ECONOMIC MANAGEMENT OF A HIGH-TECH COMPANY USING PLANNING AND A PROJECT-PROCESS APPROACH

The task of organizing the economic management of an innovative company, which field of activity is related to high-tech business, is studied. A system of economic management is proposed, which is based on the function of planning the company's operational activities and a project-process approach to regulating the company's microeconomic indicators. The indicators characterize the effectiveness of the implementation of business projects and business processes, jointly controlled in the internal environment of the company and recalculated into the integral economic performance of the company. The controlling function is assigned to smart contracts that track the fulfillment of the company's contractual obligations to consumers. The management subjects in the system are defined as managers of various levels of the hierarchy who are influenced by productivity challenges. The company as an object of economic management in the system is subject to the influence of market challenges. The control system is built according to a closed circuit that adaptively responds to external and internal calls through local and global feedbacks.

The article discusses the improvement of technologies for performing business processes and their structural elements based on the analysis of existing business processes and their modifications. The analysis shows that process management is the management of a set of interconnected business processes of an enterprise, the result of which is a commodity product. The process control system is adaptively controlled, i.e. allows you to effectively change the internal environment of the enterprise under the influence of the external environment. The proposed methodology shows that the main stages of the implementation of process management are modeling, analysis, optimization, automation and continuous improvement of business processes.

The Concept of competitive value chains in production systems, as an institutional structure operating on network principles, was the impetus for the development of a system of models of inter-industry digital platform for the management and optimization of cooperation of high-tech network production systems. The article describes the ways of integration into business processes of production systems of simulation and cognitive models. The practical implementation of the system of these models is a separate software product - an interdisciplinary digital platform for participants in the creation of new high-tech products and their components.

As part of the digital transformation of various areas of human activity, the urgent task is to transform existing business processes (BP) in order to increase their variability according to the needs of the customer, to increase productivity, quality and competitiveness of products. The introduction of end-to-end digital technologies allows for this. The article examines the experience of transforming the BP of experimental research in solving a number of applied tasks in the field of electronic instrumentation, which is obtained as a result of the introduction of operation technology for test, research and laboratory equipment based on the concept of multitenancy. Developed on the basis of the experience of the authors, a number of industrial samples and prototype multiuser distributed measurement-control systems implementing this concept have allowed to transform the following processes: end-to-end BP of tests on-board electronic equipment of spacecraft (communications, relay, navigation, geodesy, remote sensing, etc.); BP of forming the operational load of the spacecraft's on-board relay complex; BP of conducting experimental laboratory research in the industry training system. The effectiveness of modernized BP was evaluated on the basis of their formalized models and a set of qualitative indicators. The key resulting effects of transformation: improving the quality of BP by improving the informativeness of individual business functions and the efficiency of the use of high-tech experimental equipment; reducing the number of gaps in BP by reducing the number of business roles involved in their implementation; reducing the duration of BP by significantly reducing material and time costs and improving the productivity of individual business functions; transition to a service model "Laboratory As Service" for access to high-tech equipment while performing experimental laboratory studies based on digital educational environments.

