The article is devoted to the consideration of youth and youth policy as factors of terrorism in the 21st century. The authors have identified factors that increase the effectiveness of recruiters of terrorist organizations in attracting young people, as well as formulated and justified the principles of improving the effectiveness of youth policy in the framework of anti-terrorist activities of the authorities. According to the authors, an important factor in the radicalization of young people is the low level of education in the country. The authors draw attention to the fact that the low level of education does not create opportunities for the development of young people. This, in turn, leads to a radicalization of the relationship between the authorities and students. If graduates are unable to find jobs that meet their expectations, then the risk of radicalization of young people increases. A good education not only allows the state to train qualified specialists, which effectively affects the social and economic development of society. Specialists in demand do not belong to social groups prone to violent and radical actions in relation to other citizens, both within the country and abroad. Therefore, it is necessary, on the one hand, to develop educational programs that allow college and university graduates to be in demand in the labor market, constantly improve their skills, and increase the level of knowledge. On the other hand, it is necessary to develop students' skills, such as critical thinking, creativity, respect for the institutions of society, and skills in solving social and professional problems.

This study presents the structure and tendencies in long-term unemployment in Poland in the years 2008-2012. This study identifies the groups of people with an increased risk of long-term unemployment. The analyses produced the following conclusions. The groups with the highest risk of long-term unemployment include: singles, people aged of 55 and above and people with a low level of education. Young people with university and general secondary education faced the lowest risk of long-term unemployment.

In the article, the authors pay attention to the issue of value preferences of Russian youth on the example of the one of the regions of the Russian Federation – the Kemerovo region - Kuzbass. The problem of political activity of young people is considered through the system of current legislation on youth, socialization and directly value orientations and preferences of young people. The main legal acts regulating youth policy in the Russian Federation are marked. As an empirical basis a number of methodological approaches were used-the system approach (D. Easton, G. Almond), the normative-value approach of J. Rawls, a method of expert interviews and questionnaire survey. The article shows the inconsistency of the value beliefs of modern youth, which is caused by the Russian model of democratic development.

If we sum up the tasks facing the Russian state in relation to the young generation, then all of them are associated with its harmonious inclusion in the social and political development of the country. At the normative level, the current need is declared for young people to form active citizenship and democratic political culture, which is possible only in a constant and equal dialogue between the authorities and young people. Ensuring the interaction of the younger generation with the political elite presupposes the existence of certain conditions - the creation and effective functioning of the information infrastructure of youth policy, as well as the conduct of an open active information policy. The article describes the results of a study of the political status of students of the capital of Tatarstan - Kazan, in particular, such parameters as youth interest in political information, trust in the sources of this information, and political participation. Together with the data of secondary studies, this made it possible to characterize the youth sector of political communication, identify the existing difficulties in the interaction of the government and youth, in particular, identify some difficulties in receiving and disseminating political information among the youth, which impede the development of a democratic political culture and the accumulation of social capital of the young generation.

Globally, the expansion of investments in the field of higher education, which stems from both the demands of the economic sector and the growing appreciation of the social dimension of knowledge, implies mobilization within the scope of access to this level of education. If, on the one hand, access policies play a central role, on the other hand, the interactions of individuals in the different environments of which they are part cannot be disregarded. The aim of this paper, from a socio-ecological perspective, was to analyse the movements of access to higher education in Portugal from 1960 to 2017. The interpretation of data on access and legislation on higher education in that period, in relation to the literature review outcomes, made it possible to identify moments of expansion and retraction of access to higher education in Portugal. It was at the confluence of a set of more or less favorable factors that the distinct movements of access originated over time. This confluence of factors led individuals to shape and reshape their aspirations concerning their entry to higher education.

Abstract This article reports the results of an empirical analysis of self-employment among recent college and university graduates using the National Graduates Survey databases. It finds that self-employment rates two years after graduation, calculated by year of graduation (1982, 1986, 1990 and 1995) and level of education, ranged from 6.5 percent to 7.8 percent for men, and from 3.2 percent to 5.2 percent for women. Five years after graduation, the rates had increased, ranging from 9.9 percent to 11.1 percent for men, and from 5.3 percent to 6.7 percent for women. The evidence regarding employment rates, job satisfaction, the job-education skill match and earnings (the latter including the estimation of both cross-sectional and fixed effects models) suggests that self-employment is generally associated with enhanced labour market outcomes—that is, the result of “pull” factors. Policy implications are discussed.

