’s management and the program’s final results; (b) method of assessing the program output based on an algorithm which takes account of any inequivalence of subprograms’ target indicators, subprograms themselves and the main target indicators of the state program; (c) method of program performance assessment for a specific calendar year, based on the adjustment of integral evaluation of the program’s output with regard to the correlation between the real and projected amounts of its financing and the dynamics of changes in efficiency assessment rankings for the whole assessment period.

The recent reprinting of Álvaro de Silva’s 1998 edition of a selection of More’s letters prompts the author to examine the subject of Spanish translations of More, and of de Silva’s general commentary on More’s correspondence and on his relationship to other humanists. The author reflects on aspects of More’s personality as exposed in his letters and uses what he finds as a corrective to several biographical misconceptions. He points out the strengths and weaknesses of de Silva’s work and compares it with that of other translators, particularly Elizabeth Rogers, and notes the particularly Spanish quality of de Silva’s edition.

The regulation of the restructuring employment processes that occurs in the course of the development of the economy and the evolution of its structure should be based on the selection of sectoral priorities and be accompanied by an assessment of this process in terms of its compliance with the needs of the development of progressive types of economic activity. In this regard, the problem of elaborating methodological approaches that ensure the orderliness and controllability of the process of restructuring employment, including objectifying the choice of progressive industries and assessing the quality of shifts in the sectoral structure of employment, is highly relevant. The article substantiates approaches to identifying sectoral priorities for restructuring employment based on the criteria of economic efficiency and involvement in the implementation of government programs and also proposes a sequential process for evaluating the quality of shifts in employment based on their compliance with the selected sectoral priorities. Within the framework of the proposed approaches, using the example of the labor market in Kazakhstan, the results obtained are presented, such as a sequence of analytical actions to determine the range of priority sectors, a matrix for identifying sectoral priorities for employment, a scheme for implementing a methodological approach to assessing the quality of shifts in the sectoral structure of employment. On the basis of the proposed approaches, an assessment of the quality of shifts in the sectoral structure of employment in Kazakhstan was carried out and conclusions were drawn about the insufficient correspondence of these shifts to the priorities of the country's economic development.

Currently public policies, government actions and different programs involving Health Education (HE) are carried out in favor of population health. With regard to the theme of HE, this is a multifaceted theme, convergent to various personal conceptions, whether in the area of education or health, which may result in divergent understandings. Due to the complexity of the theme, the problem occurs due to the lack of understanding of what is really population-facing HE, dissolving the importance of HE for preventive measures against different diseases, which generates a high budgetary cost in public health. In view of this context, this article has as its main question: How can health education contribute to the prevention of diseases in the population? The study aimed to present the HE for Disease Prevention (DP), branching out in addressing its concepts, as well as highlighting the legal bases that ensure the HE to the population. To this end, the study was conducted through a literature review by the search sites "Google Scholar", "Scielo" and "PubMed". Through the descriptors: Health Education; Health education as disease prevention; Health Education for the population, where studies were chosen that presented the HE focused on DP. It is concluded that The HE is the education for self-knowledge and reflection on their own health, as well as the full awareness that something goes wrong, attributing the critical reflection of the subject regarding their habits and preventive measures. It is applied through the school curriculum from primary school as well as by government programs in health centers, in order to educate society to raise awareness about preventive measures and promote a better quality of life, thus preventing the spread of diseases.

The development and high growth of the Internet of Things (IoT) have improved quality of life and strengthened different areas in society. Many cities worldwide are looking forward to becoming smart. One of the most popular use cases in smart cities is the implementation of smart parking solutions, as they allow people to optimize time, reduce fuel consumption, and carbon dioxide emissions. Smart parking solutions have a defined architecture with particular components (sensors, communication protocols, and software solutions). Although there are only three components that compose a smart parking solution, it is important to mention that each component has many types that can be used in the deployment of these solutions. This paper identifies the most used types of every component and highlights usage trends in the established analysis period. It provides a complementary perspective and represents a very useful source of information. The scientific community could use this information to decide regarding the selection of types of components to implement a smart parking solution. For this purpose, herein we review several works related to smart parking solutions deployment. To achieve this goal, a semi-cyclic adaptation of the action research methodology combined with a systematic review is used to select papers related to the subject of study. The most relevant papers were reviewed to identify subcategories for each component; these classifications are presented in tables to mark the relevance of each paper accordingly. Trends of usage in terms of sensors, protocols and software solutions are analyzed and discussed in every section. In addition to the trends of usage, this paper determines a guide of complementary features from the type of components that should be considered when implementing a smart parking solution.

Wearable sensors are de facto revolutionizing the assessment of standing balance. The aim of this work is to review the state-of-the-art literature that adopts this new posturographic paradigm, i.e., to analyse human postural sway through inertial sensors directly worn on the subject body. After a systematic search on PubMed and Scopus databases, two raters evaluated the quality of 73 full-text articles, selecting 47 high-quality contributions. A good inter-rater reliability was obtained (Cohen’s kappa = 0.79). This selection of papers was used to summarize the available knowledge on the types of sensors used and their positioning, the data acquisition protocols and the main applications in this field (e.g., “active aging”, biofeedback-based rehabilitation for fall prevention, and the management of Parkinson’s disease and other balance-related pathologies), as well as the most adopted outcome measures. A critical discussion on the validation of wearable systems against gold standards is also presented.