Цифровые технологии существенно влияют на мировой рынок, внося коррективы в расстановку сил на нем. Используемые ранее подходы к управлению бизнес-процессами становятся не актуальными в современных условиях. Без цифровизации наукоемкие производства будут не способны выдержать конкурентную борьбу, и вынуждены будут уйти с рынка. В то же время современные условия хозяйствования диктуют необходимость постоянного совершенствования бизнес-процессов наукоемких предприятий, их оптимизации. Данные принципы являются основой концепции бережливое производство, реализация которых становится более эффективной при условии использования цифровых технологий. В статье рассмотрены вопросы интеграции концепции бережливое производство и цифровых технологий на наукоемких предприятиях. Показан пример успешной реализации принципов данной концепции с использованием цифровых подходов к оптимизации бизнес-процессов наукоемкого производства. В современных условиях важнейшим активом любого предприятия, в том числе и наукоемкого производства, являются данные. Реализация принципов бережливого производства требует обработки значительного объема информации. Цифровые технологии позволяют анализировать информационные потоки в режиме реального времени, моделировать бизнес-процессы и тем самым, способствуют более качественному и оперативному принятию решений по оптимизации бизнес-процессов наукоемких производств. Только объединив принципы концепции бережливое производство и возможности, которые дает цифровизация, наукоемкие предприятия смогут не просто удержать свои конкурентные позиции на рынке, но и перейти на более качественный уровень своего развития. Previously used approaches to business process management are no longer relevant in modern conditions. Without digitalization, high-tech industries will not be able to withstand competition and will be forced to leave the market. At the same time, modern business conditions dictate the need to constantly improve the business processes of high-tech enterprises and optimize them. These principles are the basis of the concept of lean manufacturing, the implementation of which becomes more effective when using digital technologies. The article deals with the integration of the concept of lean manufacturing and digital technologies in high-tech enterprises. An example of successful implementation of the principles of this concept using digital approaches to optimizing business processes in high-tech production is shown. International economic activity occupies a special place in a complex system of the global economic relations. It reflects the mutual economic dependence of trade and economic activities of different countries of the world. The significance of the development of international economic performance of each country is growing. The purpose of the article is to determine the current state and trends of international economic performance of Ukraine, taking into account changes in the external environment. SWOT-analysis was introduced to identify strengths, weaknesses, opportunities, threats and ways to overcome weaknesses, solve problems in international economic activity, use strengths and opportunities. International economic activity is a powerful factor in the development of the country's economy and has a significant potential in regard of natural, economic and human resources, but the study has also revealed problems and negative trends. To identify trends in the effectiveness of the country's international economic activity, export-import performance indicators for 2019, 2020 and similar indicators for 2013 were analyzed. In 2020 a decline in exports in the machine-building industry is observed. Furthermore, the exports are dominated by the raw material component. The growth rate of exported goods refers to industries with a small share of value added. At the same time, imports are dominated by high-tech products, indicating a lack of strategy of technical and technological development, which leads to the deindustrialization of the country, which is a significant threat to the economy of Ukraine as a whole and its international economic activity. In the context of economic globalization, the importance of international economic relations is growing. To increase the efficiency of international economic performance it is crucial to address a number of domestic issues: stabilization of political situation, termination of military actions in the east of the country, overcoming corruption, ensuring technical and technological development, implementation of innovations at enterprises, development and implementation of multi-vector strategy, implementation of the strategy of public diplomacy in order to build a positive image of Ukraine. Further research will focus on assessing the effectiveness of international economic activity, identifying threats to national competitiveness and elaborating recommendations for overcoming them.

The article identifies and characterizes the components of the architecture of institutional support for the development of the digital economy sector in Ukraine. The structure of institutional support consists of the elements we have identified: the institutional and legal basis, the institutional and organizational platform, the institutional and infrastructural support, and the institutional and economic block, the institutional and psychological environment. To form an institutional and psychological environment, it is necessary to form a single digital environment of trust, to promote the development of infrastructure for the protection and safeguarding of intellectual property, to promote the benefits and opportunities of digitalization of the economy. In order to work effectively in the environment of the institutional and economic bloc, the implementation of public-private partnership programs, development of infrastructure to support high-tech start-ups and support of investment infrastructure for specialization is relevant. The essence of institutional and infrastructural support is the creation of digital platforms for business, state and public, the formation of unified digital cloud platforms, the development of the institutional environment of research and development in the digital economy and the construction of information infrastructure. The development of the institutional and organizational platform is the formation of institutional support for planning the state policy of development of the digital sector, creating institutions to coordinate the activities of stakeholders in the digital economy and introducing the institution of monitoring the development of the digital economy and public policy. The formation and implementation of state policy on the development of the digital economy sector is argued. For a more systematic approach to the growth of state regulation of the dynamics of the digital economy sector, a conceptual hierarchy of institutional support for certain strategic and program documents at different levels of economic management has been developed.