Labor market almost daily updated with young professionals — university graduates, who get up to the first stage of his career. Young professionals or the university graduates make up a large part of the working population of Russia and occupy an important place in the reproduction and development of human resources and are major innovative potential. Transition to innovative development of Russia’s economy implies new requirements for the development of young people, and for the youth policy objectives. The main goal of the medium-and long-term national youth policy is to increase the human capital of young people and increase their competitiveness.The idea of the perfect young professional today is variously as employers and graduates.This article presents the results of Orenburg region employers research. Main research areas: staffing needs of employers and ways of addressing them, the general and specific requirements of employers to young professionals, evaluation of the young specialists level of training. Practical recommendations to improve the competitiveness of young professionals on the labor market and the development of partnerships with higher education institutions and employers in the region.

This article explores how children and young people from agro-pastoral societies in southern Ethiopia imagine their future. Children and young people who have not been going to school, as well as students in rural and urban areas, imagine their future differently. Their visions of the future can be located on a continuum between a future life as agro-pastoralists on the one end, and life in town with a job as an employee on the other. Where a person’s vision is located on this continuum depends on the influences he or she has experienced from school and town life. My analysis shows how, through the influence of schooling, young people’s concept of time shifts from a cyclical one, concentrated on the reproduction of the social world, towards a linear one, focused on personal and “national” development.

В статье рассматривается социальная активность молодежи в контексте смысловых представлений студентов вузов. На основании материалов регионального эмпирического исследования были проанализированы смыслы, которыми наделяется активность и которые имеют высокую значимость в саморегуляции общественно направленной и индивидуализированной активности студентов. Выявлено, что смысл социальной активности в восприятии вузовской молодежи соотносится с приоритетами органов исполнительной власти, занимающихся реализацией молодежной политики; определена зависимость между частотой участия студентов в практиках социальной активности и готовностью воспринимать данную деятельность посредством институционально организованных форм. Определены доминирующие мировоззренческие установки среди вузовской молодежи и описана их связь с мотивацией социальной активности в исследуемой группе. Выявлено противоречие между смысловым представлением о социальной активности и проявляемой деятельностью: образ определяется студентами через доминирование альтруистических ценностей, а в основе реальной активности молодых людей находятся гедонистические и инструментальные ценности. The article attempts to analyze the social activity of youth in the context of semantic representations of university students. Based on the materials of a regional empirical study, the meanings of activity are analyzed, as well as those meanings that are significant in the self-regulation of socially directed and individualized activity of students. The research shows that the meaning of social activity in the perception of university youth correlates with the priorities of executive authorities involved in the implementation of youth policy; the dependence between the frequency of students' participation in social activity practices and the willingness to perceive this activity through institutionally organized forms is determined. The dominant ideological attitudes among university youth are analyzed and their connection with the motivation of social activity is described. The contradiction between the semantic idea of social activity and the activity manifested is revealed: the students determine this activity basing on the altruistic values, but in practice, hedonistic and instrumental values are at the heart of the activities of young people.

While vital for the social and economic development of Kenya and Africa as whole, Vocational Education remains hampered by a negative parity of esteem. Individuals and households continue to view vocational education as a second option. This is in contrast with the views held by both pre-colonial and post colonial governments. Each successive government has attempted to provide vocational education and made policies to effect widespread provision. This article reviews the history of these policies and identifies the source of negative views towards vocational education on the one hand to discriminatory approaches by colonial governments and on the other hand to the burdening of technical education with the task of employment creation.

Social networks are considered an ontological attribute of the existence of a modern person. The modern ideas describe an important role of the system of social networks in socialization and adaptation of a person, motivation to the social activity, assistance and support in difficult life situations. The studies of criminals’ social networks show their significance in motivation to crime, formation of criminal ideology. Besides, it is proved that the quality of social networks impacts the prevention and suppression of crimes among teenagers and young people. However, the attitudes of young people towards the social environment and their relationship to it are still not properly studied. Understanding it will allow explaining the impact of the social environment on the criminalization and social rehabilitation of young people. Objective of the research: to study the parameters of social networks of delinquent young people including the comparison with the similar parameters of law-abiding young people. Methods. The data collection method is a questionnaire that describes the parameters of social networks, i.e. volume, stability, homogeneity, subordination, and referentiality. The method of results processing is descriptive statistics and also a non-parametric analogue of the one-way ANOVA test (Kruskal-Wallis test). The research sample was made up of 220 people of 18-27 years old, 73.5% of respondents were men; among the participants in the research, 115 people have been convicted of committing a crime, 105 people are law-abiding and do not have any criminal record. Results and novelty: New data were obtained about the specific character of social networks of delinquent young people with regard to the small volume of relations, homogeneity of participants, low refenetiality of the social environment; the perspectives of the study of the social networks in the conditions of the social regulation of interaction were determined taking into account the sex and social and cultural specific character.