The aim of the study was to study the available approaches to the formulation and quality control of forensic medical expert conclusions. We have studied the literature sources containing recommendations on drawing up expert opinions and improving their quality. After a selection of scientific publications and publications on the subject matter with the help of a descriptive method, the article presents the existing approaches to this problem. As a result of the conducted research, the absence of any general objective requirements for expert conclusions was revealed. The development of unified standards for writing and the definition of “signs of quality” of expert conclusions is a promising task of forensic science and practice, the solution of which will improve the quality of examinations.

This study aims to analyze and describe how the cover of the student press magazine "Dinamika" State Islamic University of North Sumatra applies magazine cover design based on the principles of layout, typography, and color selection and images. This study uses a qualitative descriptive method. The subject of this research is the student press magazine "Dinamika" UIN SU edition 29 to edition 50 with a total of 15 magazine covers using purposive sampling technique. The results of this study explain the number of magazine covers that apply the very good category layout principle as many as 5 covers (33%), 5 good (33%), 3 good enough (20%), and 2 cover (14%) less good. The application of the principles of typography in very good categories was 4 covers (27%), 6 good (40%), 1 (6%) good enough, and 4 covers (27%) not good enough. Color selection for very good categories was 7 covers (47%), good 3 (20%), good enough 4 (27%), and less good as many as 1 cover (6%). In the selection of images, there were 3 covers (20%), 6 (40%), 2 (14%) good enough, and 4 (27%) not good. Overall, the results of this study concluded that the quality of the application of the principles of layout, typography, colors, and images on the cover design of the UIN SU student press magazine "Dinamika" was categorized as quite good.

The importance of the position / function of the media as an integral part of learning, it is important to get the attention of the teacher. Therefore, teachers should not only understand the concept of learning media, the type / variety, criteria and procedures as well as the election process, but also on the principle of utilization and possible problems. Media so that learning can be planned and used in an integrated and precise in learning activities, then in this paper will discuss criteria for the selection of media and the steps, use of media and the possibility of various problems to be faced. Some criteria for media selection are (1) compliance with the learning objectives to be achieved, (2) support the subject matter to be discussed, (3) practical, flexible, and easy to be used, (4) in accordance with the knowledge and skills of teachers to use it, ( 5) according to the characteristics and the number of goals that will use them (small, medium, or large), and (6) the quality or the technical quality of the type of media that will be used, (7) affordability of the financial capacity of the procurement, (8) the availability of instructional media needed in the market, and (9) is compatible with the device or the facilities available or already owned. AbstrakPentingnya kedudukan/fungsi media sebagai bagian integral dalam pembelajaran, perlu kiranya mendapatkan perhatian para guru. Oleh sebab itu, guru seyogianya tidak hanya memahami konsep tentang media pembelajaran, jenis/ragamnya, kriteria dan prosedur serta proses pemilihannya, tetapi juga mengenai prinsip pemanfaatannya dan kemungkinan permasalahan yang terjadi. Agar media pembelajaran dapat direncanakan dan dimanfaatkan secara terpadu dan tepat di dalam kegiatan pembelajaran, maka di dalam tulisan ini akan dibahas kriteria pemilihan media dan langkah-langkahnya, pemanfaatan media dan kemungkinan berbagai permasalahan yang akan dihadapi. Beberapa kriteria pemilihan media adalah: (1) kesesuaian dengan tujuan pembelajaran yang ingin dicapai, (2) mendukung materi pelajaran yang akan dibahas, (3) praktis, luwes, dan mudah dimanfaatkan, (4) sesuai dengan pengetahuan dan keterampilan guru untuk memanfaatkannya, (5) sesuai dengan karakteristik dan jumlah sasaran yang akan memanfaatkannya (kelompok kecil, sedang, atau besar), dan (6) mutu atau kualitas teknis jenis media yang akan dimanfaatkan, (7) keterjangkuan kemampuan finansial untuk pengadaannya, (8) ketersediaan media pembelajaran yang dibutuhkan di pasaran, dan (9) kompatibel dengan perangkat atau fasilitas yang tersedia atau yang telah dimiliki.

The subject of this article is the quality of management of State programs (as in the first part of the State program «Industrial Development and Competitiveness», devoted to the automotive industry). Despite a high formal performance rating of the implementation of the State program, the analysis showed that its implementation had virtually no impact on the development of the Russian automobile industry. The work identifies the main reasons for this. All the causes identified are not specific to the automotive industry. On the contrary, they are all of a general, systemic, methodological nature, suggesting that they are characteristic of the management of State programs as a whole. The poor quality of the management of public programmes creates a range of risks to the economic and national security of the country, which are discussed at the end of the paper.
