The link between education and politics is understood by the community in two ways. First there are community groups who say that education is education and politics is political or between the two is separate. Secondly there are groups of people who argue that the two are interrelated. in a narrow sense, it needs to be remembered that politics in the narrow sense is interpreted as part of society as a politics of national life in which there is competition between certain groups or groups to fight for a desired position or position by justifying any means. Politics in education actually exists, an example; a vocational school principal who decides the policy of apprenticeship patterns for his students, whether that decision cannot be considered a political decision. Another example is the regulations concerning education that the government decides in the form of policies or guidelines are actually political decisions as well

Political communicators have long used framing as a tactic to try to influence the opinions and political decisions of others. Frames capture an essence of a political issue or controversy, typically the essence that best furthers a communicator’s political goals. Framing has also received much attention by scholars; indeed, the framing literature is vast. In the domain of political decision making, one useful distinction is between two types of frames: emphasis frames and equivalence frames. Emphasis frames present an issue by highlighting certain relevant features of the issue while ignoring others. Equivalence frames present an issue or choice in different yet logically equivalent ways. Characterizing the issue of social welfare as a drain on the government budget versus a helping hand for poor people is emphasis framing. Describing the labor force as 95% employed versus 5% unemployed is equivalency framing. These frames differ not only by their content but also by the effects on opinions and judgements that result from frame exposure as well as the psychological processes that account for the effects. For neither emphasis nor equivalence frames, however, are framing effects inevitable. Features of the environment, such as the presence of competing frames, or individual characteristics, such as political predispositions, condition whether exposure to a specific frame will influence the decisions and opinions of the public.

Ogoh-ogoh merupakan budaya masyarakat Bali yang pada umumnya berhubungan dengan upacara agama umat hindu. Seiring dengan perkembangan ogoh-ogoh bukan hanya digunakan di dalam upacara agama atau acara adat saja. Pemerintah maupun kelompok masyarakat sering mengadakan lomba ogoh-ogoh dengan berbagai kriteria sebagai dasar penilaiannya. Hal tersebut menyebabkan munculnya nama-nama baik perseorangan maupun kelompok masyarakat yang menjadi terkenal dengan bentuk ogoh-ogohnya yang dinilai sebagai yang terbaik oleh masyarakat Bali. Penelitian ini memiliki tujuan untuk menganalisis perlindungan hukum atas sketsa dan bentuk ogoh-ogoh sebagai hak cipta guna melindungi sketsa dan bentuk ogoh-ogoh yang diciptakan oleh perseorangan atau kelompok agar tidak digunakan secara tidak bertanggung jawab oleh kelompok atau orang lainnya. Hal ini juga ditekankan pada penghargaan bagi pencipta sketsa dan bentuk ogoh-ogoh tersebut. Tulisan ini menggunakan metode penelitian hukum normatif. Hasil yang didapatkan dari penelitian ini bahwa menurut Undang-undang Nomor 28 Tahun 2014 Tentang Hak Cipta, sketsa dan bentuk ogoh-ogoh dapat dikatagorikan sebagai modifikasi ekspresi budaya tradisional dan bisa dijadikan individual right. Sketa ogoh-ogoh sebaiknya dapat didaftarkan sebagai hak cipta bagi orang ataupun kelompok yang menciptakannya sehingga terhindar dari pencurian ide serta dapat melindungi hak moral dan hak ekonomi penciptanya. Ogoh-ogoh is a Balinese culture that is generally associated with Hindu religious ceremonies. Along with the development of ogoh-ogoh not only used in religious ceremonies or traditional events. The government and community groups often hold ogoh-ogoh competitions with various criteria as the basis for their assessment. This has led to the emergence of the names of individuals and community groups who have become famous for their ogoh-ogoh forms which are considered the best by the Balinese. The purpose of this study is to analyze the legal protection of sketches and forms of ogoh-ogoh as copyright in order to protect the sketches and forms of ogoh-ogoh created by individuals or groups from being used irresponsibly by groups or other people. It also emphasized the appreciation for the creators of the sketches and forms of the ogoh-ogoh. This paper uses normative legal research methods. The results of this study are that according to Law No. 28 of 2014 concerning Copyright, sketches and forms of ogoh-ogoh can be categorized as modification of traditional cultural expressions and can be used as individual rights. Sketa ogoh-ogoh should be registered as a copyright for the person or group that created it so as to avoid the theft of ideas and can protect the moral rights and economic rights of their creators.