PURPOSE/THESIS: The purpose of the study is to examine the relationship among modernization, innovativeness, and information processes in high-technology environments, and provide recommendations on boosting innovativeness, taking the informational dimension of innovation into account. Currently, knowledge and innovations have become the driving force of the world development. It is claimed that innovativeness, as opposed to inventiveness, can be subject to planning and management and as such is usually developed mostly in high-tech organizations and enterprises. APROACH/METHODS: The method enabling high-tech organizations to create favorable conditions in order to boost innovativeness and develop innovations includes, inter alia: (i) encouraging such organizations and companies to build points of bifurcations within their own structures and business processes where free creative thoughts and experiments could happen; (ii) integrating main information systems that support innovativeness (e.g. systems dealing with company products and know-how, human resources, knowledge management, customer relationships management, and crowdsourcing). The corporate portal seems to be the most appropriate place for such integration, (iii) tapping into the model of open innovation and (iv) offering mobile access to corporate resources. RESULTS AND CONCLUSIONS: The outcome of the research is the outline of a methodology for boosting innovativeness in high-tech environments that may help company managers and decision makers to organize innovation projects. ORIGNALITY/VALUE: The value of the research consists in the recognition of the fact that innovation within the high-tech environment needs to be organized, managed and provided with a reliable information support. The latter can be achieved with the integration of various information processes related to the implementation of innovation projects within a corporate portal.

Abstract. The modern world is in the phase of active implementation of digitalization of most processes, including cloud technologies, which is also associated with the introduction of quarantine measures in most countries. Over the past decade, the average annual growth of the cloud services market has expanded by about 50% to more than $ 220 billion. This figure is projected to exceed $ 500 billion in the near future. Currently, a large number of cloud service companies are concentrated in the market. All companies can be classified into national, operating within one country, and international, operating in many countries simultaneously. In Ukraine, the leader is the high-tech company De Novo, which provides services in the segment of corporate clients based on VMware, EMC, Microsoft Azure solutions. Competitors are well-known foreign IT giants, namely: Oracle, IBM, Google, Microsoft, Amazon, HP and others. The Ministry of Digital Transformation of Ukraine plays an important role in this area. The latter signed an agreement with Microsoft to implement the Azure Expansion Program and accelerate Ukraine's digital transformation, including the development of Azure cloud services for the sum of more than $ 500 million. The transition from physical, outdated IT technologies to new cloud services will allow companies to significantly reduce the cost of maintaining their own staff of IT professionals and engineers, reduce dependence on IT equipment suppliers and increase productivity and efficiency of the decisions made. The management of the enterprise can choose one of the offered models from the companies-providers: IaaS, PaaS, SaaS. The choice will depend on the immediate management needs and financial capabilities of the enterprise. In Ukraine, the biggest share of users of cloud services belongs to large utility companies and state enterprises, namely: Dija, Ministry of Internal Affairs, Kyiv Municipal Enterprise "Informatics", Prozorro, Ukrposhta, E-Health (National Health Center of Ukraine), Naftogaz and several other organizations. Thus, the introduction of cloud services involves digital business transformations, namely: optimization of business processes, acceleration of innovation, cost reduction and so on. Increasingly complex business processes and rapidly changing market conditions force employers to invest more and more resources in human resources development. At the same time, it is not just the professional knowledge and skills of a particular employee that come first, but also their ability to adapt to changing market circumstances. Most Russian higher education institutions are focused on transferring to future specialists a structured system of knowledge and skills that fit into the concept of "hard skills"(skills that can be easily taught and the result of training can be measured), but the current market situation increasingly requires the development of "soft skills" - universal competencies that are difficult to quantify (ability to work in a team, balance, engagement, dedication), but which significantly affect the final result of the employee's work and the formation of competitive advantages of the entire enterprise. These skills contribute not only to personal professional growth, but also to improving the stability of the enterprise management system as a whole. Today, these areas of knowledge are more covered in the field of corporate education. The article considers the prerequisites for the development of the corporate education market, analyzes the existing models of building a system of professional knowledge and considers the role of professional imprinting in the training of specialists.

It has been determined that intensive digitalization of service processes is a condition for the effective functioning of the hotel industry under the influence of the COVID-19 pan­demic. One of its important directions, namely the use of a process approach to management, has been specified. The article proves that the improvement of business processes on the basis of their complementation and defining its digital functionality will enable to improve the quantitative and qualitative performance, will help to increase competitiveness and to maintain market share.