Indonesia is a country located in the equator, which has beautiful natural. It has a mountainous constellation, beaches and wider oceans than land, so that Indonesia has extraordinary natural beauty assets compared to other countries. Behind the beauty of natural it turns out that it has many potential natural disasters in almost all provinces in Indonesia, in the form of landslides, earthquakes, tsunamis, Mount Meletus and others. The problem is that the government must have accurate data to deal with disasters throughout the province, where disaster data can be in categories or groups of regions into very vulnerable, medium, and low disaster areas. It is often found when a disaster occurs, many found that the distribution of long-term assistance because the stock for disaster-prone areas is not well available. In the study, it will be proposed to group disaster-prone areas throughout the province in Indonesia using the k-means algorithm. The expected results can group all regions that are very prone to disasters. Thus, the results can be Province West java, central java very vulnerable categories, provinces Aceh, North Sumatera, West Sumatera, east Java and North Sulawesi in the medium category, provinces Bengkulu, Lampung, Riau Island, Babel, DIY, Bali, West Kalimantan, North Kalimantan, Central Sulawesi, West Sulawesi, Maluku, North Maluku, Papua, west Papua including of rare categories. With the results obtained in this study, the government can map disaster-prone areas as well as prepare emergency response assistance quickly. In order to reduce the death toll and it is important to improve the services of disaster victims. With accurate data can provide prompt and appropriate assistance for victims of natural disasters.

In 1536 the English Parliament under pressure from Henry VIII and the Lord Chancellor, Thomas Cromwell, gave its consent for the dissolution of the lesser monasteries and abbeys in the king’s realm, and three years later with the sanction of MPs some of the greater religious houses also suffered the same fate. The principal aim of this paper is to assess the importance of this political decision with a view to examining the progress being made in the field of education in England in the middle of the sixteenth century resultant upon this dissolution. The evaluation of the merits and demerits originating from the suppression of the English monasteries is made in terms of both primary and academic education. The answers to these key questions are preceded by a short analysis of the reputation monasteries and abbeys had acquired by that time. Also on a selective basis, some opinions have been presented here to provide an overall picture of the standing of the monks and nuns and their concomitant activities, as perceived through the eyes of English society; the eminent scholars and humanists In particular. Subsequently, before assessing the consequences resulting from the dissolution of the religious houses in England, some consideration is given to the reasoning and rationale which lay behind both Henry VIII and his Lord Chancellor’s political decisions.

The Government has established qualifications and competency standards for education personnel, including Minister of Education Regulation No. 24/2008 concerning school administrative staff competencies, Minister of Education Regulation No.26/2008 concerning laboratories competence, Minister of Education Regulation No. 27/2008 concerning school counselor competencies. School education personnel who have met these standards can be said to be professional education staff. To meet these standards, principals must take special steps, hereinafter referred to as strategic management. This study aims to determine and study the empirical picture of the strategic problems faced by Jambi City 1 High School, Muara Bungo 1 High School and Sungai Penuh City 1 and Sungai Penuh School and the strategy undertaken in responding to the needs of the development of education staff in the future to respond to global competition. This research uses a qualitative method with a descriptive approach, with data collection techniques using interviews, observation and document studies. Data analysis is performed through data display, data reduction and data verification processes. The results of this study are generally the state of professionalism of the teaching staff in Jambi Province State Senior High School not all meet the standards set by the Government. The strategic management of the headmaster of SMA Negeri 1 in Jambi Province begins with a school self-evaluation. The results of the school self-evaluation serve as a reference for the school principal in the formulation of the school's vision, mission and goals as well as the principal's policy in developing professionalism of the teaching staff.

The discussion room for the Work Creation Bill is officially located at the DPR RI Building. The discussion, which involved various interest groups, was deemed insufficient to accommodate the “rejecting” aspirations expressed by various community groups. Several community groups who are members of various civil society movements, held demonstrations outside the DPR RI Building as a venue for discussion of the Job Creation Bill. Demonstrations that also took place in these areas have caused damage to public facilities. According to Habermas's opinion, this condition is the result of structural domination, where the ruling group directs various forms of policy with instrumental communication that will not create understanding. In agreement with Gramsci, in this case, there is a political hegemony between one group against another. The government, which has an interest in immediately completing the deliberation of the Job Creation Bill, through the power of political domination, seeks to exercise hegemony against the civil society movement, causing violent conflict. Conflict resolution in the discussion of the Work Creation Bill is structurally carried out by using the state law approach in accordance with the prevailing laws and regulations. In accordance with the mandate of the constitution, all matters relating to regulations, a judicial review can be carried out at the Constitutional Court.

ABSTRAKPemilihan umum presiden dan wakil presiden merupakan acara lima tahun sekali yang dilaksanakan di Indonesia, kegiatan ini sebagai wahana menyalurkan segala aspirasi masyarakat terutama dalam mempengaruhi keputusan politik, dan Penelitian ini bertujuan untuk mengetahui peran dan partisipasi masyarakat Kota Malang dalam pemilihan presiden dan wakil presiden tahun 2014 di Kota Malang, selain itu untuk mengetahui peran KPU Kota Malang dalam pemilihan umum presiden dan wakil presiden 2014, dan untuk menjelaskan faktor pendukung dan penghambat partisipasi masyarakat dalam pemilihan presiden dan wakil presiden 2014.Penelitian ini menggunakan Model penelitian deskriptif, yaitu suatu model penelitian dengan mencatat, mendeskripsikan dan menginterpratasikan peran KPU dalam meningkatkan partisipasi politik masyarakat dalam pemilihan umum prseiden dan wakil presiden 2014 di Kota Malang, dan penelitian ini menggunakan tiga teknik pengumpulan data yaitu wawancara, dokumentasi dan observasi. Berdasarkan hasil penelitian, diperoleh hasil bahwa peran KPU dalam meningkatkan partisipasi politik masyarakat dalam pemilihn umum presiden dan wakil presiden 2014 di Kota Malang sangat besar. Artinya ini sesuai dengan realita dan fakta yang terjadi di lapangan, bahwa tahun 2014 partisipasi masyarakat Kota Malang sangat meningkat. Hal ini didukung oleh hasil wawancara dan observasi kepada pememrintahan Kota Malang, Partai Politik dan Masyarakat Kota Malang, selain itu hal yang paling mendukung adalah hasil perthitungan suara di Kota Malang, menunjukan sebanyak 70% masyarakat Kota Malang ikut berpartisipasi dalam pemilihan umum presiden dan wakil presiden 2014 di Kota Malang.Kata Kunci : Peran KPU, Partisipasi Masyarakat.ABSTRACTGeneral election for president and vice president is an event held every five years in Indonesia. This is a program which is used for channeling the aspirations of all communities, especially in influencing political decisions. This study aims to determine the role and participation of Malang communities in the presidential and vice presidential elections 2014. Besides, this study also aims to determine the role of General Elections Commission (KPU) of Malang in general election of president and vice president in 2014, and to explain the enabling and inhibiting factors of communities’ participation in the election of president and vice president in 2014. The approach used in this study is descriptive study, which is a study model by noting, describing and interpreting the role of KPU in increasing the communities’ political participation in the elections of president and vice president 2014 in Malang. This study uses three methods in collecting the data. They are interview, documentation, and observation. Based on the result of the study, it can be concluded that the General Elections Commission has a big role in increasing communities’ political participation in the elections of president and vice president 2014 in Malang. This means that it corresponds to the reality and the facts which occurred, that in 2014 the participation of Malang communities greatly increased. This is supported by the results of the interviews and observations to the government of Malang, Political Parties in Malang and also Malang communities. Besides, the most favorable case is the result of vote counting in Malang which shows as much as 70% of people in Malang participated in the elections for president and vice president 2014 in Malang.Key words: Role of the General Elections Commissions, Communities Participations

the author analyzes the problems of the activity and development of the political elite. The current political situation in Russia puts forward new requirements for the functioning of the management system of state institutions and determines the need for professionally trained, highly moral personnel of the modern political elite. The paper considers the possibility of introducing modern and progressive mechanisms of interaction between the government and society – crowdsourcing, which involves the wide involvement of citizens with an active civic position and public associations in the process of public discussion and political decision-making.

The United States relies heavily on law enforcement to protect people subjected to intimate partner violence. The decision to prioritize law enforcement intervention may seem natural, but it is, in fact a political decision, with consequences along three dimensions. First, prioritizing the law enforcement response has precluded the development of other policies to address intimate partner violence. Second, channeling money into law enforcement helped to facilitate the growth of a hypermasculine, militarized environment where violence against women flourishes. Third, the decision to rely on law enforcement ignores research establishing that police officers are more likely than other groups to commit intimate partner violence. These political decisions have profound consequences for all people subjected to abuse, particularly the partners of police officers.
